2017 has been an eventful in the region. Rwanda and Kenya were holding their elections in the same month – August. Whereas Rwandans elected their President in round one, the outcome of the Kenyan Presidential elections were disputed and the Supreme Court ordered a re-run. This was a landmark ruling as it showed that the constitutional separation of powers between the Executive, Judiciary and Parliament is real and effective. However, the manner in which the election management body handled the elections has left question marks on its risk management framework which requires an urgent review.

Other than elections, this was also the year that the effects of the law that capped Interest rates in Kenya (at a maximum of 4% above the benchmark CBR rate and deposits at a minimum of 70% of the CBR Rate) began to bite. As a result, a good number of banks posted losses or a dip in profits for the first time in their history. In an effort to insulate profit margins, banks have had to lay off staff, close branches, and scale down their lending operations. Access to finance, particularly to SMEs has been severely affected. Banks are now actively re-engineering their business models in attempt to become nimble through digital platforms (either owned or in partnership with Fintechs). These strategies have the potential to increase of cybercrimes and ICT related fraud. However, the upside is that banks will reduce overall costs, become more efficient and profitable. There is need for revision of the risk management frameworks for Banks coupled with training of the employees on the ‘new normal’

A moot initiative sponsored by FSD-Africa to develop an industry-wide training in Risk Management has taken off. The need for this intervention arose from a market scoping study to assess the demand for risk management training by banks carried out by IPC (Internationale Projekt Consult GmbH) from Germany that identified, among others, a dire need for a structured training program addressing the needs of new entrants into the industry, intermediate staff as well as board-level employees. ARI was favourably mentioned in the market scoping study as one of the very few training institutions with a structured training in Risk Management.

In Capital Markets, the Securities Industry Certification Program(SICP) launched in 2016, continued with close to 500 practitioners already trained. ARI, which has been at the heart of the SICP training in Kenya, was privileged to have been selected to carry out similar programs in Tanzania and Uganda. Discussions with market players in Zambia and Rwanda are on-going. Using the experience of this successful SICP programme, ARI introduced the student program to help address the high youth unemployment level. Based on research, a significant ratio of the over 50% level of youth unemployment have either a college degree

or diploma. Our students program is therefore structured as a financial literacy life-skill to help students relate what they learn in class with careers in finance. Our student programme attempts to address the industry/academia conundrum by preparing students for careers in the financial services industry through a practical market-based training that gives them both the classroom knowledge, an international certificate, problem-solving skills through a challenge event, as well as practical experience through internships in industry working on jobs relevant to their career aspirations ahead of their graduation. The program has started through a partnership with various universities and will eventually be rolled out to technical and vocational colleges as well as secondary schools.

The Global Association of Risk Professionals (GARP) is a globally recognized membership association for financial risk managers. GARP enables the risk community and organizations to make better informed risk decisions through creating a culture of risk awareness. Through educational and professional certification programs, GARP helps to educate and inform the entire spectrum of risk professionals from entry to board level and the regulators that govern them. In setting the global standard in professional certification, GARP offers A rigorous and globally respected programs: The Financial Risk Manager (FRM) in the area of financial risk management. By demonstrating expertise and commitment to better risk management practices, Certified FRMs stand apart and add value in their organizations. Below is a brief description of the financial risk manager exam.

Financial Risk Manager (FRM®)The Financial Risk Manager (FRM®) designation is the globally recognized standard for those who manage risk. Certified FRMs are part of an elite, global network, and are valued by top employers across diverse businesses and occupy such positions as Chief Risk Officer, Senior Risk Analyst, Head of Operational Risk, and Director of Investment Risk Management, to name a few. The FRM is a two-part practice-oriented examination. FRM® I primarily cover the tools used to assess risk – quantitative analysis, fundamental risk management concepts, Financial markets/products, valuation and risk models. FRM® II focuses on the application of those tools through a deeper dive into market, credit, operational and integrated risk management, investment management, as well as current issues in financial markets. The Chartered Institute for Securities and Investment (CISI) is the professional body of choice for professionals in the securities and investment industry in the UK and in a growing number of major financial centres globally. Formed in 1992 by London Stock Exchange practitioners, they have a global community of more than 40,000 members in 121 countries and last year more than 41,000 CISI exams were sat in 73 countries.

CISI also offers certification exams to market practitioners in other jurisdictions such as Qatar, India and Dubai, Egypt, the Philippines and Saudi Arabia.

As an Accredited Trainer Partner for CISI in Kenya ARI offers training to the following programs and courses.

CISI Programs1. SecuritiesIndustryCertification ProgramIn September 2015, The Capital Markets Authority (CMA) signed a Memorandum of Understanding with the Chartered Institute of Securities and Investments for the introduction of international certification standards in the capital markets industry. This certification is part of CMA’s drive to enhance the positioning of Kenya as a premier investment destination. The certification is being administered by CISI. Africa Risk Institute is an accredited Training Partner of CISI and has been involved in the registration and training of CMA licensees for the exams.

As part of its market development agenda, CMA advised all its licensees in November 2015, that they must have all their employees dealing directly with clients and trading on behalf of clients and with less than 10 years’ experience in the capital markets industry undertake and successfully complete the Securities Industry Certification Program (SICP) comprising of three modules, namely i.e.

1. Module 1 - International Introduction to Securities and Investments (Kenya).

2. Module 2 - Regulations and Market Practice (Kenya).

3. Module 3 - Global Securities or Derivatives or Wealth Management.

The CISI has been working internationally for over 10 years, but only for the last three years have they had an active presence in Africa. With the support of the FSDA the CISI has signed Memorandums of Understanding with five capital market regulators, all linked to the introduction of an internationally recognised certification programmes in their market. In the last year over 1,200 exams were taken.

3.2 Global SecuritiesThe objective of the examination is to ensure that those advising and/or dealing in securities have a basic knowledge of market infrastructure, operation, regulation and practice. Download the syllabus here.

3.3 Wealth ManagementThe CISI Wealth Management professional qualification will provide you with specialist knowledge and expertise to foster a strong career in private client asset management (discretionary portfolio management) and fund management and will qualify you to advise clients under the UK’s Retail Distribution Review, as well as other global jurisdictions. 3.3 Diploma in Investment OperationsDiploma in Investment Operations is widely acknowledged as the most appropriate qualification for staff wishing to pursue a career in investment operations. It offers individuals the opportunity to specialize in the administration of investment funds and custody and settlement and gain a broad understanding of the wide financial environment. It will enable staff to demonstrate their knowledge and skills and pursue a senior management role with investment operations. The Diploma is a valuable qualification for any individual wishing to pursue a career in investment operations and in particular those employed at a supervisory level aspiring to a senior management role. 3.4 Global Financial ComplianceGlobal Financial Compliance is suitable for all compliance staff and will be especially relevant for Compliance Officers. Specialist qualification – covers all key aspects of compliance and can be taken as a stand-alone qualification or as part of the Investment Operations Certificate (IOC). Offers a progressive study pathway – Global Financial Compliance is the first step in the CISI’s compliance qualifications study pathway and offers access to the higher-level Diploma in Investment Compliance. 3.5 Certificate in Investment ManagementThe level 4 Certificate in Investment Management has been designed to provide candidates with an advanced level of understanding of the key areas of investment management. 3.6 Managing Operational Risk in Financial InstitutionsManaging Operational Risk in Financial Institutions is a higher-level pathway for risk professionals who may have achieved Operational Risk as part of the Investment Operations Certificate (IOC) or for practitioners who are looking to increase their knowledge in the discipline.

The Certificate will equip you with the knowledge and practical techniques to be able to investigate an operational risk incident, manage operational risk in the long term, model appropriate behaviours to support operational risk management in the workplace, and effectively recommend and contribute to measures to enhance the operational risk culture and operational risk management in the workplace. The Program StructureThe program contains four modules split into two parts. The first part consists of two foundational modules and the second part has two intermediate level courses. A salient feature of the students’ program is the internship opportunities included in the second part of the program. These are designed to facilitate the practical application of knowledge gained and are awarded to top students finishing module I and II.

The specifics of the program are as follows:

The first part

• Module I: Fundamentals of Financial Services – takes 4 weeks - This stand-alone qualification and unit provides candidates with a basic understanding of the key areas of the financial services and has been developed to support new entrants and to assist prospective students in obtaining jobs. • Module II: International Introduction to Securities and Investments – takes 4 weeks

The second part (this part also includes a 3-month internship opportunity with the industry or regulator)

• Module III: Regulations and Market Practice (Kenya) – takes 4 weeks• Module IV: A technical option (either Global Securities, Derivatives or Wealth

Management) – takes 8 weeks

3. Other CISI Courses3.1 CISI Diploma in Capital Markets The Diploma in Capital Markets is a leading professional qualification for practitioners working in wholesale securities markets. It is the final step in the CISI’s capital markets study pathway and offers individuals the opportunity to gain specialist knowledge of financial markets, bonds and fixed income, financial derivatives and fund management. 3.2 Diploma in Investment ComplianceThe Diploma in Investment Compliance is a global qualification that offers a clear career pathway for compliance specialists and practitioners. It has recently been reviewed by industry practitioners and has been enhanced to reflect the changing needs of the financial services environment. This qualification provides candidates with the confidence of possessing a thorough understanding of the global financial services regulatory environment. ARI Certification ProgramA recent survey by the Financial Sector Deepening - Africa (FSDA) on the demand for risk management training in the financial services sector revealed a dire need for a risk management training especially for entry level and clerical employees. As risk professionals, we know that organizations must of necessity manage risk from the boardroom to the mailing room. We have therefore developed our certification program - Certified Risk Professional (CRP) - to help address this market need. This qualification has three levels aimed at gradually introducing the culture of risk in an organization.

CRP I Risk affects every aspect of an organization. It therefore follows that risk is everyone’s business. Organizations that have a mature risk culture have been known to have consistent performance and are resilient. This course is ideal for organizations to adopt as part of their induction program. It helps participants master the basic fundamentals of and concepts related to financial risk and risk management. The course gives a broad overview of topics like credit risk, market risk, operational risk, insurance risk, and the Basel committee on Banking Supervision’s regulatory principles (Basel accord). This certification is highly recommended as an induction training for all new employees in the financial services industry and may be offered as part of an internal certification program using our e-learning platform.

CRP IIThis course prepares participants for managing financial risks in the work place by illustrating how financial risk impacts assets, institutions and systems and the global financial infrastructure. The course includes four modules that provide a comprehensive understanding of credit risk, market risk, operational risk and asset and liability management. It is ideal for professionals who have three to five years’ experience in the financial sector, particularly in risk, IT, auditing, accounting, consulting, compliance and insurance.

CRP III This course is an advanced Risk Management qualification that helps participants to understand best practices in Enterprise Risk Management (ERM), how to develop and implement ERM frameworks, as well as economic and regulatory capital management techniques. The course is practical and case study-based.
