DUTIES OF THE CAUCUS CHAIRMEN

Temporary Caucus Chairman: The Temporary Caucus Chairman is the leader of the district’s

delegation on the convention floor Thursday afternoon (First General Session) and is the

presiding officer in the Thursday Caucus Meeting until the Permanent Caucus Chairman is

elected. The Temporary Caucus Chairman is also responsible for seating alternates for absent

delegates both in the First General Session and in the Thursday Caucus Meeting.

Permanent Caucus Chairman: The Permanent Caucus Chairman becomes the presiding officer

of the Caucus immediately upon election in the Thursday Caucus Meeting and serves as the

Caucus Chairman until the end of the convention. The Permanent Caucus Chairman is

responsible for seating delegates and alternates in the Caucus Meeting Friday morning and on the

floor of the convention on Friday and Saturday.

The Caucus Chairman will be provided a copy of the list of delegates and alternates elected from

each county in the district. These lists are to be used for roll call. Please keep in mind that no one

should be seated without proper credentials. A member of the caucus should be appointed to

serve as Sergeant at Arms. They can assist in seating delegates and alternates in the appropriate

places.

The Caucus Chairman should encourage all who enter the caucus room to immediately take their

seats. Once it appears enough delegates for a quorum have assembled, the Caucus Chairman

should call the caucus to order and proceed with business.

Immediately on adjournment of the Thursday caucus meeting, the Caucus Chairman and

Secretary must complete the Minutes Form and have it delivered without delay to the RPT

Public Information Office in Room 109 at the Convention Center. Permanent Committees

begin meeting Thursday night, and the rosters must be completed as soon as possible. Request a

photocopy of the minutes of the Thursday caucus for the Secretary’s use in reporting that day’s

proceedings to the Friday morning caucus.

On Friday morning, the Caucus Chairman calls the caucus to order at the appointed hour and

proceeds with business. Immediately on adjournment of the Friday caucus, the Caucus Chairman

and Secretary must complete the Minutes Form and have it delivered without delay to the RPT

Public Information Office in Room 109 at the Convention Center. Results from the elections

held during the caucus must be compiled for use during the State Nominations Committee and

the General Session.

Prompt delivery of caucus minutes to the Public Information Office is

essential.

CONVENTION PAGES

The Page program was developed to give young Republicans an opportunity to participate in the

convention process. Pages are volunteers, between the ages of 15 and 18, who are valuable

resources for Caucus Chairmen during the entire week of convention.

Pages can assist with:

• Seating delegates and alternates

• Distributing ballots

• Collecting completed ballots and tallying votes

• Running convention-related errands, as necessary

• Returning completed minutes forms to the Public Information office.

Each district will be assigned at least one Page to assist the delegation. A seat for the Page

should be reserved next to the Caucus Chairman, or at the front of the room.

All Pages will have completed a training session prior to being assigned to assist with caucus

meetings.

Please use Pages as much as you can. These young people are excited about politics and are

eager to learn about the convention process. They are the life blood of the Party. Pages who are

ignored or are not asked to assist may lose interest and will not volunteer to assist in the future.

CALLING THE ROLL

No duty is more important than establishing the voting body of the caucus.

Keep the following points in mind:

1. A delegate or alternate must be registered and have a badge in order to be seated.

2. No credentials challenges can be brought before the caucus. Refer any challenge to the

Credentials Committee.

3. A delegate who arrives late to the caucus may enter the room, but may not be seated in

the delegate section while a vote is in progress.

4. Select the Caucus Secretary carefully; then meet with him/her in advance of the caucus to

review the procedure for calling the roll.

REPLACING A DELEGATE WITH AN ALTERNATE

When a delegate is absent, either in the caucus or on the convention floor, an alternate should be

seated to replace that delegate.

In the absence of any instructions from the county or district convention, alternates are seated in

the order in which their names appear on the list submitted to the State Chairman. In multi-

county senatorial districts, an alternate must be from the same county as the delegate to be

replaced.

During the caucus, the logistics of seating alternates is not difficult, as both delegates and

alternates are in the same area. During the convention, however, alternates will be sitting in a

different area than the delegates. To seat an alternate during the convention, the Caucus

Chairman must give permission to a specific alternate to enter the delegate seating section.

Pages may assist in locating alternates and accompanying them to the delegate seating section.

REMEMBER: When a delegate arrives late, the appropriate alternate must return to the

alternate seating section unless a vote is underway. Upon the casting of the vote, the alternate

must then relinquish their seat to the delegate.

The Caucus Chairman should make every effort to have alternates seated in place of absent

delegates in a timely fashion. Nothing can be more frustrating to an alternate to remain seated in

the alternate area and view empty seats in his/her delegation.

Please note that an alternate never becomes a delegate; his/her alternate badge is retained during

the entire convention. Therefore, one who is elected as an alternate will receive an alternate

badge as the time of registration, regardless of whether or not his/her delegates attends the

convention. Even if it is known in advance that a certain delegate will not be in attendance, the

alternate replacing him/her will be admitted to the floor only when accompanied by a convention

official (i.e. Convention Page).

It is very important for the Caucus Chairman to remain with the delegation at all times in order to

be easily accessible for certifying alternate seating.

Whether seating alternates on the floor or in the caucus, it is essential to keep careful records

showing the name of the delegate whom the alternate has replaced and/or which alternate was

last seated.

INTERPRETING DELEGATION VOTING STRENGTH

The following statutes and rules apply to voting during senatorial district caucuses and state

general sessions:

(Texas Election Code, Sec.174.096a VOTING AT CONVENTION)

“The delegates selected by a particular county or senatorial district convention who attend the

biennial state convention are entitled to cast a number of votes equal to as many delegates as that

county or senatorial district convention was entitled to select.”

(Rule #18 – Voting Strength, RULES OF THE REPUBLICAN PARTY OF TEXAS)

“The convention will continue to enjoy its full strength in the cases of preceding conventions not

electing all delegates to which it is entitled. No convention shall elect fractional delegates; i.e.,

no convention shall elect more delegates than the number to which it is entitled.”

(Rule #12 – No Unit Rule, RULES OF THE REPUBLICAN PARTY OF TEXAS)

“…the use of the unit rule 8 (whereby the entire delegation votes as a unit not recognizing the

minority votes within the delegation) or the practice of giving binding instructions to the

delegates shall not be permitted at any level of the convention process.”

Each county, part of a county included in a district, and a district wholly within one county is

allotted one delegate and one alternate for each 300 votes or major fraction thereof cast in that

territory for the Republican gubernatorial candidate in 2010. The RPT Rules state that the

statewide delegate total must be between 7,500 and 9,000. In the event the 1:300 ratio causes the

statewide delegate total to fall outside of this range, delegates will be added/subtracted

proportionately based on the 2010 gubernatorial vote.

The total number of votes a county, part of a county, or senatorial district wholly within a county

may cast is equal to the number of delegates allocated to that area regardless of how few

delegates (and alternates seated for absent delegates) are present. In other words, if a county

were allotted 15 delegates and only one accredited person is present, that person is entitled to

vote the full 15 votes of the county, in both the caucus and in the convention.

If a county elected fewer than the number of delegates to which it is entitled, the delegates

present may still cast the full number of votes to which that county is entitled. It is important to

note that a convention is expressly forbidden, however, to elect more than the number to which it

is entitled. The Credentials Committee will remove any in excess of the correct number from the

temporary roll.

How to Vote Your Full Delegation Strength

1. Each county represented within a senatorial district should elect a chairman of that

delegation

2. The delegation chairman then determines how many delegates are present for each vote.

3. The delegation chairman arranges to replace absent delegates with alternates in the

manner prescribed in this manual.

4. If, after seating all the alternates, there are still more votes allotted to a delegation than

there are persons present, the number of votes allotted to that territory is then divided by

the number of persons present; and each person present is credited with his or her share

of the total vote.

NOTE: Delegation voting strength refers only to a county, parts of a county included in a

senatorial district, and a senatorial district wholly within one county. IT DOES NOT REFER TO

THE TOTAL NUMBER OF DELEGATES ALLOTTED TO A MULTI-COUNTY DISTRICT.

If a county within your district does not have ANY delegates or alternates present, then no votes

from that county may be cast. Even if there are unseated alternates from another county, those

alternates may not be seated to cast the unrepresented county’s votes. Alternates elected by one

convention cannot be seated for delegates elected by another convention.

During District Caucuses

The delegation chairman of each county represented is responsible for determining the share

each voter has of the total vote allotted to them and, on each vote, conveys that vote to the

Caucus Chairman.

EXAMPLE: George County is entitled to 37 votes but has only 21 persons present after all the

alternates have been seated. The George County Delegation Chairman would divide 37 (total

votes allotted) by 21 (total number of persons present) and determine that each person present is

entitled to cast 1.76 votes. If 7 persons vote for the measure and 14 vote against it, the votes are

tallied and reported as 12.32 votes for the measure (7x1.76) and 24.64 votes against it (14x1.76),

for a total of 36.96 (or 37) votes to which George County is entitled. Some caucuses appoint

statisticians to compile votes.

On the Convention Floor

On roll call votes, the delegation chairman of the county, part of a county included in a district or

district wholly within one county will count the number of persons present and determine the

share of the total vote each delegate has. The delegation chairman will then poll the delegation,

with each person casting that proportion of the total county or district voting strength to which he

is entitled. The computed results of the poll will then be conveyed to the Caucus Chairman who

will compute the results from each delegation and, in turn, announce the senatorial district’s total

to the Convention Secretary.

Having opening ceremonies is optional and up to the discretion of the temporary chairman. The

opening ceremonies can include such items as an invocation, pledges, welcoming remarks, etc.

TEMPORARY CAUCUS CHAIRMAN: “LADIES AND GENTLEMEN, PLEASE TAKE

YOUR SEATS. DELEGATES, IF YOU HAVE NOT ALREADY DONE SO, PLEASE TAKE

A SEAT WITH THE OTHER DELEGATES FROM YOUR COUNTY. IF YOU ARE AN

ALTERNATE, PLEASE TAKE YOUR SEAT IN THE ALTERNATE SECTION BASED ON

YOUR ALTERNATE NUMBER. ONCE WE TAKE ROLL OF DELEGATES, WE WILL SIT

You may make any other appointments you feel are necessary. Those appointed will depend on

the makeup of the caucus and the needs of the Caucus Chairman.

The Supplemental Rules authorize the delegation chairman to certify the seating of alternates.

The Secretary may appoint assistants for the purpose of calling roll. To speed up the calling of

the roll in multi-county districts, an Assistant Secretary may be appointed for each county.

In districts in a single county, other methods of selecting assistants may be used. Often a

Sergeant at Arms, a Parliamentarian, and a Statistician are appointed by the Chairman. Some

Chairmen appoint a Public Relations Chairman who has the responsibility of informing the local

media in the district of caucus actions, elections, honors given, motions of thanks, etc.

The procedure for seating delegates and alternates varies according to size and composition of a

caucus. Before commencing with the roll call, explain the procedure that you have established

for your caucus.

TEMPORARY CAUCUS SECRETARY: “AS YOUR NAME IS CALLED, PLEASE

ANSWER ‘PRESENT’ AND TAKE YOUR DESIGNATED SEAT.”

The secretary will now take roll.

TEMPORARY CAUCUS SECRETARY: “THERE ARE __________ DELEGATES

PRESENT, WITH A COMBINED VOTING STRENGTH OF ___________, AND THE

TOTAL NUMBER OF DELEGATES ATTENDING AT THE START OF THIS CAUCUS

MEETING IS ____________.”

TEMPORARY CAUCUS CHAIRMAN: “THE COUNTY DELEGATION LEADERS WILL

NOW SEAT ALTERNATES FOR THEIR ABSENT DELEGATES. ALTERNATES SHOULD

NOTE: When seating alternates, it is extremely important not to allow alternates elected by one

county or senatorial district convention to sit for absent delegates elected by a convention from

another county or senatorial district.

handbook with that person in advance.
