OBJECTIVE 1: TO IMPROVE SAFET Y AND HEALTH FOR SMALL CONTRACTORS, THE SELF-EMPLOYED AND ALL WORKING ON SMALL PROJECTS

Goals:

• To improve the health and safety management systems for small contractors and the self-employed through initiatives such as organising mentoring and support by larger contractors and by the promotion of BeSMART Construction

• To support Continuous Professional Development amongst small contractors and the self-employed including the CPD requirements of the Construction Industry Register or Ireland (CIRI) register

• To review Client guidance with a view to helping small contractors and the self-employed assess and demonstrate competence.

OBJECTIVE 1 - ACHIEVEMENTS

• >500 persons trained in CIF’ Site Supervisor Safety Programme (SSSP)

• Partnered with the HSA in developing a course: ‘An Introduction to Construction Safety (for small contractors and the self-employed)’

• Developed the CIF Virtual Academy for provision of free, online CPD training materials

• Monthly webinars held on topics of interest (e.g. mental health, intoxicant testing, protection from skin cancer)

• Developed a Lesson Learned / Best Practice portal for the sharing of safety alerts and industry success stories

• 9x Videos, 5x Webinars and 6x Posters developed for Construction Safety Week 2018.

• Seek to explore opportunities of synergy with industry and stakeholders

Goals:

• To continue to run and promote the CSPAC Innovation in Safety Award

• To update the CSPAC website and to have the website act as a portal for information on new innovative technologies

• To promote innovation in education including encouraging and supporting eLearning module initiatives relevant to the construction sector

• To review the current PSDP and PSCS training available and ensure they are mutually supportive and consistent

• To commit to the efficient communications of safety alerts and other safety information to all members.

• The rebar trusses improve Health, Safety and Wellbeing are beneficial on multiple fronts:

– Use of Acrow Props has been avoided

– The design of the Truss was developed with workers on the ground in relation installation and tying of the steel

– Workers are much happier using MEWP’s as opposed to Ladders for securing the steel cages to the Trusses

– Fixing rebar to the trusses is much safer and the formwork gang can work on the wall soon after the cages are in place.

INNOVATION IN SAFETY – CONSTRUCTION & MAINTENANCEWinner: BAM Building• The BAM Ireland project team on the Blackpitts Hotel and Blackpitts Student

Accommodation projects undertook a pilot study to look at how the risk of workers being exposed to RCS dust could be eliminated as far as possible

– Using BIM to design out the hazard– Co-operation with designers at an early stage to allow for using products that

eliminated the production of RCS dust– Partnership approach with Hilti, tool supplier, where 95% of sub-contractors

purchased extraction units for their tools– Maintaining awareness, via site induction, RCS dust notice boards and regular talks

meant that all contractors were aware of the policies and procedures and the elimination of RCS became the acceptable norm

– Regular auditing of compliance– Using full face masks for RPE prevented inhalation of RCS dust, ensured eye

protection didn't steam-up and eliminated the need to be close shaven.

INNOVATION IN SAFETY – PRODUCTS OR SERVICES

Winner: Salus Training Services Limited• Developed a course entitled “Advanced Underground Asset Protection”

– The course entails the use of the CAT 4 and its Signal Generator which allows for information to be gathered and Data Logged back to a laptop

– Introduce participants to the use of Ground Probing Radar, Soil Pick, Hand Held GPR which is capable of detecting PE and PP pipes which are not conductors and therefore not detectable by conventional means.

– Demonstrate a Magnetometer which can identify “Bell Joints” on steel pipes

– Use of a Vac Unit to extract soil after it has been pulverised by the Soil Pick hence protecting operatives and high value and hazardous services such as Gas, Electricity, Fiber Optics and a number of others.

OBJECTIVE 3:SAFETY CONSULTATION, WORKER ENGAGEMENT AND SAFETY REPRESENTATIVES

Goals:

• To promote workers participation through consultation and engagement with employers and to support the role of the safety representative

• To investigate the feasibility of establishing a safety representative group

• To continue to run and promote the CSPAC Safety Representative Award.

PROVISIONS FOR SAFETY REPS

• Under Section 25 of the Safety, Health and Welfare at Work Act 2005, all employees are entitled to select a safety representative to represent them on safety and health matters with their employer

• Under Regulation 23 of the 2013 Construction Regulations where more than 20 persons are employed at any one time on a construction site, the project supervisor for the construction stage must facilitate the appointment of a safety representative.

OBJECTIVE 3 - ACHIEVEMENTS• Reviewed existing resources / training materials for Construction Safety

Representatives

• Developed a scope of work for development of a mobile app for Construction Safety Representatives (which unfortunately proved cost prohibitive)

• Launched the 2018 Construction Safety Representative Award

• Investigated synergies with the Construction Workers Health Trust for onsite presence with respect to AED and mental health services.

• Promote the role of Construction Safety Representatives at a site level and by writing to employers

• Leverage the HSA’ BeSMART 2-min video for awareness of role

• Further develop ‘draft’ posters to raise awareness of Construction Safety Representative role for sites.

• Raise awareness of risks from construction dusts and promote safer work practices in the industry

• Raise awareness of risks of other occupational related cancers such as the increased risk of skin cancer for outdoor workers

• Promote initiatives to support construction workers with psychosocial issues.

• Participated in 2x Social Dialogue Workshops on RCS with FIEC & EFBWW

• Manual, Checksheet, Training Materials and FAQ’s developed as an information pack for the construction sector

• Press release for SunSmart in June 2018 with Infographic generated and supporting live webinar with the Irish Cancer Society and Deb Group

• Live webinars on Mental Health and Stress Management with Pieta House and FL Safety Training

• Met with Mates in Mind, Pieta House, Laya Healthcare to determine best potential employee assistance programme for mental health.

• Create baseline accepted resource levels to COP standard of compliance. Define consistent price/quality ratio for tendering PSDP role.
