Environmental Impact StatementEnvironmental Impact Statement for New Medium and Heavy Duty Vehicle Fuel Efficiency Improvement Program Standard

ActionNotice of intent; request for scoping comments.SummaryNHTSA plans to prepare an Environmental Impact Statement (EIS) to analyze the potential environmental impacts of new fuel efficiency standards for commercial medium- and heavy-duty on-highway vehicles and work trucks (potentially covering engines, chassis, vehicles, and/or trailers manufactured after model year 2018) that will be proposed by the agency pursuant to the Energy Independence and Security Act of 2007. This document initiates the scoping process for determining the scope of issues to be addressed in the EIS and for identifying the significant environmental issues related to the proposed action. Further, it discusses cooperating agencies, the environmental review process, and the agency's tentative planning and decision-making schedule. NHTSA invites the participation of Federal, State, and local agencies, Indian tribes, stakeholders, and the public in this process to help identify the significant issues and reasonable alternatives to be examined in the EIS, and to eliminate from detailed study the issues that are not significant.

1968 Vienna Convention on Road Traffic

May 2014 amendment approved

http://en.wikipedia.org/wiki/Vienna_Convention_on_Road_Traffic Article 8 Vienna Convention 1968 November 8 Convention on road traffic

The amendment agreed last month by the U.N. Working Party on Road Traffic Safety would allow a car to drive itself, as long as the system "can be overridden or switched off by the driver". A driver must be present and able to take the wheel at any time.

Provided the amendment clears all bureaucratic hurdles, all 72 countries that are party to the convention would have to work the new rules into their laws. The convention covers European countries, Mexico, Chile, Brazil and Russia, although not the United States, Japan or China.

PACCAR into Driverless Trucks!

Dutch Trucks Will Drive ThemselvesBy Philip E. RossPosted 17 Jun 2014

Container-bearing trucks at the Port of Rotterdam

The Netherlands has just announced a five-year plan to make the country safe for autonomous vehicles and vice-versa, with a particular emphasis on trucks. Rules of the road will be redrafted, infrastructure built, and research funded.

The country thus joins a stampede that, like so many automotive fashions, began in California, with the unveiling of the Google Car. Nevada joined the charge early, and Michigan was quick off the mark too, the city of Ann Arbor having just established a center for autonomous driving. Sweden's Gothenburg, home of Volvo, is doing much the same.

One thing Holland has that few other countries can match is a compact territory coupled to an enormous transportation hub, which boasts Europe's busiest air, sea and land links. And trucks seem to be a particularly good match because of their role in the container shipping model, which has transformed the world economy.

Trucks are, in fact, the last link in the chain connecting production to consumption that remains fully under the control of a mere human being. Here's how it works: A robot at a factory in Japan loads a standard container with refrigerators, say, bolts it shut, and places it on a flatbed truck. The truck takes the box to the most convenient seaport, where a robotic crane hoists the box onto a ship, where it fits a perfectly matching space in the hold. The ship—itself mostly robotic, with merely a skeleton crew—steams to the port city of Rotterdam, where another robotic crane hoists the container onto another truck that takes it to a retailer, say in Germany. There the box is unbolted and unloaded, again perhaps by robots. And presto, all the refrigerators are still there; not one has "fallen off the back" of a truck.

That's basically why stuff has gotten so cheap and manufacturing jobs have become so scarce. A robotic truck would thus merely complete what is already an almost all-robot system.

The Dutch government says that the first tests will be simple computer simulations. The first road tests will involve truck convoys, perhaps putting just the lead vehicle under the control of a human driver. That test will be conducted by a research consortium including DAF, a Dutch truckmaker, the Port of Rotterdam and Transport & Logistiek Nederland. "The consortium wants to test autonomous lorries that drive in convoys. The aim of the consortium is, within five years, to bring technology onto the market that logistics companies with such lorries can use to drive on public roads."

Brute Force Is Sometimes the Option

This is the biggest load ever to be moved in West Australia. It weighed over 700 tons with four trucks towing and two pushing it on the gravel. They were traveling at 4 Km’s per hour on the gravel reaching 6 km’s hour on the bitumen.  The distance to the new mine is 230 km’s. They drove up to 15 hours a day, taking 6 days to reach their destination ( including becoming bogged with four front end loaders having trouble pulling them out)

Lube when Needed

With the reservoir full, about 5 liters of lube oil are removed from the axle housing, lowering the fluid level and reducing churning losses.

Additional lube oil can be drained from the reservoir by a cab-mounted ECM and a cable release-drain. The additional oil adds cooling and lubricating capacity under heavily loaded operating conditions.

The LogixDrive 17XEVO axle in European trim. It may come to North America in 2015, Meritor says.

http://www.truckinginfo.com/news/story/2014/05/meritor-s-advanced-17x-evo-drive-axle-cuts-lube-oil-churning-losses.aspx

The purpose of the system is reduce lube-related churning losses in the axle housing by temporarily reducing lube levels under certain driving conditions.

The LogixDrive system uses an oil internal lubricant reservoir to store lube oil when it's not needed to cool the axle shafts, crown and pinion gears etc. During periods of high-stress operation, such as ascending or descending hills, the reservoir opens, releasing several liters of lube into the axle housing to provide the needed cooling.

Stop—Start—It’s Coming

G.M. announced this week that it would offer fuel-saving stop-start technology in the 2015 Chevrolet Impala sedan. G.M. said the system, which shuts off the engine when it would otherwise be idling, would be available on cars equipped with a 2.5-liter 4-cylinder engine. The E.P.A. fuel-economy estimate for the car is 22 miles per gallon in the city, 31 m.p.g. on the highway and 25 m.p.g. combined. (GM Authority)

http://www.nytimes.com/2014/05/24/automobiles/wheelies-the-gm-trucks-hiccup-edition.html?partner=rssnyt&emc=rss&_r=0

Chrysler plans to offer its stop-start technology as standard equipment on certain models of the ’15 Jeep Cherokee SUV and Chrysler 200 midsize sedan, as the automaker works to meet tightening U.S. fuel-economy and carbon-dioxide rules.

Environmental Protection Agency mandates for 2014 calls for vehicle fleets to achieve 31.3 mpg (7.5 L/100 km), followed by 32.6 mpg (7.2 L/100 km) and 34.1 mpg (6.9 L/100 km) in 2015 and 2016, respectively.

The Chrysler 200 equipped with the 2.4L Tigershark inline 4-cyl. engine and Cherokee with the 3.2L Pentastar V-6, will come standard with the fuel-saving start-stop system.

The automaker says the two applications of the technology in the 200 and Cherokee will reduce CO2 emissions by up to 3%. It will be added to the Cherokee in the third-quarter and to the 200 in Q4.

First introduced in the Ram 1500 pickup, the technology is based on a high-speed starter that reduces crank time for quicker restarts. It’s activated by algorithms that act on a vehicle’s powertrain and chassis components, the automaker says.
