Why Clean Diesel

Diesel engines are the workhorses of the nation; although many diesel engines already have some form of emission controls, the legacy fleet still in use continue to emit large amounts of nitrogen oxides, particulate matter and air toxics

These emissions are linked to premature deaths, asthma attacks, lost work days, and other health impacts every year

Who is Eligible to Apply for DieselWise Indiana Grants

Public diesel fleets• Examples include state, county, city, municipal, school,

quasigovernmental fleets

Private diesel fleets• Examples include single vehicle owner operators, large onroad fleets,

mining industry, marine equipment, locomotives, construction equipment

What Types of Projects Will DieselWise Indiana Fund

U.S. EPA and/or CARB Verified Retrofit Technologies• Examples include diesel oxidation catalysts, diesel particulate filters,

closed crank case ventilation systems

U.S. EPA and/or CARB Verified Idle Reduction Technologies• Examples include auxiliary power units, fuel operated heaters, battery

air conditioning systems, thermal storage systems

What Types of Projects Will DieselWise Indiana Fund

U.S. EPA and/or CARB Verified Aerodynamic/Low Rolling Tires• Examples include trailer side skirts, trailer gap reducers, trailer boat tails, single

wide wheels and tires

U.S. EPA Certified Engine Repowers• Examples include pulling existing diesel engine from operating equipment and

replacing engine and emission control equipment

U.S. EPA Certified Vehicle and Equipment Replacements• Examples include pulling entire vehicle/equipment out of service and replacing

with cleaner diesel alternative serving the same purpose

What Vehicles, Engines & Equipmentare Eligible

Projects may include, but are not limited to:• Buses;• Medium-duty or heavy-duty trucks;• Marine Engines;• Locomotives; and• Nonroad engines, equipment or vehicles used in:

– Construction, cargo handling (including at a port or airport), agriculture, mining or energy production (including stationary generators and pumps)

How Much Of the Project Cost Will DieselWise Indiana Cover

$500,000 available for Clean Diesel Projects!• Maximum single grant award of $250,000

Verified Exhaust/Retrofit Technology• Exhaust Controls - up to 100% of the cost

o Diesel Oxidation Catalysts, Diesel Particulate Filters, etc.• Engine Upgrades – up to 40% of the cost (marine engines)

Verified Idle Reduction Technologies • Idle Reduction Technology – up to 40% of the cost (locomotive only)

o Example: Auxiliary Power Unit on a switch engine - up to 40%

• Idle Reduction Technology with Verified Exhaust Controlo Up to 100% of the costo Example: Auxiliary Power Unit AND Diesel Particulate Filter on a truck – up

to 100% of both technologies

APUs are only eligible on long haul Class 8 vehicles with 2006 or older engine configurations

Verified Aerodynamic Technologies (Aero) and Low Rolling Resistance Tires (Tires)• Aero and/or Tires AND Verified Exhaust Control Technology – up to

100% of the cost• Aero and/or Tires AND Verified Idle Reduction AND Verified Exhaust

Control – up to 100% of the cost• DieselWise Indiana can no longer support stand-alone Aero and/or

Tires projects

Certified Engine Repowers• Up to 40% - 60% of the cost (depending on repower option)• Repowers must include a complete engine and emission control

system to the design specifications of the certified engine configuration

• Associated hardware is eligible Replaced engine must be scrapped or remanufactured to next EPA

Standard (Tier 0 to Tier 1, for example)

Vehicle and Equipment Replacements• 2007 or newer model year certified engine• Must meet operational guidelines and definition of drayage truck, as

stated in RFP (Section I.D.2.e.iv)

• Up to 25% - 45% of the costo 2006 or older model year equipment with 2015 or newer certified engine

Replaced vehicle or equipment must be scrapped or engine remanufactured to the next EPA Standard

What is the Review, Selection and Implementation Process

1. Submit proposals to DieselWise Indiana via email or hard copy

2. Reviewed by technical staff and given numerical score and then rank-ordered

3. Funding recommendations finalized based on score, rank and other factors

4. Grant Agreement developed and executed by all parties5. Upon full execution of Grant Agreement, project can

move forward12

What are the Evaluation CriteriaCriteria Points

Project’s total emission reduction potential (based on type of project and/or the use of vehicle). 25

Level of commitment from the equipment owner/operator. This includes the willingness of the owner/operator to provide a financial match to leverage grant funds and/or provide an in-kind match, as well as a documented commitment to ensure project goals are met.

Proximity to sensitive populations such as daycare facilities, schools, nursing homes, and residential areas. 15

Term remaining of useful vehicle life. 15

Reduction in fuel and oil consumption and other fluid or solid wastes from idling diesel engines. 15

Willingness to establish and enforce an Idle Restriction and Use Policy to maximize the use of onroad or nonroad idle reduction technologies and exhaust retrofit technologies.

BONUS: Bonus points will be provided to Indiana owned and operated business enterprises (include Indiana Economic Impact documentation). 5

BONUS: Active participant in the State of Indiana Minority and Women Business Enterprise Participation Plan (include MBE/WBE documentation). 5

The Mitigation Trust along with the eligible projects are consistent with those administered by DieselWise Indiana since 2000

Estimated Milestones (could be longer, may be shorter) The Court could approve the Consent Decree this Fall (Maybe October) Around 90 days after Consent Decree approval, a Trustee could be appointed

by the Court (Trust Effective Date) Within 60 days after Trust Effective Date, states can submit certification to be

beneficiary Trustee has 120 days from Trust Effective Date to file the list of designated

beneficiaries (Beneficiary List Date) Within 30 days of Beneficiary List Date, states can submit Mitigation Plan Trustee has 60 days from the date they receive the state’s Mitigation Plan to

respond with acceptance, rejection, or ask for more information
