A Resolution to Make FEMAs Responses and Aid More Efficient
Whereas: The proper rules and procedures havent been efficient and or affecting the1
victims in dealing with national disasters across the United States; and2
Whereas: National aid set aside for such disasters is taking too long to reach the victims and3
not being evenly distributed, which means more time and money is being spent to4
repair the damages; and5
Whereas: FEMA has been spreading its resources too far apart, trying to cover all national6
disasters, which has been leaving a shortage in funds for the truly catastrophic7
disasters; and8
Whereas: The effects of FEMAs overspending and sometimes over involvement has caused9
some situations like the response to Hurricane Sandy where FEMAs actions has10
been limited by a lack of necessary funds ; and11
Whereas: This resolution would solve the problem by limiting the amount of situations that12
FEMA can issue declarations and use up their funds so that FEMA can respond to13
the more important catastrophic disasters with a prepared pocketbook.14
Therefore: Be it resolved by this Student Congress here assembled that we should modify the15
Stafford Act to establish clear requirements that limits the situations in which16
FEMA can issue declarations and use their funds.17
