Asbestos Sampling: FEI did not identify any materials not previously sampled and was able to verify the existence of these materials. FEI was also able to verify that the asbestos containing floor tile exists throughout the entire suite. FEI did not submit any additional samples to the lab for analysis. FEI did not identify any suspect materials in the plenum. FEI did not have access to the subfloor conduit chase during the survey. A material is considered by the U.S. Environmental Protection Agency (EPA) and the Commonwealth of Virginia to be an asbestos-containing material (ACM) if at least one (1) sample collected from a multi-sample group contains asbestos in an amount greater than one percent (>1%). The results of the samples collected are as follows: Gray/Brown 12”x12” Vinyl Floor Tile & Black Mastic located under carpet throughout Room 115, except in the Reception area. Copies of the inspector’s licenses have been attached to this report.

October 23, 2017 City of Richmond, Special Capital Projects 900 East Broad St. Room 602 Richmond, Virginia 23219 ATTN: Mr. Anthony Jones Project Manager RE: Asbestos & Lead-Based Paint Inspection Report Richmond City Hall Renovations to Room 115 – Re-Work Mechanical and Ceiling Work Richmond, Virginia FEI Project Number: FEI-17AL505 Dear Mr. Jones: France Environmental, Inc. (FEI) has completed the asbestos and lead-based paint (LBP) sampling of suspect materials in Room 115 of the Richmond City Hall in conjunction with the planned renovation project. The scope of this assessment included a comprehensive survey of the interior of Room 115. Mr. Andrew H. Baird (Virginia Lead Risk Assessor License Number 3356000631) and Mr. Andrew Richmond (Virginia Asbestos Inspector License Number 3303002896) conducted the fieldwork on September 19, 2017. Asbestos Sampling: FEI collected twenty-two (22) multi-layered bulk samples of suspect asbestos-containing building materials (ACBMs). A list of the samples collected and the results of these samples can be found in the attached Bulk Sample Summary Sheet. FEI hand delivered the samples to AmeriSci Richmond located in Midlothian, Virginia where they were separated into thirty-eight (38) individual layers which were analyzed for the presence of asbestos by Polarized Light Microscopy (PLM). A material is considered by the Environmental Protection Agency (EPA) and the Commonwealth of Virginia to be an asbestos-containing material (ACM) if at least one (1) sample collected from a multi-sample group contains asbestos in an amount greater than one percent (>1%). The following building materials sampled were determined to be ACMs:
• Gray/Brown 12”x12” Vinyl Floor Tile & Black Mastic located under carpet throughout Room 115, except in the Reception area.
The EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation requires that each owner or operator of a demolition or renovation activity involving Regulated Asbestos Containing Material (RACM) remove all such material from a facility being demolished or renovated before any activity begins that would break up, dislodge, or similarly disturb the material or preclude access to the material for subsequent removal.

ACM need not be removed before demolition if it: (i) Is a Category I non-friable ACM that is not friable. (ii) Is on a facility component that is encased in concrete or other similarly hard material
and is adequately wet whenever exposed during demolition. (iii) Was not accessible for testing and therefore was not discovered until after
demolition began and, as a result of the demolition, cannot be safely removed. If not removed for safety reasons, the exposed RACM and any asbestos-contaminated debris must be treated as asbestos-containing waste material and kept adequately wet at all times until disposed of.
(iv) Is a Category II non-friable ACM and the probability is low that the material will become crumbled, pulverized, or reduced to powder during demolition.
A complete summary of the materials sampled and the location of these materials can be found in the Sampled Material Data Summary Chart. Copies of the laboratory report; sample location drawings; and the inspector’s license(s) have also been attached to this report. Lead-Based Paint Sampling: The LBP survey was performed by an EPA-accredited and Virginia-licensed Lead Risk Assessor. An X-Ray Fluorescence (XRF) machine is a portable, non-destructive testing device, which was used to measure the lead content in paint. XRF field-testing was performed with the LPA-1, manufactured by Radiation Monitoring Devices (RMD). XRF test data, including calibration checks against known standards, were recorded on inspection worksheet(s) to generate a permanent record of the data. During the lead inspection, FEI may not conduct lead testing in every room and/or sample every painted/varnished/stained building component. However, all like building materials, i.e., same color/substrate, etc., are grouped together and considered positive or negative in conjunction with the building materials that were sampled. FEI conducts sampling of building materials that are representative of the possible lead containing materials in a building. Sixteen (16) shots were taken with the XRF machine to determine the lead content of the building components. None of the painted building components tested above the level set by the Commonwealth of Virginia for XRF testing for paint to be considered lead-based paint (≥1.0 mg/cm2).

The XRF lead-based paint sample data sheet is attached to this report and summarizes all of the building components sampled.
