    Originally, Oscar Herman Benson, a superintendentof schools in Iowa, designed a three-leaf clover design tobe used by the clubs he had started. The students at oneof his schools presented him with a gift of seven four-leaf clovers on a visit, and the idea was born. The designwas used on advertising and badges as early as 1907. Itwas in 1911 that the present design was adopted, withthe fourth leaf at rst being Hustle, but quickly being

    changed to Health. Each leaf represents one of the areasof 4-H: Head, Heart, Hands, Health.

    The 4-H emblem was patented in 1924. In 1939 Con-

    gress passed a law protecting the 4-H name and em-blem which was then slightly revised in 1948. The 4-Hemblem design actually belongs to, and is protectedby, the Congress of the United States. The Secretary ofAgriculture is given responsibility and stewardship for

    the name and emblem. 4-H is, therefore, in a unique

    category with other protected emblems, such as the U.S. Presidential Seal, Red Cross, Smokey Bear, and the

    Olympic Rings.The emblem of the 4-H is easily

    recognizable and must appearexactly as designated. It isgreen with a white H on eachleaf, the ofcial colors of

    4-H. The white color rep-resents purity, while the

    green represents themost common colorin nature. Green alsosymbolizes youth, lifeand growth.

    4-H Citizenship programs empower

    young people to be well-informed citizenswho are actively engaged in their commu-nities and the world. By providing themwith opportunities to connect to their com-munities and adult leaders, youth gain aclear understanding of their rolein civic affairs and are ableto build their decision-making ability. This

    solid foundationhelps youth un-derstand and ac-quire the skills

    that will allowthem to be-come astuteleaders for the21st Century.

    present to in-spire change.And 4-Hs YouthIn Governance al-lows young peoplean entry point to get in-volved in programs withintheir local and regional communi-ties so they can share a voice, inuenceand decision-making power. Another im-portant way for young people to show theirmaturity is by understanding some nan-cial basics. The Financial Champions pro-gram shows youth the importance of sav-

    ing money, how to use credit and teaches

    them what to consider when making de-cisions as a consumer. All of those skillsallow 4-Hers to have an impact in theircommunity.

    A trio of programs designed by 4-H al-lows young people a chance to con-

    tribute thousands of hours tocommunity projects each

    year. Events such as Cit-izenship Washington

    Focus show studentsinterested in learn-ing more abouthow our coun-try is governedthe U.S. Capitolrst-hand; Rural

    Youth Develop-ment encouragescommunities to

    involve youth aspartners in deci-

    sion-making and gov-ernance; and Service

    Learning allows olderstudents to design their own

    community-service projects.4-H programs are designed to stim-

    ulate not only the practical side of a youngpersons mind, but also the creative side.Through lessons on photography, lm-making and reading, our lessons stimulate

    all facets of a youths personality. (Infor-mation provided by 4-h.org)

    Whether its a trip to Washington DC, Camp Counselor Training, 4-H Camp or 4-Hjudging, none of the activities made available to the 4-H members would be possiblewithout the volunteers who run these many events. Together, the Williams andFulton county 4-H programs are blessed with over 500 adult volunteers whogive of their time and talents to guide 4-H members through their chosenprojects. This number only reects advisors who have formally completed

    the volunteer application process. There are many more who give freelyof their time here and there giving rides to and from meetings, bringingsnacks, and informally guiding their younger brothers/ sisters or children

    through the 4-H experience.

    Not all volunteers in the 4-H program are adults. Teen members withinthe county volunteer either through participation on the Teen Board, as part ofa community service for their project, or their love of 4-H. The Teen Board speci-cally works from April through July to plan, organize and conduct the project judg-ing, food clinic, fashion clinic and clothing style review.

    They spend countless hours preparing paperwork, doing mailings, and volunteeringtime at these activities to make these events happen.

    There are many opportunities made available to members in 4-H. All opportunitiestake manpower to make them a success. Whether adults or teens, volunteers make a

    world of difference with their dedication. Volunteers are the Heart of 4-H.

    Volunteers Are The Heart Of 4-H

    4-H Members Becoming Better Citizens

    Through Citizenship Programs

    35 teen counselors and 106 campers attended2014 Jr. Camp held at 4-H Camp Palmer. Wil-liams County 4-H Camp is four days and threenights where youth develop communicationskills, independence and life-long friendships

    while trying new activities. Popular activities in-clude crafts, canoeing, high ropes, team build-ing, swimming, zip-line and shooting sports.

    Members learn life skills,

    make new friends, en-hance self-esteem, achievepersonal goals, developpositive relationships withpeers and volunteers, andhave fun learning and shar-ing as a family and a club.

    Does it cost anything?

    Your out of pocket costs

    for participating in 4-Hwill include one or more ofthe following types of ex-penses. Most project books

    cost $5.00 and resourcebooks are an additional

    cost (ranging from $5-$20).Projects sometimes needspecic materials, supplies

    or animals to completethe 4-H learning experi-ence. The county activityfee is $10.00. Some clubsfund raise for their activi-ties and some have dues orfees for refreshments, fairpasses, t-shirts or supple-mental insurance, etc. Ask

    the advisor about their feestructure. Sometimes clubevents and opportunitieswill have a fee also.

    Williams County 4-H Program: Williams County 4-H welcomed 586 youth in 2014 that enrolled in 1,021 4-H projects. 127 volunteers help conduct the Williams County 4-H program and they are leaders of

    24 community clubs, Williams County 4-H Advisory Council, Williams County 4-H

    Endowment, and Williams County 4-H Horse Council.

    LIVING CLASROOMS ... Reese Cogswell of Montpelierand Kirby Miller of Kunkle were selected to represent

    Williams County 4-H at Citizenship Washington Focus

    in 2014. Through sightseeing tours in the living class-room of Washington, D.C. and hands-on educational

    workshops, participants learned about the history of ournation, the leaders who have shaped it, and how they

    can apply the leadership and citizenship skills they havelearned at CWF when they return home.

    CLOVERBUD ...Starscloverbud 2014 is the 100 year anniversary of Ohio State University Extension. Cloverbudmembers of the Williams County Stars of 4-H Club each collected pennies by helping their families around the house.

    10 cloverbud members participated and collected a total of $100. Snows Fire Protection matched their hard workwith an additional $100 donation. All money was donated to the Pennies for the Pool Campaign for the new pool cur-rently being built at 4-H Camp Palmer.     4-H youth from acrossthe nation will be KeepingIt Green as they celebrateNational 4-H Week October5-11. 4-H Clubs in Ful-ton County have been do-ing their part year roundto promote environmentalprojects that make a posi-tive difference in their com-munities. Fulton County4-H members ask theircommunity to get ready for

    the challenge by joining ina year- long effort of beinggreen by recycling as muchas possible. As an example,all manner of items arerecycled: aluminum cansand foil, newspapers andtelephone books, glass ofall colors, tin cans, ten-nis shoes, hard and softcovered books, magazines,plastic bottles with a 1 or2. Reducing the recycla-bles reduces the amount ofresources that would nor-mally go into the landllstaking hundreds or thou-sands of years to degradenaturally.

    Nationally, 4-Hers solveproblems in their com-

    munities, raise awareness

    about environmental is-sues, and make a differ-

    ence for their futures in thespirit of 4-Hs vision to cre-

    ate a world in which youthand adults learn, grow, and

    work together as catalysts

    for positive change. Here inFulton County, more than

    1100 4-H members and250 volunteers are actively

    involved in 4 H. Members

    and advisors not only doroadside cleanups, but

    also man some of the re-cycle stations in the county

    such as in the community
