NTPEP Reports contain data collected according to laboratory testing protocols developed through a consensus-based decision by AASHTO’s NTPEP Committee. These test and evaluation protocols are described in the Project Work Plan.
Products are voluntarily submitted by manufacturers for testing by NTPEP. Testing fees are assessed from manufacturers to reimburse AASHTO member departments for conducting testing and to report results. AASHTO member departments provide a voluntary yearly contribution to support the administrative functions of NTPEP.
AASHTO/NTPEP does not endorse any manufacturer’s product over another. Use of certain proprietary products as “test control specimens” does not constitute endorsement of those products.
AASHTO/NTPEP does not issue product approval or disapproval; rather, test data is furnished for the User to make judgement for product prequalification or approval for their transportation agency.
Guidelines for Proper Use of NTPEP Results,
The User is urged to carefully read any introductory notes at the beginning of this Report. Also, to consider any special clauses, footnotes or conditions which may apply to any test reported herein. Any of these notes may be relevant to the proper use of NTPEP test data.
The User of this Report must be sufficiently familiar with the product performance requirements and/or (standard) specification of their agency in order to determine which test data is relevant to meeting those qualifying factors.
NTPEP Report Special Advisory for Erosion Control Products (ECP),
Products included in this edition of NTPEP Report on ECP’s are required to resubmit to NTPEP every three (3) years for requalification. In the Table of Contents, each product will display a Drop Date (Month and Year) as when the product expires. Hence, all products included in this Report supersede previous Editions of NTPEP Report on ECP’s.

The National Transportation Product Evaluation Program (NTPEP) was developed in order to evaluate a variety of safety and traffic operations products, as well as a variety of construction and maintenance materials. This report provides information on the evaluation of erosion control products (ECP).
2. OBJECTIVE
The goal of the NTPEP is to combine and focus the resources of the participating NTPEP member departments, and in this case a contracted private testing laboratory, in the evaluation of material of common interest in order to improve cost-effectiveness. This report provides the NTPEP member departments the necessary information to evaluate different rolled erosion control products without any investment of their time and manpower in testing. In keeping with the NTPEP philosophy of purely testing materials, no conclusions are given in this report. The evaluation of this report is left up to each member department. Wisconsin and Alabama are the lead states in charge of sampling the materials for the testing of erosion control products. A private laboratory performs the testing.
3. SCOPE
This report contains only the summary results of products tested during the time frame noted on the report cover. Full reports containing index testing, determination of an unvegetated ECP’s ability to protect soil from rain splash and associated runoff under bench-scale conditions, determination of an unvegetated ECP’s ability to protect soil from hydraulically-induced shear stresses under bench-scale conditions, and determination of temporary degradable ECP’s performance in encouraging seed germination and plant growth may be found on the NTPEP website at data.ntpep.org.
4. BACKGROUND
Previously, erosion control products manufacturers submitted Product Evaluation Forms to the NTPEP Coordinators. The NTPEP Coordinators then assigned each material a number ECP(xx-yy)-zz as indicated in sections 6c. Starting in 2010 with the introduction of DataMine 2.0, AASHTO’s web database, the naming convention changed to ECP-xxxx-yy-zzz. The product evaluation forms are transmitted electronically to the lead state and testing laboratory for approval. After product approval, the manufacturers are notified and their invoice is made available for payment. Once payment is received, the lead state arranges to have the products sampled and sent to the testing laboratory.
5. TESTING METHODS USED IN EVALUATION OF ROLLED EROSION CONTROL PRODUCTS

A series of BENCH SCALE tests have been developed by the Erosion Control Technology Council (ECTC) to make erosion control product (ECP) testing more cost-effective and time-efficient. The NTPEP has incorporated these testing methods into its ECP testing program. Following is a brief guide to understanding and using the data generated in the testing program.
Bench Scale Slope Erosion Test – ASTM D 7101
Description: This ASTM test method titled, “Determination of Unvegetated Rolled Erosion Control Product (RECP) Ability to Protect Soil from Rainsplash and Associated Runoff under Bench-Scale Conditions” established the guidelines, requirements and procedures for evaluating the ability of Rolled Erosion Control Products (RECPs) to protect soils from rainsplash and immediate runoff-induced erosion. The critical element of this protection is the ability of the RECP to absorb the impact force of raindrops, thereby reducing soil particle loosening through “splash” mechanisms. The test method utilized a laboratory-scale testing apparatus, rather than full-scale field simulation. This test method is bench-scale and therefore, appropriate as an index test for initial indication of product performance, for general comparison of RECP capabilities, and for product quality assurance/conformance testing. The results of this test may not be indicative of a RECPs actual field performance.
Data Generated: The index cover value obtained with this bench scale procedure is for initial performance indication, general product comparison and conformance purposes only. It should not be used as a factor in estimating RECP soil protection in actual field use with such calculations as the Universal Soil Loss Equation (USLE) or Revised Universal Soil Loss Equation (RUSLE) without verification from qualified, large-scale tests.
Bench Scale Channel Erosion Test – ASTM D 7207
Description: The ASTM test method titled, “Determination of Unvegetated Rolled Erosion Control Product (RECP) Ability to Protect Soil from Hydraulically-Induced Shear Stresses Under Bench-Scale Conditions” established the guidelines, requirements and procedures for evaluating the ability of Rolled Erosion Control Products (RECPs) to protect soils from flow-induced erosion. The test method utilizes a laboratory-scale testing apparatus, rather than full-scale field simulation. This test method is bench-scale and therefore, appropriate as an index test for initial indication of product performance, for general comparison of RECP capabilities, and for product quality assurance/conformance testing. The results of this test may not be indicative of a RECPs actual field performance.
Data Generated: The Index Limiting Shear Stress value obtained with this bench-scale procedure is for initial performance indication, general product comparison and conformance purposes only. It should not be used as a maximum permissible shear stress value for a RECP in actual channel protection design using the Maximum Shear Stress Channel Design Procedure without verification from qualified, large-scale tests.

Bench Scale Vegetation Enhancement – ASTM D 7322
Description: The ASTM test method titled, “Determination of Temporary Degradable Rolled Erosion Control Product (RECP) in Encouraging Seed Germination and Plant Growth” establishes the guidelines, requirements and procedures for evaluating the ability of Rolled Erosion Control Products (RECPs) to nurture vegetation growth. This test method is bench‐scale and therefore, appropriate as an index test for initial indication of product performance, for general comparison of RECP capabilities, and for product quality assurance/conformance testing. The results of this test may not be indicative of a RECPs actual field performance.
Data Generated: The index test is conducted on a single indexed seed mix. Test sets are designed to evaluate an RECP’s ability to enhance the rate and quantity of germination, and facilitate subsequent establishment of vegetation. The results of the testing include the rate and total weight of germination and vegetation growth after 21 days. From this data a percent enhancement can be calculated by comparing the covered results to the control. The rate of germination is measured periodically throughout the test, and the weight of vegetation is calculated at the conclusion of the test.
