Science Park represents a symbiosis of scientific thought and industrial infrastructure, which brings to life the latest scientific developments. This brochure describes the concept of the first Science Park in Kazakhstan - Astana Business Campus, which will be formed around a powerful scientific core - Nazarbayev University. The goal is to generate innovative ideas for commercial use and training of professionals for high-tech industries. In particular, the brochure describes the main areas of activity, operation mechanisms and infrastructure of Astana Business Campus, as well as the contribution of the Science Park to the development of business and the country economy as a whole.

ASTANA BUSINESS CAMPUS – SEIZING THE FUTURE

Kazakhstan is the ninth largest country in the world by land mass with a population of approximately 17 million people. It possesses abundant reserves of natural resources such as oil and gas and is also one of the most exciting places in the world for business development.

Since declaring independence in 1991, Kazakhstan has made tremendous strides in its economic development. Kazakhstan is now generally regarded as the strongest economy in Central Asia, with, a modern and sophisticated banking and financial system and an increasingly well-educated and young workforce. Substantial market reforms have been introduced and the country is on track to join the World Trade Organization in 2014.

While most of Kazakhstan’s growth to-date can be attributed to its rich natural resources base, the country’s leadership is now committed to a path of expanding its economic base by encouraging innovation and the development of new industries and businesses.

In 2010, the first research university in Central Asia – Nazarbayev University - was opened in Kazakhstan’s capital Astana.

Nazarbayev University hosts various scientific schools and research centers, employs internationally trained scientists and researchers from around the globe. It represents a major platform on which to build the modern, knowledge-based economy envisioned by Kazakhstan’s first President, Nursultan Nazarbayev. AS

An important component of the blueprint for Nazarbayev University is the creation of an intellectual and innovation cluster, which will help to build ties between university research and industry, and facilitate the transfer of scientific developments to market.

The innovative cluster at Nazarbayev University already includes schools and science centers, National Medical Holding, a business incubator, a commercialization office, a technology park, and a research and development facility.

In 2014, Nazarbayev University’s innovation cluster will be further enhanced through the construction of Central Asia’s first world-class science park: Astana Business Campus.

The purpose of the Astana Business Campus is simple: to unite international and Kazakh companies, high-tech small and medium enterprises, venture funds, scientists, businessmen, financial experts, students, inventors, and anyone else ahead of their time, all under one roof and facilitate the growth of successful business enterprises.

The terms ‘science park’, ‘research park’, ‘innovation center, and ‘technopolis’ have all come into wide use over the last quarter century and refer to an area where special conditions have been set up to drive new tech-nologies and industry.

WHAT IS A SCIENCE PARK?

The first research park in the world is the Stanford Univer-sity Research Park, better well known as Silicon Valley. The park was built in 1951. The university rented office space to high-tech companies, earned income from rent and found work for its graduates in Valley companies. Among the park’s first residents were companies that manufactured with semiconductors, hence the name Silicon Valley.

As a symbiosis of scientific thought and manufacturing infrastructure, science parks have become an impor-tant mechanism for the rapid diffusion of innovation, at a time when the world is going through an era of unprecedented technological change. The main advan-tage of such parks has been the speed with which new scientific discoveries can be implemented and brought to market.

Today, there are more than 400 science parks world-wide, with 170 in the U.S. alone, 218 in Europe and 20 in Eastern Europe.

Science parks are always formed around a strong sci-entific core, usually a major university or science-re-search center. The task of the scientific core is to gen-erate promising ideas for commercial use and train specialists to work in high-tech industries.

Generally speaking, science parks usually include a business incubator, allowing scientists, engineers, and budding entrepreneurs to test their new ideas and receive qualified assistance in assessing their prospects while avoiding the high initial material costs. A business incubator’s main goal is to help start-ups achieve successful commercialization of their innovation.

An important component of a science park is the ability to provide funding for promising entrepreneurial pro-jects. This funding may come in various forms of public funds or from investors. Science parks areoften assist-ed by venture capital funds, which specialize in financ-ing potentially-risky, innovative projects.

The cornerstone of a science park is the availability of all the economic tools needed for small and medium businesses and the research departments of industri-

al companies to run successfully. These include: the ability to buy or rent land, buildings, lease equipment, collaborate with the university, receive local tax breaks or other financial incentives, vital logistics, consulting, manufacturing, and other services.

Finally, a critical factor for the success of any science park is an advantageous geographic location and inter-est in the project from the government.

All of these components will be available at the Astana Business Campus.

The High Tech Campus Eindhoven is a famous Dutch science park and one of the centers of Europe’s inno-vative Eindhoven-Leuven-Aachen Triangle. The cam-pus was built on the terrain of Philips R&D center. It is unique in that it combines research teams from dif-ferent projects and scientific disciplines on one terri-tory. This creative interaction resulted in an increased amount of innovation and the company decided to es-tablish an entire science park in Eindhoven. The High Tech Campus Eindhoven specializes in microelectron-ics, life sciences, and informational and entertainment products.

Science parks began springing up across Europe in the 1970s. The pioneer of science parks in the UK is the Cambridge Sci-ence Park. Behind it came others like the French Sophia An-tipolis Science Park and the Scandinavian Oulu Science Park and Ideon Science Park. China’s pride is the Beijing-based Zhongguancun Science and Technology Zone and South Korea has the Daedeok Innopolis.

WHAT WILL ASTANA BUSINESS CAMPUS LOOK LIKE?

Astana Business Campus will be located on a 50-hec-tare plot of land adjacent to Nazarbayev University. Of-fice space, laboratories, and a research and develop-ment facility will fill over 250,000 m2. It is estimated that there will be more than 8,000 people employed.

The Business Campus will be divided into cluster zones. Industrial clusters will be created according to the de-mands of Kazakhstan’s emerging economy with the first stage of the campus to include three clusters: geol-ogy; information and communications; and engineering. A biotechnology cluster will be formed in the second stage of the project.

One of the unique offerings within Astana Business Campus will be an innovative ecosystem, whereby any commercially attractive and viable technological idea can be brought to the final product stage. The notion of an ecosystem builds on the idea that all people and organizations on the Nazarbayev University campus are interconnected and have influence on each other, there-by creating a relationship in which everyone is open to cooperation.

The most important part of the innovative ecosystem is the continuous flow of technology, information and exchange of ideas between participants in the process, both people and organizations. The Astana Business Campus will give its residents the chance to use both formal and informal methods of interact-ing with one another. These could include: joint in-terdisciplinary projects, creating new tech platforms, systems of vertical enterprise integration, and many other structure.

The Astana Business Campus’ innovative ecosystem will have the following key objectives:

strengthening the relationship between science and real sectors of the economy;

commercializing scientific research; promoting business involvement in scientific devel-

opments,; and providing comprehensive project support from idea

to launch of final product.

The Business Campus will become a platform for generating new ideas and forming innovative, entre-preneurial ventures and high-technology manufac-turing.

The heart of informal communication among Astana Business Campus residents will be IdeaPark, a com-mon area at the center of the complex. It will house social spaces such as cafes, restaurants, sports and conference halls, pharmacies, and stores. Designed in the shape of a circle, the IdeaPark will unite Business Campus residents and guests.

Astana Business Campus will have a unique intellectual and multicultural environment, bringing together people with different interests and professions from different cultures and nationalities.

The location and architecture of Astana Business Cam-pus is ideal, combining both urban and rural lifestyles. Modern offices and laboratories, restaurants, parks, fountains, libraries, and concert halls await those who work and relax at Astana Business Campus.

It is envisaged that partners and residents of Astana Business Campus will include large, international and Kazakh companies involved in innovation and/or high-tech manufacturing. Astana Business Campus will also house corporate R&D centers, scientific research insti-tutes, small and medium high-tech businesses, as well as promising start-ups that have come through business incubator and technology park at Nazarbayev University.

As potential partners of Astana Business Campus, Ka-zakhstan’s small and medium businesses will be able to use the results of the University’s scientific research to increase the efficiency of their own production. In addition to providing residents with logistical and con-sulting services, the Astana Business Campus will also be home to prototyping and small-scale production of high-tech products.

Astana Business Campus will undertake the following activities on its campus:

RESEARCH. Carrying out scientific research in prior-ity areas;

ENGINEERING AND PILOT PRODUCTION. Develop-ing and creating high-tech products based on the latest scientific results and innovative design and manufacturing methods (industrial designs, soft-ware and new technologies);

EDUCATION. Training and retraining experts for work-ing in research and high-tech manufacturing through specialized training programs, workshops, and master classes from the world’s leading technology companies;

INVESTMENT. Attracting investments and venture capital financing, providing grants and access to state programs and projects;

SERVICES. Offering services such as transport, logis-tics, laboratory and manufacturing services, account-ing, consulting (business planning, tax audits, patent writing, marketing, etc.) and banking services.

Engineering (renewable energy, space technolo-gy, machinery, and other industries).

It is expected that a biotechnology cluster will be created in the second stage of the project, with fur-ther clusters planned as Kazakhstan’s strategic pri-orities evolve.Development of the geology and information and communications clusters are already underway.The geology cluster has an agreement with the Col-orado School of Mines to create a Mining School and an Institute of Earth Sciences. In addition, an agree-

ment has been signed with the Kazgeology National Exploration Company to create a National Center for Geological Research.The objective of the geological cluster is to facilitate the transition of Kazakhstani geology to the highest international standards. This will involve the devel-opment of a new generation of Kazakhstani geolo-gists and equipping them with the most modern and innovative analytical tools available. As part of the geology cluster, world-class infrastruc-ture will be built, including a certified and accredited laboratory, a core storage facility and a R&D facility.

Integrated research will be carried out in geology, geo-chemical, mineralogical, pilot testing and experimental research of mineral and hydrocarbons, solid minerals, and groundwater in Kazakhstan and neighboring coun-tries.

GOVERNMENT SUPPORTInternational experience shows that governments are interested in and play a dominant role in financing of science parks. The UK government, for example, financ-es 62% of its science parks, Germany invests 78% in science parks, France invests 74%, and Belgium - al-most 100%. In the coming years, Kazakhstan intends to significantly increase state funding in the research sector.

The stream of funding for pioneering work in countries with developed systems of innovation is made up of state grants, the sale of licenses for the use of patents in research results, venture capital, corporate donations and seed grants, and private investors.

Residents of Astana Business Campus will receive the latest information about grants, new state projects, ac-cess to venture capital funding, and private investment.

Taxation, customs, and administrative benefits are cur-rently in the planning stages and will be designed to create the most favorable conditions for Astana Busi-ness Campus residents,.

INTERNATIONAL LINKSInternational linkages and cooperation will be a corner-stone at Astana Business Campus.

The main strategic partner for the project is the High Tec Business Campus Eindhoven.

In addition, Nazarbayev University has signed memo-randa of cooperation with global technology leaders such as Philips, Microsoft, Intel, Hewlett-Packard, and Samsung Electronics, General Electrics.

Negotiations are currently underway with a number of leading global technology companies including Cisco, Siemens and Huawei to base their operations at Astana Business Campus.

In the field of space technology, Astana Business Cam-pus will work together with the national space compa-ny, Kazakhstan Gharysh Sapary.

Other partners of the High Tech Campus include insti-tutes of development: Parasat National Science and Technology Holding, Zerde National IC Holding, and the National Agency for Technological Development.

Representatives of the High Tech Campus Eindhoven and other major partner companies will be part of Astana Business Campus’s International Advisory Council and will be directly involved in this project’s development.

A MASTER PLAN HAS ALREADY BEEN DEVELOPED FOR THE FIRST STAGE AND A FEASIBILITY STUDY IS BEING PREPARED AND AGREED UPON. THE FIRST STAGE WILL DEVELOP A PROGRAM TO CREATE THE CLUSTER FOR ATTRACT RESIDENTS, AND BEGIN CONSTRUCTION.

THIRD STAGE: 2021 AND BEYOND

THE FINAL STAGE IN THE DEVELOPMENT OF THE ASTANA BUSINESS CAMPUS WILL INVOLVE COMPLETION OF THE PHYSICAL INFRASTRUCTURE FOR THE FACILITY, , DEVELOPING THE RESEARCH AND PRODUCTION ACTIVITIES FOR THE PREVIOUSLY ESTABLISHED CLUSTERS, DEVELOPING THE INNOVATIVE ECOSYSTEM AND IMPROVING MANAGEMENT EFFICIENCY.

THE PACE OF DEVELOPMENT OF THE CLUSTERS AND CONSTRUCTION OF THE FACILITIES WILL DEPEND ON DEMANDS FROM RESIDENTS AND THEIR INFRASTRUCTURE NEEDS. THE ASTANA BUSINESS CAMPUS ADMINISTRATION WILL BE RESPONSIBLE FOR CONSTRUCTING FACILITIES AND CONNECTING ALL NECESSARY ENGINEERING INFRASTRUCTURES. IT IS ANTICIPATED THAT ASTANA BUSINESS CAMPUS RESIDENTS WILL RENT SPACE AND EQUIP THE LABORATORIES WITH THEIR OWN SPECIALIZED LABORATORY AND TECHNOLOGICAL EQUIPMENT.

THE COMPREHENSIVE CONSTRUCTION PLAN FOR ASTANA BUSINESS CAMPUS WAS DESIGNED BY THE JAPANESE ARCHITECTURAL FIRM KISHO KUROKAWA ARCHITECT AND ASSOCIATES.

When designing the buildings and structures for Astana Business Campus, the latest technology in energy conservation and efficiency was used, main-taining the perfect balance between the natural en-vironment and urbanism while accounting for the abundant landscape and harsh climatic conditions.

Residents of Astana Business Campus and busi-ness community, research staff, professors, and students at the Nazarbayev University will appreci-ate the level of care architects and designers have taken. Thanks to their innovative solutions, the buildings will offer a free and flexible layout without compromising quality, style, or performance.Students of Kisho Kurokawa, who created the sym-biotic style of architecture, think that Astana Busi-ness Campus will become a symbiosis of Science and Nature. The architectural concept is based on the model of a living organism.

and nutrients to the cells of a living organism, the ‘grains and fruits’ of university knowledge extend along the length of Astana Business Campus down the main campus of the university and is then dis-tributed to each of the scientific centers along the main and perimeter axes and arteries.

“Such a circulatory system promotes growth, pro-viding opportunities for further development along the perimeter roads, in the same principle as cell division. In addition, the IdeaPark is planned for the center of the territory, just like the heart is to the circulatory system – round and surrounded by wa-ter and a covered promenade. It shifts in relation to the central axis of the university’s main campus and encompasses the building with a variety of shapes asymmetrically placed around the park.

“The philosophy of Eastern Park, located asymmet-rically compared to the symmetry in the West, rep-resents a symbiosis between East and West in the heart of Eurasia.”

The park area of Astana Business Campus allows for the creation of landscapes that are inherent to the rich nature of Kazakhstan: from apple and plum orchards and rose gardens to the flower beds of wild-growing plants that inhabit the Steppe.

The Company’s activities comply with the development goals of Business Campus and Nazarbayev University;

There are opportunities for research cooperation with Nazarbayev University.
