Group: Stop-and-friskproblems persist in city

Center for Constitutional Rights is suing city Saydata remained same for years, despite policy changes

Despite NYPD CommissionerRay Kelly’s attempts to over-haul the department’s stop,question and frisk methodsamid a lawsuit against them,the group suing the city saidpernicious problems persist.

The latest report from thatgroup, the Center for Consti-tutional Rights, examines datafrom January 2010 to June2012, which they say showsno change in the proportionof stops and other statistics.

Stops decreased betweenApril and September 2012, butthe high rate of racial dispari-ties and low rate of arrests andweapons recovery remained,CCR reported.

The number of stops be-tween Jan. 1 and March 31 wasthe highest of any quarter onrecord, they said.

Last year there were685,724 stops, up from601,285 in 2010. This wasmore than three times the in-

crease between 2010 and2009, when there were a totalof 576,394 stops. Between Jan-uary and June this year, there

were 337,410 stops.Back in May, Commission-

er Kelly said in a letter that thecaptains of each precinctwould personally audit allstop-and-frisk reports, andpublic complaints would betracked per officer.

Deputy Commissioner PaulBrowne told Metro thesemeasures have been put inplace and have resulted infewer stops.

Browne also said, “Stopssave lives and they comportwith descriptions provided byvictims of violent crime.”

However, the federal judgepresiding over the lawsuit,Shira Sheindlin, has ruled thatthe city cannot argue that re-duction in crime is a result ofstops, because the low per-centage of weapons seized in-dicates otherwise. Less than 1percent of stops result inweapon seizures, according tothe CCR.

Street vendors are turning foodcarts into billboards — but in-stead of marketing to cus-tomers, these ads implore CityCouncil Speaker ChristineQuinn to lower fines.

The campaign, which startstoday, features posters with alarge photo of Quinn, askingher to push legislation lower-ing fines for infractions.

Vendors can receive fines ashigh as $1,000 for infractionslike having a vending license intheir pocket instead of aroundtheir neck, according to StreetVendors Project spokesmanSean Basinski.

A vendor near Penn Stationtold Metro he could be fined fornot mopping up coffee spilledon the sidewalk by customers.

One of the campaign’sspokespeople is SoHo vendorAllesane Fall, who was fined$2,250 for his table being oneinch too high and two inchestoo close to the nearest store.

The vendors behind thecampaign say they hope thatQuinn, an outspoken propo-nent of the interests of smallbusiness owners, will use herposition in the City Council toadvocate on their behalf andpush legislation that they say isoverdue.

That legislation would lowerfines that they say can be so ex-orbitant they can cause them tolose their licenses and jobs.

Jobless find hope inNYCHA’s post-Sandycleanup effortsOn a rainy Tuesday morning,Isiah Timmons woke early onthe ninth floor of Coney IslandHouses, less than a block awayfrom the surf that flooded itslower floors a month ago. Hegrabbed a white protective suit,mask and goggles and walkedtwo minutes to join his crew atCarey Gardens, a neighboringhousing development.

Timmons is one of hundredsof workers hired by janitorialcompanies NYCHA has con-tracted to restore develop-ments damaged in superstormSandy. Like him, many are NY-CHA tenants.

Although many New York-ers lost income because of thestorm, the hard-hit NYCHAbuildings already had an unem-ployment problem: A 2011 re-port by the Community ServiceSociety estimated unemploy-ment in public housing in 2010reached 27 percent — threetimes what it was in 2008.

Looking like an urban astro-naut in the wan hallway light,Timmons, 21, spent the daychecking for mold and scrub-bing bathrooms. He was happy

to help his neighbors, but waseven happier to have a pay-check — he’d been out of workfor a year.

Now, working seven days aweek at $12.50 an hour, hehoped he could go back toschool and pitch in for the renthis mother paid.

Brooklyn has the state’sfourth-highest unemployment,9.9 percent in October.

So for these workers, post-disaster cleanup has meant along-awaited steady paycheck— at least while it lasted.

North Korea launches rocket,raising nuclear arms stakesNorth Korea successfullylaunched a rocket yesterday,boosting the credentials of itsnew leader and stepping up thethreat the isolated and impov-erished state poses to oppo-nents.

The rocket, which North Ko-rea says put a weather satelliteinto orbit, has been labeled bythe United States, South Koreaand Japan as a test of technolo-gy that could one day deliver anuclear warhead capable of hit-ting targets as far away as thecontinental United States.

“The satellite has enteredthe planned orbit,” a North Ko-rean television news readerclad in traditional Korean garbannounced, after which the sta-tion played patriotic songs withthe lyrics “Chosun [Korea] doeswhat it says.”

The rocket was launchedjust before 10 a.m., accordingto defense officials in South Ko-rea and Japan, and was more

successful than a rocketlaunched in April that flew forless than two minutes.

North Korea followed whatit said was a similar successfullaunch in 2009 with a nucleartest that prompted the U.N. Se-curity Council to stiffen sanc-tions that it originally imposedin 2006 after the North’s firstnuclear test.

North Korea is banned fromdeveloping nuclear and mis-sile-related technology underU.N. resolutions, although KimJong-un, the youthful head ofstate who took power a yearago, is believed to have contin-ued the hermit nation’s “mili-tary first” programs put inplace by his late father, KimJong-il. Shankar, a three-time Gram-my winner with legendary ap-pearances at the 1967 Mon-terey Festival and at Wood-stock, had been in fragilehealth for several years and lastThursday underwent surgery,his family said in a statement.

“Although it is a time for sor-row and sadness, it is also atime for all of us to give thanksand to be grateful that we wereable to have him as a part ofour lives,” the family said. “Hewill live forever in our heartsand in his music.”

and global ambassador of In-dia’s cultural heritage.”

Shankar had suffered fromupper respiratory and heart is-sues over the past year and un-derwent heart-valve replace-ment surgery last week at ahospital in San Diego, south ofLos Angeles.

but he was unable to recover.“Unfortunately, despite the

best efforts of the surgeons anddoctors taking care of him, hisbody was not able to withstandthe strain of the surgery. Wewere at his side when he passedaway,” his wife Sukanya anddaughter Anoushka said.

7. Do not obey any of thebicyclists rules — not a one:Get the bicyclist rules manualand read it.

How did you start cooking?I started cooking a long, longtime ago. Back in Peru my dadwas a chef, and every Saturdayand Sunday we would makebreakfast for the whole family.My dad and I bonded cookingin the kitchen. That’s what gotme started. Then, I was trainedin Spain and then the FrenchCulinary Institute here in NewYork.Tell us about your menu.The menu is very muchMediterranean-influenced. There are not too many placesthat do churros. Everybodyloves churros! They fly off themenu.
