The presiding bishop of the Evangelical Lutheran Church in
America is elected to a six-year term by the Churchwide Assembly.
In addition to ful-filling such roles as preacher, teacher, and
administrator of the sacraments, which traditionally belong to the
office of bishop, the presiding bishop of this church serves as
president and chief executive officer of the corporation and
oversees the staff, budget, and overall administration of the
church. The pre-siding bishop chairs the triennial Churchwide
Assembly and provides for the preparation of agendas for the
assembly, the Church Council and its execu-tive committee, and the
Conference of Bishops. The presiding bishop is also the chief
ecumenical officer of this church, and provides leadership and care
for the bishops of the synods.

The secretary of this church is elected by the Churchwide
Assembly to a six-year term. The secretary is responsible for
maintaining the records of this church, including the church’s
archives; the current rosters and statistics of Ministers of Word
and Sacrament, Ministers of Word and Service, and congre-gations;
the recording of proceedings of the Churchwide Assembly, Church
Council, and Conference of Bishops; and the filing of official
minutes of boards and committees. The office coordinates the use of
legal counsel.
In addition, the Office of the Secretary provides physical
arrangements for the Churchwide Assembly and other meetings and
travel arrangements for churchwide staff. The office cooperates
with the ELCA Publishing House in producing an annual ELCA
Yearbook.

The Office of the Treasurer manages the business affairs of this
church, proposes policy for review and action by the Church
Council, and provides for implementation, within such policies, of
the financial, accounting, property management, investment and
money management systems, and information technology services for
the units of the churchwide organization. The Office of the

Endowment Fund of the ELCA773-380-2900
The Endowment Fund of the ELCA holds and manages endowment
assets and offers pooled investment services for endowment funds of
this church and its related congregations, synods, agencies, and
institutions. The Endowment Fund of the ELCA serves as trustee for
the ELCA Endowment Fund Pooled Trust, a professionally managed
investment pool. The minimum investment amount is $25,000.

The Domestic Mission (DM) unit will provide support and build
capacity for the development and growth of vital congregations. The
flow of our mission and ministry is toward the grassroots—investing
in and accompanying synod systems and relationships to support Word
and Sacrament communities as centers for evangelical mission.
Critical to this work is building up the faith and discipleships of
leaders and planting and renewing ministries that reroot and orient
their mission in their communities and the wider world. Supporting
this partnership with the grassroots, DM is organized through the

The Global Mission unit will support and build the capacity of
this church for mission in other countries and will be the means
through which churches in other countries engage in mission to this
church and society. The Global Mission unit will carry out this
ministry in the following areas:
• Global Community: work with companion churches, including
placement of missionaries, Young Adults in Global Mission, grants,
scholarships, and leadership development
• Mission Formation and Relationships: mutual learning with
companions and growth in the accompaniment model for mission;
companion synod relationships, and relationships with relevant
independent Lutheran orga-nizations
• Diakonia: meeting human need and working toward the
flourishing of human community through the International
Development and Disaster Response program and in collaboration with
the Lutheran World Federation, Lutheran World Relief, Church World
Service, and other agen-cies and institutions.
