There has never been a better time to be part of the Oaklawn racing program as we begin a new era with expanded dates and a 36-race stakes schedule highlighted by the $1.25 million ArkansasDerby (G1) and three $1 million races - the Rebel Stakes (G2),Oaklawn Handicap (G2) and Apple Blossom Handicap (G1).

Under the guidance of our president Louis Cella, racing remains the driving force at Oaklawn and in addition to our new luxury hotel, spa and event center that are now open, we have spent millions over the last few years to improve our barn area, racetrack, Grandstand and fan experience.

We hope you will be as excited as we are about a racing program that offers the richest winter purses in the country, including allowances races with a minimum purse of $100,000.

Entries close daily at 10 a.m., or at such time when all entries have been taken. Racing office will be closed Wednesdays and Thursdays.

It is the responsibility of each trainer to make certain the correct sex and ownership of each horse is on the foal papers. Trainers are subject to fines.

No horse may be entered in more than one race on the same day. No more than two horses of the same interest shall be entered in any one purse or overnight event. However, if a race is divided each half shall be considered as a separate race.Every entry in a purse race must be in the name of a person having ownership in the horse, and the full name of every person having ownership in a horse, or, excepting the trainer’s percent, and interest in its winnings, must be registered with the racing secretary, as must be every change in such ownership or interest thereafter made during the meeting.

Oaklawn Jockey Club, in order to present the best program possible, reserves the right to divide any race in the condition book or use an extra race before using a substitute race.

Horses penalized in a race shall not be entitled to any of the allowances in such race. Horses not entitled to first allowance in a race are not entitled to second, and if not the second, then to no subsequent allowance. Winners or non-winners stated sum means winner or non-winner of a single race of that value to the first-place horse.

The maximum number of starters in any race shall be limited to the number of starting positions afforded by the starting gate. The maximum number of starters shall further be limited by the number of horses which, in the opinion of the stewards, considering the safety of horses and riders, can be afforded a fair and equal start.

If the number of entries in any purse race exceeds the number of horses permitted to start, starters shall be determined by lot in the presence of those making the entries and post positions shall be in order in which they are drawn. The same method shall be employed in determining starters and post positions in races that are divided.

Handicap (stakes and overnight) preferences will be given to high weights. In allowance stakes, if the number of entries exceeds the limitation of the Oaklawn starting gate, preference will be given to horses that have accumulated the highest earnings.

A fully paid entry in a stakes race, when denied the opportunity of starting because the number of entries exceeds the capacity of the Oaklawn starting gate, will be entitled to refund of nomination and/or entry box fee. Oaklawn reserves the right to change or withdraw any unclosed race.

No entry shall be received of any horse not stabled on the Oaklawn grounds, unless its stabling elsewhere has been approved by the racing secretary.

No entry will be received except upon the condition that all disputes, claims and objections arising out of the racing or with respect to interpretation of the conditions of any race shall be decided by the stewards and their decision upon all points shall be final.

The entries of any person, or the transfer of any entry, may be refused with or without either notice or reason being given.

The franchise holder, with permission from the stewards, shall have the right to refuse the acceptance of any nomination to any stakes race, and to revoke any previously accepted nomination, for any reason. If a nomination is denied or revoked, all nomination fees tendered or paid with respect to the horse for its nomination for such race shall be returned to the owner of the horse whose nomination was denied or revoked. Denial or refusal to allow a horse to enter or start because of race being postponed or cancelled; overfill of entries; failure to satisfy any eligibility condition; scratch by stewards for horse’s actions in paddock, during warm-up, or in starting gate (including breaking through the gate), scratch by stewards on advice of track veterinarian, or scratch by stewards for violation of any other rule, shall not be grounds for refund of any fees.

In all overnight races, winners are preferred unless otherwise specified.

UNCOUPLED SAME OWNER ENTRIES

UNCOUPLING OF SAME OWNER ENTRIES IN CLAIMING RACES $20,000 AND ABOVE, MAIDEN SPECIAL WEIGHT, ALLOWANCE AND STAKES RACES. (In races that overfill, trainers must declare preference of runners at time of entry. Same owner second choice horses will be least preferred.)

RUN BACK POLICY

A HORSE THAT STARTS IN A RACE LESS THAN NINE (9) DAYS AFTER THE HORSE’S LAST START (i.e., WITH LESS THAN NINE (9) DAYS REST), MAY NOT START IN A RACE AT OAKLAWN FOR A PERIOD OF FOURTEEN (14) DAYS AFTER STARTING WITHLESS THAN NINE (9) DAYS REST. This house rule may be modified, suspended or revoked by Oaklawn at anytime.

SPECIAL WEIGHT ALLOWANCES

THE ALLOWANCES BELOW ARE PROGRAMMED TO BE TAKEN UNLESS TRAINER WAIVES THE WEIGHT AT THE TIME OF ENTRY.In all overnight races at this meeting at a distance of one mile or over, the following allowance may be claimed without respect to other allowances (except maiden

allowance). For horses that have never won a race at a mile or over: Three-year-olds and upwards allowed 3 pounds.

Weight allowances for Arkansas-Breds in non-Arkansas-Bred races, excepting Stakes Races: Three-year-olds and upward allowed 5 pounds.

PREFERENCE DATE

Preference dates will not supersede conditions of a race. Horses will not be eligible to receive a date until their papers or digital certifications with valid Coggins are on file in the racing office. All horses registered prior to NOON, Tuesday, Nov. 23, will receive a zero (0), which is the lowest possible date. A horse keeps his zero until he runs; scratches or the papers are removed from the office. All horses registering after NOON on Tuesday, November 23, will receive a one (1) or preference corresponding to the day of the meeting when registered. A zero has first preference.

Preference dates are good at any distance. Horses that run or have the opportunity to run will receive a preference corresponding to the date they race and lose all dates previously held. This excludes stakes and handicaps. Horses which scratch or are scratched will keep their preference as if they had run. An up to date preference list will be made available after the overnight list is out. Any omissions, discrepancies, errors, etc. must be lodged prior to the next drawing of entries.

All horses placed on the Stewards, Veterinarian or Starter lists will be posted on the bulletin board. They will not be permitted to enter until they have been approved to start. Horses which have established a date at the current meeting will lose their preference should their papers be withdrawn from the racing office or demonstrate intent to race elsewhere, and must reestablish a preference date at this meeting.Should a horse’s papers be withdrawn from the racing office for just cause, (i.e. tattoo, corrections, change of ownership, or clarification, etc.) the racing secretary may determine the status of the preference date established.

In no way does the claiming, ownership transfer or trainer transfer of a horse affect the preference date.

When a horse’s name appears in a race, other than a stakes, and is entered for the following day, such entry will be given no consideration should the race in which it is entered be overfilled. It is the responsibility of a person making an entry to claim preference at time of entry. The stewards will consider no claims that do not comply with the above regulations.

Any registered Arkansas-bred horse which is entered and runs in a non-restricted (open) race will be allowed to retain the preference date received either from most recent Arkansas-bred restricted race or if unraced at the current meet, the date when registration papers were filed with Oaklawn racing office.

Any registered Arkansas-bred horse which is entered and subsequently scratched from a nonrestricted (open) race shall receive the new preference date corresponding to date of the race from which it was scratched.

ELIGIBILITY

Oaklawn will not allot stall space or accept entries of horses which raced for a claiming price less than $5,000 unless they thereafter have finished first, second, third or fourth for $5,000 or more.

No maiden three-year-olds and up which has started for a claiming price of less than $7,500 unless it has subsequently finished second, third or fourth for $7,500 or more will be eligible to start or be granted stall space. However, no horse can run itself ineligible at the Oaklawn meet.

No maidens six (6) years of age or older unless expressly approved by the Racing Secretary and the Stewards. No maidens age seven (7) and older will be eligible.

No horses age 10 and older unless expressly approved by the Racing Secretary and Stewards.

No foals of 2020 will be will be permitted on the grounds.

Trainers must name a rider by the time of draw. A rider can be named on only one horse in a race unless second horse is part of a coupled entry. Failure to name a rider will require the stewards or an appointee to select one. The same rider may be named on both parts of an entry and remain on, with the Steward’s permission, until 10:30 a.m. on RACE DAY. At that time both parts of the entry shall have different riders or one part of entry scratched.

CLAIMING

2445. For a period of twenty-seven (27) days after the claim, a claimed horse shall not start in a race in which the determining eligibility price is less than twenty-five percent (25%) more than the price at which it was claimed. The day claimed shall not count for purposes of counting the applicable twenty-seven (27) day period, and for this purpose the following calendar day after the day claimed shall be the first day. The horse shall be entitled to enter whenever necessary so that the horse may start on the twenty-eighth (28th) calendar day following the claim, for any claiming price.

2457. Any horse claimed at Oaklawn Jockey Club will not be eligible to start at any other track until the current Oaklawn meeting is closed, unless approved by the Racing Secretary and the Stewards.

2458. (a) Except as otherwise provided in this Rule 2458, no horse claimed during an Oaklawn race meet shall be eligible to race at another track for a period of thirty (30) days following the end of the Oaklawn racing season unless the claimed horse has subsequently run back in another race at Oaklawn following the claim.

2433. No money or its equivalent shall be put in the claiming box. For a claim to be valid the person making the claim must have a credit balance in his account with the franchise holder’s horsemen’s account of not less than the amount of the claim (plus any applicable sales tax).All claims shall be deposited in the claiming box at least fifteen (15) minutes before the established post time of the race out of which the claim is made. Claim money must be received by the Horsemen’s Bookkeeper’s office one hour prior to the published post time of the race in which the claim is being made. Only cash, money order, wire transfer or cashier’s check will be accepted. A 6.5% percent state sales tax, a 1.5% city sales tax and a 1.5% county tax must be paid by the person claiming the horse. No currency will be accepted with the written claim. If currency is deposited in the claim envelope, the claim will not be considered. Thoroughbred Title to a claimed horse shall be vested when the horse becomes an official starter. A horse is a starter when the stall doors of the starting gate open in front of it at a time when the starter dispatches the horses. A horse claimed shall not be delivered by the original owner until authority has been given by the racing secretary or clerk of scales.

VOIDING A CLAIM

2434 (i). In the event a claimed horse suffers a fatality during the running of the race (or on the track after the running of the race and before the earlier of (i) exiting the race track surface or (ii) control of the horse is transferred to the claimant), or the horse is otherwise removed from the race track in the horse ambulance, the claim shall be declared void by the Board of stewards unless the claimant notifies the Board of Stewards within fifteen (15) minutes after the race is declared official that the claimant desires for the claim to remain in effect. Any such notice must be provided within saidfifteen (15) minute period by the claimant-owner or the claimant-owner’s trainer, or by a

representative thereof designated in writing for this purpose by the claimant-owner or claimant-owner’s trainer to the Board of Stewards prior to the running of the race with respect to which the claim was submitted.

2434 (j). In the event a claimed horse suffers an injury during the running of the race (or on the race track after the running of the race and before the earlier of (i) exiting the race track surface or (ii) control of the horse is transferred to the claimant), but the horse is not removed from the race track in the horse ambulance (i) pursuant to instructions from the Association Veterinarian, (ii) contrary to instructions from the Association Veterinarian, (iii) because of unavailability of a horse ambulance, or (iv) because of other extenuating circumstances (e.g., horse is injured in the race, loses jockey, and runs loose off the track), the Board of Stewards may, after consultation with the Association Veterinarian, declare the claim void unless the claimant notifies the Board of Stewards within fifteen (15) minutes after the race is declared official that the claimant desires for the claim to remain in effect. Any such notice must be provided within said fifteen(15) minute periods by the claimant-owner or the claimant-owner’s trainer, or by a representative thereof designated in writing for this purpose by the claimant-owner or claimant-owner’s trainer to the board of Stewards prior to the running of the race with respect to which the claim was submitted.

When a stable consists of horses owned by more than one person, trained by the same trainer, not more than one claim may be entered on behalf of such stable in any one race. To be eligible to claim, a person must be a licensed owner in good standing or holder of a valid claim certificate. Trainers must have foal papers on file at Oaklawn to claim a horse at Oaklawn.

JOCKEYS

Jockeys having engagements to ride must be in the jockey room by the appointed time for their day’s engagements. After making weight, jockeys must not leave the jockey room until engagements for the day have been fulfilled. Immediately before mounting,jockeys must test their weights on scales provided for that purpose and upon failure to make such test will be fined or suspended. Jockeys having engagements for the day are positively forbidden in the public enclosure beneath the grandstand after 11:30 a.m. Those who violate this rule may be fined, suspended or ruled off. A jockey temporarily suspended shall not be denied admittance to the track with the exception of those under suspension for serious offenses. Every rider in a race must wear an approved riding helmet and a protective safety vest.

SCRATCHES

Horses will be scratched off the program and that deadline will be 8:30 a.m. the day of the race. The scratching of a horse out of an engagement for a race is irrevocable. The Stewards must approve all scratches. In a race other than Stakes, no horse shall be permitted to scratch if the number of betting interests remaining in the race number less than nine (9), unless the Stewards permit a lesser number. Where there are more requests to scratch, that if granted, would leave a field of less than nine (9) betting interests, the Stewards shall determine which entrants may be scratched and permitted to withdraw from the race.

CLENBUTEROL POLICY

(subject to Arkansas Regulatory approval) Prohibition of Clenbuterol or any other beta2-agonist within 120 days of a race. Conducted by Industrial Labs, the presence of Clenbuterol or other Beta2-agonist will be determined through blood, urine and hair follicle testing.

The Arkansas State Racing Commission adheres to the Association of Racing Commissioners International Uniform Classification Guidelines for Foreign Substances and Recommended Penalties and Model Rules. A special booklet outlining those model rules is available through the Racing Office.

1217.3 Prohibited Practices - Extracorporeal Shock Wave Therapy or Radial Pulse Wave Therapy(a) The use of Extracorporeal Shock Wave Therapy, Radial Pulse Wave Therapy or similar treatments shall not be permitted on horses on the grounds of Oaklawn. (b) Equipment used to Extracorporeal Shock Wave Therapy, Radial Pulse Wave Therapy or similar treatments shall not be allowed in the stable area at Oaklawn. (c) Any horse treated with Extracorporeal Shock Wave Therapy, Radial Pulse Wave Therapy or similar treatments shall not be permitted to race at Oaklawn for a minimum of thirty (30) days following such treatment. Any such treatments on horses racing at Oaklawn must be performed by licensed veterinarians, or otherwise in accordance with applicable laws, and regulations of the applicable governmental regulatory agency, of the State where such treatments take place. (d) All Extracorporeal Shock Wave Therapy, Radial Pulse Wave Therapy and similar treatments on horses racing at Oaklawn must be reported to the official veterinarian on the prescribed form not later than the time prescribed by the official veterinarian.

1272. Intra-Articular Joint Injections A. The use of intra-articular joint injections shall be governed by the following conditions: (1) No prescription drug may be administered except as prescribed by an attending veterinarian. (2) A treated horse shall be established as ineligible to race for a period of fourteen (14) days following an intra- articular injection; (a) For the purpose of counting number of days a horse is ineligible to run following an intra-articular injection, the date of the injection is the first day. (b) The horse is eligible to race on the 15th day.

2225. No horse shall be permitted to enter unless stabled on the grounds of the franchise holder, except with the permission of the Racing Secretary. No horse shall be permitted to start unless the horse has been stabled on the grounds of the franchise holder for at least seventy-two (72) hours immediately prior to the race, except with the permission of the Racing Secretary.

WORKOUTS

Clocker’s phone number is 501-363-4361.

The clockers and their assistants will record workouts each day, the list to be dated and signed by the clocker or assistant clocker and posted on the bulletin board in the office of the racing secretary. Any trainer failing to cooperate with the clockers in tabulation of official workouts will be reported to the stewards for disciplinary action. Prior to a horse’s workout, clockers or their assistants should be contacted and notified of the horse’s name and the name of the horse’s trainer.

2099.1 (a) (3): A horse which has not started for a period of sixty (60) days or more prior to race day must have at least two (2) official published timed workouts within the previous thirty (30) days prior to race day, at least one (1) of which must be at a distance of four (4) furlongs or more. The workouts must have occurred at a pari-mutuel horse racing facility or recognized horse training facility, approved by the stewards.

(4) : – A horse which has not started for a period of 180 days or more prior to a race day must have three officially published timed workouts; two of which must be within 30 days of the race and one of which must be at a distance of four (4) furlongs or more; and must also undergo a physical examination by a regulatory veterinarian and be approved in writing by the regulatory veterinarian prior to being entered in a race. The workouts must have occurred at a pari-mutuel horse racing facility or a recognized horse training facility, approved by the Stewards.

(5) First time starters must have three (3) or more official published timed workouts within the previous sixty (60) days prior to race day, (i) two (2) of which must be within the previous thirty (30) days prior to race day, (ii) at least one (1) of which must be at a distance of four (4) furlongs or more, and (iii) at least one (1) of which must be a workout starting out of the gate within the previous thirty (30) days prior to race day. The workouts must have occurred at a pari-mutuel horse racing facility or recognized horse training facility approved by the Stewards.

REGISTRATION AND LICENSING

Any person desiring to participate shall first procure a license from the Arkansas State Racing Commission at its discretion. All applicants for licenses and registrations to participate in racing shall be filed with the Commission on forms supplied by it. No owner shall be eligible to start a horse unless his license application is on file in the Commission office at Oaklawn (no later than 3 p.m. the day before the race).

No horse shall be permitted to start that has not been fully identified. Any person attempting to establish the identity of a horse or its ownership shall be held to account, the same as the owner, and shall be subject to the same penalty in case of fraud or attempted fraud. Agents are advised to provide themselves with written authority from their employers in order to protect the interest of owners who may not be in attendance. It will be necessary for authorized agents to file a written order from the owner before any monies will be advanced to such agents on accounts of purses or deposits.

Owners must have their colors in the racing office to be registered. Registration certificates for all horses, listing their owners, must be filed in the racing secretary’s office. No horse will be transferred, unless claimed at this meeting, without permission of the stewards, who will require a notarized Bill of Sale from the registered owner. All transfers of the title on horses must be recorded on the reverse side of the certificate. Any transfers not so recorded will make the horse ineligible to start, except by permission of the stewards. All transfers must be approved by the stewards.

EQUIPMENT

Permission to change equipment for racing must be secured at time of entry. All horses must race with the same equipment as in their last start. Blinker changes must be approved by starter.

HORSESHOE NOTICE

Horses entered to race or training at Oaklawn Park are prohibited from wearing toe grabs with a height greater than four millimeters, bends, jar caulks, stickers or any other appliance worn on the front.

HORSES MAY RACE WITH A BAR SHOE(S) ONLY WITH THE PERMISSION OF THE STEWARDS UPON RECOMMENDATION OF THE ASSOCIATION VETERINARIAN AND MUST BE DECLARED AT TIME OF ENTRY. STAR STICKERS WILL NOT BE ALLOWED

It is the responsibility of the owner to provide the bookkeeper with a new W-9 each year. To comply with the IRS requirement, 28% of the purse money will be withheld until taxpayers’ identification numbers are on file. To claim, money plus 9.5% sales tax must be in the correct account one hour prior to the published post time of the race in which the claim is to be made. There are forms with the bookkeeper or online under Horsemen’s bookkeeper to apply to DFA for a refund on local tax for claims. Incompass account access is available online. GENERALAbsolutely no foals of 2020 will be permitted on the grounds.Horses scratching due to sickness or injury must have a signed veterinarian’s report attached to receive consideration. Every horse must be saddled in the paddock, unless permission to saddle elsewhere is granted by stewards. Horses must be in the paddock by the time designated by the stewards. Upon going to post, all horses must parade in front of the stand in order assigned to them on the official program, and next to the rail.

All horses must carry their weight and equipment from the paddock to the post and during the running of the race. Owner and trainer badges for the meeting will be issued at the Racing Commission office. If transferred to an unauthorized person, they will be taken up and the person to whom issued may be deprived privilege of the badge.

For your protection, it is requested that you insure your horses against loss by fire. Oaklawn assumes no liability for loss of horses or equipment by fire.

LEASES

Lessor and Lessee hereby acknowledge and affirm that Oaklawn is not a party to the Lease Agreement and has no duties or obligations thereunder, including any duty or obligation to monitor the Lessor’s or Lessee’s compliance with the terms and conditions of the Lease Agreement. Lessor and Lessee release Oaklawn, its officers, employees and representatives, the State of Arkansas, the Arkansas Racing Commission, the stewards and all other State officers, officials, employees and representatives from any and all claims or causes of action that now exist or may exist in the future arising out of the failure of Lessor or Lessee to comply with any of the terms or conditions of the Lease Agreement. Lessor and Lessee request and acknowledge that Oaklawn, its officers, officials, employees and representatives, the State of Arkansas, the Arkansas State Racing Commission, the stewards and all other State officers, officials, employees and representatives will transact all business pertaining to participation in racing of the leased thoroughbred horses solely with Lessee, or his duly authorized agent, including, but not limited to, payment of purses and any other monies, all matters pertaining to claiming of horses, including disbursement of claiming monies, and all other matters whatever nature.

Both Lessor and Lessee must have licenses in Arkansas.

GROOMS

All grooms should be neatly dressed when taking horses to the paddock. Pony riders taking horses to the post in the public parade must keep themselves and their mounts well groomed, their tack clean, and must wear khakis or khaki-colored jeans.

All horses racing on Lasix must be on the grounds of Oaklawn Park in advance of the administration of Lasix, which must be administered on the grounds of Oaklawn Park by a licensed veterinarian approved by the Commission Veterinarian no later than 4 hours prior to post time for the race in which they are competing. Trainers with horses on the grounds of Oaklawn Park must post the “in-today” tags provided by the association above the stall of every horse that is entered to run that day. The “in-today” tags must be posted by 6:00 a.m. the morning of the race. Trainers with horses stabled off track and are using the Receiving Barn must have their horses in a stall posted with the “in-today” tag provided by the association and ready for pre-race exam by an official veterinarian by 10:00 a.m. the day of the race for which they are entered.

WORKER’S COMP

All horsemen racing at Oaklawn are required to have a valid certificate of insurance for worker’s compensation covering stable employees and contract jockeys in the State of Arkansas.

ARKANSAS COGGINS RULE

While shipping in Arkansas, current state law requires that your horse be accompanied by a current original, true copy of a negative Coggins test along with its health certificate.

In addition, all horses being shipped to Oaklawn must have a certificate of veterinary inspection/health certificate signed by an accredited veterinarian that meets the following criteria: (a) Issued within 72 hours of shipment date; (b) Valid rectal temperature at time of inspection; (c) Negative Coggins test (EIA) dated May 2, 2020 or later; (d) Proof of vaccination with a USDA approved vaccine for EHV-1 (Equine Herpes Virus) and EIV-2 (Equine Influenza Virus), administered not less than 14 days and not more than 120 days prior to entry (e) Requirements for entry are subject to change without advance notice

Every horse in Arkansas, (ponies included), must have a current negative Coggins test dated to have been drawn in the past year. If a change of ownership of that horse occurs, a Coggins test is required dated to have been drawn within the past 6 months. In the case of claimed horses where the Coggins test is greater than 6 months old, the new owner must acquire a new Coggins test and have it registered with the Racing Office within 7 days of the date of the claim. It is important to note, this is regardless of whether or not you intend to race the horse. The expense of the Coggins test of the claimed horse is the responsibility of the new owner. We recommend you consider renewing Coggins certification on all your livestock at the beginning of each year. This will cover you through the Oaklawn meet and help cut down on confusion for everyone.

As these laws are enforced by the State Livestock and Poultry Commission, and highway shipping inspections are done by the State Police, please be aware that failure to comply could result in detention, prosecution, or fines. If you have questions regarding the Arkansas Coggins Act, please do not hesitate to contact the Commission Veterinarian at 1-800-OAKLAWN ext. 4585.

RELEASE

It is hereby agreed that Oaklawn shall not be liable, and the owner and/or lessee of the horse (“Owner”), assumes full responsibility, and the Trainer (for himself and on behalf of the Owner and their respective agents, employees and associates) hereby releases Oaklawn from and against any and all responsibility or liability or claim for injury, death or damage to any person, horse or other property of the Owner or the Trainer, or their respective agents, employees or associates, whether by negligence of Oaklawn or otherwise on the premises of Oaklawn. The Owner specifically and distinctly assumes the responsibility for purchasing liability insurance containing contractual coverage of the agreement, with minimum limits of $1 million, but otherwise, neither the Owner nor the undersigned shall have any obligation to indemnify Oaklawn with respect to third party claims made against Oaklawn’s own negligence.Each owner and trainer is responsible for any damage done to the physical property of the stables they occupy and agree to reimburse Oaklawn for expenses associated with the repair of any such damage(s), beyond normal wear and tear, caused by means other than a natural event.In making this application to participate in thoroughbred racing, it is understood that an investigative report may be made whereby information is obtained through personal interviews with third parties, such as family members, business associates, financial sources, friends, neighbors, or others with whom you are acquainted. This inquiry includes information as to your character, general reputation, personal characteristics,

and mode of living which may be applicable. You have the right to make a written request within a reasonable period of time for complete and accurate disclosure of additional information..

Oaklawn Safety Rules and Protocols during TrainingSafety Protocols

• When the siren and warning lights are on, the track is closed for TRAINING and ALL horses and riders during a breeze, gallop or work out should ease/stop their horse to the best of their ability and if possible are to EXIT the track as safely as possible.

• Oaklawn will inform all trainers via an announcement of the track being closed and reopened.

• Outriders will radio training incidents to first responders, security and safety personnel.

• When there is a human or equine ambulance on the TRACK; NO rider or horse should proceed past or around the location of the INCIDENT(S).

• NO cell phone use while mounted on horseback.• Both exercise rider and trainer will be subject to fines and suspensions by order

of the stewards.

Training Rules

• OUTRIDERS are in charge of the racetrack at all times.• All outriders, exercise riders, jockeys, trainers, assistant trainers and pony people

must wear a FASTENED safety vest and a FASTENED helmet at all times while on the TRACK.

Track Rules

• ALL horses working or breezing should do so on the INSIDE portion of the track.• ALL horses galloping should do so in the MIDDLE portion of the track; always

aware of horses to the inside.• ALL horses jogging should stay to the OUTSIDE portion of the track; always aware

of horse to the inside.• ALL horses backtracking, and going to the gaps, should stay to the OUTSIDE

portion of the track.STABLE AREA RULES

Due to Federal EPA regulations, all horses must be bathed on the designated wash pads located around the compound. Note that this mandate means that any water that touches a horse must go into one of the wash pad drains. OAKLAWN SECURITY is mandated to strictly enforce this policy by the US Government.

Guards at the gates are instructed to admit into the stable area only properly identified persons. They will assist stable personnel in any way possible in supplying information requested. Any person wishing temporary admittance into the stable area shall state his business to the stable area supervisor who shall decide whether or not to issue each person a pass.

When the services of an employee in the stable area are terminated, the employer should return the employee’s pass to the stable security office, if possible, or notify the identification office of this termination.

No dogs or fowl are allowed in the stable area.

All stable area employees must secure stable area parking stickers for their automobiles.

These stickers will not be recognized in the guest parking area. Motorcycles or scooter bikes are prohibited. The speed limit is 15 miles per hour.

The use of profane or obscene language is prohibited in the stable area or on the racing strip. Positively no illegal gambling is allowed. No intoxicated persons are permitted in the area.

Owners and trainers who recognize any persons in the stable area for whom they consider undesirable are urged to immediately report such information to the track security office.

In case of illness or accident, please report to the stable security office.

As a safety precaution, all horses must wear halters at night.

If a trainer is assigned ten or less stalls, no stable pony will be allotted stall space.

Water consumption will be monitored in the stable area. All faucets must be turned off when not in use. Automatic shut-off nozzles must be used on all hoses.

HEATING LAMPS

• Heating lamps will be permitted on Oaklawn’s stable area only under these conditions: Electrical cords must be approved by fire marshals. A protective screen must cover the bulb. Heat lamps must be constantly monitored by a responsible employee. When heat lamps are in use overnight, the barn location and stall where the lamp is being used must be reported to the stable gate, as well as the name of the employee who will be monitoring its use.

• Positively no smoking is allowed under shedrows or other places where combustible material is stored.

• No form of lighting other than electric is allowed in the stable area.• Report all plumbing and electric defects to the stable gate.• Flammable liquids, or highly flammable materials must be stored in proper

containers and are subject to restrictions by the Fire Marshall.• Parking of automobiles or horse vans in places other than the specified area

designated for this purpose is strictly prohibited. Fire hydrants must be kept clear of any obstructions at all times.

• The use of fire hoses or fire equipment for any purposes other than to extinguish fires is prohibited.

• Hay and straw or any type of feed cannot be stored in stable walkways at any time.• Fire prevention regulations and posters must not be obstructed from view.• Please turn out all lights when not in use. • It is imperative that tack rooms be kept clean at all times.• Daily fire inspections will be made throughout the stable area by a member

of the fire department. Stalls, tack rooms, etc. will be inspected for any defects or violations of the fire department regulations. Please lend what necessary assistance you can.

• In case of fire in stable area, help your fellow horseman remove his horses from the danger zone. Lend what assistance you can to the firefighters.

SPECIAL NOTICE

The Rules of Racing adopted by the Arkansas State Racing Commission govern all races over the course of the Oaklawn Jockey Club. Nominations to these stakes are received only with the understanding that the entries of any person, or the transfer of any entry, may be refused with or without either notice or reason being given therefor. The franchise holder, with permission from the Stewards, shall have the right to refuse the acceptance of any nomination to any stakes race, and to revoke any previously accepted nomination, for any reason. If a nomination is denied or revoked, all nomination fees tendered or paid with respect to the horse for its nomination for such race shall be returned to the owner of the horse whose nomination was denied or revoked. However, denial or refusal to allow a horse to enter or start because of a race being postponed or cancelled; overfill of entries; failure to satisfy any eligibility condition; scratch by Stewards for horse’s actions in paddock, during warm-up, or in starting gate (including breaking through the gate), scratch by Stewards on advice of track or state veterinarian, or scratch by Stewards for violation of any other rule, shall not be grounds for refund of any nomination fee. No nomination will be received except upon this condition: That all disputes, claims and objections arising out of the race or with respect to the interpretation of the conditions of any stakes shall be decided by the officers of this Association, or those whom they may appoint, and their decision upon all points shall be final; provided, matters under the jurisdiction of the Arkansas Racing Commission shall be decided by the Stewards, subject to appeal to the Arkansas Racing Commission in accordance with its rules. Oaklawn Jockey Club reserves the right to produce or exhibit still or motion pictures, radio and television pro-grams or authorize others to make or exhibit still or motion pictures, radio and television programs of certain races and related events occurring prior and subsequent to running of said races. The acceptance of stall accommodation or making an entry in any race shall mean that the applicant (owner of horse) grants his consent to the above condi-tion without remuneration to himself, and that that applicant has secured like consent from his jockey, trainer, groom, agents and associates connected with his racing activities, and consents upon demand to deliver to the Oaklawn Jockey Club such consent of any aforementioned persons permitting it to use and exhibit such material as provided above. The Oaklawn Jockey Club reserves the right to start all races with or without stall gate starting machine. However, the maximum number of starters in any race shall be limited to the number of starting positions afforded by the Oaklawn Starting Gate and extensions thereof. The maximum number of starters shall further be limited by the number of horses which, in the opinion of the Stewards, considering the safety of the horses and riders, can be afforded a fair and equal start. A fully paid entry in a stakes race, when denied the opportunity of starting because the number of entries exceeds the capacity of the Oaklawn Starting Gate and extensions thereof, or other maximum number established by the Stewards as set forth above, will be entitled to a refund of nomination and/or entry box fee. In Handicap Stakes and overnights, preference will be given to highweights. The Oaklawn Jockey Club reserves the right to cancel these stakes, or any one or more of them, at any time prior to the actual running thereof, without liability, except for the return of the nomination money, should any unforeseen conditions prevent it from holding its regular race meeting or such stake race, or if, because of inclement weather or other legitimate safety concerns, it reasonably deems the running of such race imprudent in the circumstances. In making this application to participate in thoroughbred racing, it is understood that an investigative report may be made whereby information is obtained through personal interviews with third parties, such as family members, business associates, financial sources, friends, neighbors or others with whom you are acquainted. This inquiry includes information as to your character, general reputation, personal characteristics and mode of living, which may be applicable. You have the right to make a written request within a reasonable period of time for a complete and accurate disclosure of additional information concerning the nature and scope of the investigation. It is hereby agreed that Oaklawn shall not be liable for, and that the owner and/or lessee of the horse (“Owner”), assumes full responsibility for, and the undersigned (for himself and on behalf of the Owner and their respective agents, employees and associates) hereby releases Oaklawn from and against any and all responsibility or liability or claim for injury, death or damage to any person, horse or other property of the Owner or the undersigned, or their respective agents, employees or associates, whether by negligence of Oaklawn or otherwise on the premises of Oaklawn. The Owner specifically and distinctly assumes the responsibility of purchasing liability insurance containing contractual coverage of the agreement, with the minimum limits of $1,000,000, but otherwise, neither the Owner nor the undersigned shall have any obligation to indemnify Oaklawn with respect to third party claims made against Oaklawn for Oaklawn’s own negligence.
