To Qualify
Teams
Any school sponsoring an interscholastic team will be permitted to enter Districts, provided the provisions
of Rule 2, Section 18 of the NJSIAA Constitution and Bylaws are met.
Individuals Independent fencers from schools which do not compete on an interscholastic basis are eligible to enter
provided they can document their fencing experience. All individual fencers must report to the designated
site on Saturday, February 1, 2014, for a qualifying competition. See Qualifying Process of Independent
Fencers for more information.
Coaches
Only one (1) Board-approved coach for each squad will be credentialed.
Advisory
Schools not presently competing on an interscholastic basis, but entering individuals, are advised to read
carefully the Procedures – “Coaches” Appointed to Accompany Teams or Individuals to NJSIAA
Championships in the NJSIAA Handbook. Tournament Directors will disqualify any contestant who is
accompanied by someone in a coaching capacity who is not properly certified and appointed by the Board
of Education. A properly appointed coach will thereafter be subject to the Rules and Regulation -- Rule 2,
Section 11 – Out-of-Season Practice. If a substitute coach is used, written authority from the school’s
Principal must be presented.
General NJSIAA Rules
Rules
The Unites States Fencing Association (USFA) Rules, with NJSIAA modifications, shall govern all
NJSIAA meets and tournaments.
Start of Practice Monday after Thanksgiving
Start of the Regular Competitive Season
Friday before the third Saturday of December
End of Season (from Rule 2, Section 10)
All teams may participate in interscholastic contests until the final championship in their respective sports.
Individual competition shall terminate with the end of said competition.
Disqualification Participation by an ineligible participant in any meet during the regular season results in forfeiture of those
points achieved by the individual participant. If an ineligible participant participates in a tournament, said
participant will be disqualified from the tournament immediately and the next finisher will advance in
his/her place; schools eliminated prior to the last opponent will not re-enter tournament competition.
SPORTSMANSHIP POLICY DEALING WITH BIAS INCIDENTS
Any person (athletic department, staff member, student-athlete, or a fan or spectator associated with a member school) who engages in any verbal, written, or physical conduct related to race, gender, ethnicity, disability, sexual orientation or religion shall not be tolerated, could subject the violator to ejection, and may result in penalties assessed against your team. In addition reports of such violations will be forwarded to the New Jersey Division on Civil Rights.

NJSIAA Fencing Tournament Regulations 1. A school which arrives after the close of check-in will be disqualified from the competition immediately,
unless the Tournament Director has been notified. Fencing will begin within thirty (30) minutes of the
close of check-in.
2. All bouts will be fenced with electrical equipment. Each mens team and each womens team must bring a
complete set of working electrical scoring equipment, including a 50’ extension multiple tap extension
cord, weights, shims, and a stopwatch for each foil and epee squad. It is the responsibility of the team
coach to obtain or borrow said equipment. All equipment must be clearly labeled with the school’s name.
Any school failing to provide functioning scoring equipment may be disqualified at the Tournament
Director’s discretion if the circumstances present a delay in conducting the tournament in a smooth and
efficient manner.
3. The failure of a foil or epee squad to be able to provide the appropriate weight, shims, and stopwatch will
result in a squad yellow card. Any subsequent issuing of a yellow card to an individual fencer will result in
a red card against that fencer.
4. Each fencer must have at least two (2) working electrical weapons and two (2) working body cords with
him/her at each bout.
5. Fencers should only fence in their pools (e.g. “A” strip, “B” strip, or “C” strip). No credit will be given for
bouts fenced on the wrong strip. Fencing on the wrong strip will result in a 0-0 defeat for the offending
fencer. Any subsequent violation will result in that squad’s elimination from the tournament, and the
subsequent loss of any win-loss records for both the squad and its individual members. The bout order will
be fenced C-C, B-B, A-A.
6. Any number of substitutes may be used. Substitutions will be permitted at all levels. Substitutions must
be reported directly on the strip. The substitute shall remain in the reported position until such change has
been made. Substitutes and fencers may not change levels (i.e. strips) once they have competed on a given
strip, but may re-enter. In the event of a fencer withdrawing because of a certified injury, the line-up may
be changed by moving fencers to the next higher strip. This can only be done between relays,

members from their schools who are directly responsible for them. Coaches must check-in their fencers
and be present for the entire competition. 8. Team qualifiers to the NJSIAA “Sweet 16” Team Tournament will be the top four (4) overall team
finishers from each of the District Qualifying Tournaments. Squad qualifiers to the NJSIAA Squad State
Tournament will be the top four (4) squads in each weapon from each of the District Qualifying
Tournaments. Individual qualifiers to the NJSIAA State Individual Tournament will be the top five (5)
individuals in each of the weapons’ individual qualifying rounds which will consist of a round-robin pool
of the top five (5) “A” strip fencers, the top three (3) “B” strip fencers, and the top “C” strip fencer in each
weapon.
9. The NJSIAA will impose a late fee if an entry form is received after the published due date or is sent to the
wrong address.
10. In the NJSIAA “Sweet 16” Team Tournament, all twenty-seven (27) bouts will be fenced.
11. Only one (1) Board-certified coach for each squad will be credentialed.
IF YOU CANNOT COMPLY – DO NOT ENTER
Timing 1. Each bout will be USFA regulation time.
2. If time expires with a tie score, the tie will be broken according to the USFA priority rule.
a. Priority will be assigned randomly
b. There will be one (1) additional minute of fencing time
c. If no touch is scored during the one (1) minute fencing time, the fencer with the assigned priority
will be declared the winner; the score will remain unchanged.
Scoring The final standings of the regular competition will be computed on a basis of totaling the win-loss records
for the tournament, including pool and direct-elimination bouts. ALL DISTRICTS WILL USE THE
SAME COMPUTER SCORING PROGRAM.

ii. Greatest number of touches scored
3. If there is an exact tie for the fifth individual qualifying position in the Districts (i.e. equal victories,
indicators, and touches scored), a barrage will be fenced.
Awards for District and State Championships
1. Squad Awards
a. First place – a squad trophy and three (3) gold medals to the District and State Squad Champions
b. Second Place – three (3) silver medals in the District and State Championship
c. Third Place – three (3) bronze medals in the District and State Championship
2. Team Awards: First Place – a team trophy for the overall team champion of each gender in the District and
State championship and eleven (11) gold medals for the State Championship team and each District
Championship team.
3. Individual Awards
a. A gold medal to the District and State Champion in each weapon
b. A silver medal to the second place finisher in the District and State Individual Championships in each
weapon.
c. A bronze medal to the third place finisher in the District and State Individual Championships in each
weapon.
Protests Protests based upon an official’s judgment, or misinterpretation, or misapplication of the playing rules will
NOT be honored as per NJSIAA Bylaws, Article VII, Section 1.
Withdrawal Any school or contestant who fails to appear for the State Championship after having qualified in the
District championships will be subject to any penalties as enforced by the NJSIAA and barred from
participation in the Fencing Championships, at all levels (i.e. the District and State Championships) the
following year unless extraordinary circumstances caused such unforeseen withdrawal. A fencer and /or
his team who opts to participate in national, regional, or non-NJSIAA competition in conflict with the
NJSIAA championships, including postponements, is subject to this penalty.
Officiating
No person who is directly or indirectly associated with a school should act as an official in the same bout in
which a participant from the school is competing.
Athletic Emergency procedures
A trainer will be in attendance and an ambulance on-call for all Championships.
1. Each school participating in a tournament will provide for the care and treatment of its athletes within the
school’s policy as in effect during the regular season. When games are scheduled at pre-determined sites,
schools should not assume that the home school trainer will be available, and should therefore, prepare for
the care of their athletes. NJSIAA may assign athletic trainers for state final events to assist with
emergency situations.
2. The athletic emergency procedure of the host school will be in effect during the tournament which should
include the establishment of a line of communication for emergent situations.
NJSIAA Infectious Disease Policy
The infectious Disease Policy provides that if an individual gets someone else’s blood on his skin,
protective gloves should be worn to wipe the blood off with a disposable towel using soap and water.
Note: If any blood gets on an opponent’s uniform during competition or a teammate’s uniform during
practice, it is not necessary to clean the uniform at that point unless the opponent or teammate has an open
cut or un-skinned area, or the blood is on a part of the
uniform which might come in contact with mucous membranes. If the student-athlete does have an open
cut or un-skinned area or believes the blood might come in contact with mucous membranes, then the
uniform should be wiped with soap and water.

NJSIAA Alcoholic Beverages and Illegal Substances Policy
1. Players and coaches involved with alcoholic beverages and/or illegal substances before, during, or after the
game, at the game site or on school property, including chartered buses, shall be suspended from NJSIAA
tournament play for one year and be denied any championship rights.
2. This action was taken in support of the fact that such actions concerning alcoholic beverages and illegal
substances are in violation of New Jersey State statues. This Alcoholic Beverages and Illegal Substances
Policy will be strictly enforced.
NJSIAA Sales and Solicitations Policy 1. Only NJSIAA promotional items will be sold at NJSIAA sponsored events. For the 2013-2014 season,
Team IP is the designated vendor.
2. Solicitations, sale of publications or products, or similar activities are not permitted without prior
authorization from the NJSIAA.
3. The New Jersey State Interscholastic Athletic Association is the sponsoring association for all levels of
State Tournament/Championships. The NJSIAA reserves all rights in regard to the management of these
Tournaments/championships and the sales and distribution of clothing, souvenirs, or any other items is
prohibited without permission from the NJSIAA.
SCHOOLS NOT WILLING OR ABLE TO COMPLY WITH NJSIAA TOURNAMENT REGULATIONS
SHOULD NOT ENTER THE TOURNAMENT.
BROADCAST REGULATIONS
A. The NJSIAA has granted to The Star-Ledger and NJ.com the exclusive rights to create, distribute nd license
programming in connection with NJSIA tournaments (and NJSIAA sporting events, to the extent the NJSIA controls
or otherwise has authority to grant such rights with regard to NJSIAA sporting events) in all media currently
existing or yet to be developed. This includes, without limitation, network and cable television broadcast, pay-per-
view television, radio, web-casting, pod-casting, distribution over wireless telephone networks, optical media
including DVD< and print publications. The foregoing publications (i.e. programs, or similar) for distribution on
school property during the regular season NJSIAA sports events, or to restrict the NJSIAA from producing print
publications (i.e. programs, or similar) for distribution during post-season NJSIAA tournaments.
B. Any third party seeking to create, distribute or otherwise exploit programming in connection with the NJSIAA
sporting events in any media will be directed to The Star-Ledger and NJ.com, as applicable, by the NJSIAA or the
applicable member school. The Star-Ledger and NJ.com shall have the right to enter into license arrangements with
such third parties.
C. The Star-Ledger and NJ.com may create NJSIAA programming for distribution over media outlets owned or
controlled by Advance Publications.
D. Notwithstanding anything herein to the contrary, including but not limited to Sections A and B above, NJSIAA
member schools may broadcast regular season (but not playoff, post-season
tournament, or championship) athletic contests involving such schools’ own teams or athletes, without charging any
fee to any viewer or other third party, on such schools’ own commercial-free television networks, their own
commercial-free websites, or on commercial-free public access television channels (provided that any agreement
between n NJSIAA member school and a commercial-free public access television channel does not permit
sublicense or other use of the telecast).
