MISSION

The Nebraska Indian Community College provides qualityhigher education and lifelong educational opportunities forUmonhon (Omaha), Isanti (Santee Sioux) and other learners.

VISION

Nebraska Indian Community College is envisioned as acomprehensive Tribal College which values service throughhigh quality education. The college is distinctive inserving the diverse people of the Umonhon (Omaha) and Isanti(Santee Sioux) Nations. It features an enriched living andlearning environment and year-round operation. The identityof the college is framed by a substantive commitment tomulticultural learning.

Institutional programs value and cultivate the creative andproductive talents of learners, faculty, and staff, andseek ways to contribute to the self-sufficiency of theNations served, the well-being of our communities, and thequality of life and development of its learners, faculty,and service areas.

The overall goals of NICC:

Prepare individuals for their roles as effectivetribal members and citizens in a changing and complexenvironment.

Integrate, revitalize and preserve Umonhon and Isanticulture throughout the college environment, includingbut not limited to: history, Umonhon language, Dakotalanguage, games, songs, arts/crafts and the way oflife.

Expose students to and expand the mission drivencurriculum in the arts, humanities, communication,sciences, mathematics, social sciences, and NativeAmerican studies.

Build skills for lifelong learning.

Provide an enhanced, sustainable, positive learningenvironment.

Organize, manage, and finance higher education forNICC as a model Tribal College.

Integrate learning in ways that cultivate anindividual's understanding and ability to think aboutlarge and complex subjects, formulate and analyzevalid concepts, solve problems, and clarify values.

Core Values

The College is also committed to the following beliefs andcore values:

Cultural preservation, continuity, and revitalizationconsistent with the Umonhon (Omaha) and Isanti (SanteeSioux) peoples' needs, including languages and Tribalknowledge, are key elements of the college.

Learning is a life-long process and that the learnercentered atmosphere is of the utmost importance.

Safe and healthy working and learning environmentpromotes free expression and the exchange of ideas solearners will be challenged to think holistically, andto live responsibly and productively in a Tribal andglobal society.

SEXUAL AND GENDER HARASSMENT

NICC is pledged to maintain an environment that isconducive to work and study for staff and students. Thatenvironment must be free of sexual and gender harassmentand all forms of sexual intimidation and exploitation.Such behavior includes suggestions that academic reprisalsor rewards will follow refusal or granting of sexual favorsor behavior which creates an intimidating or a hostileacademic environment. This constitutes gross misconductand will not be tolerated. Complaints regarding sexual andgender harassment will be directed to the Human ResourceManager or Academic Dean.

DISCIPLINE

Students are to maintain orderly conduct that is consistentwith an educational environment. An instructor may removea student from the classroom for disciplinary reasons. Theviolation is then reported to the Academic Dean for reviewand action. Discipline is the responsibility of theAcademic Dean who has the authority to act on any violationand take whatever action is deemed appropriate. The

Academic Dean will review all complaints and may dismissthe allegations, make an administrative disposition, orconduct a formal hearing in conjunction with the grievancecommittee. Possible disciplinary actions can be found inthe Students Rights section of this catalog. Studentsdissatisfied with findings of the Academic Dean shouldfollow the Grievance Procedure.

DRUG-FREE COLLEGE COMMUNITY

NICC is committed to providing a healthy, safe, and secureeducational environment. It is policy that reasonablemeasures shall be taken to establish and maintain a drug-free college community as required by the Drug-Free Schoolsand Community Act/Amendment of 1989 (P.L. 101-226) andapplicable state and tribal statutes. No person - student,faculty member, staff or visitor - shall be permitted oncollege premises in a state of intoxication, or under theinfluence of illegal substances. Neither alcohol norcontrolled substances may be carried, consumed,manufactured or distributed at NICC college events, or onNICC premises. In the college curriculum, health andsocial risks of alcohol and drugs are addressed in therequired courses of Health Education and Wellness, andStudent Survival.

VIOLENCE-FREE INSTITUTION

The Nebraska Indian Community College has zero tolerancefor physical or verbal violence of any kind. Anyonecausing a situation which threatens the physical oremotional well-being of any NICC student, staff, faculty oradministrator will be removed or barred from the campus.Local law enforcement will be summoned if the problembecomes persistent or if there appears to be an immediatethreat to a person's physical or emotional well-being.

STUDENT RIGHTS

The following rights of the student are recognized as amongthose that the College has the responsibility to foster andprotect.

1. The right to pursue educational, recreational, social,religious, and cultural activities.

2. The right to maintenance of a campus environmentcharacterized by safety and good order.

3. The right to organize, join, and maintain membership inassociations to promote lawful interests the studentholds in common with other students, subject toreasonable and non-discriminatory College regulations.

4. The right to appropriate available services of thefaculty, administrative offices, and support services ofthe College.

5. The right to fair and impartial evaluation of thestudent's academic work.

6. The right to have complete and accurate recordsmaintained by the College of the student's academicperformance and the right to review them.

7. The right, through representatives of the student'schoice, to voice his or her opinion and to participatein the formulation of regulations affecting studentaffairs.

8. The right to have the College maintain and protect theconfidential status of the student's academic conduct,financial information, and counseling records, asrequired by the Family Educational Rights and PrivacyAct (FERPA). A copy of the FERPA Act may be requestedthrough the Admissions/Advising/Records Office or atwww.thenicc.edu under the “Current Student” link. Thestudent has the right to provide a written request forthe discloser of their records. The FERPA report willbe distributed yearly.

STUDENT RESPONSIBILITIES

Members of the student body will engage in reasonablebehavior that promotes unity and ensures quality educationto be the final result. The following are among theresponsibilities recognized as incumbent upon everystudent:

1. Students are responsible for their own learning anddevelopment by becoming active learners throughattending class, completing class and laboratoryassignments, and preparing in advance for theirscheduled classes.

2. The final responsibility for planning courses, meetingrequirements, and observing regulations lies with the

student. It is the students' responsibility to knowand observe all policies and procedures for theirprograms.

3. Students should assume responsibility for their ownverbal and non-verbal communications, writings, andbehavior.

4. Students shall maintain confidentiality whenappropriate and indicated.

5. Students are responsible for appropriate use ofservices provided by the College.

6. Students are responsible to uphold the College'sacademic honesty policy.

7. Nebraska Indian Community College students areexpected to abide by local, tribal, and applicablestate and federal laws, as well as collegeregulations.

Students are bound by all rules, regulations, and processesof the College Catalog effective during their term ofenrollment. Students should read the NICC College Catalogcarefully, as it is their primary source of information onrequirements and regulations. The College will not waive aregulation because a student pleads ignorance of it. ThisCollege Catalog should be retained as a permanent recordfor reference, transfer, and graduation information.

STUDENT CODE OF CONDUCT

NICC expects its students to abide by local, tribal, state,federal laws, and college regulations. The college will nottolerate unlawful behavior, which infringes upon or deniesthe rights and freedoms of others, or disruptive acts,which affect either the academic or the civil operation ofthe college. NICC standards of conduct clearly prohibit theunlawful possession, use, or distribution of illicit drugsand the possession, use or sale of alcohol by students onits property or as part of any of its officially recognizedactivities. If a student becomes disruptive and refuses toleave when asked, law enforcement officials will becontacted. Any student who fails to observe these laws andregulations may be denied the services of the collegethrough due process.

If criminal activity or suspected criminal activity occurson any NICC campus the action is to be reported to a memberof the college’s staff and then to the President. In casesof emergency, contacting local law enforcement agenciesdirectly is encouraged.

BUILDING SECURITY

The NICC facilities always have a staff, faculty,employee or volunteer in charge of facility security.

PROGRAM DESIGNED TO INFORM AND PREVENT CRIME

A booklet will be created every year by October 1 andplaced on display to discuss past criminal activity and theproper method to report suspected activity.

OFF CAMPUS ACTIVITIES

In the event that NICC sponsors an event and criminalactivity occurs, local law enforcement agencies will benotified.

INCIDENT REPORTS

Students who are observed violating college policies andregulations by a college employee will receive an incidentreport. The student will be told verbally at the time ofthe observed violation that an Incident Report will beissued. The report will be signed by the witnessingcollege employee. The signed Incident Report will be

turned in to the Academic Dean within one business day ofthe alleged violation for review. The Academic Dean willtake actions deemed appropriate to the incident, which mayinclude academic probation or suspension. These incidentreports will be kept in the student’s permanent file.

CONSUMER INFORMATION

Nebraska Indian Community College complies with allfederal, state, and local laws, which relate to studentrecords including the Family Educational Rights and PrivacyAct (FERPA) and pursuant regulations. The Registrar, Deanof Student Services and the Academic Dean are responsiblefor maintaining and controlling all student educationalrecords. An individual who believes that the College hasfailed to comply with the requirements of FERPA may file acomplaint with the:

Under the law, directory information may be released by theCollege without the student’s consent. The following itemsare considered directory information: student’s name,address, telephone number, email address, major field ofstudy, dates of attendance, honors and awards received,degrees and awards, photographs and the most recentprevious institution attended by the student. If a studentdoes not desire such directory information to be released,a request in writing must be filed with the Registrar’sOffice.

Release of information other than directory informationnormally requires written permission from the student. TheCollege may release non-directory information withoutconsent in specific cases as outlined in College policies.Nebraska Indian Community College maintains records of alldisclosures. Students have the right to inspect theireducational records. The College will not withhold astudent’s record from a student who has properly requestedinformation under the conditions described in the College’spolicies and present valid identification. A student hasthe right to request an amendment of their record, obtain agrievance hearing related to their record, or add statementto their record. An individual who believes that he or she

has been denied the right to view appropriate records mayappeal the decision with the Academic Dean through theacademic appeal process.
