Investigators caught upwith Smith following athorough review offootage from nearbycameras. “They wentthrough hours ofsurveillance video,” Clark said.
“Detectives did an unbe-lievable job of findingevery bit of footage thatwas in that area. Andwhat we saw was the sus-pect actually followingabout 30 seconds behindthe decedent down 18thStreet and onto NaudainStreet, which led us tohim.”
Clark said police alsohave video puttingSmith at the scene afterthe crime.
“After the murder, we seehim get back in his truckand go down NaudainStreet twice,” he said.“And obviously, that ledus even more to thesuspect.”
Smith was brought tothe Homicide UnitWednesday night as aperson of interest.
“He made a statement todetectives,” Clark said.“And with that statementand other evidence,there’s more thanenough for us to chargehim.”
Police on Thursday madean arrest in the murder of35-year-old Children’sHospital of Philadelphiadoctor Melissa Ketunuti,who was on Monday after-noon strangled to deathand her body set on fire inthe basement of herCenter City home.
But the developmentdid not provide many an-swers regarding a motivein the brutal crime. Policesaid 36-year-old Levittownexterminator Jason Smith,who lacked a violent crimi-nal history, attackedKetunuti in her basementafter the two got into anargument. “She needed anexterminator; she called acertain service, he was sub-contracted out,” Capt.James Clark of theHomicide Unit said.“During the course of himservicing her, they got intosome type of argument. Itwent terribly wrong.”
He did not say whatthat argument was about,only that it quickly escalat-ed. “There was a verbal al-tercation and with that, hestruck her,” Clark said.“She went to the ground.He immediately jumpedon top of her and startedstrangling her.”
He said Smith boundKetunuti’s hands and feetbehind her at some pointand allegedly strangled herusing rope he found in thebasement. “We did findrope similar to that in thehouse,” Clark said, refer-ring to a search of theLevittown home Smithshares with his girlfriendand her young child.
Investigators believe heset the body on fire in anattempt to destroy DNA ev-idence. Smith is chargedwith murder, abuse of acorpse, arson and risking acatastrophe.

Council tries again at paid sick leave billBill would extend paid sick leave to all Philadelphia workers Health of

Councilman Bill Greenleeon Thursday reintroducedthe Healthy Families andWorkplaces Bill, whichwould extend paid sickleave to all Philadelphiaworkers.
“In this economy, weneed to make sure thatpeople can afford to stayhome when they or aloved one are sick withoutfear of falling behind onbills or losing their job,”Greenlee said. “No work-ing person in Philadelphiashould be forced to choosebetween their family’s eco-nomic security and theirfamily’s health.”
Though similar legisla-tion was in 2011 vetoed byMayor Michael Nutter,who expressed concernsthat it would compromisePhiladelphia's competitive-ness in attracting employ-ers, some business ownerssaid the opposite.
“My business operates
on tight margins, and I’vefound that offering paidsick time to my employeesis a policy that boosts mybottom line,” said LoriDavis of Porter’s Childcare
in North Philadelphia.“When one of my employ-ees is sick, I want them tostay home, recover andcome back focused andready to work. Turnover isa huge cost for a business,and training new employ-ees is expensive.”
Greenlee said he’s con-fident there’s enough sup-port among councilmembers for a veto over-ride. “It’s not just a busi-ness issue,” he said. “I’mnot trying to knock thebusiness and economic is-sue, but we’ve also got toconsider the health issuehere. Health is somethinga lot of people talk about,and I think this is some-thing that is really impor-tant to the health not justof the workers, but to thegeneral citizens ofPhiladelphia.”

The bill would allow em-ployees a minimum ofone hour of paid sicktime for every 40 hoursworked, with a manda-tory maximum of 56paid sick hours per year.
Workers at businessesthat employ betweenfive and 11 employeeswould earn a mandatorymaximum of 32 hours ofpaid sick time in a year.Businesses with five orfewer employees are ex-empt from the bill.Connecticut alreadypassed a similar law.

That may sound cruel, partisanor flat-out impossible,considering recent successesthat have Democrats crowingand Republicans crying. But
for all of the president’s grandambitions to tackle tax reform,immigration and gun laws, a dauntingcalendar could undermine even hisbest efforts in the short and long run.
First, there are the mid-termelections. In 2014 (that’s right, nextyear) the Democrats have to defend 20seats in the U.S. Senate, seven ofwhich are in states that PresidentObama lost to Governor Romney.Democrats in many of those races,who must win moderate votes to keeptheir chairs, may be hesitant to standtoo close to the president if he tacksleft on divisive issues. And with theRepublicans running the House, aSenate with too many squishyDemocrats could doom many of hislegislative hopes.
Second, there is the 2016presidential race. Yes, I know itis far too early to talk about this.I’d rather take a cheese grater tomy scalp. But presidential
campaign seasons have steadilyexpanded in recent decades, so much sothat both parties will be triangulating apath to victory the moment the mid-term vote is past, if not earlier. That willbring furious attacks on the presidentfrom one side of the aisle, and on the
other … well,let’s just saythat theminute thenext raceheats up, theCapitolkitchen startsserving lameduck.
So how long does the president haveto make his mark in this second term?I’ve chatted up some of the bestpolitical minds I know, and they put itat about 18 months. Perhaps less. Afterthat, like Beyonce, Barack Obama mightbe mouthing the words — but neitherparty may be listening.

latest production takes its cuesfrom the late-afternoon sun
Filmmakers refer toit as “magic hour”— the time of daywhen the last rays of
sunlight bathe the land-scape in a vibrant, goldenglow. Dancer/choreograph-er Meg Foley takes the elu-sive beauty of twilight as apoint of departure for hernew piece, “The wholetime in the meanwhile,”which sees its world pre-miere in a series of late-af-
ternoon performances thisweekend.
Foley created the piecewith composer/guitaristChris Forsyth and lightingdesigner Lenore Doxsee.The goal for the collabora-tors was to create an im-mersive environment fortheir audience.
“We’re creating an envi-ronment that provides lit-eral and figurative spacefor the viewer to reflect on
what happens inside of it,”Foley says. “We can’t makethe audience do anything,but we can work with lightand sound as tangible,physical material and withshifting viewpoints, illumi-nating different areas ofthe room and highlightingthe passage of time as cre-ative materials.”
The inspiration for thisenvironment, according toFoley, came from her own
desire to step inside otherperformers’ work. “In thepast few years I’ve increas-ingly found myself want-ing to be inside theperformances that I see,”she says. “From my safeseat in the dark, I feel sofar from what is transpir-ing, as if my body is justmy eyes and ears.”

Asian-marinatedbakedchickenSpending a few minutespreparing a handful ofingredients for a marinadegives this dish tons offlavor, plus the bonus of abuilt-in sauce after thechicken is cooked. Justcombine soy sauce, ginger,garlic and a little brownsugar in a baking dish, addthe chicken, and let itmarinate in the fridgeovernight.
When you’re ready tocook it, put the whole dishin the oven, and in fortyminutes you’ll have crispy,saucy, flavorful chicken.(Note: If you’re using aglass or ceramic bakingdish, do not skip step 3where you bring it up toroom temperature beforebaking, or else your dishcould crack!)
Serve with rice and aquick vegetable side dish.
Ingredients:½ cup soy sauce¼ cup packed dark brown
sugar3 tablespoons peeled and
finely chopped freshginger
1 tablespoon finelychopped garlic (fromabout five mediumcloves)
2 teaspoons toastedsesame oil
1 teaspoon freshly groundblack pepper
3 pounds bone-in, skin-onchicken thighs,drumsticks, breasts, or acombination of all three
Directions:1 Place everything except
the chicken in a 13-by-9-inch broiler-proofbaking dish and whiskto combine.
2 Lay the chicken in asingle layer of themarinade and turn tocoat. Cover, refrigerateand marinate at least 12hours and up to 24hours, turning thechicken at least onceduring that time.
3 Remove the chickenfrom the refrigeratorand let it sit at roomtemperature for about30 minutes. Meanwhile,heat the oven to 475°Fand arrange a rack in
the middle.
4 Turn all the chickenpieces skin-side-up inthe dish. (If you’re usingdrumsticks, just turn torecoat them in themarinade.) Bake untilthe chicken is starting toturn a dark brown color,about 40 minutes.
5 Set the oven to broil.Broil until the chickenskin is crisped, aboutthree to five minutesmore. Serve with thesauce on the side.

Experiments in intimacyDavid Hartley’s latest release as Nightlands was created out of his fascination
with an eight-track recorder ‘Machinery is just a way to get to something moreintimate,’ says the War on Drugs member who also happens to be a local artistFishtown composer DavidHartley (aka Nightlands)nearly named his latest al-bum “Experiments WithTape Speed,” but laterfound that title far too clin-ical. While the 10 trackson “Oak Island” are indeedcreated out of his fascina-tion with the simple ma-nipulation of aneight-track recorder, tothink of “Island” as a pure-ly technical experimentwould be to miss the pointentirely.
Far from a detachedprocess, Nightlands is fu-eled by Hartley’s desire totranscend his own analyti-cal nature.
“I still don’t understandhow other songwriterswork. For me, writing asong has to be synced intothe recording process or itnever gets written,” saysHartley. “If I sit down towrite a song on the guitar,I get too far into self-reflec-tion. For me that becomesan opening for doubt. If Ican just trick myself intothinking I’m like a child atplay with the equipment, Ican banish the negativethoughts.”
Hartley’s life haschanged considerably
since Nightlands’ 2010 de-but, “Forget the Mantra,”due mostly to the successof his other band, the WarOn Drugs. Over the pastyear, WOD has played larg-er venues, and even foundtheir way onto the stagesof Jimmy Fallon and DavidLetterman. But Hartley isnot the songwriter in
WOD, and he still looks toNightlands to satisfy hiscreative itch.
And with no day job tospeak of currently, Hartleyis free to play with vintageaudiotape for days at atime.
“Even with all my ex-perimentation, I alwayswant to keep the instru-mentation organic. I don’tuse any this newfangledsequencing bulls—t. Iwant it to sound warm,”he says. “I have no interestin making something alienor robotic. For me, the ma-chinery is just a way to getto something more inti-mate.”

It’s a great quote; toobad Washington never ac-tually said it. The actualquote is, “A free peopleought not only to bearmed but disciplined; towhich end a uniform andwell digested plan is requi-site: And their safety andinterest require that theyshould promote such man-ufactories, as tend to ren-der them independent onothers, for essential, partic-ularly for military supplies”(First Annual Message toCongress 1790).
Doesn’t have quite thesame tone as the bogusquote you mentioned,Andrew. I hope the nexttime you come across aquote attributed to thefounding fathers that

What Criscioneneglects to say is: In 1794,George Washingtoncalled various militias intofederal service tosuppress the WhiskyRebellion, which involvedan insurrection againstperceived governmentabuse.
As for the “militia,” theoffered quote merely de-fines who can serve in one.... In any event, the Act hasbeen radically changed —first in 1862 and then mostnotably in 1903, whichabolished the concept ofthe militia as it was knownin 1789. Criscione alsoseems to suggest thatWashington praised theconcept of armed rebel-lion against the govern-ment of which he waspresident. The Sixers will embark ona season-long, eight-gamehomestand beginningSaturday night against theKnicks.
That’s good news,right?
Well, maybe in previ-ous seasons.
The Sixers are a pedes-trian 11-10 at home andjust 17-25 overall, 3.5games behind the BostonCeltics for the eighth andfinal playoff spot in theEastern Conference.
After the Knicks’ game,the Sixers will host theGrizzlies, Wizards, Kings,Magic, Pacers, Bobcats andClippers. There’s a mix ofgood teams and badteams, but this much hasbecome certain this sea-son: The Sixers can’t over-look anyone.
Nothing has come easyafter last year’s improba-ble run to the EasternConference semifinals. It’sblatantly obvious that theSixers need AndrewBynum. If the All-Star cen-ter returns with healthyknees by the All-Star break(Feb. 15-17) the Sixerscould receive a huge lift.
But there are no guar-antees. They can’t affordtoo many subpar perform-ances or they’ll be out ofthe playoff hunt by thetime Bynum returns.
The players are keenlyaware. They don’t want tokeep falling behind bydouble digits, but that’swhat has transpired in toomany games recently.
“We have to come outwith energy in the firstquarter,” forwardThaddeus Young said. “Wehave to get off to betterstarts. I don’t know why itkeeps happening. We talkabout it all the time. Wejust have to do it. We haveto come with the energy,
otherwise we’re down 10just like that. It’s hard tokeep playing uphill, andwe know that as players.Hopefully we’ll be able toget that turned aroundfast.”
In addition to quickerstarts, the Sixers need torecapture momentum athome.
The fans are clamoringfor things to cheer abouton some maddeningnights.
This eight-game stretchat home is the perfect op-portunity to make upsome lost ground in theplayoff standings.
“The fans are so greathere and we need to givethem reasons to cheer ear-ly,” said guard Nick Young.“They’re behind us all theway. I think if we can havea great homestand, they’llbe energized and so willwe. We know how impor-tant this next group ofgames is for our seasonand where we want to go.”

Last week, CBS colum-nist Jon Heyman reportedthat the Phillies could beinterested in free agentRyan Theriot in caseChase Utley misses signifi-cant time for the thirdstraight spring. Theriot isa reliable utility infielder.
The prankster, whogoes by the nickname,‘The Riot,’ would welcomea move to Philly.
“Who wouldn’t wantto play for the Phillies,”Theriot told Metro fromhis Louisiana home. “Iwould be more than finewith that. I love CharlieManuel. You have a greatballpark and great fans.”
Theriot knows some-thing about winning, too,since he earned WorldSeries rings in 2011 withSt. Louis and in 2012 withSan Francisco.
“I think the Phillies aregoing to be very toughnext season,” Theriot said.“They have the best pitch-ing staff in baseball. Theyhave a very good chanceto win next season. Justwatch.”
Will Theriot be part ofthat winning?
“We’ll see what hap-
