Pre-Labor Day Waiver: Closings
There are two potential ways a school division can receive
a waiver to start school before Labor Day: closings or
programs
• Closings: A school division must be closed an average of
eight days per year during any five of the last 10 years
because of severe weather conditions, energy
shortages, power failures or other emergency situations

• 2012-13: 1 day
• 2013-14: 7 days
• 2014-15: 8 days
• 2015-16: 3 days

Pre-Labor Day Waiver: Programs
Programs:
• Must be entirely surrounded by a school division with a pre-Labor
Day opening and wish to open schools on the same date; or
• Must be providing instructional programs in partnership with
another school division that already qualifies for a waiver; or
• Must be providing students with an experimental or innovative
program – including instructional programs offered on a year-
round basis – that requires an earlier opening date
