Strategic Capital Investment Plan (SCIP)
10 Year Plan, linking planning efforts of the Administrations with both capital and non-capital solutions.
▫ Access Gap: Ability for Veterans to access the services needed within a defined geographical area (drive-time to the nearest facility for a specific type of care).
▫ Utilization/Workload Gap: Demand for services through future planning horizon.
▫ Space/Capacity Gap: Square footage needed (or in excess) to meet the demand.
▫ Condition Gap: Estimated dollars needed to address deficiencies at the facilities; derived from the Facility Condition Assessment (FCA) process.
▫ Energy Gap: Designed to identify the energy goals and targets outlined in executive orders that are directly related to facility energy usage.
▫ Other Gaps: Security, Privacy, Parking, IT, etc.
▫ We, the employees of the Network 10 Contracting Office West (NCO 10 West), pledge to acquire, distribute and maintain equipment, supplies and services in support of VISN 10 facilities to ensure the highest quality healthcare to the Veterans we serve.

• It is the intent of our department to provide a VA environment that is patient-centered, world-class-forward looking and supportive of all veteran patients, families, care-givers and researchers.

•Product and Services specified by Interior Design is procured through the VISN 10-11 contracting department. Please refer to our contracting page.
Acquisitions and Contractual Authority
• Acquisitions and contractual commitments can only be made by Government officials having expressed authority to enter into such agreements on behalf of the United States Government. The ONLY Government officials with such authority are Warranted Contracting Officials. Any discussions of contractual requirements do not constitute contractual direction or authorization of any kind. Future contractual directions, If ANY, shall ONLY come from the cognizant Department of Veterans Affairs Warranted Contracting Officer.
How Can You Help Us?
• Past Approach̶ We recently spent 5 million dollars in providing interior
furnishings for our recently opened 100000 sf HealthCare Clinic in Wyoming, Mi. These purchases all went through the VISN Purchasing and Contracting team – a good portion of these purchases were made through small business or small business teaming agreements.
• Future Approach:̶ We intend to continue to partner with small business while providing ongoing
project support to our facility.Registering in SAM will help us find you for the product support we need. Registered with SAM (www.sam.gov) and go to Federal Business Opportunities (www.fbo.gov) for registering for notification of upcoming procurements. The Small Business Administration website (www.sba.gov) also provides understanding for doing business with government.
