    Look into plastics ban: Councillor

    Downtown Coun. Dawn Sloane said at Halifax Regional Council Tuesday that shed like to receive more information on a pos-sible plastics ban for the municipality.

    But some council-lors already appear to be lining up in opposition of the idea. Toronto council banned plastic bags last week.

    Sloane informed council shell request a staff report examining the use of plastics including bags and the film common in packaging food and other goods at the next coun-cil meeting.

    I just want a study done ... and then for us to look at whether or not a ban would be advanta-geous, Sloane said after the meeting.

    Sloane said that, since she first floated the idea, shes been contacted by the Plastics Council of Canada and the Retail Council of Canada on the issue.

    Timberlea-Prospect Coun. Reg Rankin opposed Sloanes motion, saying council should have waived its normal rules and de-bated the issue Tuesday.

    After the council meet-ing, Rankin accused Sloane of posturing in advance of this Octobers municipal election. Rankin noted a comprehensive study of how the municipality handles waste is currently being conducted.

    The Halifax Regional Munici-pality is unfair and failed the public in the sale of a surplus north-end school, argued law-yer Ron Pink in court Tuesday.

    It was the first of two days of a judicial review at the Nova Scotia Supreme Court looking into the sale of the St. Patricks-Alexandra school property. Pink represents the North End Community Health

    Association, Mikmaq Native Friendship Society and Richard Preston Centre for Excellence Society. These groups feel they didnt get an opportunity to consult and submit a proposal.

    HRM not only went against its policy, but also against its charter, Pink told the court.

    Council breached its duty of fairness, he said.

    HRMs charter states the municipality can only sell below market value to non-

    profit groups. Pink said the property was appraised at $4.3 million. Pink said Jono submit-ted a sliding offer of $3 million to $4.75 million with a develop-ment agreement of $3 million to $4 million for the property as is, without a development agreement in place. The deal was set at $3 million.

    Nobody can win against a for-profit when a for-profit is paying real dollars, Pink said, adding the community groups

    benefit is social capital.It wasnt a fair fight.Council voted to sell the

    property to Jono Developments in December but rescinded the motion in January after public outcry and questions about HRM not following its own policy on public consultation when selling surplus schools.

    I say council knew they were wrong, Pink said.

    After a staff report ex-plaining that although HRM didnt follow policy in the fol-lowing weeks, it did follow long-standing practice, council changed its mind and approved the sale to Jono.

    They set the table but they didnt want to sit at that table and sit somewhere else. Thats a problem, Pink said.

    The Halifax Regional Munici-palitys newest mayoral candi-date is hoping voters will look beyond his troubled past in this falls election.

    Vince Hall, a former Cape Breton councillor, who formal-ly announced his candidacy on Tuesday, has two impaired-

    driving convictions on his rec-ord one in 2001 and another in 2007.

    But Hall, 43, insists he is a changed man. I acknowledge that I made mistakes in my past life, he said. I was deal-ing with some personal issues, made some stupid choices and paid dearly for it. I accepted responsibility and made chan-ges in my life and moved on. I

    would hope that the majority of people would accept that and focus on the issues and ideas that Im bringing for-ward.

    Hall is running on a plat-form based in part on a propos-al to split up HRM into urban and rural municipalities. He said he has been a critic of amalgamation since it went into effect in 1996 and wants

    a referendum on the subject to be on the October ballot.

    The current model of gov-ernment isnt working, he said. Rural areas feel left out, suburban big-box sprawl has hollowed out our downtown cores and taxes are too high.

    He also outlined his plans to hold a core-services review of the municipality, divert more resources to police to address violent crime and rein in electricity, fuel and school-tuition costs.

    In addition to his two con-victions, Hall was criticized for missing several meetings in 2007 as councillor in Cape Bre-ton while teaching part-time in Halifax.

    Halifax regional council voted on Tuesday to accept three 120-tonne chillers from the Canada Games Host Soci-ety. The chillers were the last assets of the host society, and had to be disposed of before the society finished up its business.

    The memorandum of

    agreement between HRM and the host society also commits the society to commissioning and buying a piece of public art for the site, with a price tag of up to $100,000.

    Frances Lorena MacDon-ald of New Waterford pleaded guilty to allowing a small fe-male mixed-breed dog named Bella and her eight newborn puppies to be in distress.

    Prosecutor Glen Gouthro told the provincial court hearing that the Society for the Prevention of Cruelty to Animals received a complaint about a small dog being kept outside on a short chain, and concern over it not receiving

    Rev. Paul Abbass will resume his work in five parishes in the Diocese of Antigonish beginning Oct. 5.

    Abbass was suspended from his duties in the dio-cese after someone from Talbot House complained to police in February.

    Halifax police say a 51-year-old Cole Harbour man has been arrested in re-lation to several break-and-enters at area businesses, some of which he allegedly committed with his small dog.

    Police say shortly after midnight Tuesday, Cole Har-bour RCMP responded to an alarm at Jamiesons Irish House and Grill on Cumber-land Drive.

    After arriving on scene, officers arrested the 51-year-old with his dog after police

    say he was found in posses-sion of stolen property.

    Police say there have been a series of break-ins at businesses in Cole Harbour. In some instances, witness-es reported seeing a man travelling with a white dog.MetrO

    Possible witness sought in fatal car crash on Highway 329

    The RCMP are looking for a potential witness after a fatal crash in the East River area on Monday.

    Sgt. Brigdit Leger says the driver of a black SUV or pickup truck was

    travelling on Highway 329 around the same time as the fatal single-vehicle crash.

    The Mounties believe the driver was headed from Deep Cove to East Chester around 2 p.m.

    Leger says the person is not a suspect in their investigation.

    An investigation is underway into a blaze that brought down a vacant home in East Preston on Tuesday.

    The windows of the house on Upper Partridge River Road had been boarded up, the

    power had been turned off and there was no indication that anyone had been living inside, said Halifax Regional Fire and Emergency Platoon Chief Paul Hopkins.

    A cause for the blaze has yet to be determined, but Hopkins described the situa-tion as suspicious.

    He said investigators would have to consider ar-son a possibility, as no other source of ignition could be immediately identified.

    Neighbors started calling the fire department around 2:30 p.m. after they saw smoke coming from the roof of the house. Soon after, Hop-

    kins said the flames reached 20 feet into the air before the roof collapsed.

    Vehicles and about 20 per-sonnel from neighboring de-partments were called to the scene to help battle the blaze.

    Hopkins said that, as a precaution, firefighters ap-proached the situation as if someone were inside. They soon realized that the build-ing had long been empty.

    Hopkins also said the de-partment opted for a slower, safer defensive approach and doused the flames from the outside.

    With vacant homes, the challenge is the unknown,

    he said. You never know there could be any number of hazards in there.

    No injuries were reported, and the fire did not spread to any nearby homes.

    Medical staff in Nova Sco-tia are encouraging more than 350 people to have their blood retested after lab equipment malfunctioned last week at a hospital in Truro.

    The Colchester Regional Hospital says results from tests run from June 4 to 6 may be inaccurate after one of its two chemistry analyz-

    ers broke down.The hospital tests roughly

    140 samples per day using the machines.

    But Manoj Vohra, vice-president of medicine at Col-chester East Hants Health Au-thority, says theres no way of knowing precisely how many results are incorrect.

    Vohra apologized for the malfunction.

    While the malfunction may have resulted in only a small number of inaccurate results, the fact is we cant be certain about results for this period of time, and we are erring on this side of cau-tion, Vohra said in a state-ment Tuesday.

    Patients whose results may have been affected are being notified via letters and

    VIA supporters start petition as rumours of service cuts swirl

    Speculation about potential cuts to VIA Rails Halifax-to-Montreal route has led to the creation of an online petition seeking public support for the service.

    As I am sure you are aware, over the past couple of weeks rumours have been circulating in the media re-garding proposed cuts to VIA Rail Canada, said an employ-ee who works on board VIAs ocean run.

    Its just basically to create public awareness that this is what is being speculated to happen, the employee, who asked not to be identified for job-security reasons, said of the petition.

    The petition can be found at ipetitions.com/petition/stop-

    cuts-to-via-rail-canada. The speculation, which

    began following reports of anticipated cuts during a re-cent VIA Rail annual general meeting, is that the service between Halifax and Mont-real stands to be reduced from six days per week to three in the off-season.

    A union spokesperson could not be immediately reached for comment, but the employee, who spoke with the Truro Daily News, said rumours have led to feel-ings of insecurity among employees over whether job cuts could occur if the run is reduced.

    Its been really sombre. The morale is quite low be-cause no one is willing to give

    answers, you know, to con-firm or deny the rumours, the person said.

    Malcolm Andrews, VIAs senior manager of media and community relations, said the company does not comment on rumours and he could not provide any information about any pending cuts to the service in question.

    But I can say VIA Rail regularly reviews its oper-ations to ensure that they are appropriate and that they meet evolving market de-mand, he said.

    Such reviews, which An-drews said are ongoing, can sometimes result in adjust-ments to fares, services, schedules and so on.Truro DAIly News

    Lawyers were heading to court Tuesday to challenge a controversial Quebec law brought in to deal with stu-dent protests.

    The government intro-duced the law as a way to cool down the heated protests.

    But it may have backfired, as protests have grown larger.

    Nearly 20 lawyers repre-senting student federations and other groups are trying

    to get parts of the law tem-porarily suspended until they can argue the merits.

    Bill 78 came into force in mid-May.

    The legal motion being heard in court is one of two challenging the emergency law. The second is to have Bill 78 declared invalid altogether and it will be heard at a later date.

    The law lays out rules for demonstrations, such as or-dering assemblies of more than 50 people to give eight hours notice of the protest route and the estimated dur-ation of the event. It also sets hefty fines for people who contravene the law. the canadian press

    Members of Parliament are getting set to hunker down for a voting marathon on the governments budget-imple-mentation bill.

    Theyre preparing for whats expected to be more than 24 consecutive hours of voting on more than 800 proposed amendments to Bill C-38.

    A three-year-old South African girl who suffered severe burns over 80 per cent of her body after an accident at a family barbecue has successfully undergone a rare surgery in Af-rica that gave her a new layer of cloned skin, her surgeon said Tuesday.

    Everything went quite smoothly, said Dr. Ridwan Mia, a plastic and reconstruct-ive surgeon who performed the surgery Monday in a Jo-hannesburg hospital. She is sedated at the moment but she did well overnight.

    Isabella Kruger was injured on New Years Eve when a con-

    tainer of fire-lighting fluid ex-ploded.

    Mia and his team used enough cloned skin during the surgery to cover a placemat and stapled it in pieces onto Isabellas wounds. On her face, doctors used absorbent stitch

    material instead of staples. The new skin had been created by cloning two samples of skin taken from one of the few parts of Isabellas body to es-cape injury thanks to a diaper she was wearing at the time of the accident. The AssociATed Press

    Bombardier Inc. shares soared in trading Tuesday following a major deal with one of re-nowned billionaire investor Warren Buffetts companies,

    Private-jet company NetJets Inc. signed a deal Monday to buy up to 275 Bombardier Chal-lenger business jets that could be worth up to $7.3 billion US. There are 100 firm orders and options on 175 more.

    Bombardier said it has also signed a 15-year service and maintenance agreement for the aircraft valued at as much as an additional $2.3 billion if all options are exercised.

    Bombardier shares gained more than six per cent, or 22 cents, to close at $3.87 on heavy volume of more than 21.2 mil-lion shares on the Toronto Stock Exchange.

    When Maria Sharapova won the French Open on Saturday, it was another victory for the Beautiful People.

    Sharapova, all six-foot-two of her, is gorgeous. But, then, so are

    a lot of tennis players these days. Somewhere along the line, right at Anna Kournikova, perhaps, it became important for female tennis players to be beautiful as well as talented.

    Partial list: Daniela Hantuchova, Sabine Lisicki, Vera Zvona-reva, Lucie Safarova, Maria Kirilenko, Simona Halep, Tatiana Golovin, as well as the aforementioned Kournikova and Sharapova. Apparently, it doesnt hurt if youre Eastern European either.

    One honest BBC producer has admitted that babes and Brits get the centre-court treatment at Wimbledon while less attractive players have to grunt it out on the outer courts.

    But thats the way of the world. If youre gorgeous, youre golden.

    Daniel Hamermesh, a professor at the University of Texas in Austin and author of Beauty Pays, estimates that, in a lifetime, a bad-looking person can earn $230,000 less than a good-looking person, all other things being equal.

    The truth about looking good is out there.In the job market: Attractive people get more job recom-

    mendations, are considered more qualified, less likely to be fired, more likely to be hired, more likely to succeed, to be paid more, and to be promoted more frequently.

    In the courts: Juries think physically attractive people are less likely to be guilty. Attractive people get lower bail, lighter sen-tences and smaller fines. Except maybe not Luka Magnotta. But imagine how much trouble hed be in if he was really ugly?

    In school: Attractive people get better grades.On Facebook: Attractive people are more friended than ugly

    people. Sex: Attractive people get more dates, have more sex and even

    have more orgasms.OK, too much information, perhaps. Good thing Im attractive.Did I mention that, generally, men tend to overestimate their

    good looks? Women go the opposite way. More than eight out of 10 hate the way they look in a mirror. One study showed women see themselves as fatter after eating a single chocolate bar. It would have to be a 35,000-calorie chocolate bar for that to be true.

    Hamermesh whose wife thinks he looks average finds that 70 per cent of people agree on whats attractive most of the time. It has to do with symmetry. The more symmetrical you look, the more attractive you are. Jug ears are out.

    So that beauty is in the eye of the beholder stuff is fine just as long as youre beautiful.

    Have a nice day and, if possible, stay away from mirrors. Theyre bad luck, in more ways than one.

    Cruise stars as art imitates life (again) in Rock of Ages

    In Rock of Ages Tom Cruise plays superstar Stacee Jaxx. Hes Ozzy Osbourne with Axl Roses attitude and Princes trademarked revealing chaps, a spicy stew of rebellion, decadence and Jack Daniels.

    The first time we see Jaxx in the film hes on a round

    bed, buried under several scantily clad women. Its a memorable first look at the character, but its not exactly an original one.

    Director Adam Shank-man admits that the idea came from a similar scene featuring KISS singer Paul Stanley in the heavy metal documentary The Decline of Western Civilization Part II: The Metal Years.

    Its not the first time a music movie has taken its cue from real rock life.

    For a year before shooting playing Jim Morrison in The Doors Val Kilmer immersed himself in the singers life, wearing his clothes and spend-ing time at the Lizard Kings favorite Sunset Strip bars.

    The mockumentary Walk Hard: The Dewey Cox Story parodies the movie in a press conference scene when a reporter compares Dewey to Dylan. Why doesnt any-one ask Bob Dylan why he sounds so much like Dewey Cox? Dewey replies, echo-ing Dylans response to a re-porter who likened Dylan to singer-songwriter Donovan.

    Terence Winter has always had criminal leanings but fortunately the creator of the critically-acclaimed Board-walk Empire channelled his lifelong obsession into some-thing good.

    Boardwalk Empire is a period drama starring Steve Buscemi, focusing on Enoch

    Nucky Thompson, a pol-itical figure who rose to prominence and controlled Atlantic City, New Jersey, dur-ing the Prohibition period of the 1920s and 1930s.

    It has been renewed for a third season.

    The inspiration that has driven him to spend much of his career writing about crimin-als he was also a major writ-er on The Sopranos came from an unexpected place.

    Im always interested in criminals and crime. People ask me how this started and aside from growing up in Brooklyn in an area that kind of has a long history in mob type behaviour I could point

    it to the movie version of Oli-ver Twist, Winter said with a chuckle at the Banff World Media Festival. He is also list-ed as a writer and executive producer of the show.

    I remember I was a kid growing fascinated with pick-pocketing that was the subplot Fagin and his pick-pockets in that underground gang. A year later the Sting came out and it was all about con men and I became inter-ested in that.

    Winter, 51, also worked in a butcher shop that turned out to be owned by Paul Cas-tellano. who was then the head of the powerful Gam-bino crime family.

    I got to rub elbows with guys not unlike the people who were in the Sopranos and just saw how they thought and how they talked and how they operated. It was just a world I was familiar with and was comfortable writing about.

    Winter was an executive producer for The Sopranos and wrote 25 episodes over the HBO series six-year run.

    You think you know, but you have no idea

    Most employees cling to beliefs about workplace rights they gleaned from media, friends or research-ing online.

    But many of these per-ceived rights often do not exist.

    Here are some of my fa-vourite misconceptions:

    Discrimination means unequal treatmentIt is not discrimination if you are simply treated unfairly or differently. Discrimination laws only protect differential treat-ment based on a defined set of personal charac-teristics, such as age, race, gender or disability. Employees can be treated differently based on any other grounds, without any form of legal protec-tion.

    Similarly, there is no legal requirement that promotions or bonuses be assessed fairly.

    An employer may de-cide, often arbitrarily, who it wishes to promote and how it will compensate its employees. It is entitled to show favouritism, as long as its decision is not based on personal characteris-tics, such as race, religion or gender.

    An employee is entitled to overtime pay for any additional hours worked.Unless an employment contract states otherwise, overtime pay is only required for hours worked in excess of the statutory standards, which vary among provinces. Many employees do not realize that they can be required to work for longer than nine to five, without an entitlement to overtime pay.

    There is a right to sick leaveThere is no statutory or legal requirement to pro-vide employees with paid time off from work due to an illness. Although many employers have policies that do provide a few days sick leave each year, it is not because they are compelled to do so. Without such a policy, if an employee is off work and sick, she need not be paid for that time.

    If I work through lunch, I can leave work early This is one of my favourite misconceptions. Employ-ees often believe they can make up lost time or trade a break or lunch for an early departure. However, most provin-cial employment stan-dards laws require that a 30-minute lunch be taken, at least, every five hours. Therefore, even if an employer were to agree to such a trade (and few would do so), it would still be illegal.

    Using pineapple bark in the same way you would use a cedar plank to grill, infuses the meat with a delicate sweetness, and keeps it moist and juicy. The enzymes in the pineapple also help to tender-ize the meat.

    1. Carefully cut off the top and bottom of the pineapple. These can be discarded. Stand the pineapple upright. Cut the skin off the pineapple, remov-ing it in 6 long strips. To do this, begin cutting at the top of the fruit and slice downward, letting the knife follow the curve of the fruit. Leave about 1/2 inch of flesh on each strip of skin. Rotate the fruit and re-peat. Set aside.

    2. Place each chicken breast between sheets of plastic wrap and use a meat mallet to pound to an even 1/2 inch thickness. Season each on both sides with salt, pepper, cumin and cay-

    enne. Lay each piece of chicken over the cut side of one of the slices of pineapple skin. Set a second strip of pineapple skin, cut side down, on top. Use kitchen twine to tie the bun-dles to hold them together. Re-frigerate the chicken bundles for about 30 minutes.

    3. When ready to cook, heat one side of the grill to high, the other side to low.

    4. Meanwhile, cut the skinned pineapple (the flesh) into thick circles. Use a small round cook-ie or biscuit cutter (or a paring knife) to cut out and discard the core from each round.

    5. When grill is hot, arrange chicken bundles on the cooler side of the grill. Cook for 15 minutes per side, or until the chicken reaches 165 F at the centre. During the final 10 min-utes, add the pineapple rings

    and cook for 5 minutes per side.

    6. Guacamole: In bowl com-bine red onion, jalapeno, avo-cados, lime juice and cilantro. Gently mix then season with salt and pepper.

    7. To serve, place one chicken bundle on each plate. Set a grilled pineapple ring next to it, spoon some guacamole into centre of and over pineapple ring. the associateD press

    Pineapple Bark Chicken with Grilled Pineapple and Guacamole

    Ingredients

    1 large whole pineapple 3 boneless, skinless chicken breasts Salt and ground black pepper Ground cumin Cayenne pepper 1/2 small red onion, diced 1 jalapeno, seeds removed, diced 2 avocados, pitted and chopped Juice of 1 lime 1 tbsp chopped fresh cilantro

    1. In a bowl, whisk peanut but-ter with soy sauce, lime juice and curry paste until blended.

    2. Slice chicken lengthwise into 1/2-inch (1-cm) thick strips. Add chicken to peanut butter mix and stir to coat. Refrigerate chicken at least 2 hours before skewering.

    3. Soak skewers in water. Oil grill and preheat to medium. Remove chicken from marin-ade and roll each strip into a spiral, inserting a small skewer through each spiral to hold like a lollipop. The end pieces will be smaller, so roll with another strip. Sprinkle with salt.

    4. Place on grill and barbecue, turning once, until cooked through, about 5 minutes. Serve on a platter, sprinkled with peanuts and coriander.

    Intra-squad games axed from Mooseheads camp

    The Halifax Mooseheads have scrapped their popular intra-squad games at train-ing camp.

    The Mooseheads will kick off the 2012-13 season on Thursday, Aug. 16 with a two-day rookie camp at Cole Harbour Place followed by a home-and-home exhibition series with the Cape Breton Screaming Eagles that Sat-urday and Sunday. Veterans wont report until Monday, Aug. 20.

    Mooseheads general man-ager Cam Russell said the later start date of the QMJHL season Sept. 20 played a part in the decision.

    The top two teams in the group will advance to the fi nal round of qualifying in the CONCACAF region, which covers North and Central America and the Caribbean.

    Canada had hoped to take two victories and some breathing room into a two-month break between World Cup qualify-ing games.

    Instead, the Canadians played Honduras to a 0-0 draw Tuesday, settling for four points from their first two matches in the third round of CONCACAF qualifying as they continue their quest for the countrys first World Cup berth since 1986.

    The result was a frustrat-ing one for Canada, which was coming off a 1-0 victory over Cuba on Friday in Ha-vana and maintained most of the possession on the night in

    front of 16,132 fans at BMO Field in Toronto.

    Canada had numerous scoring opportunities, per-haps the best coming on a cor-ner kick in the 90th minute that captain Kevin McKenna headed just wide of the Hon-duran goal.
