GettingcreativeOfficials said that, in thewake of the city’s deci-sion in 2008 to requireevent organizers to payfor the cost of city servic-es to support paradesand festivals, public-pri-vate partnerships are be-coming increasinglyimportant to ensure thattreasured traditions cancontinue.

“It is a tremendoustradition and we have toafford it,” said state Sen.Vincent Hughes. “Whatthis partnership does issend a message of howwe need to operate ifthere’s an issue or aproblem. We all cometogether, no materwhere we’re from.”

“Everything has a val-ue,” Councilman CurtisJones Jr. said. “One ofthe things that the city ofPhiladelphia has to do isadequately measurewhat that value is to pri-vate sponsorships.

The city’s annual bike racehas been christened theParx Casino PhiladelphiaCycling Classic after newtitle sponsor Parx Casinoon Thursday pledged$100,000 to keep it rolling.

“It’s much easier to getthings done when youhave a top cast that wantto get this to happen andvarious people makingsure that we don’t lose ourtradition,” said Congress-man Bob Brady, who in aseries of meetings bro-kered the arrangement fol-lowing the folding of the2013 International CyclingChampionship due to fi-nancial hardship. “I’m afirm believer that, if youlose your tradition, the cityof Philadelphia will lose itsidentity, and I didn’t wantthat to happen.”

Race organizers said thenew event will feature sep-arate races with equal

prize money for men andwomen. It will follow asimilar course throughManayunk — includingthe infamous wall climb —but will likely be shorterand more viewer-friendly.

“One of our key goals isto make this race as excit-ing for the spectators whowill be lining the streetwatching this as it will befor the cyclists who arecoming to town,” saidPhiladelphia Triathlon di-rector Richard Adler, whowill be heading up therace. “I think that’s goingto change it up a little bit.”

Stakeholders on Fridaymeet with members ofMayor Michael Nutter’s ad-ministration and expect torelease more details aboutthe retooled event by themiddle of next week.

“Our venues, our vistas, ourviews, ourevents havemerit to aconsumingaudience and sowe have tofigure outexactly whatthat is so wecan market itproperly. I thinkParx recognizesit. We just haveto kind ofunderstand ourworth.”JONES JR.Alex Wigglesworth

Finance website Nerd-Wallet.com released aranking of the best citiesfor singles this week, andwhile Philly took the No. 4spot for single men, it did-n’t even break the top 10when it came to singlewomen.

“The main reason it did-n’t crack the list forwomen is the ratio of mento women,” Nerd Walletanalyst Dizya Raghazansaid, adding that Phillywas named the 17th cityfor single ladies.

“There are more un-married women inPhiladelphia than unmar-ried men,” she said. “Citiesthat did crack the top 10are places like San Diego, where there are five un-married men for every un-married woman.”

Philadelphia, converse-ly, has a single female-to-male ratio of about .95 to1, tipping the scale in favorof the not-so-fair sex.

“Philly is great for sin-

gle males because Phillyhas more women thanmen, so that helps yourodds,” Raghazan said.

The study also took intoaccount walkability scoresand the number of pickupspots like bars and gyms. “Philly has a lot of oppor-tunities to meet people. It’s very walkable, and thatmeans there’s also a highdensity of shops andrestaurants in the area,”Raghazan said. “So you’llbe outside and you’ll bemeeting people.”

Also taken into accountwas the average cost of adate in each place, whichNerd Wallet determinedby calculating the price ofa 12-inch Pizza Hut pizza, amovie ticket and a six-packof beer.

“Philly is just an afford-able city,” Raghazan said.“There are many things todo.”

Green proposalwould lowerproperty taxes PHILADELPHIA.Councilman Bill Greenintroduced a measureyesterday that would re-peal the Actual ValueInitiative’s HomesteadExemption and establishthe lowest tax rate possi-ble under MayorMichael Nutter’s newproperty-tax system.Under the new system,AVI properties will be as-sessed and taxed basedon their true market val-ue, rather than a prede-fined percentage.

The Council delayedimplementation of AVIuntil 2014 so the city hadtime to finish an assess-ment of all propertiesand establish the totalvalue of all city proper-ties. That processproduced a total value ofapproximately $98billion in taxable proper-ty values, with roughly5,000 properties still tobe assessed. METRO/TR

News in brief Councilmemberslaunch TaxpayerFairness Initiative Stating that the city’s realestate tax collection sys-tem is unfair, six freshmancouncil members onThursday opened an inves-tigation into the problem.

Councilmembers CindyBass, Bobby Henon,Kenyatta Johnson, DavidOh, Dennis O’Brien andMark Squilla launched theTaxpayer FairnessInitiative, which promisesan investigation into the is-sue of real estate tax delin-quency. They alsoauthorized the CityCouncil to hold a series ofhearings on the issues —one in each district.

The members say every-one should pay his or herfair share and that the cityshould collect what it’sowed. “It’s only fair” istheir battle cry.

As part of the initiative, residents will be educatedon how to take a delin-quent vacant property tosale and share thoughtsabout how these parcelsmight best be used.

In addition, the sixcouncil members will takean in-depth look at MayorMichael Nutter’s recently

announced $40 millionstrategy to curb delinquentproperty taxpayers. Themayor said the strategywill create 55 new jobsand will generate $260 mil-lion in revenue over thenext five to six years.

French troopsout of Mali in a month

In an exclusive inter-view with Metro,Fabius reveals thatFrance will next month

begin an early withdrawalof troops out of “OperationServal,” its anti-extremistoffensive in Mali.

Last week, PresidentFrancois Hollandeannounced that France hadnot yet finished its missionin Mali. How much longercan Operation Serval go on? The action taken in Maliconsists of three “parts”:military, politics and devel-opment. In terms of mili-tary action, we haveefficiently rolled out PhaseOne, which was to blockterrorist groups and recap-ture the towns. France hasno reason to remain inMali in the long term.Africans and Malians mustguarantee security, territo-rial integrity and Mali’ssovereign power. That iswhy we will slowly be pass-ing things over to MISMA[the International Missionof Support in Mali]. In Syria, “the end is near forBashar al-Assad” — this iswhat you said at the end oflast year. Are you still as op-timistic about this? Bashar al-Assad is the mur-derer of his people. Some70,000 Syrians have died! There is no possible solu-tion with him. How will you get out of thisdeadlock?I recently had a longphone call about this withJohn Kerry, my Americancounterpart. On one side, there is the humanitarianaction, which we are work-ing on alongside [the oppo-sition] Syrian NationalCoalition. Then there is

the political action — peo-ple who are still in favor ofBashar al-Assad need to un-derstand that he is at theroot of all the chaos. Would supplying the oppo-sition with weapons be anoption? The Iranians and Russiansare delivering weapons.Probably on the other side,as well. But these weaponsdo not provide the neces-sary protection againstBashar’s air strikes. Whatwe must work very hard toavoid is that theseweapons somehow end upin the hands of extremists,as was the case in Libya. In Iran, negotiationsregarding the use ofnuclear power have beenstarted once again. Is adiplomatic resolution withTehran still possible?I hope so. With Iran, wehave for many years ledwhat we call a “double ap-proach” — negotiationsand sanctions — which arebecoming more and moreharsh. We haven’t gottenvery far with the negotia-tions.

Flore Galaud and Gilles Daniel MWN

Are you afraid of apossible counter-offensive fromIslamist groups?

Narco-terrorist groupshave been stopped, thanks to the strikes. Butisolated attacks are pos-sible. We just have to becareful. We have to bearin mind that there is al-ways a risk.

News in brief

I’m basically the healthiest fat guyyou’ve ever seen in your life,” hesaid. Christie’s size is an issuebecause America’s current (slim)president is beginning his second

term and is constitutionally barred froma third.

Would-be candidates would be wiseto begin preparing.

Christie has a remarkably successfulpolitical profile; the problem is his girth. He’s never said how much he weighs, but guesses tend to exceed 300 pounds, making his health a real concern.

“It’s almost like a time bomb that’swaiting to go off,” said former WhiteHouse physician Connie Mariano.

Christie is discounting any talk ofplanning a presidential campaignbecause the 2016 election is still so faroff. He says he has plenty of time to pre-pare. He has time to shed a few pounds, too.

This is really thebiggest Grammy, andpeople sometimes getconfused because ofthose 12-inch vinylthings that are alsocalled records. Thisaward honors the ac-tual performance, thestudio production andthat certain X-factorthat makes a song adefining snippet ofsound for that year, oryou know, a record.

2013GRAMMYPREVIEW

The Grammys are not alwayseasy to predict. Sometimesthe National Academy ofRecording Arts and Sciencegets it right, like with Adelesweeping all six categoriesshe was nominated in lastyear, including the “BigThree” (Record of the Year,Song of the Year and Albumof the Year). But sometimesthe Academy gets it horriblywrong. We still can’t figureout how Herbie Hancock

won Album of the Year in2008. There is one opportuni-ty for a “Big Three” sweepwith fun. being nominated inthe major categories, as wellas Best New Artist, but wejust don’t see them joiningthe ranks of Adele, DixieChicks (2007), Norah Jones(2003) and only a half-dozenothers. Here’s why.

What it means

The Black Keys “Lonely Boy”

Kelly Clarkson “Stronger(What Doesn’t Kill You)”

Fun. featuring JanelleMonae “We Are Young”

Gotye featuring Kimbra

“Somebody That I Used To Know”

Frank Ocean “ThinkinBout You”

Taylor Swift “We AreNever Ever Getting BackTogether”

This was a big year for theBlack Keys, and the Academyhas been kind to the Ohioduo before, but more for cat-egories like Best AlternativeMusic Album or Best RockPerformance. Does “LonelyBoy” say 2012 the waythat “Beat It” said 1984?Not quite. Our money ison Gotye, though“Somebody That I UsedTo Know” says1985 morethan 2012. Butthis is theAcademywe’re dealingwith.

We’re going with the fun.song here. While the intro isa little too Broadway for ourliking, that chorus really is aperfect audio snapshot of2012, isn’t it?

After Taylor Swift got“Kanyed” at the 2009 MTVVideo Music Awards, shereceived a lifetime guaran-tee of being nominated forsomething at every awardsshow every year she releas-

es new music. This isspeculation, but “WeAre Never Getting Back

Together” is too lightto win an awardwhere pastwinners are“Bridge OverTroubledWater” and “IWill AlwaysLove You.”

The nominees Who will win Who should win Token nomination

This award is for thesongwriter, so if KellyClarkson’s tune wins, she doesn’t actuallywin, because shedidn’t have a handin composing“Stronger.” Allother artistsin this cate-gory wrotetheir respec-tive songs.

Ed Sheeran “The A Team”

Miguel “Adorn”Carly Rae Jepsen

“Call Me Maybe”Kelly Clarkson“Stronger (WhatDoesn’t Kill You)”

Fun.featuringJanelleMonae“We AreYoung”

This is the one that fun. actu-ally will win, and when theyskip up to the podium to col-lect their award, that choruswill sound great blastingover the speakers.

You read the nominees, and“Call Me Maybe,” is totally inyour head! Not bad, right?Think about how long it tookyou to get sick of it. Not untilat least the ninth B-gradeYouTube parody. That isquality songwriting: catchywithout pissing you off!

Ed Sheeran? What billion-aire decided this acoustickid is important all of asudden? And how muchdid said billion-aire have toshell out to al-low theOlympics tohave himfront PinkFloyd for“Wish YouWereHere”?

Ah, the album, thatrare perfect collectionof songs. It’s onlygetting closer toextinction as we getfurther away fromthe analog age.

The Black Keys “El Camino”

Fun. “Some Nights”Mumford & Sons “Babel”Frank Ocean

“channelORANGE”

Jack White“Blunderbuss”

Like we’ve already estab-lished, the Academy has asoft spot for the BlackKeys. This is their bigone this year.

Frank Ocean topped everycritical best-of list this year

and the guy is almostsingle-handedly

pushing R&B intothe future. And“channelORANGE” is agreat listen from

start to finish.

The nominees in this cate-gory are hard to arguewith, but what’s easy to ar-

gue with isthat theladies weresnubbed!Where’sTaylor

Swift’s “Red”? While theGrammys are not a popu-larity contest, “Red” wasthe second biggest-sellingalbum of 2012, behind onlyanother lady, Adele, whohappened to do pretty wellfor herself at the Grammyslast year.

Q&A

True or false: You are theonly Bluth familymember to appear ineach of the newepisodes of “ArrestedDevelopment.”

I believe that is true. Ihaven’t seen them, he’sstill editing them, butthat was the goal whenMitch [Hurwitz] and Italked about theseepisodes early on.

Any word on returningguest stars?

I think Mitch has alreadysaid that a few peopleare coming back. I thinkhe’s mentioned CarlWeathers and HenryWinkler and ... who elsedid he mention? JamesLipton and Andy Richter. There’s many more. Andthen his ideas for themovie are just insane. Sohopefully Act II and ActIII will happen, which isthe movie.

“Identity Thief” hits theaters Friday.

UNIVERSAL STUDIOS

Being the straightman in a comedycan be a thanklessjob, but Jason

Bateman has no problemwith that. His latest,“Identity Thief,” finds himtaking on MelissaMcCarthy’s con woman.Plus, this spring he gets toreprise his straight manrole as put-upon MichaelBluth in “ArrestedDevelopment” when thecult hit returns with newepisodes on Netflix.

Still, if you've got amore outlandish comedy

role in mind, he's willingto listen.

Do you find it at all insulting to be asked howhard it is to keep a straightface opposite someone likeMelissa McCarthy? No, actually, I’ve never tak-en it that way. That’s toughto do, and I fail miserablyat it repeatedly, especiallywith Melissa. Was it Melissa or writerCraig Mazin who keptadding in jokes about youhaving mangled junk in“Identity Thief”?

Well, Craig’s pretty filthy.Craig wrote a script thatdidn’t need any ad-libbingwhatsoever to make it fun-ny, and so we didn’t do alot of that. ... Craig Mazindid a really, really good job.So he’s the one obsessedwith you having messed-up junk?He loves my junk. Or heloves my messed-up junk.He wants bad things tohappen to it because Iwon’t give it to him.

Ned EhrbarMETRO WORLD NEWS

The star explains why he doesn’t mindplaying the straight man and insists that hismanhood is not mangled (we’ll explain)

You’ve made quite acareer of playing thestraight man, but haveyou been looking forparts beyond that type?Yeah, I mean, I wouldenjoy doing that. Sendthem. I’ll read themand do them. But I getmost of my opportunitiesdoing what peoplehave seen me dobefore, and I don’tthink that’s dissimilarfrom most actors.

‘Side Effects’

Director: Steven SoderberghCast: Jude Law, RooneyMara, Channing Tatum,Catherine Zeta-JonesRating: RGrade:If this is in fact to be StevenSoderbergh’s final film as adirector released in

theaters, he’s going out ona pretty good note. Thereare better entries in hisfilmography — like “Traffic”or last year’s “Magic Mike”or even “Ocean’s 11” —but the eclectic director canstill count this one as ahigh point. The twisty,intrigue-filled plot — whichwe can’t go into too muchdetail about becausespoilers abound — has anengaging neo-Hitchcockvibe. Rooney Mara stars asthe young woman battling

depression when herdisgraced Wall Street exechusband (Channing Tatum)gets out of prison. A well-meaning psychiatrist (JudeLaw) prescribes a newantidepressant withunexpected consequences. The real highlight here —aside from Soderbergh’scontrolled and artfulcamerawork — is theengaging and electric Law,on a great streak following“Anna Karenina.”

Things to expectfrom JennyMcCarthy’s newlate-night show

The sexy star is bringing her no-filter attitude to late-night What’s in store — and why she’s not a Chelsea Handler clone

Outspoken celebs

“We don’t have pre-interviews, so I make itreally candid for thecelebs to come on and justhang out for a half hour. Iask some pretty someinsane questions. It kindatakes you on a wild ride.”

Actual conversation

“I try to have a back-and-forth kind of a thinginstead of a question-and-answer. [I go] into a littletidbit story about myself, just to kind of bring in aconversation, and thenslide in, like, ‘Oh, whatabout you? Did that everhappen to you?’ Just tomake it seem like there isa back-and-forth kind oftennis game.”

Man-on-the-groundinterviews (literally)

“I do this kind ofsignature thing which Icall my ‘groundbreakinginterview.’ I drag one of[the guests] down and welay on a shag carpet andsuck lollipops and we’reliterally just havingconversation. It’s the mostdelicious part of the showfor me because celebritiesreally open up whenyou’re not sitting in aninterview-type format —we’re just hanging out. I

never have a problem, obviously, revealing toomuch, but a lot of peoplestill hold back, and thisreally does give me aplatform to open them upa little bit.”

Unlikely duos

“I want to make sureeveryone’s really oddballstogether — there’s justsomething so fascinatingabout that. So [on ourpremiere] we’ve gotJoseline Hernandez from‘Love & Hip Hop’ — she isthis wild-ass chick on theshow so I love theriskiness of that — and Iput her with JoshGroban.”

Naughty language

“I swear my ass off, but[you’ll just hear] the ‘beep, beep, beep.’”

Who she’s notChelsea Handler

“The ways we are similar isthat we’re female and thatwe’re very honest, but oursense of humor and ourstyles are a lot different.I’m a little bit more likegoofy, Monty Python, andshe’s more sarcastic anddry. I think you’ll really seea difference.”

Oprah“I don’t think anyonecould ever try to even beclose to Oprah. I just wantto be me. If I try to be any-thing else, I lose. In [this]generation, everyone de-mands authenticity, andthis is a smart audience:They can smell bulls— amile away. You need to beyour authentic self in orderto be a success.”

Lots of booze

“We’re drinking andwe’re playing games. We’ve got a bartenderserving drinks the wholetime and I’ve got somego-go dancers. I want tobring sexy back.”

Water, watereverywhereChoreographer KevinFinnan knew he wanted tocreate a show about water— but he was more certainabout what he didn’t wantthat show to be. “I wasn’tgoing to do an Al Gore ‘tip-ping point’ job,” Finnansays. “So I asked, ‘Whatdoes water mean to me?’”

Although Finnan hastraveled the world, whathe ultimately focused onwas much closer to home— his bathroom faucet. “Iwas showing my kids thetap, saying, ‘This is a mira-cle,’ and they were rollingtheir eyes,” Finnan recalls.

That simplest of house-hold conveniences in-spired “Scattered,” thenew multimedia dancepiece that Finnan’s compa-ny Motionhouse brings to

Philly this weekend. Theshow, which combinesdance with film and a spe-cially designed set that al-lows the dancers tointeract with the projectedimages.

Such multimedia exper-iments have become keyto the work ofMotionhouse. The compa-ny is known for its large-

scale outdoor spectacles;last year Finnan choreo-graphed the opening cere-monies for the LondonParalympic Games.Devising such intricateshows, he says, “is a reallyplayful process. It all goestogether like a mosaic.”

Choreographer Kevin Finnan focuses on his bathroom faucet for his new show ‘Scattered’

The Motionhouse performance takes place Friday at 8 p.m.

Although it’s a virtual new-born next to the classic op-eras that have been stagedat the Academy of Music,Kevin Puts’ “Silent Night,”performed by OperaPhiladelphia (formerly theOpera Company ofPhiladelphia) for its eastcoast debut with an im-pressive pedigree.Premiered by theMinnesota Opera inNovember 2011, the piecegarnered huge acclaim andwon the 2012 PulitzerPrize for music.

“This piece becamesomething more than a lotof us expected,” says bari-tone Liam Bonner, whowill reprise his role as theFrench LieutenantAudebert from the originalproduction. “There was ageneral feeling that it wasgoing to be a good opera, but it totally surprised methat it had the success thatit did. It’s amazing to be as-sociated with and a realblessing to have the oppor-tunity to do it again.”

Based on the 2005 film“Joyeux Noel,” “SilentNight” recounts the

Christmas Eve truce struckby French, Scottish andGerman troops duringWorld War I. The produc-tion uses video projectionsto help set the scene in thetrenches.

Other than the actorwho played the role in thefilm, Bonner is the firstsinger to play the part — achange of pace in an artform where there can becenturies of precedent for

a character. “It’s muchmore freeing to be able tocreate and not have the ex-pectations that a lot ofthose traditions in operacan carry,” Bonner says.“It’s a treat to start fromscratch and put my artisticstamp on something thatwill hopefully carrythrough the centuries.”

Willis doesn’tblame the cinemaBruce Willis, star of manybullet-ridden films, thinksit’s a mistake to try to linkviolence in entertainmentwith real-life shootings likethe recent incidents inAurora, Colo., and Newtown,Conn. “No one commits acrime because they saw afilm. There’s nothing to sup-port that,” Willis tells theAssociated Press. “We’re not

making movies about peo-ple that have gone berserkor gone nuts. Those kind of

movies wouldn’t last verylong at all.” Furthermore,Willis isn’t a fan of more gun

control legislation. “I thinkthat you can’t start to pickapart anything out of the Billof Rights without thinking, that it’s all going to becomeundone,” he says “If you takeone out or change one law, then why wouldn’t they takeall your rights away fromyou?”

‘Millionaire’ co-stars planlow-key V-Day“Slumdog Millionaire” co-stars Dev Patel and FreidaPinto, who have been dat-ing for four years, don’t

have anything specialplanned for Valentine’s Daythis year — or any year —they tell Us Weekly. “I actu-ally am not a big Valentine’sDay supporter,” Pinto says. “Idon’t really celebrate it.”That leaves the perfectopening for Patel to provewhat a great boyfriend heis: “Every day should be acelebration of love,” he says.Top that, gentlemen.

Beckham digs thecolor pinkDavid Beckham has beenspotted on the field latelysporting a pair of pink

sneakers, which got the at-tention of a few fans. Duringa Twitter chat for clothingretailer H&M, the soccer staracknowledged his love forthe interesting footwearchoice when a fan askedwhich sneakers were his fa-vorite. “That would have tobe my current Adidasboots,” Beckham replied.“They are pink, which Ichose because of [babydaughter] Harper.”Beckham also revealed thathe expects his family will bespending a “huge amountof time in the U.S. in the fu-ture” despite a recent moveback to England.

Who would Reginald Dwight be if he were still known as Reginald Dwight?

Family iseverything.” Lohan, itshould be noted, hashad public meltdownswith her mom, DinaLohan, in recent months, and her dad, MichaelLohan, has been pushingon numerous occasionsfor intervention and re-hab for his daughter.

Jack Antonoff isn’t exact-ly a stranger to atten-tion. The NewJersey-raised musician

found some success withhis band Steel Train and —let’s gossip a little — heonce dated high schoolclassmate ScarlettJohansson. But last year, the explosion of “SomeNights,” the album by his“other” band, fun., nettedan astounding six Grammynominations and an invita-tion to play the awards.

“Performing, that’s justthe icing on the cake. Myfavorite thing to do grow-ing up was to watch theperformances on theGrammys,” saysAntonoff.

The song thatcatapulted fun. —which also in-cludes AndrewDost and NateRuess — to glob-al fame was “WeAre Young.” Thebrooding pop an-

them also garnered somefamous fans, includingBeyonce, who touted theband online.

“It feels amazing to berecognized by fellowartists that you appreci-ate,” says Antonoff. “It’slike a circle of inspirationthat goes around. To imag-ine that someone who in-spired us to make music is

also listening toour music isan incredi-ble mo-ment. Allthe peoplewe’ve got-

ten to

meet this last year, itmakes you feel a bit moreconnected to music.”

And connecting is im-portant for Antonoff.

“The truth is that it canbe lonely out there makingmusic,” the 28-year-oldsays. “There are more andmore people that do it, andthe more that we can talkto bands and artists of thisgeneration the morecomfortable wefeel in ourskins withwhat we do.”

Fun. can burn brighter than the sun

They are young and their 2012 single set the worldon fire They’re also pumped to play the Grammys

Fun. little tricksAntonoff says that makingmusic isn’t all, um, funand games: “There aredownsides to everything.Sometimes when you lovesomething and arepassionate about it, it re-ally has the power to dragyou down. I almost diedwhen we were makingour album because I wasworking every day in thestudio, not eating, flyingall over the country doingshows. There’s a lot of re-ality to what we do. But asyou get older or you reacha different level, you learnso much, you learn littletricks to get by.”

Fun. will perform at the Grammy Awards on CBS on Sunday night at 8.

Shoveling is snow reason for bad mannersI think we as a communityshould try something newwith this coming storm. When shoveling your cars, how about instead of mak-ing a huge pile in front ofthe car and in back of thecar, burn a few extra calo-ries and dump the snow inthe yard of the houseyou’re parked in front of.This clears up room in thestreet for parking — andthen you wont have tofight about “my parkingspot.” Because the streetsare public, and snow pilesin the street, when addedup, take up at least 10spots that could be used.TIM MALLOY, VIA E-MAIL

Makeoverreachinggovernment payRE: “YALE, UNIV. OF PENNSUE FORMER STUDENTS AF-TER LOANS TO POORSTUDENTS DEFAULT”(METRO, FEB. 6) Those“needy U.S. borrowers” offederal student loans ear-marked for the poor whoare sued by universities fornonpayment have a readydefense in the U.S.Constitution. But before Icontinue, I need to be cer-tain that everyone is onthe “same page” regard-

ing the Constitution. TheConstitution is the“Supreme Law of theLand.” Surprisingly, it is notdirected at “we, the peo-ple,” but at thegovernment. Thus, Article1, Section 8 is the part thatenumerates or specifiesone by one what“Congress shall have pow-er” to do. Clause 2 givesCongress the power “toborrow money on thecredit of the UnitedStates.” But nowhere is theCongress or the presidentgiven the power to LENDmoney. And Congress andthe president can have thepower to do somethingONLY if the Constitutionspecifically enumeratesthat power. A fundamentalprinciple of Constitutionallaw maintains thatanything “repugnant tothe Constitution is null andvoid.” Thus, when theCongress lends money toANYONE, whether it’sGeneral Motors, Solyndraor “needy” collegestudents, these loans are“repugnant” to the consti-tution, or “unconstitution-al,” and are therefore nulland void. And the borrow-ers cannot be liable for re-payment. So whenuniversities sue needy stu-dents for repayment of“federal Perkins loans,”those needy student mere-ly have to tell the judgethat they don’t have to re-pay since they are uncon-stitutional and aretherefore “null and void”at the get-go. Next case!ALTON YEE, VIA E-MAIL

Pence reflects on‘awesome’ ridein Philadelphia

Ex-Phillie predicts big things for his formerteam Set for Philly reunion in July HelpedGiants win second Series title in three seasonsIt will nearly be a year tothe day of the trade thatsent Hunter Pence to SanFrancisco when CharlieManuel’s former rightfielder returns toPhiladelphia.

That’s apt since Pence, who returns to SouthPhilly in late July, onlyspent a year with thePhillies before being dealtto the eventual WorldSeries champs. Pence hasmoved on, but he can’thelp but look back at histime in red pinstripes.

“My time inPhiladelphia was awe-some,” Pence told Metrofrom his home in Houston.“It’s something that I’llnever forget. When I gottraded to Philly, I felt like arock star. It was unreal. I’llnever forget the day I land-ed in Philadelphia. I waswalking [in Center City]and a guy driving a DHLtruck stopped and hoppedout and welcomed me totown. I just got there andit was just a hint of what Iwould experience.”

The former poster boyfor Liscio’s bread has be-come a folk hero in SanFrancisco for his pep talks, which may have helpedpropel the Giants from thebrink of elimination to the

franchise’s second WorldSeries crown in three sea-sons.

“We were being out-hit,out-pitched and I just de-cided to loosen things up,”Pence said. “That was theway to go. Ultimately, it allworked out, and we’re go-ing to try to do it again thisseason.”

Pence also said towatch out for the Philliesin 2013.

“That’s a great team,”Pence said. “There’s nodoubt about that. Look athow well they did afterthey traded me and

[Shane] Victorino. The keyis having Ryan Howardand Chase Utley back. They challenged for a play-off spot late last year afterbeing so far back. You havethose guys and all thatpitching with ColeHamels, Cliff Lee, RoyHalladay and that bullpen. They’re going to be tough.I wish them well. Philliesfans deserve a playoffteam, and I can see thePhillies in the playoffs thisseason.”

Ed [email protected]

Price for Pence

The toughest part ofthe Pence deal for thePhillies to swallow iswhat they gave up forthe quirky Texan. Here’s a look:

Jonathan Singleton: The21-year-old first base-man is a rising star inthe Astros organization, but he’s suspended 50games for violatingminor league baseball’sdrug policy.

Jarred Cosart: Pitchedwell in AA and AAA forthe Astros’ farm teams.

The starting pitcher hasa big upside.

Perhaps it will come outin the wash for thePhillies since they gotapparent quality forPence. Here's a look:

Tommy Joseph: The im-pressive 21-year-old isheir apparent to CarlosRuiz. Joseph can hit withpower and is improvingdefensively.

Seth Rosin: Moreprospect than suspect.Rosin thrived in Class-AClearwater. The tower-ing right-hander has serious upside.

Pence was sort of a good luck charm last season forthe Giants on their way to a World Series title.

Report: Eagles hire Davisas defensive coordinator

Kelly hires Browns linebackers coach to run defense Heldsame position with 49ers, Cardinals Brings 3-4 experienceThe long search for a de-fensive coordinator is fi-nally over.

While many thoughtthe Eagles were waitinguntil after the Super Bowlto make a hire, maybeBaltimore linebackerscoach Ted Monachino orSan Francisco secondarycoach Ed Donatell, theteam doubled back andhitched its wagon to aprevious interview.

Browns linebackerscoach Billy Davis will beChip Kelly’s defensive co-ordinator. CSNPhilly’sGeoff Mosher broke thenews early Thursday. TheEagles haven’t confirmedthe hiring.

Davis, a defensive as-sistant in Cleveland thepast two seasons, doeshave experience running

the show. He served as de-fensive coordinator forthe 49ers (2005-06) andfor the Cardinals (2009-10). His track record is un-derwhelming in thosestints, but Davis brings aunique defensive scheme,a 3-4/4-3 hybrid. Kelly hashinted at converting tomore of a 3-4 defense.

Davis has ties to theEagles, where his dadserved as a front-office ex-ecutive under BuddyRyan. They had a fallingout and Davis resigned.

What we know (assum-ing reports are accurate)is the Eagles have two for-mer Browns assistants —Davis and Pat Shurmur asoffensive coordinator.

Mike [email protected]

Davis’ 49ers and Cardinals teams never ranked higher than 20th in the NFL in yards allowed.

Chester native dealingwith NBA trade rumorsIt wasn’t that long agowhen Tyreke Evans wasconsidered the Kings’ fran-chise player. He was theirNo. 1 option, their super-star, their future.

That was 2009 whenEvans was drafted with theNo. 4 overall pick.

Fast forward to 2013.Evans is the subject oftrade rumors. He hearsthem every day.

“I really try to focus onbasketball every day,” saidEvans, who hails fromnearby Chester, Pa. “Butyou can’t help but noticethe rumors. You hear talkall the time. It is strangebecause you don’t knowwhat to expect. All I try todo is play as hard as I canevery night for the Kingsas long as I’m here.”

Evans was recently in

town to play against theSixers, and he didn’t disap-point the 25 to 30 friendsand family in attendance, with a 29-point perform-ance. But he has had trou-ble staying healthy toproduce these types of ef-forts on a consistent basis.

Evans missed 16 gamesearlier this season with aninjured left knee. Over thepast four years, he hasdealt with a litany of in-juries, causing him to beout for numerous games.

“I realize I need to stayhealthy and on the court,

and I feel great now,” saidEvans, the 2009-10 NBARookie of the Year. “I’vebeen training very hardand working on my nutri-tion and everything. I’mfeeling great and I thinkbright days are ahead.”

Those days could be inSacramento or — if reportsare true — in Seattle if thefranchise is relocatedthere. Or somewhere elseas the trade deadline inch-es closer.

“I want to be here withthe Kings,” Evans said. “Ihope I’m here. You neverknow. There are things Ican’t control. If it happens,it happens. What can youdo? This is where I want tobe. We’ll see.”

Evans ignoring reports as deadline approaches No. 4 pickonce considered Kings’ franchise player Moving to Seattle?
