Pennsylvania filed a lawsuit yesterday against one of its own counties — Montgomery — for illegally issuing marriage licenses for gay couples.

Last week, the county’s register of wills, Bruce Hanes, granted 31 licenses to same-sex couples in defiance of state law.

Ray McGarry, the

county solicitor, said in a statement the Department of Health’s petition has serious flaws.

“Montgomery County will be filing a response shortly,” he said. “In the meantime, the Register of Wills office will continue to issue marriage licenses to same-sex couples.” METRO

Nutter says gas leak may not be cause of explosion

Refuting earlier reports, Mayor Michael Nutter yes-terday claimed a gas leak may not be to blame for an explosion Monday that leveled three row homes on Daly Street in South Philadelphia.

“We don’t know that it was a gas leak or not,” he said. “The fire marshal will tell us that.”

The information came despite a release from the city Monday that stated officials “determined that an explosion occurred due to natural gas” and that the fire marshal, De-partment of Licenses and Inspections and Philadel-phia Gas Works were “in-vestigating the cause of the gas leak.”

Nutter also addressed reports the explosion oc-curred in the basement of 428 Daly St. and was pos-sibly related to a recently installed hot water heater.

The mayor said he did not know where the work-er was during the blast and noted all permitted work on the property, including the furnace installation, was fully completed and inspected on July 26. He further stated the only re-pairs still being performed

Confl icting. The city yesterday contradicted earlier information issued about an explosion in South Philadelphia.

Monday were considered cosmetic in nature.

“It is our best under-standing the individual who was injured was do-ing other work inside the house, possibly described as more of a tile person,” Nutter said. “He was doing some floor work that does not require a permit.”

The worker is intubat-ed and has not yet been formally interviewed, he added.

Councilman Mark Squilla said yesterday neighbors in the area told him they overheard the in-jured worker say immedi-ately after the blast he had been lighting a cigarette at the time.

“This is just something I heard from the commu-nity that they overheard from the person who was injured,” he said.

Nutter called the ru-mor “pure speculation at this point” and refused to comment further.

Squilla agreed more information will come following the inquiry. “The Fire Department was on the scene today trying to find origin of explosion, whether it was in the basement where the water heater was,” he said. “From what I un-derstand, they actually pulled the water heater out of rubble today, so if it was intact, maybe it wasn’t the water heater that caused the explo-sion.”

As three local chefs brain-stormed a game plan for Lincoln Financial Field’s expanded menu, they as-sumed their greatest foe was beer.

Peter McAndrews, head chef and owner of several local Italian bis-tros, cooked up a beef bris-ket bathed in horseradish mayonnaise and sharp provolone. He topped it off with a fried egg.

“A 12 o’clock game is close to breakfast,” said McAndrews. “That’s go-ing to save your life from a hangover, I think. Have a Paesano, have a couple six packs of beer and

you’ll be fine.”The Eagles yesterday

announced partnerships with local restaurateurs, including McAndrews, who will add some Philly-centric cuisine to the Linc’s game-day menu. Marc Vetri and Jose Garces also unveiled their signa-ture dishes.

Garces, who owns five restaurants in the city, wanted to add some spicy ingredients, so he used chipotle chicken for the tacos and added roasted jalapenos to the home-made guacamole.

Cars torched in Northeast parking lot

Philadelphia police said 20 or 21 cars were damaged or destroyed in an overnight fire yesterday in an industrial company’s parking lot in Bustleton.

Firefighters put out the fire on the 10000

block of Sandmeyer Lane shortly after 4 a.m., but not before nearly two dozen cars were either damaged or destroyed by the flames.

The parking lot where the fire happened is near Red Lion Road in Northeast Philadelphia.

Reports say it was at Rhoads Industries, a metal fabrication company.

The fire’s cause remains under investigation.

Dating site doles out free divorces to Philly couples

Divorces in America are on the rise, and so is the cost of obtaining one —  some estimates peg the average price tag of a civil separa-tion at $20,000.

But matchmaking website Sugardaddie.com, which sets up wealthy older men with younger wealth-seeking women, is offering to ease the bur-den for three local couples, footing the bill for their breakups through Legal-zoom.com.

“It kinds of make sense that, look, the more di-vorces there are, the more members there are that could potentially join Su-gardaddie.com,” said site spokesman Darren Schus-ter of Pop Culture PR. “Philadelphia happens to be one of the most expen-sive cities to get a divorce in, according to the aver-

age hourly rate of a divorce attorney, so we figured we would start with a city that was extremely costly.”

A report from Business Insider using data from Attorneyfee.com ranked Philadelphia as the ninth most expensive U.S. city in which to obtain a divorce, pegging average hourly fees at $297.

The ranking noted the cost was, in part, due to the amount of time it takes Pennsylvania to pro-cess divorce documents, which has caused some cities in the state to aver-age three years to finalize a divorce.

There are apparently plenty of Philadelphians who would gladly take the site up on its offer — Schuster said the com-pany has received “several dozen” messages stating applicants’ desired reason for divorcing.

He said site administra-tors are seeking the most interesting and compelling stories.

“One that’s up for con-sideration, for example, she says she hasn’t seen her husband for nine years,” he said. “And the

nine years that they were together before that, he cheated on her.”

“I’ve never seen a dat-ing site offer free divorc-es,” he concluded. “I’m not sure what took us so long to come up with the idea — how do you not want to expand your market base?”

Manning acquitted of aiding enemy, still may get long jail time

A military judge yesterday found U.S. soldier Brad-ley Manning not guilty of aiding the enemy, the most serious charge he faced for handing over documents to WikiLeaks, but he still likely faces a long jail term after being found guilty of 19 other counts.

Colonel Denise Lind ruled the 25-year-old

Army private first class was guilty of five es-pionage charges, among many others, for the larg-est unauthorized release of classified U.S. data in the nation’s history.

The trove of docu-ments, including battle-field videos and diplo-matic cables, was a huge boost to the profile of the WikiLeaks anti-secrecy website and its founder Julian Assange. Tuesday’s verdict could be a blow to his efforts to encour-age people with access to secret information to re-lease it publicly.

were heartened by the not guilty ruling on the most serious charge, though WikiLeaks said the convic-tion represented “a very serious new precedent.”

US to declassify documents on spy programs

U.S. spy agencies plan to declassify documents about the National Secu-rity Agency surveillance programs revealed by former contractor Edward Snowden, and also mate-rial related to a secret intelligence court, a U.S. intelligence official said.

The declassified docu-ments were intended to provide the public more information about the

programs as part of a commitment by Director of National Intelligence James Clapper for more transparency, the official told Reuters yesterday on condition of anonymity.

The documents would also include information about the Foreign Intelligence Sur-

veillance Court which operates in secrecy, the official said. The move to declassify the informa-tion was first reported by CNN.

Snowden’s release of information about the NSA surveillance pro-grams to media outlets sparked an uproar over revelations that U.S. in-telligence agencies had collected data on phone calls and other commu-nications of Americans and foreign citizens as a tool for fighting terror-ism. REUTERS

President Barack Obama proposed a “grand bar-gain for middle-class jobs” yesterday that would cut the U.S. cor-porate tax rate and use billions of dollars in reve-nues generated by a busi-ness tax overhaul to fund projects aimed at creat-ing jobs. He spoke at an Amazon.com facility in southeast Tennessee.

“I’ve come here to offer a framework that might help break through the political log-jam in Washington and get some of these proven ideas moving,” Obama said.

mediately drew fire from the office of Republican John Boehner, speaker of the House of Represen-tatives. Bickering broke out as the White House said it had tried to tell Boehner’s aides about the plan on Monday,

but “never heard back” from them, said Obama spokesman Jay Carney.

The contretemps re-flected the highly par-tisan environment that has made negotiations nearly impossible in Washington. Efforts to reach a “grand bargain” between Democrats and Republicans on deficit re-duction have been at an impasse for months.

Obama also wants a minimum tax on foreign earnings as a tool against corporate tax evasion and the use of tax ha-vens.

In exchange for his support for a corporate tax reduction, Obama wants the money gener-ated by a tax overhaul to be used to fund such proj-ects as repairing roads and bridges, improving education at community colleges and promoting manufacturing, senior administration officials said. REUTERS

The U.S. Army has launched an investigation into claims that its special forces abducted and killed Afghan civilians, allega-tions Washington has denied, a NATO spokes-woman said yesterday.

U.S. Colonel Jane Crich-ton said the commander of the International Secu-rity Assistance Force, the NATO-led force in Afghani-stan, U.S. General Joseph Dunford, had ordered

the investigation after an Afghan translator accused the U.S. soldiers, with whom he had worked, of the crimes.

When I first heard that Fergie and Josh Duhamel threw a “gayby” themed baby shower for their son, due in September, I was a bit perplexed: How did they know their fetus liked boys?

But I was mistaken. Their “gayby” baby show-er, which was attended by the likes of Perez Hilton,

Kelly Osbourne, Adam Lambert, Molly Sims, Juli-anne Hough, RuPaul and Lance Bass, was named as such to flaunt Fergie’s gay-icon status (which makes me wonder what would have happened if Judy Garland were around to have a baby).

Mads Mikkelsen can be seen on TV’s “Hannibal,” where he heroically avoids the mannerisms of Anthony Hopkins’ version of Hannibal Lecter. The “Casino Royale” villain still manages to do work back home in Denmark, as he did with the drama “The Hunt,” in which he plays a man falsely accused of ex-posing himself to a young girl — a performance that netted him Best Actor at the 2012 Cannes Film Festival.

It’s important that the fi lm clearly establishes that your character is not guilty.That was our point from the beginning. Thomas and his co-writer Tobias [Lindholm] did not want to turn this into a thriller. That would have been too banal. We wanted to see the snowball effect and show both sides, so we could make a classical drama rather than have the audience sitting on the edge, thinking, “Oh, did he do it?” We wanted to tell a story about how enormous love could turn into enormous fear and then into hate.

What were the diffi culties of playing a character who can’t really react?My character is at a dif-ficult place where I can’t place my anger anywhere. I can’t blame the girl, I can’t blame the best friend, I can’t blame the woman who works at the school. There’s no one I can blame. You’re running into closed doors every-where. If you scream too loud, you’re guilty. If you

a dark side. He gets indignant when accused.Of course. He’s getting insulted. If my wife would ask me if I did something like this, I wouldn’t take that easily. I would prob-

ably do the same, and say, “Get the f— out.” In some ways he has a masculine way of dealing with this, and in some ways he does not. He treats this subject in a civilized manner. He

believes the system will take care of this. And the system fails. He’s fighting against the emotions of irrational people. The one place where he mans up is in the supermarket

scene [where he gets into a fight]. That’s the one time the audience goes, “Yeah, man, that’s cool!” But it’s interesting that we react like that, because he’s doing it in an uncivilized manner. It’s like we want him to be uncivilized.

For many people, even those proven to have been falsely accused, these accusations never really go away. If he was accused of robbing a bank he’d get a shoulder pat — “Hey, I thought for a second you robbed that bank!” But a bank is not as important as a kid. We’re so afraid today when something involves kids. It’s a little pathetic. It’s the same thing with the war on terror. We turn our democracy into something where we’re afraid of liv-ing our life because we’re fighting terror. And that’s exactly what it shouldn’t be. We restrict our lives.

Choose the right frames Keep it simple, advises Droessler. “The focus should be on the artwork and not the frame. Sim-ple white or black frames look great with photo-graphs or modern art. But really any frame that is simple and enhances the artwork is a good choice.” If you want to add a splash of color, she suggests using a colorful mat. “To get the right

mat, choose a color that is in the art,” she says. “If you do not want to com-mit to a large bright mat, a good option is to get a double mat, with a white top mat and a colorful bottom mat. With the mat, the same frame principal applies — the mat should enhance the art, not draw the focus away from the art.”

“Wall galleries are a great way for people who aren’t necessarily ‘artsy’ to add an artistic feel to their rooms,” says Chrissy Droessler, co-founder of the online custom framing company Framed & Matted. “The best part is that there’s no right or wrong way. Just do what you feel.” She helps us get started.

“One of the biggest mis-takes that people make while creating wall galler-ies is hanging individual pieces up before they actu-ally have an idea of the layout,” says Droessler. She suggests laying the frames out on the floor first to or-ganize your gallery. Doing so gives you a clearer pic-ture of the outcome. “Also,

What over-the-counter pain meds are best, and how much can I safely take?

Determining the specific source of pain is impor-tant for recommending an appropriate remedy or treatment, as pain is nature’s way of letting you know that something is wrong. For example, the abdominal pain caused by appendicitis requires a different approach than a painful kidney stone, or abdominal muscle strain. A migraine headache is treated differently than a tension headache, and the chest pain from a heart attack is an emergency whereas heartburn is often relieved with antacids. If you are experiencing pain that is new and different for you without an obvious source (like a sprained ankle or sore throat), you should seek medical at-tention.

Some substances are analgesic, which means they relieve pain directly at the source or decrease the nervous system’s perception of pain. An anti-inflammatory agent blocks the formation of various substances that cause inflammation, which indirectly causes pain often due to an injury or infection.

And be careful in dos-ing: Acetaminophen is metabolized by the liver and can cause liver failure if you overdose. NSAIDs and aspirin can irritate the lining of the stomach and cause ulcers and gastro-intestinal bleeding. If you

have a sensitive stomach, try taking an NSAID or aspirin with some food.

Alcohol increases overall bodily infl amma-tion so it may make pain worse. Avoid it if you take any OTC pill.

As with all medications,

if you are allergic, are taking other prescription drugs or have a medical condition that may be af-fected by over-the-counter medicines, make sure you talk to a doctor if you are unsure about the safety of any of these substances.

(Aleve) are non-steroidal anti-inflammatory drugs (NSAIDs). These are in contrast to steroids, which also relieve inflamma-tion (think cortisone) but require a prescription. Various inflammatory substances are released by the body to fight infection and repair injured tissues. While inflammation can be helpful, it also causes pain. NSAIDs are useful in relieving painful condi-tions that are caused by inflammation, such as sore throats, earaches or skin wounds. Injuries such as strains, sprains or wounds may also benefit from an NSAID. The medicine takes effect 20-30 minutes after you take it. Ibuprofen lasts about four to six hours and Naproxen about 10-12. Just don’t mix these two drugs.

Aspirin is both analge-sic and anti-inflammatory, and it relieves fever. It’s good for fevers, headaches and muscle or joint pain.

The Phillies promoted prospect Cody Asche to the big club yesterday, a move that prompted rumors that Michael Young would be traded.

Asche, who will wear No. 25, did make it to Citizens Bank Park but he wasn’t in the starting lineup.

Young played third

base and batted second last night against the Giants.

Outfielder Steve Sus-dorf was designated for assignment.

The 23-year-old Asche was a fourth-round pick in 2011. He was hitting .295 with 15 homers for Triple-A Lehigh Valley.METRO

Chase Utley is still a Phillie — for now.

The second baseman is in the final year of his contract and his future is a hot button issue with the trade deadline here. Last week, a report sur-faced that the Phils were working on an extension to keep Utley around.

After suffering through an eight-game losing streak, the fate of the Phillies is apparent. The team is far behind the Braves and GM Ruben Amaro Jr., has little alternative but to sell.

Who will the Phillies trade? Say goodbye to Mi-chael Young.

“There are so many teams that could use his righthanded bat,” a NL scout said.

“It’s just a matter of when Young will be traded and to what team.”

It gets more interesting after Young. The Phillies would be wise to trade Jon-athan Papelbon. A losing team can’t afford a luxury like an elite closer. Howev-er, the issue with Papelbon

is that he makes a ton of money and has lost veloc-ity on his fastball. He has also blown five of 25 save opportunities. It doesn’t help that Papelbon isn’t exactly a positive club-house presence.

“I would like to stay here. But if I’m going to have to put up with this year after year, then no, I don’t want to be here. Why would you? Why would anybody?” he said.

The Phillies are report-edly working on a contract extension with Chase Ut-ley, which makes sense if the deal is team friendly.

Cliff Lee has a limited no-trade clause, a high salary and the Phillies can’t replicate the deal they made with Seattle in which Lee was dealt for three prospects.

If Lee isn’t dealt for MLB-ready players, it would hurt the team and it would be a PR disaster.

MLB. The team appears to be in full-on sell mode at baseball’s trading deadline, arriving at 4 p.m. today.

Hunter Pence circled yes-terday’s date on his cal-endar.

“I’m looking forward to going back to Philadel-phia,” Pence said. “I had an incredible experience there. The fans treated me great. They were awe-some.”

It’s been nearly a year that Ruben Amaro traded Pence to San Francisco.

Pence made the most of it helping lead the Giants to their second World Series title in three seasons.

“It was amazing,” Pence said. “It’s the high-light of my career. But the thing is that I really

thought I was headed to the World Series with the Phillies when I joined that club.”

Pence was acquired by the Phillies in July 2011. He was regarded as the final piece on a club that set a record with 102 wins. But the Phillies won only two games in the postseason as St. Louis shocked the Phils.

“That team was amaz-ing,” Pence said. “So many people thought we were going to win it all, but you never know what is going to happen in the playoffs.”

Everything is different at Eagles training camp. From the loud pop mu-sic blaring at practices to running backs attached to strings, it’s a new era under Chip Kelly.

One of the newest wrinkles recently re-vealed is no tackling. Well, that’s not entirely true. There has been tackling in recent days, but Kelly isn’t asking his players to take each other down to the ground. He’ll let them use the pre-season games to work on that.

“We have four pre-season games for that,” Kelly said. “They’re hit-

ting pretty good when they get an opportunity. The big thing with tack-ling, you want to be on your feet anyway. We don’t want people diving. We want to be good form tacklers, so they get an opportunity. In the first team period we do every day, we’re going to be do-ing that.”

After losing two play-

ers to season-ending ACL tears — receiver Jeremy Maclin and linebacker Ja-son Phillips — in a three-day span, maybe it’s not such a bad idea. In fact, Kelly admitted that pre-venting injury is the main reason for it.

“It’s the pile-ups,” Kel-ly said. “Most of the time, it’s not the tackle or the tackler, it’s the rest of the guys coming through. It’s a dance everybody’s got to dance, but you want to make sure you get enough physicality in practice. I think our guys are doing a good job right now.”

The Eagles enjoyed an off-day yesterday, but they’ll be back out there in full pads today. The first preseason game is scheduled for Aug. 9 at the Linc against the New England Patriots.

NFL. There will be no real tackling at Eagles training camp. Not until the preseason games start up, at least.
