Sustinat Green is a certified EIA Consulting firm, and green designer based in Phnom Penh, Cambodia.
Sustinat Green is duly registered with the Ministry of Commerce with the registration number of
“Co.1193 KH/2015”, issued on 27 March 2015. Sustinat Green is accredited to be “EIA Consulting Firm”
by the Ministry of Environment of Cambodia with issued number of “687 ស.ជ.ណ ប.សថ ” on 28 July
2015.
Sustinat Green seeks to bring the best of international practice in Cambodia. We have an effective
team capable to offer you the expertise and services to satisfy your needs and meet legal
requirements. We have professional from varied background ranging from environmental and civil
engineers, architects, biologists, socio-economic analysts to applied environmental planning
professionals with an extensive network and experience in Cambodia. Many of our professionals have
post-graduate degrees, graduated-degrees, and have served as expert consultant to many local and
international enterprises, as well as to Cambodia government, and international organization. Sustinat
Green works closely with public and private sectors to provide international quality services.

Sustinat Green is a certified EIA Consulting firm, and green designer based in Phnom Penh, Cambodia.
Sustinat Green was born with mission to provide assistance and support to any investor, project owner
of any kind, public or private, profit or non-profit corporation, in order to improve quality of EIA/ESIA
report, Investment Planning and/or structural design of the project by integrating the concept of low
carbon and green design to optimize the benefit.

APPENDIX 1: BRIEF BIOGRAPHY OF KEY PERSONNELS
Mr. SENG Thearith, M.Mgt., B.B.A.
Senior Consultant of Economic Analysis Mr. SENG Thearith is a Senior Economic Analyst Consultant of Sustinat Green Co., Ltd. He has been
working for 17 years in the field of Customer Service, Sales & Marketing, Event Management, Project
Evaluation & Management, and HR management. He has been working as a freelance consultant in
the last 7 years in the field of Economic Research & Development, Human Resource Development,
and EIA. Thearith holds a Master of Management from University of Technology, Sydney (Australia),
and a Bachelor’s Degree of Business Administration from National University of Management
(Cambodia). Based on his expertise and experience, Thearith has provided consultancy to numerous
institutions, both national and international institutions, such as the European Union, JICA, Bangkok
Research Center-JETRO, Economic Research Institute for ASEAN and East Asia (ERIA), Cambodian
Health Committee (CHC), private entities, and various EIA consulting firms in Cambodia. He also
provided consulting services on logistic arrangements and lead team of associates to organize various
events in Cambodia. It included Cisco, Oracle, Toshiba, Cambodia’s Beverage Company (Coca Cola),
Fortinet, Maybank, Applifone, Smart Axiata, etc. Thearith was also a lecture at the National University
of Management. He taught various courses such as project management, and change management.
Thearith is a Cambodia citizen. He speaks excellent English, and Chinese.
Mr. ENG Hak-You, M.Eng., B.Eng., A.B.Eng.
Senior Consultant of Sustainable Design and Civil Engineering Mr. ENG Hak-You is a Senior Consultant of Sustainable Design and Civil Engineering of Sustinat Green
Co., Ltd. He has worked over 12 years’ experience of civil engineering, construction management, and
building and infrastructure. He specializes in different field of applied civil engineering, including
infrastructure and climate change, urban development, construction management, project
management, earthquake engineering, designing building foundation. Hak-You is a member of the
South East Asian Geotechnical Engineering Society (SEAGES), and a member of the Cambodia Society
for Transportation Studies (CSTS). Hak-You has forged his in-depth knowledge in civil engineering. He
received a bachelor degree in civil engineering from Institute of Technology of Cambodia (I.T.C), an
associate of bachelor in civil engineering from Maizuru National Collage of Technology, Kyoto – JAPAN.
Afterward, Hak-You earned his master degree (civil engineering) in Foundation Engineering
Laborlatery from the University of Tokushima, Tokushima – JAPAN. Based on his expertise and
experience, Hak-You worked for many well-known companies such as Hatfield Consultant (Canada),
payment for ecosystem service (PES), climate change adaptation, public consultation, and social-
economic research. Sopheak obtained his Master Degree in Development Studies in 2013 and
Bachelor degree of Science in Environment in 2007 at the Royal University of Phnom Penh (RUPP).
Sopheak has been working in the field of EIA and environmental research with the World Bank-
Cambodia, WWF-Cambodia, Pact-Cambodia, East Meets West Foundation (EMWF) and local
Environmental Impact Assessment (EIA) Companies. His major research areas covered environmental
economics, including research on agricultural economics, fishery economic, climate change
adaptation and vulnerability mapping, and integrate water resources management, and disaster risk
reduction. Whilst, his major consulting areas covered various dimensions, including economic
valuation of forest, forestry inventory and habitat quality, water consumption, social impact
assessment, and economic analysis of industries, economic land concessions, and resort development.
In addition, Sopheak is a head of finance of the EPPSEA-Cambodia (Economy and Environment
Program for Southeast Asia based in Cambodia). He is also a lecturer on Environmental Economics in
the Department of International Studies (DIS) of the Institute of Foreign Language (IFL) at the Royal
University of Phnom Penh (RUPP). Further, he experienced in English-Khmer and Khmer-English
translating and interpreting in the fields of community forestry, environmental impact assessment,
rural education, water supply and sanitation, and urban environmental management. Sopheak is a
Cambodia citizen. He speaks fluent English, and Khmer.
Mr. CHEB Hoeurn, M.D.S., B.Sc.Env.
EIA & Environmental Economic Consultant Mr. CHEB Hoeurn is an EIA, and Environmental Economic Consultant of Sustinat Green Co., Ltd. He
has 6 years of experience in conducting research on environmental and natural resource economics.
He has been involved in projects of “Can ecotourism reduce the pressure of people on biodiversity in

Cambodian Asean Heritage site, Virachey National Park?, “Valuation of Mangrove Ecosystem Services
in Coastal Provinces, Cambodia”, “ Building Capacity to Adapt to Climate Change in Cambodia” and so
on. As the result, Hoeurn had contributed to the publication of reports, working papers, and peer
reviewed papers. He has gotten a research grant from the Economy and Environment Program for
Southeast Asia (EEPSEA), UNESCO Chair of the University of Bergamo, Italy, and Mekong Institute-New
Zealand Ambassador Scholarship” from Mekong Institute, Thailand (MINZAS). Hoeurn earns Master in
Development Studies from Royal University of Phnom Penh under the support from the project of
“Building Capacity to Adapt to Climate Change in Cambodia” funded by the International Development
Research Centre, Canada. Previously, he earns his bachelor of science in Environment from Royal
University of Phnom Penh under the Cambodian Government Scholarship. He is specialized in
environmental and natural resource economics. Beside of formal education, Hoeurn had attended
with a number of training such as “Valuing Regulating Ecosystem Services in Southeast Asia”,
“Biodiversity Valuation and Payment for Environmental Services”, “Valuation, Meta-Analysis and
Value Transfer for Ecosystem Services from Protected Areas”, “Valuation and Risk-Based Cost Benefit
Analysis” and other trainings. Hoeurn is a Cambodian citizen, and speak fluent English and Khmer.
Mr. SREY Vireak, M.D.S., B.Env.Sc., B.T.E.
EIA Consultant & Data Analyst Mr. SREY Vireak is an EIA Consultant and Data Analyst of Sustinat Green Co., Ltd. Vireak has 5 years’
experience in research and development in Cambodia. His expertise is in social scientific research,
data management and spatial analysis using GIS application. Vireak also has concrete knowledge and
clear understanding on research design, comprehensive analysis, economic and policy analysis, and
specifically environmental management and planning (EMP) and Environmental Economics. Vireak
obtained his master’s degree in the Development Studies from RUPP in late 2014. In 2011, he had
received two bachelor degrees in Environmental Science from Royal University of Phnom Penh (RUPP),
and in Teaching English as a foreign Language from Western University, Cambodia. Vireak had involved
numbers of research projects relevant to urban poor community development and resettlement
projects with Sahmakum Teang Tnaut (STT). During his work with STT, he involved in numerous of
writing research projects: urban poor community profile, rapid assessment research study on
resettlement community in Phnom Penh, impact assessment study on urban relocation sites in Phnom
Penh, and other urban poor settlement survey in Phnom Penh. With Cambodia Development Resource
Institute (CDRI), Vireak also played crucial role in research activities such as reviewing literatures,
supervising field work during data collections, supervising data cleaning and data entry process, data
manipulation and management, designing data entry forms, analyzing data and interpreting output
for the report. Given his research capacity, Vireak is a specialist in using STATA and SPSS for data
analysis, Epi-info, Open Data Kit (ODK) and CSPro for building data entry form, and GIS application for
mapping and spatial analysis. More importantly, he also engaged in numbers of research projects
relate to Environmental Impact Assessment (EIA) projects with local EIA consulting firms. Vireak
speaks fluent English and Khmer.

Ms. SAPHON Somolireasmey, PhD.G.D., M.Ph., B.Ph., B.E.
Gender and Social Issues Consultant Ms. SAPHON Somolireasmey is currently a Gender and Social Issues Consultant of Sustinat Green Co.,
Ltd. Reasmey specializes in gender equity and gender identity problems which identify deeply with
the other sex. She has a strong concept of education under the background of philosophy based on
experiences of teaching and relevant terms of work in Royal University of Phnom Penh since 2008.
Reasmey has 9 years of experience in research, since she started to work as a voluntary Researcher in
DC-Cam in 2006. Through a doctoral scholarship from “The Mover Project, Erasmus Mundus
Scholarship” program, Reasmey has earned her doctoral degree in Gender and Diversity at the
University of Oviedo, Spain. Her research is focused on the new invisibility of women in Cambodia by
researching on dressing, beauty treatments and cosmetic surgery in Cambodia as the main view with
philosophical terms of self and personal identity. She participated in conferences and present papers
focuses on the topics of “Gender, Self and Personal Identity” in Spain and Thailand. In 2011, Reasmey
obtained her master degree in Psychological Philosophy from Keimyung University in Korea. During
her study in Korea, she worked as volunteer instructor in the Cross Culture Awareness Program (CCAP)
of the Korean National Commission for UNESCO for three years. She received a certificate of
appreciation from the Principal of Daegu Namyang School of the Mental Retarded in 2008 for her
contribution of teaching the students and the first award of good teaching from the CCAP in 2010.
Furthermore, she has two bachelor degrees in Philosophy from Royal University of Phnom Penh and
in English Literature from Norton University. Reasmey is a Cambodian citizen, and speaks English
fluently, whilst Khmer language is her mother tongue.
Mr. TOUCH Sorana, M.I.D, B.Edu, B.En.,
Social & Economic integration and Sustainable Development Consultant Mr. TOUCH Sorana is an Education Specialist and a researcher for Sustinat Green Co.,Ltd. He has more
than 5 years’ experiences working and/or conducting research for both domestic and international
institutions. He had taught at the University of Cambodia from 2008 to 2011 and worked for the
UNESCO field office in Phnom Penh from April to November 2013, a JICA’s Project from February 2014
to January 2015, and the Flemish Association for Development Cooperation and Technical Assistance
(VVOB Cambodia) from February to July 2015. His many of research interests are mainly focused on
promotion of teacher education, application of ICT in higher education, development planning, non-
formal education, and others. Sorana had conducted the research for a development agency on the
formulated capital/provincial development plans and investment programs and had involved in
various research projects. Sorana was a scholar of the Asian Development Bank – Japan Scholarship
Program in Japan. He graduated from the Institute of Foreign Languages, Royal University of Phnom
Penh (RUPP) and received his Bachelor Degree in Education and Master Degree in International
Development from the Graduate School of International Development, Nagoya University, Japan. He
is also holding a diploma of lower secondary school teacher from a Regional Teacher Training College
and a diploma of public administration from the Royal School of Administration, Cambodia. Sorana is
a Cambodia citizen. He speaks fluent English, and Khmer.

Mr. CHHUN Phanith, B.Arch.
Green Architect Consultant Mr. CHHUN Phanith is a Green Architect and Planner of Sustinat Green Co., Ltd. Phanith has 7 years
of architectural experience in Cambodia. He specializes in architectural design, town planning,
landscape design, and interior design. Phanith has concrete knowledge in functional design, green
building, passive solar building, sustainable architecture and sustainable community. Further, he has
practical knowledge in costing design/construction project and offering design solutions to optimize
project cost. Phanith hold a Bachelor Degree in Architecture and Urbanism from Royal University of
Fine Arts. With his knowledge in green architecture, he has worked in many positions, including
architect, interior designer, site manager, and town planner. He worked in numerous projects
including design and planning special economic zone (SEZ), new town “Borei”, private residential
buildings, government institution buildings, hotel, condominiums, factory buildings, and resort
development. Further, Phanith has also experienced in designing and decorating exterior and interior
such as hotel-resort, office, retail stores, showroom, and warehouses. Phanith is a Cambodia citizen
and speaks fluent English and Khmer.
Mr. RIEM Rithik, B.Arch.
Architect and Interior Designer Consultant Mr. RIEM Rithik is an Architect and Interior Designer of Sustinat Green Co., Ltd. Rithik has 7 years’
experience in architectural and urban planning experience in Cambodia. He specializes in resort
development, hotel design, retail store design, and residential design. Further, Rithik also specializes
in interior design. He has practical knowledge and know-how of space and functional design,
architectural lighting design, technical detail construction drawing, and construction management.
Rithik worked as an architect and provided consultancy to many private architectural companies. He
has worked as an architect for architectural firms as well as a freelance architect. He also had
international experience in architectural design, and interior design. He designed many retail stores,
restaurants, and fast-food outlets in Vietnam. Rithik also worked as personal assistant to the vice dean
of the architecture department of Royal University of Fine Arts, and the general director of KTH-HENG
Horizons Construction Co., Ltd. He participated in many urban planning and architectural projects such
as planning of special economic zone, military fortress planning, and many private residents. He holds
a bachelor degree in architecture and urbanism from Royal University of Fine Arts, and a bachelor
degree in English literature from Asia Euro University. He is a Cambodia citizen and speaks fluent
English and Khmer.
Mr. HINSON Oudom, B. Eng.
Civil Engineer Consultant Mr. HINSON Oudom is a Civil Engineer of Sustinat Green Co., Ltd. Oudom has 7 years’ experiences in
the field of civil engineering and road construction management. He specializes in design and calculate
building structure, including concrete and steel structure, post tension in high-rise building, producing
construction documents, construction site management. He has in-depth of practical knowledge and
know-how on construction project management, and managing construction worker. Oudom
obtained his civil engineering diploma from Institute of Technology of Cambodia in 2010. He also
attended professional courses for civil engineer such as post tension in high-rise building, analyzing
and calculating based on ACI Code, and technical construction of steel structure. He involved with

numerous construction projects. Remarkably, Oudom has worked with the Daiho Corporation in
construction of the National Road 1. He played an important role in managing and monitoring
construction site, allocating machineries and workers, preparing construction schedule and strategic
management plan. In particular, he also provides consultancy to private residential owners in
engineering and construction. Oudom is a Cambodian citizen. He speaks fluent English, and Khmer.
