Index 2: New Calculation The new calculation for Index 2 will be one weighted performance rate that combines STAAR and ELL progress measures in reading, writing, and mathematics (Algebra I only for 2015). The percent met or exceeded progress and percent exceeded progress will be calculated from the combined results. This decision is applicable to 2015 only and will be revisited for 2016 and beyond.

The ELL student group for Index 2 will be expanded to include both current ELLs and monitored ELLs in their first and second years of academic monitoring after exiting ELL status.

Index 4 The postsecondary component of Index 4 will be expanded to include students who demonstrate postsecondary readiness through the following means:

◦ Completing and earning credit for at least two advanced/dual enrollment courses, or ◦ Enrolling in a career and technical education (CTE) coherent sequence of courses as part of a four-year

plan of study to take two or more CTE courses for three or more credits. (CTE code of 2)

◦ These indicators are Bonus Points for AEA campuses and districts

Index 4 STAAR Component All campuses will continued to be measured by students meeting Final Level II on 2 or more subjects (which is not stated on one-page summary sheet)…..BUT 3-8 Math is eliminated as one of those ways!

◦ What this means:◦ A 3rd Grader only has scores for 1 subject, so he/she must meet it on Reading◦ An 8th Grader taking 8th Grade Math, Reading, Science, and Social Studies now has 3 opportunities to meet this standard instead of

Does it help you or hurt you that Math is excluded?◦ It will likely make it more difficult for some students to meet this standard in grades that had more than

2 tests.◦ It will likely make it easier for some students to meet the standard in grades that only have 2 tests.

What Does Exclusion of STAAR A and STAAR Alt 2 Mean?

The impact of their exclusion depends on how they would have performed relative to other students.

It does NOT mean you suddenly mass assign students to STAAR A!!!!!!

For SSI Grades, can they change from STAAR to STAAR A between the first and second administrations? The answer is of course, yes, at the direction of the ARD and if the student meets the eligibility requirements

How would that impact Accountability? They would count as failing the first administration and not have the chance to count as a passer on the second administration.

BUT, you make the decision on what’s best for the STUDENT, according to the criteria, and the decision to test on STAAR A is based on the instruction they receive in class.

Math Data You will still get Bridge Study Data, but it won’t be used to calculate State Accountability.

You will still get standards set on the new Math TEKS with “Real Scores” in September.

What does this mean from a data standpoint?◦ Your accountability reports won’t tell the whole story.

So, What About Federal Accountability?

These decisions only pertain to STATE Accountability.

Federal Accountability issues are still To Be Determined.◦ All questions to Federal Accountability, including Focus and Priority Schools, and Federal Safeguards,

cannot be answered.◦ TEA says…..they will have ACTUAL Math Standards (as opposed to Bridge Study) in time for Federal

Accountability Reporting
