Humanity now stands at a defi ning mo-ment in history. Over 7 billion people live on earth, our only dwelling planet in the universe so far with an estimat-

ed increase of at least a billion people in the following decades. Enormous human popu-lation leads to perpetual hardships including food shortage, water scarcity and a worsening of poverty between and within nations. Con-fronted with an extremely challenging future, humans introduced the idea of sustainability. Sustainable development, which aims to meet the needs of the present without compromis-ing the ability of future generations to meet their own needs, shall ensure humanity’s chances for survival as well as a more prosper-ous future.In 1972, the United Nations Conference on the Human Environment was held in Stockholm, Sweden. The industrialized and developing

nations were brought together in an eff ort to determine the rights of the human family to a healthy and productive environment. Their en-suing eff ort led to the adoption of Agenda 21 at the fi rst UN Conference on Environment and Development (UNCED) in 1972. This agenda became a signifi cant landmark in the history of human development. Twenty years later, after the third Earth Summit Rio+20, the sustain-able development has become the doctrine of almost every system and organization.Having recognized the increasing risk from the developing society, we carry the responsibility to prepare Mother Nature for the challenges in the future. The theme of AM 2014 is “Sustain-able Development for the New Era”, and the two topics covered are “Sustainable Health-care” and “Sustainable Environment.” In the spirit of global partnership, we are inviting you to join us in building a more sustainable soci-ety at AM2014.

1. Rights and Discrimination

In 2002, Madrid International Plan of Action on Aging(MIPAA), a report of the Second World Assembly on Ageing, proposed three direc-tions : developing long-term care systems, advancing health and well-being into old age, and ensuring supportive environments, which led the course of thinking and action on ageing into a new era.Even though people around the world have put much eff ort on the rights of the aged, there are still several challenges, including the discrimination against the elderly. Ageism, a

term which describes the stereotypic and neg-ative bias against older adults, was fi rst coined by Robert Neil Butler in 1969. Any attitude, ac-tions, or institutional structures which subordi-nate people according to their age will impair the full range of human rights. Nevertheless, ageism truly exists, no matter being noticed or not.

2. What did our governments do?

There are a variety of elder policies proposed in each country. For example, the legislation of Long-term Care Service Bill in 2014 was a milestone in the Taiwan-ese caring sys-tem. Besides Taiwan, Japan launched the Gold Plan in 1989, which was revised with raising

target levels in 1994, shifting institutionalized care to community-based care. Health is not the only aspect in elder welfare. Elders should be able to work without discrimination. In the United States, with the legislation of Age Dis-crimination Elimination Act in 1967, the work-ing rights of the elders is protected. The Act forbids age limitation in the processes of re-cruiting employees, making its environment friendly for the elders.

3. On the other Hand ‒The Dilemma We Face

The promotion of the right of the elderly has raised economic and fi nancial concerns. On the economic side, the fast aging popularity causes the dependency ratio to soar rapidly. Moreover, the lowering consumer’s purchas-ing power caused by aging has a negative ef-fect on macroeconomic. On the fi nancial side, the fast aging rate has made the welfare pol-icies much more diffi cult to be implemented and sustained. The “Funded pension” system can decrease government spending, helping fi nancial and capital markets grow. However, there could be political and economic risks lurking behind, and hence there is still room for improvement.

In recent years, world populations of the elderly has been steadily rising, and as demand soars, the prevention of Long Term Care (LTC) system overload wil l become pressing concerns for any aging society. However, LTC is not merely a medical concern. Other problems of lawmaking, fairness, accessibility, manpower distribution, social insurance, and caregiver rights all pose poignant questions with no defi nite answers. For this Theme Event, we have invited two Taiwanese experts of LTC to share their knowledge, experience, and insight.
