Juno’s impact

• T service stopped at midnight Monday and was suspended for all day Tuesday. As of Tuesday night, the MBTA expected to return to full service on Wednesday.

• Travel ban: Gov. Charlie Baker issued a travel ban, barring nonemergency personnel from traveling starting at midnight Monday. He lifted the ban 12 hours later for the state’s western counties.

• The ban for the rest of the state was lifted at midnight Tuesday.

• Schools throughout the region were canceled on Tuesday. Most, including Boston public schools, have also canceled school on Wednesday.

• The parking ban is in eff ect until further notice.

New Englanders are digging out from under a blizzard dumped more than 2 feet of snow in some areas of Massa-chusetts and paralyzed travel statewide, according to the National Weather Service.

The snow was expected to end around 1 a.m. Wednes-day in Boston, but crews were expected to spend most of the day clearing the roads of snow. Tuesday afternoon, Boston Mayor Marty Walsh encouraged employers to al-low their workers to work from home on Wednesday if possible.

The storm, which began Monday night and lasted through the day on Tuesday, dumped more than 21 inches of snow in Boston, according to the National Weather Ser-vice’s report Tuesday after-noon. High winds battered the eastern parts of the state, with gusts topping 50 mph.

The winds, coupled with the snow, caused power outages throughout the state.

The travel ban, which was ordered by Gov. Charlie Baker and began midnight Monday, was lifted for the entire state at midnight Tuesday; it had been lifted 12 hours prior for the state’s western counties.

Nonemergency personnel are being encouraged to stay off the roads.

Boston Mayor Marty Walsh said the city saw no major storm-related incidents dur-ing Monday night into early Tuesday morning. The MBTA

was shut down for the day, but the T was expected to be back at full, regular service on Wednesday.

Dozens of flights flying into or out of Logan have been canceled. The city’s parking ban is still in effect until further notice.

More than 26,000 util-ity customers lost power in the state. Most of the power outages have occurred along the shoreline, including the South Shore, South Coast and Cape Cod. As of 4:15 p.m. Tuesday, more than 18,000 NSTAR customers were with-

bridge was a ghost town. Most of the stores were closed. A single man could be seen cross-country skiing across Mass Ave. The only cars on the road were public works plow trucks, their beds load-ed down with either sand or salt or piles of chunky snow.

Drifts on the sidewalk were thigh deep. Some cars were covered, their wind-shield wipers poking through a blanket of several inches. A few hearty residents heaved snow from the sidewalks into the middle of the road or from their driveways onto the sidewalks.

Adrian Mott’s office was closed because of the weath-er, and he expected to spend hours clearing his driveway and shoveling his Subaru For-ester out.

While car travel was banned, his dog, Millie, a lab-rottweiler mix, was frolicking in the snow, jumping up on passersby and playing with teens who were shoveling a car out down the block.

“It’s kind of nice with the travel ban, you can let the dog out to run around and don’t have to worry about the cars,” Mott said.

“I’m just trying to get some rest first before I go panhandle. But I’m really scared to go out there,” said Jade Hosie, 23, as she set up her bedding on the floor in front of South Station’s ticketing area. “There’s really nowhere to go. We knew it was going to be open at North and South Station, so we came here and we’re just staying warm.”

The young transient was one of a few dozen people taking shelter at South Sta-tion on Tuesday as a storm of epic proportions bore down on the city, dumping more than a foot of snow onto the region by midday.

Hosie has been living on the streets of Boston for more than two years, surviving two frigid winters. Tuesday was not her

first time camping out in South Station, and it won’t be her last.

The closure in October of Boston’s largest homeless housing facilities on Long Is-land displaced hundreds of homeless just in time for the frigid months.

Hosie said she had sought shelter at a few Boston-area shelters, but there were no beds available. She was hungry, and hopeful that she would be able to catch some sleep before being booted from the station.

“On a normal day the police harass us if we’re tired, they’ll

just say, ‘Wake up,’ or tell us to move. But everything is shut down, so they can’t tell us what to do today,” said Hosie.

Hosie, originally from Ni-agara Falls, New York, said she has found Massachusetts to be one of the worst states in terms of its helping of the homeless.

“We help each other,” said Hosie. “We give food and the shirt off our backs to each other.”

There’s no denying that Snow-storm Juno walloped Boston, but despite the power outages, travel headaches and shovel-ing, the blustery blizzard did something magical.

It turned the city into a snowball-loving, all-bundled-up, slipping-around-like-we don’t-give-a-damn winter won-derland.

A travel and parking ban meant anyone brave enough to bare boots and venture out on Boston’s white-coated streets had free reign to release their inner child.

Roommates Jennifer Xia, 24, Lex Verwick, 24, Charlie Yaeger, 25, and Ray Xi, 23, laughed without abandon as they climbed atop a snow pile on Boylston Street, corner pelt-ing each other with oversize

snow balls and slipping face-first down the 10-foot mound.

“We’re having a snow day. Not working. We just decided to come out and have some fun,” said Yaeger, gearing up to chuck another ball of perfect snow at his friends.

“I don’t think it takes a lot to bring out our inner children,” added Yaeger.

On Massachusetts Avenue, Berkeley School of Music stu-dent Brandon Hassan, 18, patrolled the streets with his bright orange sled — a recent purchase he made specifically for Juno.

“I’ve seen snow before, but never like this,” said the Dallas native, lamenting his fellow students’ lack of playfulness.

Robbie Nicholas, 22, strode confidently on his cross-coun-try skis near the Longfellow Bridge. Nicholas said he had skied from Porter Square in Cambridge, about three miles away - and that he had seen plenty of others on their skis.

“I cross-country skied in upstate New York, so I thought I’d carry on the tradition,” said Nicholas. “It’s been great. It’s perfect when there’s just about an inch of snow on the road.”

Juno: Less deadly, but still expensive When the numbers get crunched, shutting down an entire city, including mass transit, can cost taxpayers millions of dollars.

A 2014 study from IHS Global Insight shows a severe winter storm can have a major impact on the city’s budget. According to the

study, it can cost a city the size of New York as much as $300-700 million just for a one-day shutdown. And that’s only talking about shuttered businesses and impassable roads.

If public transportation stops running for a full day, the cost can reach billions of dollars.

In a study from 2013, over 2 million people will ride the

New York City subway system on an average weekday.

Buses will transport over 400,000 riders. That’s more than $10 million a day in lost transit revenue.

Add to that lost salaries and pay for hourly or shift workers, and lost spending by workers who stay home, and cities can spend weeks recovering from a single snow day. METRO

Under the Settlement, Sprint, CenturyLink (formerly Qwest), or WilTel (together called the “Defendants”) will pay valid claims for persons in Massachusetts who own or owned land next to or under railroad Rights of Way where fiber-optic cable owned by Sprint, CenturyLink, or WilTel is buried.

Who Is Included?Class Members include current or previous owners of land next to or under a railroad Right of Way at any time since the cable was installed in the following Massachusetts counties: Berkshire, Bristol, Franklin, Hampden, Hampshire, Middlesex, Norfolk, Suffolk, and Worcester.

U.S. Army Sergeant Bowe Bergdahl will be charged with desertion for dis-appearing from his base in Af-ghanistan in 2009, NBC News reported on Tuesday.

Bergdahl, who was released from captivity last year in a controversial Tali-ban prisoner swap, could be charged within a w e e k , t h e

television network said, quot-ing senior defense officials who were not identified by name.

However, senior Army and defense officials contacted by Reuters could not confirm the report.

The officer in charge of the case, General Mark Mil-

ley, is reviewing facts and findings sub-

mitted by Army i n v e s t i g a t o r s last month and

has not publicly said whether he will file charges,

Two offi cers shot, suspect killed in Minnesota city hall shooting A man shot two police offi -cers shortly after a swearing-in ceremony at a city hall in a Minneapolis suburb on Monday night and then was fatally shot by other offi cers in a rapid exchange of fi re, authorities said.

The two police offi cers were in good condition and were expected to survive after the shooting at the city hall in New Hope, Minnesota, Chief Deputy Mike Carlson of the Hennepin County Sheriff ’s Offi ce told a news conference.

Carlson said authorities were not looking for any additional suspects. He did not identify the offi cers who were shot or the suspect and took no questions after read-ing a brief statement.

Scientology doc already causing trouble

Things apparently got more than a little heated at a Sun-dance after-party for actor Emile Hirsch and an unidentifi ed female Paramount Pictures executive. The altercation report-edly took place early Monday morning at Tao’s pop-up club at the fi lm festival. “Something happened between the movie exec and Emile, and she said she had been assaulted and asked security to call the police,” a source tells Page Six. “Emile didn’t leave the scene, and calmly waited for the police to arrive, and spoke with them until around 5 a.m., after which he went home with his friends. No arrests were made.” That could change, though, as Salt Lake City police are said to still be investigating the matter.

One thing that’s really refreshing about “Strange Magic” is it subverts the cartoon norm, where the pretty girl gets together with the handsome prince and the ugly, or at least less conventionally attractive, characters get nothing.I was talking earlier today about “Frozen,” where the handsome prince is a d—. And he’s a d— in this one as well. I think this trend of telling young women that the glit-tery ones might not be the ones to look at — or don’t let the hot boys fool you. Maybe the other ones are kinder. Animated films, especially the Disney ones, are about patriarchal systems. The mother’s always dead, the heroine gets the guy but has to change some-thing. ‘Big Design, Small Budget’Decorate. Fake high-end living with designer Betsy Helmuth’s tips.

Interior designer Betsy Helmuth doesn’t design for celebrities. Her firm, Affordable Interior Design, is all about creating fabu-lous spaces for people with realistic budgets. “Our clients have their eye on the bottom line,” Helmuth says. “And most of them are renters, so they’re wondering, ‘How much do we invest in a space that we’re not going to be in forever?’”

In her new book, “Big Design, Small Budget” the bargain-hunting New York-based designer answers these questions and more. Here are her five rules for designing on a dime.

Think beyond a gallery wallArt can be expensive, so Helmuth says have fun with what you have, especially if it doubles as storage. “I had this client in Brooklyn who loved to ski and needed a place to store his skis. So we hung them on the wall above the sofa, and they looked like beautiful sculptures,” Helmuth says. She also loves hanging musical in-struments: “It gets them off the fl oor and out of your closet.”

Fake a chandelierLove chandeliers but stuck with concrete ceilings? “I rec-ommend getting an arching lamp and putting the shade over the center of your table,” Helmuth says. She likes CB2’s Big Dipper Arc Lamp ($199).

Brighten up

For those of us with dark apartments and little to no natural light, Helmuth says go crazy with lamps. “My rule for every room is, in

addition to overhead, you needs three lamps,” says the designer. “They create cozy pools of light, whether it’s a desk lamp or fl oor lamp, that feel more comfortable than overhead lighting.”

Tip:

“Sometimes lamps can be harsh so I get plug-in dimmers,” says Helmuth, who buys hers for $10 on Amazon.com.

Splurge on a luxe duvet “The bed is the biggest piece of furniture in your bedroom,” Helmuth says. “So if you make the thing that’s on top of the bed really decadent you can save on the things around it like the sheets and nightstands.” Helmuth recommends going for a duvet with texture, which masks wrinkles. “I look for one with tucks, pleating or frayed edges,” she says.

And by that she means a fl oor cover-ing with three colors or more. “Patterns conceal pet and party stains better than solid or more simple ones,” explains the designer. “If you have people over, you don’t have to worry about them spilling red wine or a juice box on the rug.” Another bonus: “A lot of us can’t aff ord really great art, so a big area rug can serve as that visual interest,” she says.

About 30,000 men will die nationwide this year from prostrate cancer, and one out of seven will develop this disease, as reported by North Shore/ LIJ information division. The answer is early detection and treatment. I understand that only too well. I have just been diagnosed last week with an aggressive prostrate cancer

and my doctor recommends that the prostrate be removed and I will undergo the proce-dure next month. I have been tested for the disease over the last 10 years and had a low PSA rating, but failed to get the test in 2013 and that could have made the diff er-ence. Now I have to undergo a more aggressive procedure. I guess I thought I was too busy for a physical check-up. I therefore urge all men to get tested over the age of 55 to get tested.
