  • PSPRS REPORT for SEPTEMBER (1 of 2)

Effective 7‐1‐2022, for Public Safety, the assumed salary growth will begin to drop by 0.5% per year for 3 years, until it hits 2%.  So this will increase our liability a little to start but in the long run pretty close to actual pay increases, so we should not be having to make up the difference.  According to PSPRS they say this should, “ultimately will create lower and more stable contribution requirements,” (Though it will cause a temporary increase in employer contributions starting in July 2022).

The Board did approve the plan for layered amortization.  With the FD extending the schedule to 30 years, I believe this will help in the future.   This tries to keep our unfunded liability pretty much as is, plus or minus a little.

IV. UNFINISHED BUSINESSPSPRS REPORT – TIM WILMES, BOARD CLERK

  • PSPRS REPORT for SEPTEMBER (2 of 2)

I sent this question to PSPRS, I know this means to try to flatten out the unfunded liability for not a lot of increase, but “FD extending the schedule out to 30 years”. Does this mean extend out from where we currently are to 30 years or for FDs that did extend out to 30 years.  To which Phil Coleman PSPRS replied “The FD added 10 years onto the schedule to reduce the cost of pension. That could have been a factor to negative amortization. “ So I am ????? on this.

In their newsletter, “The change also includes moving all PSPRS‐managed retirement plan employers to a 15‐year “Layered” amortization schedule.  The effective date shift will vary for individual employers depending on whether employers have extended their amortization periods from 20 to 30 years.”
