The winter of 2017 brought Mono Lake the biggest winter on record. Atmospheric rivers dumped foot upon foot of beautiful, much-needed, snow. With snowpack fueling runoff exceeding 200% of average, the lake is well on its way to the forecast four foot rise. That is a lot of water, especially when you recall that Mono Lake is almost twice the size of San Francisco.

Still, California’s five-year drought caused Mono Lake to drop nearly seven feet, so while this is an

impressively fast recovery, it is not complete: the forecast for April 1, 2018 puts the lake 2.6 feet below its level at the beginning of the drought.

Even as we celebrate progress made, new management challenges and protection issues are constantly arising. This year we had to construct a mile of solar-powered electric fence in order to protect nesting California Gulls from mainland predators. Unfortunately, the winter’s snow didn’t melt fast enough to fix the problem naturally. But, we were prepared—the fence was the result of a year and a half of planning, a dedicated local installation team, and generous funding from Mono Lake supporters. The good news is that the fence worked—it kept coyotes from accessing the gull nests and chicks. Well done, team.

There is much to celebrate—in the pages that follow you’ll find reports on the Committee’s core programs of protection, restoration, education, and science as well as the audited 2016 financials showing that members, and careful use of membership dollars, are keeping us going strong. We are able to continue this work thanks to donations from each and every one of the Mono Lake Committee’s 16,000 members. Thank you.

The Committee’s landmark success—saving Mono Lake from destruction due to the excessive diversion of water to Los Angeles—is internationally known. We revitalized California’s Public Trust doctrine through a precedent-setting state Supreme Court decision, launched programs to meet Los Angeles’ real water needs through water conservation and reclamation, and achieved an extraordinary

As always, we provide constant vigilance to protect our hard-won victories.

thoughtful planning, and continuing vigilance. Mono Lake needs ongoing citizen involvement to ensure that protections remain in place and strong. Our 39-year history of engagement with Mono Lake water issues provides critical expertise needed to ensure that promised protections are put into place.

After five years of drought, the Committee and partners constructed a mile of citizen-funded solar-powered electric fence in order to protect nesting California Gulls from mainland predators. Wildlife cameras and field observations indicate that the fence stopped curious coyotes from reaching the gulls.

The California State Water Board is still reviewing the Mono Basin Stream Restoration Agreement, which guarantees a healthy future for 19 miles of Mono Lake’s tributary streams and certainty about the restoration of their fisheries, streamside forests, birds, and wildlife. Once finalized, it will require DWP to build a new outlet for Grant Lake Reservoir in order to deliver water to the people of LA and protect and restore Mono Lake and the Mono Basin streams providing that water. This exciting development is on the horizon.

to Los Angeles. The goal in the Mono Basin is to rejuvenate the dynamic ecological processes of Mono Lake and its tributary streams to reestablish natural conditions that will thrive into the future.

The Committee plays a critical role in transforming restoration actions required by the California State Water Board into on-the-ground progress. Once approved by the State Water Board, the Mono Basin Stream Restoration Agreement, and the subsequent new Grant Lake Reservoir Outlet, will better implement flow regimes that mimic natural runoff patterns and activate natural processes to restore the streams. In the meantime we continue an extensive monitoring program to track and inform the restoration process.

Mill Creek, Mono Lake’s third-largest tributary, is not diverted into the Los Angeles Aqueduct, but suffers from antiquated infrastructure that deprives the creek of flow. In 2016, 64 volunteers worked 115 hours to remove more than 160 pounds of invasive white sweet clover from the creek’s banks, which will allow native tree seedlings to grow successfully once Mill Creek gets its fair share of water returned. In addition, 43 volunteers spent 64 hours removing 590 pounds of sweet clover at the Old Marina visitor area and trails.

the Committee’s education program offers an array of popular experiential opportunities, and provides education programs for tens of thousands of people.

Canoe tours and South Tufa walks introduced over 1,792 people to Mono Lake. Forty-six Field Seminar program days immersed people in topics from basketry to bighorn sheep. The 16th annual Mono Basin Bird Chautauqua had over 300 participants. Environmental education programs served 36 groups and 883 students, and the Mono Lake Volunteer Program placed 87 volunteers in the field for daily visitor interaction throughout the summer.

At the Information Center & Bookstore we helped more than 67,000 people enjoy their Mono Basin visits. Nearly half a million individuals accessed monolake.org, and the Mono Lake Newsletter reached 16,000 members, in addition to the visiting public.

Outdoor Education Center programs for Los Angeles youth connected 294 students and 79 leaders in 24 groups with the source of their water at Mono Lake for a total of 1,433 student education days in the form of week-long visits.

SCIENTIFIC RESEARCH

California Gull population research is one way to monitor the overall health of the ecosystem.

and inspiration for understanding Mono Lake. Scientific research has provided ecosystem and landscape knowledge that is the foundation of Mono Lake’s protection.

The Committee works closely with researchers, hosts a research library and online clearinghouse of Mono Basin scientific information at monobasinresearch.org, and supports well-established projects like the California Gull research and Eared Grebe survey. The Committee runs the Mono Basin Field Station to provide research support facilities with the goals of enhancing the scientific knowledge of the Mono Basin, fostering collaboration and information exchange, and infusing our education programs with opportunities to engage scientists and participate in scientific work.

Since its opening in 2004 the Mono Basin Field Station has supported 138 researchers working on 81 field season projects. Topics of study have ranged from neotropical migratory birds, Greater Sage-grouse, and Willow Flycatchers to paleoclimatology, geomicrobiology, air quality, and climate science.

ECOLOGICAL FOOTPRINT

We evaluate our impact in the course of protecting Mono Lake.

Each year we track and assess Bookstore & Information Center and office water and power consumption. We are careful to make sure that efforts to reduce our environmental impact are also reasonable expenditures of member donations.

The Committee’s water comes from the local single-watershed system that serves Lee Vining. In 2012 we installed the first water meter in town to monitor our use and to set a regional example. We also connected the public restroom sink with our landscaping via a greywater system. Thousands of visitors to the store help water the storefront plants every time they use the sink, and we no longer use an irrigation system.

We set a goal of generating all the power needed for the bookstore and offices right here on the property, and achieving net zero power demand on the grid annually. In 2012 we installed 33 solar panels on the main office building, which completed our transition to solar power that began in 2010 with eight panels on the ice house office building. Between getting solar panels and a concerted effort to upgrade light fixtures and appliances over time, the combined result was a 90% decrease in our electrical usage since 2006. In June 2017 we installed 16 more panels, which should get us to the net zero goal.
