Public Improvement Process for Special
Assessment Projects
Preliminary Comment on petitioned project
Feasibility report; prepare cost estimate, project budget,
and schedule; determine benefited area and proposed
assessments
Mail hearing notices; prepare engineering agreement
Prepare plans and specs
Take bids, compare with estimates
Prepare and execute contract; initiate and administer
construction; prepare final assessment roll
Prepare and mail hearing notices
Certify assessment to County Auditor
Modify/approve capital improvement program and/or
budget OR
Resolution declaring adequacy of petition,
AND Resolution ordering preparation of feasibility
report
Accept report and call for hearing
Hold Public hearing on the proposed project; order the

• Assessment process follows Minnesota Statute Chapter 429 – Public Improvements.
• Written objection appeal must be presented in writing and signed by the property owner prior to or at the hearing.
• Notice of appeal must be filed within 30 days after adoption of the assessment.
• Interest rate set at time of assessment certification.

Assessment Calculations
City Policy for Street Improvements:
• Up to 24-foot Wide, Residential Design Roadway
– 20% Assessed for Surface Improvements ONLY
• City Funds Pay Remaining Costs
– Oversizing for State Aid Design
• Assessments Calculated Based on Unit Rather than Front Footage
– Assessable Units Based on Number of Buildable Lots Based on Zoning
• Residential = 1 unit
Financing Assessments
• Assessments Paid Over 10-Yr Period
• Interest Rate Determined at Time of Assessment Hearing
– Past Years: varies from 4% to 5%
Option Deadline1. Pay-off full assessment 30 days after adoption
to avoid interest November 15 (every year after)
2. Apply directly to Property Tax Automatic if above option is not exercised
