Dear Athletes and Coaches

It is with great pleasure that we extend an invitation to you to participate in this event

to select athletes for the 2019 Oceania Championships, and nomination of athletes to

the Australian Olympic Committee to participate in the 2019 Pacific Games. Both events

will be held in Samoa, and have received a G4 WT Ranking.

This selection event serves as an opportunity for our Kyorugi athletes to display their

skills to the full. Also, I am confident that these Oceania Championships and the

Pacific Games will be an occasion to exchange friendship among athletes in the region

and from all parts of the globe and celebrate the success of our sport.

These selections will be held at the Whitlam Leisure Centre in Liverpool, New South

Wales and we look forward to seeing you there.

03 Contestant Eligibility AGE: Senior entrants must be minimum 17 years of age as at 31 December

2019. NATIONALITY: Australian citizens at the date of the competition.

PASSPORTS: Entrants must hold a current Australian Passport valid until at least 31 January 2020.

MEMBERSHIP: Entrants must be registered members of Australian Taekwondo and in good standing with the Organisation at the date of Registration, with no outstanding financial obligations.

GLOBAL LICENSE: Entrants must hold a current WT Global Athlete License.

EXPRESSION OF INTEREST: All entrants are required to register their interest to be part of the Australian Team by completing the EoI For Australian Oceania Team. Please note that as part of the EoI process you will be required to upload a copy of your valid passport, AT membership card and GAL.

Failure to complete the EoI and provide all required documentation by the close off date will result in the entrant being withdrawn from the competition.

04 Coach Accreditation Coaches must register online at HERE by the Entry Closing Date to receive a Coaching Pass. Access to the competition floor will be denied without the Pass.

Coaches must be a registered Level 1 Coach (the old Club Talent Coach) of Australian Taekwondo, and must have a 2019 Global Officials License (GOL).

05 Rules WEIGH-IN: Minimum and Maximum dress code during weigh-in will be underpants for

males, and underpants and bra for female athletes. Separate female and male weigh-in facilities will be provided.

Zero weight tolerance will be applied.

KYORUGI: The competition format is a single elimination tournament system. WT Competition Rules as of 1 June 2018.

06 Entry Opening Date Entries open online at HERE on Monday 15 April 2019.

Payment may be made by Visa, MasterCard or PayPal. Please refer to the Australian Taekwondo refund policy available on the website.

07 Entry Closing Date The closing date for entries is Midnight Sunday 16 May 2019.

Late entries will not be accepted.

08 Kyorugi Weight Categories The Selection Event will be contested in the following World Taekwondo Weight Categories:

Senior Female: -46kg .-49kg, -53kg, -57kg, -62kg, -67kg, -73kg, +73kg Senior Male: -54kg, 58kg, -63,kg, -68kg, -74kg, -80kg, -87kg. +87kg

09 Kyorugi Match Duration Seniors = 3 rounds x 2.0 minutes

10 Seeding Only Senior Athletes will be seeded in their respective Olympic Weight divisions based on their

Australian WT Ranking as at May 2019.

11 Equipment COMPETITION: Daedo Gen-2 electronic body and head protectors will be provided at the

time of competition.

The competition will be conducted on mats.

Video replay system will be used on all courts.

ATHLETES: Athletes must provide and wear a WT recognised dobok, and groin guard, shin guards, arm guards, sensor socks and hand gloves, and clear or white mouth guard for the competition.

Athletes must supply their own WT approved sensor socks and gloves. These will not be provided by the Organising Committee of the event, but limited supplies will be available for purchase at Registration.

All contestants will be required to proceed to the Inspection Desk before entering the competition area. Any contestant wearing unofficial equipment will not be permitted on the competition floor.

12 Anti-Doping Contestants are advised that the Australian Sports Anti-Doping Authority (ASADA) may conduct anti-doping tests according to the World Anti-Doping Code and the list of Prohibited Substances and Methods in force at the time of the event.

Athletes are encouraged to read Australian Taekwondo’s Anti-Doping Policy which is available HERE and ensure that they understand their obligations and the list of prohibited substances.

13Awards All divisions will be awarded First, Second and Third placings with Gold, Silver and 2 Bronze medals, the latter subject to the number of contestants in the respective divisions.

14 Protests Only the player’s coach is allowed to protest to the Competition Supervisory Board immediately after the end of the contest in question. An amount of $200 will have to be paid for each protest lodged.

The decision of the Referee Chairman will be final.

15 Team Selection Players placed 1st in their weight category will be invited to join the Australian Team to contest the Oceania Taekwondo Championships in Samoa on 16 July 2019, and will also be nominated to the Australian Olympic Committee for the Australian Team to contest the 2019 Pacific games also in Samoa between 18-20 July 2019. See the relevant selection policy/nominations criteria at the end of this document.

16 Liability All participants partake in the selection competition at their own risk. While all care is taken, the Organising Committee and their representatives can take no responsibility, under any circumstances, for any damages, injuries or loss to individuals or equipment.

17 Privacy Personal details collected are solely for the purpose of this competition. Health information regarding existing conditions/allergies etc is for the Event Management records only and to support medical personnel.

18 Photography and Video Recording By entering to compete or officiate at this Event you are agreeing to have your image taken while in the Venue by Australian Taekwondo and its official representatives, the media and members of the public. In addition, you are agreeing to have your image shown on Australian Taekwondo social media, website, video, eNews, TV and any other forms of publication.

SELECTION POLICY 2019 OCEANIA CHAMPIONSHIPS TEAM

1. Definitions

(a) For the purposes of this Selection Policy:

(i) the “Team” means the 2019 Australian Oceania Championships Team;

(ii) the “Competition” means the 2019 Oceania Championships; which will take place on the 16 July 2019;

(iii) the “Qualifying Event” mean the 2019 Oceania Championships and 2019 Pacific Games selection event being held in Sydney on 8 June 2019;

(iv) the “Selection Panel” means the Panel as appointed by Australian Taekwondo per Clause 3;

(v) the “World Taekwondo” means World Taekwondo being the sport’s International Federation.

(vi) the “Chief Executive Officer” means the Chief Executive Officer of Australian Taekwondo;

(vii) the “Coaching Director” means the National Coaching Director of Australian Taekwondo;

(viii) the “Team Size” means the maximum number of team members as defined in Clause 4;

(ix) the “Selection Process and Criteria” means the requirements as defined in Clause 6;

(x) the “Extenuating Circumstances" means the circumstances as defined in Clause 7(b).

2. Background

(a) This Selection Policy details the process and criteria by which Australian Taekwondo (AT) will select athletes to the Team to compete at the Competitions, which among other things, requires athletes to:

(i) meet the eligibility requirements in Clause 5, including meeting the performance criteria at the Qualifying Event in Clause 6(b), (c) and (d).

(b) This Selection Policy can be amended at any time by the Board of Australian Taekwondo if in its opinion such an amendment is necessary for any of the following reasons:

(i) as a result of any change in Team eligibility criteria or rules;

(ii) as a result of any change in the rules governing the Competition or a particular event in the Competition;

(iii) to give effect to the Selection Policy following a drafting error or oversight; or

(iv) to clarify any ambiguity or otherwise give effect to the intended meaning of the Selection Policy.

(c) Australian Taekwondo will publish amendments to the Selection Policy on its website, and those amendments shall take effect immediately.

3. Selection Panel

The Selection Panel appointed by Australian Taekwondo from time to time, which, where practicable will comprise of:

(i) the Coaching Director;

(ii) the Australian Institute of Sport Combat Sports Manager;

(iii) two internationally experienced AT Coaches;

(iv) one former international level athlete; and

(v) the Chief Executive Officer (ex-officio)

(b) The Selection Panel will select the Team.

4. Team Composition and Size

(a) When selecting the Team, the Selection Panel will select the Team in accordance with this Selection Policy.

(b) Neither this Selection Policy, nor Australian Taekwondo or World Taekwondo require the selection of the maximum possible number of athletes to the Team. Accordingly, final Team members and composition of the Team are determined at the absolute discretion of the Selection Panel as set out in this Selection Policy. For the avoidance of doubt, nothing in this Selection Policy operates so as to require the Selection Panel to select any athletes to the Team or fill all available positions on the Team.

(c) The Team Size will, in accordance with applicable eligibility requirements for the Competition, consist of a maximum of 16 athletes, one per WT weight category. AT is not required to select the maximum number of athletes to the Team should athletes fail to meet the Selection Policy.

(d) Where reasonable and having taken into consideration all other relevant factors, Australian Taekwondo will endeavour to ensure that the Team is suitably represented across both genders. However for the avoidance of doubt, this clause is non-binding and does not require the selection or non-selection of athletes based on their gender in order to alter the gender composition of the Team.

(e) The Team list will be forwarded as soon as practicable for verification by the Board of Australian Taekwondo and thereafter publication.

5. Eligibility criteria for selection to the Team

To be eligible for selection to the Team for the Competition, an athlete must:

(a) be an Australian citizen who is eligible to represent Australia at the Competition as per the World Taekwondo or International Olympic Committee nationality requirements, or hold, a valid Australian passport that will not expire for six months after the 2019 Oceania Championships;

(b) must be aged 17 years or older as at 31 December 2019;

(c) be in good financial standing with Australian Taekwondo;

(d) be a minimum Kukkiwon 1st Dan;

(e) meet all eligibility rules, including any age requirements, imposed by World Taekwondo;

(f) be a registered member of, and in good standing with, Australian Taekwondo and World Taekwondo;

(g) have at all times acted in a proper manner and not have engaged in any conduct that has, or is likely to bring Australian Taekwondo, World Taekwondo or the sport of taekwondo into disrepute, censure or ridicule;

(h) hold an active World Taekwondo Global Athlete Licence.

6. Athlete Selection Process and Criteria

The requirements to be met by an athlete in order to be considered for selection for different events at the Competition are as follows, and are subject at all times to adjustment in accordance with Clause 4 of this Selection Policy.

(a) Athletes that win a Gold Medal at the Qualification Event, that being the Oceania Championships and Pacific Games selection event to be held in Sydney on the 8 June 2019, and who subsequently meet the eligibility criteria outlined at Clause 5 will be selected to compete at the 2019 Oceania Championships.

(b) In the event that a selected athlete in a particular weight category is deemed to be ineligible to take a position on the Team, pursuant to the conditions specified in this Policy, the CEO will refer the matter to the Selection Panel for consideration.

(c) The Team list will be forwarded to the CEO as soon as is practicable for verification by the Board and publication.

(d) Any matter that is not specifically stated in this Policy that affects the selection of an athlete will be referred to the Selection Panel.

(e) In the event an athlete is uncontested, the athlete will be screened by the Selection Panel for international competition readiness. The Panel will assess attributes including, but not limited to: technical skills, fighting capabilities and prior competition record. Athletes and coaches will be provided a time and place for any such screening.

(f) There will be a subsequent opportunity through the 2019 WT President’s Cup, being held at the Gold Coast on the 27 June 2019, for an additional two athletes in each WT weight category to qualify to compete at the 2019 Oceania Championships. However this additional quota are excluded from this policy and are not eligible for nomination to the AOC for the 2019 Pacific Games.

7. Extenuating Circumstances

(a) Notwithstanding anything contained within the Selection Policy, the Coaching Director may recommend to the Selection Panel, and the Selection Panel may make a change to the athletes selected to the Team, due to Extenuating Circumstances preventing an athlete from otherwise meeting the Performance Requirements.

(b) Only Extenuating Circumstances that prevent an athlete from meeting the Performance Requirements will be considered. In considering the performances of athletes at the Qualifying Events, the Coaching Director at their absolute discretion, may recommend to the Selection Panel that it gives weight to Extenuating Circumstances, which shall include one or more of the following:

(i) injury or illness;

(ii) equipment failure;

(iii) travel delays;

(iv) bereavement or disability arising from death or serious illness of an immediate family member;

(v) an unanticipated event occurring at the Qualifying Event; or

(vi) any other factors reasonably considered by the Coaching Director at their absolute discretion, to constitute Extenuating Circumstances.

(c) A decision as to whether Extenuating Circumstances may apply to an athlete will be made by the Selection Panel on an individual case by case basis.

8. Appeals

Athletes may appeal their non-selection to the Team by the Selection Panel. Appeals will be conducted in accordance with, and will be governed by Australian Taekwondo’s Appeals Policy (Pol.004 V2.1) and the procedures provided in the Appeals Policy. 9. Withdrawal

Should an athlete withdraw from the Team following their selection to the Team, the Coaching Director may, but is not required to, request that the Selection Panel select a replacement athlete. The Selection Panel may select any athlete at its absolute discretion provided the replacement athlete has participated in the Selection Event, or where Extenuating Circumstances as outlined in Clause 7 present.

10. Team Membership

(a) Athletes selected to a Team must sign an Athlete Agreement to confirm their selection to the Team, and agree to be bound by the terms and conditions of the Athlete Agreement.

(b) Athletes agree that the Selection Panel may remove an athlete from the Team where one or more of the following occur:

(i) the athlete has not met Australian Taekwondo’s requirements in relation to training and participation in training camps as required by the Coaching Director in their absolute discretion;

(ii) the Selection Panel is not satisfied that the athlete is appropriately committed to training, and has both achieved and is maintaining an appropriate level of health and fitness to achieve their peak performance at the Competition;

(iii) the athlete has not completed, signed and returned to Australian Taekwondo the Athlete Agreement, including any additional documents required to be completed under that Agreement; or

(iv) the athlete has not acted in a manner or has engaged in a conduct that has brought AT, WT or the sport of Taekwondo into disrepute, censure or ridicule.

(c) Please note that there is no requirement for AT to fund any of the costs associated with competing at the Competition. Should AT provide any funding it would be prioritised based on the AT Athlete Categorisation.

Nomination and Selection Criteria for the 2019 Australian Pacific Games Team Australian Taekwondo

1. QUALIFICATION

Quota Restrictions & Australian Team Size

The Organising Committee has imposed a maximum limit of athletes per national competing at the 2019 Pacific Games in Samoa.

2. NOMINATION BY AUSTRALIAN TAEKWONDO

To be nominated by Australian Taekwondo for selection to the Samoa 2019 Pacific Games Australian Team, each athlete must:

(1) Be a registered member of, and in good standing with, Australian Taekwondo and World Taekwondo;

(2) Hold an active World Taekwondo Global Athlete License; and (3) Win a Gold Medal in their contested weight category at a selection event for the 2019

Oceania Championships and 2019 Pacific Games, which will be held in Sydney on 8 June 2019.

Timing

Australian Taekwondo will nominate athletes for selection to the Australian Olympic Committee (AOC) when required by the AOC, but no later than 5pm AEDT on Friday, 14 June 2019.

3. SELECTION BY THE AOC

To be selected by the AOC as a member of the Samoa 2019 Pacific Games Australian Team, each Athlete must:

(1) have been nominated by Australian Taekwondo for selection by the AOC in accordance with Clause 2 of these Guidelines;

(2) have signed (or if a minor, parent or guardian have signed) the Samoa 2019 Pacific Games Team Membership Agreement and agree to sign any entry form required by the Organising Committee for the 2019 Pacific Games;

(3) have observed and continue to observe the provisions of the AOC’s Constitution, Ethical Behaviour By-Law and must not have breached the AOC’s Anti-Doping By-Law unless the athlete has already been sanctioned for the breach and has completed the sanction imposed. A copy of AOC By-Laws is available from olympics.com.au;

(4) undergo medical assessment and testing (if requested) to the complete satisfaction of the AOC;

(5) have disclosed information to the Athlete’s NF or the AOC concerning any conduct that might breach the code of conduct required of Athletes selected to an Australian Pacific Games Team under the Samoa 2019 Pacific Games Team Membership Agreement.

(6) acknowledges that any matter arising under clauses (1) – (5) above is to be determined, or breach thereof excused, by the AOC in its sole and absolute discretion.

If, in the opinion of the AOC, an Athlete fails to comply with one or more of the requirements in (1) – (6) above, that Athlete will be ineligible for selection by the AOC.

Australian Taekwondo will nominate athletes to the AOC for selection to the 2019 Pacific Games Team. The AOC has the sole and absolute discretion:

(1) to determine whether an Athlete (or team where applicable) has met the requirements of selection; and

(2) to determine whether or not it should select the maximum number of Athletes (or teams where applicable) permitted by the Organising Committee, notwithstanding the number of Athletes who may have met the requirements of selection.

4. NON-COMPLIANCE

If an Athlete breaches any of the requirements of the Nomination and Selection criteria, the AOC may suspend or terminate the Athlete’s selection to the Team or otherwise impose a sanction prescribed by the disciplining procedures set out in the 2019 Pacific Games Team Membership Agreement.

5. NO APPEAL GROUNDS

The appeal mechanism set out in the AOC Olympic Team Selection By-Law does not apply to the 2019 Pacific Games Team.
