Section 4 – Championship Information

Section 4–1 Lodging

There is no host hotel for the championship. Teams may stay at whichever hotel property they choose.

Section 4–2 Parking

Team Buses

Buses may park at the University of Houston’s Energy Research Park (ERP), located at 5000 Gulf Freeway, Houston, TX 77023.

Parents/Fans

Garage: Visitor parking is available in the Welcome Center Garage on the third and fourth levels for $12/day on weekdays ($5 after 4:00 p.m.) and $5/day on weekends. The Welcome Center Garage is located at 4400 University Dr., Houston, TX 77204 (right across the street from the pool).

Meters: Parking meters are located throughout campus. Time restrictions and hours of operation are posted on the individual meters. Visitors anticipating a longer stay should park in the visitor section of the parking garage.

Section 5 – Championship Operations

Section 5–1 Appeals Appeals must be acted upon by the meet committee immediately and the decision of the meet committee is final. Coaches may appeal only errors in the recording of data, scoring and non-judgmental errors in the application of the rules. Films or videotape may not be used in the appeals process. A written statement must be submitted to the referee no later than 15 minutes follow-ing the finish of the final or heat in which the appeal is applicable. Swimmers and/or divers shall be allowed to use the pool(s) for warm-up/warm-down until the meet resumes.

Section 5–2 Awards Awards will be presented to the all-WAC first and second teams during the finals sessions of the championship on Thursday, Fri-day and Saturday evenings. The all-WAC first team consists of the top three finishers in each individual event and the swimmers on the first place team in the relay events. The all-WAC second team consists of finishers four through eight in each individual event and the swimmers on the second and third place teams in the relay events.

The Team Champion, Swimmer of the Year, Diver of the Year, Freshman of the Year, Swimming Coach of the Year and Diving Coach of the Year awards will be presented at the completion of Saturday’s evening session.

The Swimmer of the Year, Diver of the Year, Freshman of the Year, Swimming Coach of the Year and Diving Coach of the Year awards will be voted on by the coaches. Each coach is responsible for submitting his/her ballot to the Conference office repre-sentative immediately following the competition. A coach shall not vote for himself/herself or his/her team members. The votes will be tallied by the Conference office representative and the person with the majority of the votes will receive the award. In the event of a tie, the tie will stand. All coaches are required to cast a complete ballot for the above awards. Athletes and coaches from institutions whose coaches do not vote or do not complete the entire ballot will not be considered for the awards.

Section 5–3 Banners Signs or banners promoting the participating institutions are permissible under the following circumstances: (1) They are hung only in areas designated by the host institution, and (2) the championship manager approves them in regard to appearance and content. Commercial identification on banners cannot be visible.

Section 5–4 Coaches’ Meetings A preliminary conference call will be held on Wednesday, January 31 at 11:00 a.m. CT. The in-person swimming coaches’ meeting will be held in the coaches’ hospitality room on Tuesday, February 20 at 3:00 p.m. CT. Attendance by each head coach is mandato-ry. The in-person diving coaches’ meeting will be held at 4:00 p.m. following the swimming coaches’ meeting. The meetings are to review championship procedures, rules and policies. The Conference office personnel will staff all of the meetings.

Section 5–5 Credentials Four types of credentials will be issued to various individuals by the Conference office for use during the championships. All credentials are non-transferable and may be used only by the individual to whom they are issued. Any unauthorized use of credentials subjects the bearer to immediate dismissal from the championships facility.

Media: A “Media” credential, valid for admission and access to all media areas, will be issued to qualifying members of theworking media covering the event.

WAC Digital Network: A “WDN” credential, valid for admission and access to all media areas and the television compound,will be issued to the WAC Digital Network crew working the event.

Volunteer: A “Volunteer” credential, valid for admission and access to the pool deck will be issued to volunteers working the event.

All-Access: An “All-Access” credential, valid for admission and access to all areas of the championship facility at any time, willbe issued to championships staff, working personnel and selected travel party members.

Section 5–6 Diving A minimum of five judges, either a diving coach or qualified representative from each Conference team, shall be present to judge diving. Each diver will perform a full list of dives per NCAA rules. The top eight divers shall advance to the finals while the next eight (9-16) will advance to the consolation finals.

Trials and finals for one-meter and three-meter springboard and platform diving shall be conducted according to current NCAA Diving Rules (including the number of dives to be performed by each competitor in the trials and finals, the number of competi-tors allowed to complete in the finals, etc.).

Section 5–7 Entry Deadlines Entry forms with all possible entries shall be in the hands of the meet director no later than Monday, February 12, 2018. Hy-Tek entries should be sent via email to Linda Brenneke at [email protected]. Late entries or telephone entries will not be accepted. The Championship Director will distribute psyche sheets to coaches via email on Thursday, February 16 by 6:00 p.m. CT. Events not scratched shall be considered bona fide events and shall count towards the swimmer’s event limit.

Divers must be entered via the Hy-Tek file and also via divemeets.com. Final divemeets.com entries must be submitted by Mon-day, February 19 while a Hy-Tek listing of your divers must be included with the swimming entries by Monday, February 12.

During the coaches’ meeting, coaches will be asked to designate between their official and unofficial entries (which swimmers and divers will score).

Section 5–8 Entry Submission Procedures Entry forms shall include the athlete’s full name, class, institution and best time achieved during the current season. Coaches shall adjust times achieved at altitude to sea level in accordance with the NCAA Swimming and Diving Rule Book altitude con-version tables. For the 1,650 yard freestyle, swimmers must be entered with their best 1,650-yard freestyle time from the current season. If a time is not submitted or is not in the USA Swimming National Times database, the meet committee may either adjust to the correct time or seed the competitor with no time or score.

Swimmers that need to be entered in the USA Swimming National Times database MUST have a current USA Swimming registra-tion number.

Section 5–9 Event Limitations An individual swimmer who is an official entrant is permitted to enter in the NCAA-allowed number of events which is a maxi-mum of seven events, of which not more than three may be individual events.

Section 5–10 Exhibition Swimmers Non-scoring exhibition swimmers that post a top-24 time in the preliminaries will be allowed to compete in the bonus finals only. All exhibition swimmers will be notated with an “X” in the heat sheets while exhibition swims will be notated with both an “X” and a “B”. Anyone with a “B” is not eligible to swim in the finals while those with an “X” only may swim in the bonus final if he/she qualifies.

Section 5–11 Exhibition Swims An official swimmer may compete in more than three events but may only swim in the preliminaries of the extra event(s). The exhibition swim must be submitted at the same time as the scratch deadlines prior to each day’s events using the scratch/exhibi-tion form.

Section 5–12 Finals There shall be finals, consolations and bonus finals held for all swimming events on the Championships program, with the bonus finals and the consolation finals preceding the championship finals in each individual event.

Section 5–13 Format The NCAA championship order of events shall be followed at the Conference championship with the exception that all relays and the 1,650 freestyle will be timed finals.

Section 5–14 Heat Sheets The WAC will provide heat sheets to all coaches on-site and will also post the heat sheets near the entrance to the pool. Specta-tors may purchase electronic heat sheets through the Meet Mobile app on their mobile or tablet devices.

Section 5–15 Hospitality A hospitality area containing fruit, granola bars or other similar snacks will be available for student-athletes throughout the com-petition in the southeast corner of the pool (opposite the diving well).

A hospitality room will be available for officials, coaches, administration and staff outside of the pool near the building entrance. During prelims, access is only through the Aquatics Hallway. The Rotunda door will be open in the evenings, but a pass will be required to use that door.

Section 5–16 Media Media relations staff and sports information services will be provided. Results will be made available to coaches as soon as possi-ble following the completion of each session.

Section 5–17 Medical Procedures EMTs and a certified athletic trainer will be on site for all sessions of competition and practice. Limited training supplies will be available to all teams. Planned access to a physician and a medical facility, including communication and transportation be-tween the championship site and the medical facility for prompt medical service, shall be provided.

Section 5–18 Meet Committee The meet committee shall include the head coach of each institution, the meet referee and a representative from the Conference office.

Section 5–19 Merchandise Championship merchandise will be available for purchase outside the pool entrance throughout the championship.

Section 5–20 Noisemakers In accordance with NCAA rules, all bells, sirens, horns or other artificial noisemakers are prohibited.

Section 5–21 Officials United States Swimming officials shall be assigned to the championship by the Meet Referee. The Meet Referee and Diving Referee for the 2018 championship are:

Section 5–22 Participant Gifts The WAC, in conjunction with GoldnerSports, will communicate directly with participating institutions’ head coaches regarding the ordering and delivery process of the participation awards. Gifts may not be provided to ineligible student-athletes.

Section 5–23 Practice The designated practice and warm-up times are listed on page two.

Section 5–24 Protest Committee The protest committee shall consist of the swimming referee, starter, championship manager and the conference office represen-tative.

Section 5–25 Relays All relay events shall be held as finals. Each institution shall be allowed to enter one relay team in each relay event.

Section 5–26 Scoring A total of 18 competitors per team may score in the championship. A swimmer counts as one competitor, a diver counts as one-half of a competitor. Individual events shall be scored on 16 places: 8 places for finals (20-17-16-15-14-13-12-11) and 8 places for consolation finals (9-7-6-5-4-3-2-1). Bonus finals do not score. Relays shall count double.

Section 5–27 Scratch Procedures Scratches are to be made by the head coach or official representative by depositing signed scratch sheets in the designated scratch box. Scratch sheets must be signed by the head coach and meet director or Conference office representative. All entries not scratched will become official entries. Scratches are due at the following times:

Scratches for finals are due 30 minutes following the final heat of prelims each day.

Section 5–28 Seeding There shall be no limit on the number of heats for each event. Seeding for all events shall be based on current season best times. If an event has not been swum during the current season, the entry must be submitted with “no time” and seeded appropriately. In seeding the 1,650-yard freestyle, only 1,650-yard times will be used.

Section 5–29 Spectator Seating Seating in the general admission area may not be blocked off or reserved. All spectator seating must be cleared between ses-sions.

Section 5–30 Sportsmanship All phases of intercollegiate athletic contests shall be conducted in a sportsmanlike manner. Each member institution shall endeavor to instill and maintain principles of good sportsmanship for the guidance of all persons participating in or witnessing contests. Conduct by student-athletes, coaches and other institutional athletics personnel which is patently unsportsmanlike in nature is subject to sanction. An institution’s representatives shall refrain from making negative comments regarding another institution’s student-athletes, teams, coaches, staff or the institution itself.

Each institution is responsible for maintaining such measures as necessary to assure orderly conduct of contests, including con-trol of spectators who interfere with the conduct of contests and for maintaining standards of spectator behavior.

Section 5–31 Squad Size The conference championship squad size shall not exceed 24 student-athletes from each institution, but only 18 may score. Of those 18, an entrant who swims shall be counted as one. An entrant who swims and dives shall be counted as one. In accor-dance with NCAA rules for meets that score platform diving, a student-athlete who only dives shall count as one-half.

Section 5–32 Team Seating Seating assignments for participants are determined on a conference call or at the coaches’ meeting by the order of finish of the previous year’s championship.

Section 5–33 Ticket Prices Tickets will be available for purchase day-of, in-person at the CRWC Natatorium. All-session tickets (eight sessions) are $40 for adults and $30 for children 18 years and younger. WAC students with a valid ID are admitted free. Single all-day ticket prices are $15 for adults and $10 for children 18 years and younger. Section 5–34 Time Trials In accordance with NCAA rules, official time trials may be held at the completion of each session’s events. Only student-athletes who are entered in the meet may swim time trials and only in events that will be conducted at the championship (with the ex-ception of allowing time trials for the 100-yard medley).

Section 5–35 Travel Party The official travel party size for swimming and diving is 30. Individuals listed on the Official Travel Party Form must be employees of the institution, student-athletes or other individuals (student managers, team doctors, athletic trainers, radio broadcasters, etc.) who will perform the same team-related duties during the championship that they have performed during the season. Only those individuals listed on the Official Travel Party Form shall be provided a championship participation gift from the conference office and be permitted to sit in the bleacher area during the championship.

Each institution is required to complete an Official Travel Party form, along with a Team Information form. Coaches should access these forms at http://wac.org/forms.html. In the Swimming & Diving section of the table, click Travel Party Form or Team Infor-mation Form to fill out the respective form.

The forms shall be submitted to the Conference office no later than Wednesday, February 14. Any changes to the Official Travel Party form after original submission must be sent to Dave Chaffin ([email protected]) by 11:59 p.m. MT on Sunday, February 18.

Section 5–36 Uniforms During competition and the awards ceremony, competitors must wear the proper uniform (warm-ups included) of the institution they represent in the championship.

Section 5–37 WAC Digital Network

Practice PresenceThe WAC Digital Network producer, director, and announcers are permitted to watch entire practices for research purposes and to engage in private conversations with coaches immediately following practice. Other crew members (camera operators, audio technicians, and utilities) are permitted in practice for setup purposes as well.

Appendix 5 – University of Houston CRWC Emergency Action Plan

Contacting EMS

Two EMTs will be on site during all practices and compeitions. Anytime additional EMS is needed, staff members will contact University of Houston Police Department by calling (713)743-3333. UHPD will then dispatch the appropriate response vehicles to our location. Additionally, UHPD will meet response vehicles upon their entrance to campus and will help escort the vehicle to its appropriate location.

In Water Emergency

• Primary Lifeguard recognizes the incident.• Primary Lifeguard activates the Emergency Action Plan with the correct whistle code.• Primary Lifeguard enters the water with the correct entry and approaches the victim.• Primary Lifeguard performs the correct rescue.

• Secondary Lifeguard will radio for the Building Supervisor to alert them of the emergency. • Secondary Lifeguard will call EMS via the Lifeguard Office phone by calling 3-3333 or (713)743-3333 from a

cell phone.• Secondary Lifeguard will bring the Crash Kit to the scene.• Secondary Lifeguard will clear the pool and ensure all other patrons are safely out of the water.

Houston Fire Department Emergency Medical Services

Houston’s EMS is recognized worldwide as a leader in injury care. Scientific studies reveal that the innovative tech-niques and treatment strategies used by the Houston EMS personnel have provided Houstonians with an unrivaled survival rate for those with severe traumatic injuries. Today most of the clinical data regarding cardiac and trauma resuscitation come from the Houston EMS system. In the last decade, Houston EMS has presented more than 100 sci-entific papers at national and international meetings. Every paramedic and EMS physician in the city carries a portable 12-lead electrocardiograph. With this new technology, heart attack victims are more quickly diagnosed and treated faster. Houston is one of the first systems in the nation to have this technology available on its medic units. Houston has been cited by Fortune Magazine as one of the eight safest cities in the country to have a medical emergency. The City of Houston Emergency Medical Services (EMS) program is solely responsible by ordinance for all emergency med-ical calls received within the city limits. Access to EMS is facilitated by enhanced 9-1-1 systems, which relays medical calls from a central answering point (911 operator relays the call to Police/Fire/Ambulance dispatcher as indicated.)

HFD Emergency Medical Services locates ambulances around the city of Houston to allow a first responder or Basic Life Support on-scene in less than four minutes and Advanced Life Support on-scene in less than eight minutes on 90 percent of all calls. The city records an average of 7-10 minute total response time for all calls.
