in order for Washington State athletics to meet and exceed our potential on and off the field, we must have increased support of the cougar athletic fund through annual memberships. the loyalty demonstrated by longtime members is much appreciated and has provided life changing opportunities for scores of young people who have competed as cougars. however, our member base of just over 6,000 is still in the bottom half of the Pac-12 and is the smallest of the four league schools in the northwest. our average annual donation per donor is still nearly $1,000 below the conference average.

in short, we need help from cougars everywhere in two fundamental ways: 1) if you are able, please consider increasing your annual contribution; and, 2) help us recruit more cougars to become members of the cougar athletic fund. if just half our current caf members could find just one new member, we would immediately exceed the conference average in terms of number of members.

this Membership guide has been created to clarify our goals and provide you, our valued members of the caf, with information regarding the benefits and responsibilities of being a part of the cougar athletic fund.

although we will see an increase in Pac-12 revenue in the near future, those funds have already been earmarked to bring our overall program up to Pac-12 standards in terms of facility needs, student-athlete support, recruiting and retention. Your membership in the caf is critical and allows us to help fund student-athlete scholarships and other necessary support they need to compete in the Pac-12 conference. every donation, regardless of size, is meaningful and moves us closer to fully funding our ever increasing scholarship costs.

as a member of the cougar athletic fund you are truly “Waving the flag.” it is our hope that, as a caf member, you feel a special sense of pride every time one of our sports programs competes for Washington State university. You are truly part of the team behind the teams.

the cougar athletic fund, the fundraising arm of the Washington State university

athletic Department, is committed to covering the annual cost of student-athlete

scholarships through private, philanthropic support. Despite closing the gap

considerably with a record fundraising year last year, WSu was still $3.5 million

shy of covering the scholarship bill in 2012. the cougs did add almost 2,000 new

members last year, setting a school standard with 6,006 caf members.

q. When i join the caf, where does my money go?

a. unrestricted gifts to the cougar athletic fund (caf) will be directed annually to fund the cost of student-athlete scholarships until that total is covered by private philanthropic support. in the last fiscal year, our scholarship expense to pay for nearly 450 student-athletes to attend WSu was $8.1 million. those costs were defrayed by $4.7 million in membership gifts, plus caf requirements on season tickets and contributions through caf fundraisers.

q. Why is a larger caf membership base such a big priority for the athletic department?

a. nearly every Pac-12 school is currently covering their annual scholarship costs through annual scholarship fund donations. those schools are not forced to pull money from Pac-12 conference revenues, television revenues and other operating budgets to cover this basic annual expense. that allows those schools to fully invest in the facilities needed to recruit and retain championship-caliber student-athletes. until WSu closes the existing gap between the annual scholarship cost and caf memberships, we will not fully realize the capability to invest into world-class facilities at the level of our Pac-12 competition. over time, that deficit widens the facilities gap between us and our peers exponentially.

q. are caf contributions tax-deductible?

a. 80% of the amount designated for priority seating is tax deductible and 100% of money not designated for priority seating is deductible, per irS code Section 170(i). Because everyone’s tax situation varies, we strongly recommend that donors consult a tax advisor on the deductibility of gifts to the caf.

q. What’s my best option if i want to support a specific sports program?

a. the caf will always honor the donor’s intent when accepting a gift, however not all gifts are treated equally. gifts that are restricted to a specific sports program assist onlY that program. unrestricted membership gifts, on the other hand, benefit the student-athletes across all 17 WSu programs, by supporting the cost of all of our student-athletes attending WSu. this is the highest priority of the athletic department, and therefore those unrestricted gifts are rewarded with the most weight in the caf rankings. if, despite the difference in priority, you still wish to make a restricted gift to a specific program, you can always make that designation on your contribution to the caf.

q. Where does WSu’s level of caf Membership compare to the rest of the Pac-12 conference?

a. WSu ranked 10th in the Pac-12 for annual fund memberships and last in terms of revenues as recently as two years ago. at the end of the 2012 fiscal year (June 30, 2012), the caf had added nearly 2,000 new members and jumped from $2.6 million in scholarship gifts to $4.7 million. even with these extremely impressive gains, WSu ranks in the bottom half of the league today. in terms of the standings, the caf hopes to always be in the top half of the Pac-12 conference in terms of membership and revenues, because we believe that performance on the field is correlated with the support of our student-athletes.

q. What is the secret to catching up with the rest of the Pac-12?

a. every WSu fan who wants to truly support our student-athletes should consider becoming a member of the caf. this is the most important way that cougs can “Wave the flag” for WSu athletics, whether they live in Pullman, in-state, in the u.S. or otherwise. all cougs are needed to build the “team behind our teams”, giving our student-athletes a chance at a level playing field to compete in the Pac-12 conference. additionally, we need our most capable donors to match our Pac-12 competition when it comes to their average annual gift. the top 250 donors at other Pac-12 schools are contributing significantly more on an annual basis than our top 250 donors, and our average annual gift to the caf across all members lags nearly $1,000/donor behind the league average.

q. What payment options/plans are available to fulfill my annual caf pledge?

a. caf membership gifts can be paid in one lump sum, quarterly or monthly. this can be programmed online at cougarathleticfund.com or through direct interaction with a caf representative. When considering a recurring payment plan for your annual cougar athletic fund membership, please note that your caf Season ticket requirement must be paid by June 30 for your football season tickets to be considered renewed and secure. also, your football and Basketball season parking passes will be determined by your caf membership level as of June 30.

q. how much does a full scholarship for one student-athlete cost in 2012-13?

q. how many student-athlete scholarships can Washington State award each year?

a. q. do membership gifts to the caf cover my caf requirement on season tickets?

a. Yes. any unrestricted gift you make to the caf will be applied towards the caf requirement on your football season tickets during that same fiscal year. additionally, any caf membership gifts that are applied to your football season tickets can also be applied to your Men’s Basketball season tickets. this allows you to make your caf membership gift when renewal notices are sent in november, realizing the tax benefits in that calendar year, and having the gift apply to your football season ticket renewal in february/March.

q. how can i find out my caf ranking?

a. You can find your caf ranking by logging in to your caf account on www.WSucougars.com, clicking on My Account, and then selecting View My TPS Points. this will show your caf Points and caf ranking. the link to the categories/calculation is located at:http://www.wsucougars.com/ot/caf-rankings.html.

imPortant note: as of the start of the 2014 fiscal year (July 1, 2013), only current year caf members will have a caf ranking. if you are not a $50 caf member by the first caf ranking of that year (november 15, 2013), you will not technically have a caf ranking. as soon as your membership gift is made, all other criteria, including previous year’s giving, will be factored back into your caf ranking at the next scheduled re-ranking of the caf membership.

Perhaps the greatest benefit of cougar athletic fund

membership is the understanding that by belonging, you help

create educational opportunities for the student-athletes who

represent Washington State university. the benefits chart on

page nine illustrates some of the benefits associated with your

cougar athletic fund membership level. Below is a detailed

description of each benefit.

tax deductionall gifts to the cougar athletic fund are tax-deductible as allowed by federal income tax law. the irS allows an 80 percent charitable deduction for a contribution to educational institutions where, as a result of such contributions, the donor receives preferred seating rights for athletic events. You may decline any benefit by calling the caf office. donors should always consult their tax advisor. all gifts are acknowledged in writing by the cougar athletic fund, and receipted within 10 business days by the WSu foundation.

CaF rankingall caf members receive points for their membership gifts. a more detailed explanation of the caf points structure is available on page 17 of this membership guide. as the top priority of the WSu athletic department, annual membership gifts to student-athlete support are given the greatest weight in the caf rankings.

priority seating for Football and men’s basketballthe best seats in Martin Stadium and Beasley coliseum carry a caf requirement in addition to the season ticket cost. the caf requirement for these seats can be covered by your annual membership in the caf. as an example, a member of the caf at the President’s associates level ($2,500) would be able to purchase four season tickets for football in a $625/seat caf requirement area. and your caf requirement for football also covers your caf requirement for Men’s Basketball season tickets. all caf membership gifts which cover a season ticket requirement are 80% tax-deductible.

discount to Cougar Club special eventsthe cougar athletic fund hosts more than 30 fundraisers and “friend-raisers” around the state annually, primarily through the 12 regional cougar clubs. for most of these events, caf members receive a 10-25% discount on entry fees. from the four night with cougar football events held every february to the weekly Monday luncheons in Spokane and all events in between, it pays to be a caf member!

Flag Waver lapel pinthere is no better way to show your cougar Pride than by proudly displaying a “Wave the flag” lapel pin. all caf members will receive a lapel pin annually. it’s the perfect compliment to that sportcoat or jacket at a cougar event!

subscription to Cougars Quarterlythe newest must-read magazine covering WSu athletics is Cougars Quarterly. all caf members at the basic membership level will receive this publication four times per year. cougars Quarterly provides feature stories and content not available on the official website of the cougs (wsucougars.com). don’t miss out on all the best stories in WSu athletics!

Window ClingProudly display your membership in the caf with a 4”x 4” static window cling which is perfect for car windows or a display in your business window. the window cling is an annual membership recognition which will declare you a “2013 Member”.

parking privileges for Football and men’s basketballcaf members can receive preferred parking privileges at Martin Stadium and Beasley coliseum with their season tickets. Parking privileges are tiered in a variety of levels. to make sure you make the appropriate membership gift to receive the parking location you desire, please consult the caf parking maps accessible at WSucougars.com.

CaF Website recognitionthe cougar athletic fund is proud to recognize its most loyal supporters with a page on the caf website dedicated to member recognition. this honor is reserved for members at our most elite levels, and serves as a special acknowledgement of their support.

Game program recognitionthe cougar athletic fund lists lifetime donor achievements, as well as elite level annual donors, on the donor rolls inside the home football game programs. this honor is reserved for members at our most elite levels, and serves as a special acknowledgement of their support.

postseason ticket accessthe opportunity to purchase postseason tickets is determined by the caf ranking. from time to time, the athletic ticket office will mail or email postseason ticket offers. after the demand for postseason contests has been determined, a distribution plan will be implemented based on caf ranking. WSu is committed to providing every possible opportunity for coug fans to attend postseason contests. every effort will be made to acquire as many tickets as possible to satisfy the demand of cougar fans. at times, however, the supply of tickets will be extremely limited, and the caf ranking will be utilized to determine how tickets will be allocated.

you become a member of the cougar family, and your support

enables young men and women to come to Pullman and earn

a degree while competing in the Pacific-12 conference. even

when you can’t be in Pullman for home games, you can “wave

your flag” with a gift that supports our student-athletes.

Six ways of giving are:

annual membership in the Cougar athletic Fund the annual giving program is the core of private support for WSu athletics. a donor becomes a cougar athletic fund member with an annual contribution of $50 or more. unrestricted gifts can be made by appreciated assets, cash, check, electronic funds transfer, or credit card (Visa, Mastercard). checks should be made payable to “cougar athletic fund”.

in most cases, the irS has determined that donations made to the cougar athletic fund are 80% tax-deductible, because the donor receives some benefit in the form of priority seating opportunities. You may, however, request that you receive no benefit in exchange for your donation, and therefore your donation would be 100% tax-deductible.

imPortant note: all annual cougar athletic fund donations that are to be considered for football priority seating privileges must be received by June 30.

current year cash gifts are awarded four points/dollar in the caf rankings, the greatest point value assigned to any type of donation.

matching Gifts Many companies will match their employees’ contributions to the cougar athletic fund. ask your human resources office about your employer’s matching gift policy to multiply the effects of your contribution to the cougs!

imPortant note: if you plan on using your company’s matching gift toward your caf requirement, the matching gift must be received by June 30. many matching gifts require a significant period of time for processing, so please plan the timing of your gift accordingly.

Matching gifts are awarded the same value in the caf rankings as regular cash gifts - four points/dollar, the greatest point value assigned to any type of donation.

endowments an endowed scholarship provides a lasting stream of income because WSu athletics holds the gift in perpetuity, investing the principal and using a portion of the annual return to fund scholarship awards. options range from $250,000 for a fully endowed scholarship (payable over five years) to $25,000 for a minimum endowment gift. head-coaching endowments range from $1,250,000 to $15 million depending on the coaching position.

By endowing an athletic scholarship, you will create an enduring link between you and WSu athletics and address a priority for WSu: to build the university’s scholarship endowment.

there are many vehicles you might consider to establish an endowed athletic scholarship:

4 a cash gift or other current assets4 an irrevocable deferred/planned gift4 a simple bequest

once you establish your endowed scholarship, you, friends or family members can make additional gifts, thereby increasing the value and impact of your scholarship in future years.

Gift-in-kindBusinesses and organizations may make donations of products and services to the cougar athletic fund that offset expenses. the value of these products and services can be recognized as a gift to the cougar athletic fund and you will receive caf ranking points based on their true cost defrayment to the program.

imPortant note: Gift-in-kind donations cannot count towards your caf requirement for WSu season tickets or parking.

planned Gifts a planned gift can offer you substantial tax and estate planning benefits and allow you to make a larger and more lasting gift to Washington State university. it can be a gift cougar athletics receives now or in the future, and it is also a way you can be a key supporter while meeting your own financial goals. Planned gifts to cougar athletics can be made through charitable trusts, gift annuities, bequests, life insurance, and numerous other tax-wise tools.

estate gifts are among WSu’s largest sources of private support. in fact, more than one-third of WSu’s $328 million endowment has come from estate gifts. after providing for family and other loved ones, you may include a gift to WSu athletics in your estate plan to continue your annual gift in perpetuity or to make a special gift not possible during your lifetime. this can be accomplished through a bequest in a Will or living trust or as a beneficiary designation on life insurance, iras, qualified retirement plans, etc. Sample language for bequests and beneficiary designations can be found on our website at foundationcampaign.wsu.edu/giftplanning.

Capital Gifts top-notch facilities are not just important for recruiting the finest possible student-athletes to WSu, but they are also necessary to fulfill our commitment to current student-athletes to provide them with the best possible tools towards their pursuit of their athletic and academic goals. capital gifts address the facility needs of the entire athletics program, and allow WSu to maintain a competitive advantage.

the caf rankings provide an objective way for the cougar athletic fund to identify and reward the most active supporters of WSu athletics. as the rankings have evolved over time, the goal has always been to reward consistent annual members with added opportunities for access to premier WSu events and postseason games, as well as priority for seating upgrades on season tickets and road games. annual caf membership gifts have, therefore, been prioritized with the most weight in the caf rankings.

originally unveiled in 2001 as the “ticket Priority System”, or “tPS”, the cougar athletic fund unveiled an updated donor ranking system in 2011 in an effort to provide greater incentives for annual membership in the caf and season ticket purchases. the new ranking system had fewer categories than its predecessor, and laid the groundwork for an online system to come which is much more user-friendly. the tPS was re-branded as caf rankings in the fall of 2012.

the caf conducts three rankings of our membership base annually:

4 fall (mid-november) - bowl ticket allocation, when applicable

4 Winter (mid-february) - basketball postseason ticket allocation and football season ticket allocation

4 Summer (June 30) - close of the fiscal year

all membership gifts that are submitted to the caf between July 1 and the date of the re-rankings will be counted towards the member’s caf ranking.
