2018 CHAP Forum The Alaska Native Tribal Health Consortium Community Health Aide Program hosted the annual CHAP Forum on March 26-30, 2018. This year marks the 50th anniversary of the Community Health Aide Program. There were 92 attendees from Tribal Health Organizations across the State who attended the week-long forum. The forum offered 32 hours of continuing education on a variety of topics. The Shining Star recognition awards and luncheon was held on March 27. The Shining Star awards began in 2006 as a way for the Association of Alaska CHAP Directors and others to recognize the excellent contributions and commitment of Community Health Aides and Community Health Practitioners of Alaska. The CHAP Directors have five award categories: Rising Star, Shining Star, Outstanding Accomplishments, North Star and Setting Star. LeeAnn Garrick, Vice President of Administrative Services, Alaska Native Medical Center, provided the opening remarks and greetings. Victorie Heart, former Director, CHAP Rural Health Services was the surprise guest speaker. The Alaska Native Tribal Health Consortium Community Health Aide Program hosted the annual CHAP

Forum on March 26-30, 2018. This year marks the 50th anniversary of the Community Health Aide Program. There were 92 attendees from Tribal Health Organizations across the State who attended the week-long forum. The forum offered 32 hours of continuing education on a variety of topics. Victorie “Torie” Heart, MS, RN, Director, CHAP Rural Health Services, retired January 31, 2018 from the Alaska Area Native Health Service. She had been employed by the Indian Health Service and Tribal Organizations in acute care and public health since 1987. She was an initial member of the CHAP Certification Board when it was formed in 1998. We will miss her leadership, dedication, commitment, experience, knowledge and perspective. We wish her a happy retirement!

As a result of CHAP requests for additional information, the Cancer Education Team has worked with content experts, CHA/Ps, BHA/Ps, and others, to create a new online module, “Children and Grief”. This learning opportunity complements the existing, “Loss, Grief, and End-of-Life Care” online module. Children’s grief is different from adults. Knowing more about how children of different ages and developmental stages grieve helps us have a better understanding of how grief affects all family members. Learn helpful ways to support children as they grieve. We look forward to having you complete this new module, share your thoughts about it, and let us know ways we can better support your learning. We currently have 11 online cancer education

modules. They are available free on the Distance Learning Network, under Cancer Education – Continuing Education. Each module is approved for 2 hours of CHA/P and BHA/P continuing education. Thank you for learning with us, and letting us learn

Nationalization of the CHAP Program On February 27, 2018, RADM Michael D. Weahkee, Assistant Surgeon General of the United States sent out a Dear Tribal Leader Letter to inform Tribal Leaders that the Indian Health Service (IHS) asked the IHS Area Directors to nominate people to participate on a national Community Health Aide Program Tribal Advisory Group (CHAP TAG). The CHAP TAG is being formed as a direct result of previous consultation with Tribes in which the Tribes made clear their interest to have the IHS facilitate the nationalization of the Alaska CHAP as authorized by the Indian Health Care Improvement Act (25 U.S.C. § 1616l(d)). The CHAP TAG will be tasked with developing the formal policy and implementation plan for expansion of the CHAP. RADM Weahkee’s letter stated, “On January 4, 2017, the Indian Health Service (IHS) issued a letter to Tribal Leaders with a report summarizing the consultation on creating a national IHS CHAP. As part of our ongoing work to assure a high performing

Indian health system, the CHAP TAG will focus on addressing the next steps, which will include providing subject matter expertise, program information, innovative solutions, and advice to the IHS to establish the national CHAP.” The IHS convened a two-day, in-person meeting of the CHAP TAG on March 21 - 22, 2018 in Phoenix, AZ to start the work. From this meeting workgroups will be formed. ANTHC Behavioral Health Aide Training Center

BHA Program Gains Training Center Status On February 27, 2018, the Community Health Aide Program Certification Board approved the ANTHC Behavioral Health Aide Program’s application for Training Center designation. Xiomara Owens, Director, ANTHC BHA Training Center, provided an overview with a PowerPoint presentation of the BHA Training Program and BHA Training Center. The ANTHC BHA Training Center will offer training and training support to Behavioral Health Aides/Practitioners and their supervisors statewide. The BHA Program is actively working to develop courses for BHA I, II, III and Practitioner training. Having the BHA Training Center designation will help to streamline the process of course review and approval and will help to fulfill the training needs of BHAs seeking certification. BHA Program Hiring a Full Time Instructor As we continue our efforts to expand our training program and increase access to BHA training, we are excited to announce that our team is also growing! We have an opening for a full-time Behavioral Health Aide and Practitioner Instructor. This position is ideal

for someone who has at least a master’s level degree and work experience in the field of psychology, social work, counseling, or substance abuse or addiction. We’re looking for someone who is sound in their clinical knowledge and practice, excited to serve and collaborate with partners in rural Alaska, and comfortable with the use of technology as a tool for creating and facilitating trainings.
