1.0 INTRODUCTION This 2015 Annual Report has been prepared by Golder Associates Inc. (Golder) on behalf of the Soo Line
Railroad Company doing business as Canadian Pacific (CP). The purpose of this report is to document
the operation of the overburden groundwater remedial system in the southeastern area of the East Side
Shoreham Facility in Minneapolis, Minnesota (Facility). The design of the system was presented in the
Overburden Groundwater Remedial Design Report (Golder, 2007) (Design Report) submitted to the
Minnesota Pollution Control Agency (MPCA) in April 2007 and approved by MPCA on April 30, 2007. The
construction of the system was documented in the Response Action Implementation and Monitoring
Report (Golder, 2009) (RAIR) submitted to MPCA in April 2009 and subsequently approved. As detailed
in the Design Report and the RAIR, the purpose of the system is to address groundwater contamination in
shallow overburden near the Roundhouse and deep overburden between the Roundhouse and the
intersection of Central Avenue and 28th Avenue, NE. The RAIR documented system operation from
startup (November 8, 2007) through September 2008. Annual Reports have documented system
operations from October 2008 to 2014 (Golder, 2010, 2011, 2012, 2013, 2014a, 2015a). This 2015
Annual Report documents system operation from January 2015 through December 2015. This report has
been prepared in accordance with MPCA Voluntary Investigation and Cleanup (VIC) Guidance Document
#18 (MPCA, 2002).

2.0 OVERVIEW As stated in the Design Report and consistent with MPCA guidance, the overburden groundwater
pumping system was designed to contain contaminated groundwater on an interim basis during
upgradient source removal activities until it could be demonstrated that the groundwater plume was stable
or decreasing in size, and would remain so without further pumping. The remainder of this section is a
general overview, as presented in the RAIR, of the geologic setting, contaminant profile prior to pumping
operation, system construction, and remedial goals.
As previously described in VIC Site reports, the geology in the vicinity of the Facility is comprised of
overburden units including surficial alluvium, till, outwash, and lacustrine clay. Bedrock units include the
loosely cemented St. Peter sandstone, St. Peter mudstone, and Prairie du Chien limestone (OPD), any of
which can directly underlie the overburden depending on location. For the purposes of remedial design,
groundwater has been assigned to the shallow overburden, intermediate overburden, deep overburden,
and OPD bedrock. Shallow wells are screened between 793 and 823 feet above mean sea level (ft
amsl), in near surface lithologies including glacial till, outwash, and St. Peter Sandstone. Deep wells are
screened between 659 and 699 ft amsl (approximately 70 feet to 150 feet beneath the water table) and
correspond primarily to deep outwash in the bedrock valley or equivalent depth in the mudstone unit of
the St. Peter Sandstone outside of the bedrock valley. Intermediate wells generally fall between these two
designations and are screened between 728 and 805 ft amsl, primarily in outwash and St. Peter
Sandstone. Shakopee wells are screened between 614 and 636 ft amsl (approximately 50 feet beneath
the top of the OPD). Wells monitored in these four zones are further detailed in Section 4.1.
The most significant impacts, prior to remediation, in overburden groundwater in the southeastern area at
shallow and intermediate depths were located beneath a portion of the Roundhouse footprint at
elevations generally greater than 775 ft msl. Geologically, glacial till, shallow outwash, and St. Peter
Sandstone units are present within the area of influence of the intermediate depth pumping wells. Active
soil source removal by soil excavation (Golder, 2015b) and soil vapor extraction (SVE) has been
completed in the Southeastern Facility area by CP (Golder, 2014b), and together with the pumping
system is expected to reduce the concentrations in shallow/intermediate overburden groundwater and
contain the migration of chlorinated volatile organic compounds (cVOCs) from the Roundhouse area.
The most significant impacts in deep overburden in the southeastern area prior to system operation were
located between the Roundhouse and the intersection of 28th Avenue and Central Avenue at elevations
generally below 775 ft msl. Geologically, the middle and deep outwash are present within the area of
influence of the deep overburden pumping system. Combined with the completed source removal by
SVE and with the operation of the intermediate depth pumping wells, the deep pumping wells are

expected to reduce the concentrations in the deep overburden groundwater and contain the migration of
the cVOC plume.
The approved Design Report defined the performance goals for the pumping system, which included the
demonstration of hydraulic capture, plume stability, and attenuation. The Design Report also included the
results of pumping tests and groundwater modeling used to design the capture zones for the system,
based on addressing groundwater containing contaminant levels exceeding 100 ug/L of cVOCs. Plume
stability was defined as a steady state condition where the plume is no longer increasing in extent, and
can be demonstrated by overall stable concentration trends over time in wells located within and
surrounding the plume. Attenuation was defined as an overall decrease in plume mass over time and can
be demonstrated by decreasing concentration trends, particularly in wells located within the “core” of the
plume, where impacts are highest. The three pumping systems were designed to be operated throughout
source removal activities until the associated (shallow/intermediate overburden or deep overburden)
groundwater plume was stable or decreasing in size and would continue to do so without further pumping.
The southeastern area groundwater extraction and treatment system design includes the following
primary elements:
Five (5) extraction wells, each equipped with an electric, submersible groundwater pump.
Two (2) below-grade, double-walled force mains for conveyance of deep overburden groundwater to the treatment building.
Three (3) above-grade, heat-traced and insulated force mains for conveyance of intermediate overburden groundwater to the treatment building.
Treatment building with secondary containment. A below-grade, gravity discharge pipeline runs from the treatment building to an on-facility manhole located southeast of the treatment building. The manhole links to the city sanitary sewer, conveying the effluent to the Metropolitan Council Environmental Services (MCES) treatment plant. In December 2009, the system was modified to bypass the pre-treatment system and discharge directly to the sanitary sewer system (as detailed in the 2009 Annual Report) as MCES discharge limitations were satisfied without pre-treatment.
The layout of the system is shown in Figure 1 and construction of the southeastern area groundwater
extraction and treatment system was documented in the RAIR (Golder, 2009). Construction details of all
pumping and monitoring wells associated with the ES Extraction and Treatment system are summarized
in Table 1.

3.0 SYSTEM OPERATION The southeastern area pump and treat system has been operating since November 9, 2007. During the
current reporting period (January 2015 to December 2015), the following operation and maintenance
issues were addressed:
Equipment Repairs and Maintenance
March 23-25: A scheduled well rehabilitation (see below for description) of RW06-28-I, RW07-39-SP, RW07-40-SP, and RW07-38-I was conducted by Stevens Drilling and Environmental (SDE).
August 3-6: A scheduled well rehabilitation (see below for description) of RW06-28-I, RW07-39-SP, RW07-40-SP, and RW07-38-I was conducted by SDE.
August 20: A new overload protector for the pump motor starter on RW07-38-I was installed by H2K Technologies Inc. During this repair, the pump in RW07-38-I was de-energized, but all other well pumps continued operating.
August 25: Following continuing intermittent pump stoppages, the pump motor electrical lead on RW07-38-I was believed to have failed, causing an electrical short. The electrical lead was replaced by SDE. During this repair, the pump in RW07-38-I was de-energized, but all other well pumps continued operating.
September 18: A replacement pump, motor, and electrical lead were installed in RW07-38-I
by Stevens Drilling and Environmental. It was suspected that during the electrical lead replacement on August 25, the pump and motor were accidentally damaged, and this work was performed by SDE. During this repair, the pump in RW07-38-I was de-energized, but all other well pumps continued operating.
Well Rehabilitation
The process of well rehabilitation, which includes mechanical and chemical treatments, included the
following steps. First, the drop pipes, pumps and motors were removed from each well for mechanical
cleaning, followed by the introduction of a chemical solution comprised of Aquaclear® AE and
Aquaclear® MGA into the wells. Aquaclear® AE is a liquid blend of acids and acid enhancers used to
remove biological and bacterial fouling. Aquaclear® MGA is a dry blend of granular acid and additives for
the removal of mineral scaling including from iron, manganese, and carbonate. The acid treatment was
surged mechanically within the wells using surge blocks, and the wells were then left undisturbed for 24
hours. At the conclusion of the 24-hour period, each well was redeveloped.
The process of redevelopment consisted of alternately pressurizing and depressurizing the water in each
well via vertical movement of a surge block to break loose particulates within the screen and well packing,
and then using a pump to purge the well water into an aboveground container until the groundwater was
observed to be clear.

Containerized water from redevelopment is tested with a calibrated pH meter, and as necessary, sodium
bicarbonate is slowly added until the pH is within permitted limitations. The water is then discharged from
the holding tank to the East Side treatment building sump, and the sump pump conveys water to coalesce
with the treatment stream, the effluent stream of which is routed to the MCES sanitary sewer for disposal.
Based on the positive yields following rehabilitation, it is planned to continue performing rehabilitation
events through 2016 and the foreseeable future. This is scheduled to occur three times annually, every
four (4) months on wells RW06-28-I, RW07-38-I, RW07-39-SP and RW07-40-SP1.

4.0 PERFORMANCE EVALUATION
4.1 Hydraulic Performance The hydraulic performance of the pumping system is assessed based on the groundwater levels
measured in monitoring wells within four monitoring zones previously defined for the VIC Site (i.e. Shallow
zone, Intermediate zone, Deep zone and OPD2). Groundwater elevations were measured quarterly by
the Site data collection and data management consultant (AMEC Foster Wheeler) (March 5, May 14-15,
August 6-7 and October 1-2) during the reporting period for the Site, including the following wells of the
Southeastern Area groundwater extraction system monitoring network:
Deep zone: MW00-42-MS, MW00-43-BR, MW02-46-BR, MW03-56-BR, MW04-26-BR, MW04-29-BR, MW04-30-BR, MW06-01-BR and RW06-27-BR
OPD3: MW02-01-OPD, MW03-61-OPD, MW04-28-OPD and MW05-01-OPSH
Figure 1 shows the monitoring and extraction well locations in plan view. Hydrographs beginning in
March 2007 are shown in Figures 2 to 4 for the monitoring and extraction wells in each of the four
monitoring zones. From 2007 to 2010, water levels were generally stable from year to year, with
seasonal variations evident during the year, particularly during August which typically exhibited low water
levels. In 2011, water levels rose several feet on average and have remained at the higher levels, and
the typical seasonal variations are less evident. During 2015 the higher water levels persisted, and
notably in October the highest water levels for the year were observed. The same trends are exhibited
from Shallow to Deep zone with minor variations, as the Shallow zone (Figure 2) exhibits a wider range in
water level than the deeper zones (Figures 3 and 4), which generally vary over a smaller range and
exhibit less variability from well to well within the zone.
Contours of groundwater levels were developed as one line of evidence in evaluating the capture zone,
based on synoptic groundwater elevations. Figures 5 to 8 depict the groundwater equipotentials for each
of the four quarters in 2015 in the three overburden monitoring zones. The groundwater contours indicate
similar flow patterns and zones of pumping influences as have been observed since start up and reported
in the RAIR and the subsequent Annual Reports (Golder, 2010, 2011, 2012, 2013, 2014a, 2015).

Shallow zone figures show limited influences of the pumping system. However, the use of continuously
recording pressure transducers with dataloggers during startup (presented in the RAIR) showed greater
drawdown in Shallow zone wells close to the three Intermediate zone pumping wells compared with
shallow wells distal to the pumping wells. Intermediate zone contours in Figures 5 to 8 continue to show
a zone of influence around RW07-39-SP, RW07-40-SP, and RW06-28-I in the upper outwash and St.
Peter Sandstone. Groundwater flow converges horizontally and is directed downward towards RW07-38-
I, screened slightly deeper in the outwash. Deep zone figures indicate that a capture zone is developed
in the deep outwash around RW06-27-BR. Note that the plan view of the groundwater elevation contours
were developed in conjunction with cross-sectional interpretations (Figures 9 and 10 for the 1st quarter
and 3rd quarter 2015, respectively). This approach facilitates interpretation of the distribution of hydraulic
head contours in areas where no intermediate depth monitoring wells are located (i.e., MW00-42, MW00-
43, MW04-26 and MW04-29). The cross sectional view indicates that upward gradients between the
OPD wells and the deep pumping well exist proximal to the deep pumping well.
As shown by the groundwater equipotentials, the pumping wells RW06-28-I, RW07-39-SP, RW07-40-SP,
RW07-38-I and RW06-27-BR have developed a three-dimensional capture zone in the Shallow,
Intermediate, and Deep monitoring zones similar to those developed during the pumping tests and
system startup. The design takes advantage of the natural downward gradients from shallow to deep
overburden in the buried valley, whereby pumping wells RW07-38-I and RW06-27-BR also capture
groundwater flow from the shallow stratigraphic unit.
The groundwater flow model developed for designing the groundwater extraction system (Geomega and
Golder, 2007) revealed the progression of groundwater flow from shallow and intermediate units to deep
units. The model results indicated that vertical flow predominates, water is collected from below the deep
pumping well, and flow is reversed at the base of the outwash and within the shallow OPD. The details of
the model-simulated capture were presented in the RAIR (Golder, 2009).
In summary, the hydraulic performance data for 2015 show that the pumping systems are operating as
designed. Groundwater equipotentials indicate the monitoring zones in which pumping is conducted
achieve capture zones as designed.
4.2 Groundwater Quality Groundwater sampling events were conducted semi-annually for the Site by the data collection and data
management consultant (AMEC Foster Wheeler) on May 18-22 and October 5-9 during 2015. The data
are reported annually (AMEC, 2016).
Isopleths of cVOCs are presented for each monitoring zone in Figure 11. In the Shallow zone, cVOCs
were less than 100 ug/L in all network monitoring wells. In the Intermediate zone, two discrete areas
above 100 ug/L are present with maximum concentrations of 289 ug/L and 542 ug/L, respectively. In the

deep zone, a discrete area above 100 ug/L is present with a maximum concentration of 303 ug/L. This
compares with pre-pumping conditions in which significant areas above 1,000 ug/L were present, and
maximum concentrations in the Shallow, Intermediate and Deep zones were 3,890 ug/L (MW04-95-T),
13,250 ug/L (MW04-28-I), and 14,090 ug/L (MW04-30-BR), respectively.
Additional indications of contaminant mass capture are provided by the changes in contaminant levels on
a well-by-well basis. Concentration-time graphs of the southeastern area monitoring well network are
presented in Appendix A, which includes the historical data and the data collected during this reporting
period. The data show that key monitoring wells in the vicinity of pumping wells have exhibited
substantial declines in contaminant levels, of between 96% and 99%, since pumping was initiated.
Monitoring wells MW07-42-I and MW07-41-I, proximal to pumping wells RW06-28-I, RW07-39-SP and RW07-40-SP, have shown decreases in cVOCs from 3,875 ug/L to 74.7 ug/L (98%) and from 5,800 ug/L to 30.1 ug/L (>99%), respectively, since pumping was initiated. In the monitoring well installed proximal to these pumping wells but slightly deeper, MW06-29-I, cVOCs were 193 ug/L prior to pumping, and concentrations have been variable under pumping conditions while remaining below pre-pumping concentrations; concentration was 9.8 ug/L in the 4th quarter 2015.
Monitoring well MW04-28-I, proximal to the Intermediate zone pumping well RW07-38-I, has also exhibited substantial reductions under pumping conditions. Prior to pumping, the contamination levels were as high as 13,300 ug/L. Over the last 4 years in particular, cVOCs have been decreasing, and was 109 ug/L in 2015, representing a decrease of approximately two orders of magnitude.
Monitoring wells proximal to the Deep zone pumping well have also exhibited substantial reductions under pumping conditions. Prior to pumping, the contamination levels of deep outwash well MW04-30-BR were generally greater than 6,000 ug/L, and as high as 14,190 ug/L. Under pumping conditions, cVOCs have generally been in the range of a few hundred ug/L since the third quarter of 2009, and were most recently 303 ug/L in October 2015, a decrease of 99% from the average concentration prior to startup. Deep outwash well MW00-43-BR, which most recently (October 2015) had a total cVOC concentration of 9.5 ug/L, shows a significant reduction from the 346 ug/L to 900 ug/L observed prior to the system start up, a 98% decrease from the average concentration prior to startup (excluding an anomalously low value in 2000).
Bedrock OPD monitoring well MW02-01-OPD, located near RW06-27-BR but with a deeper well screen (within the Shakopee), has declined to 19.8 ug/L from the 400 ug/l to 908 ug/L observed under pre-pumping conditions, a decrease of 97% from the average concentration prior to startup.
These results from wells within the plume “core”, the areas of highest concentration, indicate that
significant reductions (from 96% to >99%) are occurring, consistent with achieving the system
performance goals.
A few peripheral wells in the monitoring network have exhibited more variable trends in cVOC
concentrations:
A relatively small zone of contaminated groundwater between the area north of the Roundhouse and the former Waste Reclamation Area is currently monitored by wells

MW04-24-T, MW06-01-I, and MW-403D (See Figure 1). This area was not designed for active remediation due to the presence of naturally declining concentrations. For example, monitoring well MW-21A had declined from 435 µg/L in 1993 to 83 µg/L in October 2012 (a 81% decrease since 1993) and was decommissioned in 2012 (MPCA, 2012). MW04-24-T has also maintained a downward trend in concentration. Well MW-403D has exhibited relatively stable concentrations since system startup, and has decreased 38% in cVOCs compared to the average pre-pumping concentration. The trend graphs are included in Appendix A.
Monitoring well MW06-01-I is part of a three well cluster than includes a shallower well (MW06-01-T) and a deeper well (MW06-01-BR). MW06-01-T has always been non-detect for cVOCs, and concentration trends in the deeper well, MW06-01-BR, have been variable but less than 30 µg/L in a majority of monitoring events in the last five years. Under pumping conditions, concentrations in MW06-01-I have been variable but exhibit a downward trend overall, particularly in the last four years. From 2008-2010 concentrations were 436-570 µg/L, substantially lower during 2010-2011 (53-312 µg/L), increased slightly in 2012-2014 (around 311-540 µg/L), and since then have decreased to around 290 µg/L in 2015. Overall, concentrations remain lower than the pre-pumping concentrations of October 2007 (749 µg/L).
A localized area south of the intermediate pumping wells in the vicinity of the MW00-42-T/MS well nest had shown higher concentrations under pumping conditions. However, from 2013 onwards, cVOC concentrations in both wells were maintained at relatively low levels (MW00-42-T was 23-24 ug/L and MW00-42-MS was 22-32 ug/L in 2015). As discussed in the 2012 Annual Report, the pumping rate of RW06-28-I appeared to impact the cVOC levels at MW00-42-MS, and the analysis indicated a minimum flow rate of approximately 3.5 gpm was a positive influence. As discussed in section 4.3, the pumping rate of RW06-28-I was maintained at 3.5 gpm on average in 2015.
Monitoring well MW04-26-BR has exhibited a slight increasing trend in total cVOCs in recent years, due to increasing concentrations of cis-1,2-DCE and 1,1-DCA. These compounds are biologically-facilitated breakdown products of PCE/TCE and 1,1,1-TCA, respectively. These degradation products are not observed elsewhere in the Southeastern facility area at these levels (average concentrations of cis-1,2-DCE and 1,1-DCA of 129 ug/L and 99 ug/L in 2015, respectively). Adjacent monitoring well MW04-30-BR also exhibited an increase in cVOCs in 2014-2015, due to increases in the concentrations of cis-1,2-DCE and 1,1-DCA. These wells will continue to be monitored and the trends will be evaluated as appropriate in future reports.
Given the substantial reductions in groundwater concentrations (thousands of ug/L) throughout the plume
core as a result of pumping, variability in concentrations on the order of a few hundred ug/L on the fringes
of the plume are not significant with respect to the overall reductions achieved in plume mass.
4.3 System Performance Total volumes of water extracted from each well during the reporting period, together with annualized flow
rates are as follows:

The total volume extracted from all five wells during 2015 was 15,171,376 gallons. Table 2 presents the
VOC concentrations detected in the influent stream for each sampling event. Table 3 presents the mass
removed quarterly and total mass removed through December 2015. Mass removal calculations were
based on the average of concentrations determined at the beginning and end of each sampling period
and the volume extracted during that time. Complete laboratory data for the influent and effluent samples
are provided in Appendix B. VOCs detected in the groundwater stream include 1,1-DCA, 1,1-DCE, cis-
1,2-DCE, PCE, 1,1,1-TCA, and TCE. A total of 12.5 pounds of VOCs were removed from the
groundwater during the reporting period and a cumulative total of 363 pounds has been removed since
commissioning the system on November 8, 2007 through December 15, 2015. The cumulative mass
removal of cVOCs since startup through the current reporting period is shown on Figure 12. During the
reporting period, PCE constituted the largest mass of contaminants removed (6.31 pounds), followed by
1,1,1-TCA (1.86 pounds), and then 1,1-DCA, cis-1,2 DCE, TCE, and 1,1-DCE (between 0.65 and 1.73
pounds each).
During each year of operation the mass removed has decreased, recently from 18.4 pounds in 2013, to
16.2 pounds in 2014, and 12.5 pounds during 2015. Since the volume of water extracted has not varied
appreciably, the mass removed per volume of water extracted has declined in similar proportion,
specifically, 1.24 lb/Mgal, 1.09 lb/Mgal, and 0.813 lb/Mgal in 2013 through 2015, respectively. This
compares with 10.1 lb/Mgal removed during the first 10 months of operation.

5.0 CONCLUSIONS The overburden groundwater remedial system in the southeastern area of the East Side Shoreham
Facility was successfully operated and maintained in 2015, and continues to operate as intended and
detailed in the approved Design Report. Groundwater capture zones established are consistent with
those anticipated in design, and 363 pounds of VOCs have been removed from the groundwater since the
startup of the system, with 12.5 pounds being removed in 2015. Wells within the plume core, monitoring
the most contaminated areas prior to operation, have exhibited cVOC decreases of 96% to 99% since the
start of system operation. Extraction wells RW06-27-BR, RW07-38-I, RW06-28-I, and RW07-40-SP
continue to exhibit decreases of total cVOCs between December 2014 and December 2015. Semi-
annual monitoring of groundwater quality is proposed to continue, along with monthly effluent monitoring,
during continued operations in 2016.
