Hello Governor Walker. I don't even know what to say anymore. You are the biggest snake slime and piece of scum in Wisconsin right now. How can you sit there and applaud your Republican marionettes who have done all that they do in order to support you and your decisions. You said in a statement this evening that it's going to create jobs- 250,000 because of businesses driving. Well, duh, businesses come here because they don't get taxed. Businesses come here because they know that you're going to be on their side and support them and make sure that they're making their billions and billions of dollars in profits when they're not paying any taxes toward our state. No wonder why you're going in and attacking public employees in order to get that money because you're protecting the businesses. How dare you. And all those jobs you are going to create are jobs that only make minimum wage. Wow, that's going to be a great job for everybody. I don't understand you. You are the most two-faced person I have ever seen in my life. And, I hope the state gets sued for millions of dollars or billions of dollars by every person whose rights

DOD Identifies Army Casualty

The Department of Defense announced today the death of a soldier who was supporting Operation Enduring Freedom.

1st Lt. Daren M. Hidalgo, 24, of Waukesha, Wis., died Feb. 20 in Kandahar province, Afghanistan, of wounds suffered when insurgents attacked his unit.using an improvised explosive device. He was assigned to 3rd Squadron, 2nd Stryker Cavalry Regiment, Vilseck, Germany.

While at the Capitol this weekend, I ve1y much noticed the change in security. While I do understand the that having a large crowd in a Capitol building may require crowd control, I also don't quite understand the change in security. Because thousands more were in the Capitol before these rules were implemented, there must have been some change in how the situation was perceived by law enforcement and theDOA. After events like terrorist attacks on airplanes, new airport security was put in place. People understood while the need for such change. However, I was unable to comprehend this change at the Capitol building. The Capitol hadn't been violent or unsafe. I tried to search the news for crimes or other thingsand I haven't found anything. As a citizen who may be putting myself in danger my entering the Capitol, I have to ask:

I searched for an officer who knew the details of the concerns. When I asked the Capitol police officer in charge, he said there were "security concems" and I asked what they were. He said he wasn't going into the details with me. I mentioned to him that crimes and public safety incidents are public recordso that if he knew and wanted to- he was legally allowed to do so.

5.Is this correct? If a crime happened and wasn't a pmi of "an ongoing investigation" would an officer be allowed to discuss it with the civilians he is protecting?

He then said that there were "threats." I said "okay" and he continued that he couldn't discuss it because it was an ongoing investigation.

6.Is that in fact an ongoing investigation? With as much media surrounding the Capitol in recent days, I have been unable to find anything about an ongoing investigation surrounding security.

He became quite defensive and aggressive. While I am sure he had been asked this 1, 000 times that day, I felt it was unnecessmy. While I was very direct in my questions, I in no way meant to undermine or demean him or the knowledge that he had concerning the situation. It seemed he had little actual knowledge that he was able (or willing) to share, and I would have appreciated an acknowledgement of this if that were the case.

An answer to these 6 questions is most appreciated, as this does directly tie into my first amendment rights as a citizen of both Wisconsin and the USA.

I must say that in no way is this email intended to offend or criticize the job that police officers have done. I have been at the Capitol almost daily in the last 25 days and have utmost respect for how many polite, kind and wonderfully stoic the force has been. However; now that I am being DENIED access to MY capitol building; it is simply unacceptable and proves to me that you are trying ANY tactic (both moral or not) to stop the movement against your desires for Wisconsin. And to stop the voices of the people who live here. To me, this is unacceptable. I would appreciate a direct quote from our laws here in Wisconsin that allows you to DENY people the RIGHT TO ENTER A PUBLIC SPACE without justifYing it. What is the reason? I've heard mmors about health and safety. As I recall from my presence in the Capitol, it was cleaned by protesters, and there was even a medical station set up to help those who needed medical attention. As for safety, many police forces that have been present have been very nice to have around. They have been pleasant and polite. The same is true for the protesters. We have had many, many days of large public protests. There have been little safety concerns as a citizen who is weary of crowds, I can say this has been very polite and midwestern. So what exactly is the safety concern for our public?

Democracy is about allowing differing opinions to exist. As protesters, this can be difficult when a counter protest is set up. When the Tea Party came, we, the citizens of Wisconsin (and many other states that came in support) held up our signs high, and continued to PEACEFULLY and DEMOCRATICALLY stand up for what we believe in. When we were asked to deal with others whose opinions varied drastically from our own; we did the right thing. We allowed their voices to be heard; and did so in a way that did not violate any of their civil rights. They protested, and so did we. We entered the Capitol building, and so did some of the Tea Party. We were able to co-exist with a differing opinion and allow the democratic process to continue because that is what we believe in. Thank you for taking the time to share your thoughts with Governor Walker and Wisconsin Capitol Police Chief Charles Tubbs about events at the State Capitol during Febtuaty and March. Beginning in midFebruary, hundreds of thousands of people visited the Capitol Square to express their support or opposition to the budget repair bill that has since been approved by the state Legislature and signed by the governor.

The Capitol Police did not have the necessary manpower to ensure the safety of the unprecedented crowds that patiicipated in rallies related to the legislation. DOA relied on assistance from other state agencies and eventually from local law enforcement officers as the daily rallies continued and our security needs grew. Officers were also stationed inside the Capitol to ensure its continuing safe function as an office building where hundreds of employees remained dedicated to carrying out the work of the people of this state. As threats were made against public officials, additional security was required.

Public health concerns due to the increased traffic through the building, hundreds of visitors sleeping overnight, food preparation in the hallways, daily pizza and other carryout deliveries, live animals and additional waste disposal required more housekeeping and cleaning resources. Movement through the building was very difficult for legislators and staff; and music, drums and other noisemakers disrupted daily business in the legislative offices, all of which interferes with the prime use of the Capitol Building. Over 40 groups cancelled tours of the Capitol in February.

Most of those activities occurring inside the building during that time violated state law, administrative rules or building policy and many compromised safety and security. The most notable violation was the refusal of some visitors to leave the building each night when it closed. On March 3, a Dane County judge ordered their removal if they remained after closing again. He also ordered DOA to revise the Capitol entry procedures that the Wisconsin State Employees Union had challenged as too restrictive. However, he advised that DOA should do so in a way that would not "let the dangerous situation that had occurred reoccur" saying that the Capitol had been at some point "open probably in excess of what the constitutional requirements impose .. .it can't return to that level of access."

Following the court order, individuals have not been sleeping in the Capitol, signs and banners have been removed and the Capitol is again functioning as an office building. With the exception of brief periods when the law enforcement was remedying violations of state law or addressing security needs, the Capitol has remained open to those wishing to attend committee hearings, floor sessions, and scheduled meetings, or to join a demonstration or attend to other business.

Last month, DOA asked the judge to appoint a special master who could provide guidance to the department and the Wisconsin State Employees Union about issues related to Capitol access. Specific entry procedures and building rules will be reviewed and reevaluated over time to respond to changing circumstances or needs, and DOA would welcome the input of a special master in these decisions. Going forward, DOA will continue to exercise the authority granted to it by state statutes and administrative code to manage access to the Capitol in order to keep everyone who visits the building or works there safe.

The average cost of a domestic airline ticket was $423 in the first three months of the year, according to a new survey from Runzheimer International, a travel management firm in Racine County. That was up 6% from late 2010, the survey noted. Domestic hotel rates averaged $143 per night, while rental-car rates averaged $50 per day. Like airline fares, both were up 6% from the last three months of 2010.

The nation's first worker's compensation law guaranteed by the state constitution was signed into law 100 years ago by Gov. McGovern on May 3, 1911, after getting overwhelming support in both the state Senate and Assembly. According to a news release from the Wisconsin Department of Workforce Development, the legislation's objectives were to furnish certain, prompt and reasonable compensation to the injured employee, conduct hearings promptly if disputes arose between employee and employer and provide a means of minimizing the number of accidents in industry.

Students toss loose change in UW's machines on daily basis, but few know money totals almost half million dollars annually

Be it candy, gum or soda, UW brought in almost $500,000 in profit through vending last year, but where that money goes is a little more complicated. Who gets the vending commissions, and what they go toward, is part of a little-known contract that distributes the money between the Wisconsin Union, UW Housing, UW Extension and the Wisconsin Historical Society. During the last fiscal year, UW made $451,216 from its contract with Wright Vending, recently purchased by Canteen Vending, which is 38.8 percent of the money the machines on campus generate every year. UW also made $46,622 from its Randolph-Sheppard Department of Workforce Development Business Enterprise Program, which is 27.56 percent of the total money those machines made this year. Randolph-Sheppard is a federally mandated program to use vending companies serviced by visually-impaired employees.

I wasn't able to reach Representative Ringhand yesterday but she did call me back today. She said that she had some constituent contacts regarding skills test availability (specifiCally in Janesville) and that she had personal experience as her grandson was trying to schedule a test and the earliest tests available are thee months out. Since he just finished behind the wheel, he's not looking for anything sooner but the representative was interested in learning more about the skills test system. She had seen the article in the State Journal so she was aware of our staffing issues and wondered what we were doing to improve things. I explained to her that we use a formula based on the number of permits issued last year to determine how many tests we need to do each week to meet the demand. I also pointed out that Janesville and Beloit are actually a bit ahead of the curve for this year. I explained that default tests are put out each week and then more tests are added based on available staffing- sometimes even the day before so it's important that people schedule something as soon as possible and then keep checking for a more desirable appointment. She asked if I thought the furloughs had anything to do with staff availability for testing and I said that losing the staff time during the furlough weeks certainly made it harder to get the work done. I told her that we have recently been able to hire some staff but it will take some time for them to be fully trained and in the meantime, we are adding to our examiner availability by offering over time. She also asked if I had heard about the proposal for third party class D testing and I said that although I had not see anything recent, it's not a new idea. We talked about the third party CDL testing model and how DMV oversees that with training, auditing, etc.

I do not understand how removing recycling programs and reversing environmental law helps anything considering that it will cost much more to reverse these negative changes in the future.

At the congress hearing you said that you were trying to get off of the phone with him because you had people waiting. I aJn waiting. PUBLIC INVITED TO "WALK WITH WALKER" First Lady Tonette Walker to boost awareness of state's trails, health benefits of walking

MADISON- First Lady Tonette Walker today announced that High Cliff State Park in Sherwood will be the site of her first "Walk with Walker" event on Saturday, June 4 at 10 a.m. "Walk with Walker" is the First Lady's new initiative to promote and explore the state's abundance of scenic landscapes and hiking trails while also promoting health and fitness. The First Lady invites the public to join her as she experiences Wisconsin's most picturesque trails, parks, and landscapes including both the well-known sites and the hidden gems.

"Wisconsin is full of beautiful trail systems and parks that offer a wide variety of activities, including hiking, walking and running, and are a natural place to be active and healthy," said Mrs. Walker. "No matter where you are located in Wisconsin, a trail that offers both a safe exercise outlet and incredible scenery is just a short distance away."

High Cliff State Park Superintendent Carolyn Morgen will join Mrs. Walker and serve as the guide for the 1.7 mile walk on the Lime Kiln trail. The trail traverses the Niagara Escarpment, a significant geological formation that extends from Lake Winnebago and Door County in Wisconsin to Niagara Falls, New York. High Cliff State Park is the only state-owned recreational area on Lake Winnebago, which is Wisconsin's largest inland lake.

"The Department of Tourism is honored to team up with the First Lady to promote Wisconsin's trails and parks and the benefits they provide," said Tourism Secretary Stephanie Klett who will also be participating in the walk. "Whether at the state, county or city level, we have done a stand-up job to develop the infrastructure that lets residents and visitors alike enjoy the state's natural scenic beauty. It's what makes us a leader in the nation."

The June 4 walk is free to the public and the state park admission fee will be waived for those taking part in the event. High Cliff State Park is located at N7630 State Park Road in Sherwood. Participating walkers should meet in the parking lot at the Lime Kiln trailhead. The 1.7 mile loop offers a level lakeside segment as well as steeper climbs, descents and stairways on the escarpment segment.

MADISON, Wis. (AP) --A Wisconsin judge has struck down a law taking away nearly all collective bargaining rights from most state workers.

Dane County Circuit Judge Maryann Sumi ruled Thursday that Republican legislators violated Wisconsin's open meetings law during the run up to passage. She says that renders the law void.

The law pushed by Gov. Scott Walker takes away all bargaining rights except over base salary for teachers and other public workers.

The decision is not the end of the legal fight. The state Supreme Court has scheduled arguments for June 6 to determine whether it will take the same case.

Lawmakers could also pass the law again in order to nullify open meeting concerns that led to the judge's ruling Thursday.

If Walker were hoping to gain politically by sparing police and firemen, his plan has likely backfired. Last week, Tracy Fuller, director of the Wisconsin Law Enforcement Association, denounced Walker's decision to abolish collective bargaining privileges for public employees.

"I specifically regret the endorsement of the Wisconsin Trooper's Association for Gov. Scott Walker. I regret the governor's decision to 'endorse' the troopers and inspectors of the Wisconsin State Patrol," Fuller wrote. "I regret being the recipient of any of the perceived benefits provided by the governor's anointing. I think everyone's job and career is just as significant as the others."

Fuller and the WLEA, which includes state police as members but is a completely separate organization, endorsed Scott's opponent, Tom Barrett.

It is my understanding that WLEA and WTA are completely different, and that Fuller has no official capacity to speak on behalf ofWTA, but given the confusion of Fuller "regretting" the endorsement of the WTA, I wanted to run it by you. I'm writing on behalf of one of our clients, the Wisconsin Troopers' Association (WTA), who would like to invite First Lady Walker to present awards and give remarks at their Annual Art and Essay Contest.

The WTA started the Art and Essay Contest in 1989. The goal of the contest is to provide a positive activity for Wisconsin's youth and encourage interaction between our youth and law enforcement officials. The contest is open to students in grades Kindergarten through 121h grade and this year's theme is "Discover the hidden treasures." The WTA chooses 53 winners from around Wisconsin. America's labor movement can claim historic victories that have served the common good. Safer workplaces. Laws to protect children from workplace exploitation. The eight-hour workday. Those who are in unions can justifiably be proud of those and other accomplishments.

But how proud are they that the children of Madison, Wis., have missed school the last two days because so many of their teachers abandoned their classrooms and joined a mass demonstration? Joined a mass demonstration to intimidate the members of the Wisconsin Legislature, who are trying to close a $3 billion deficit they face over the next two years?

Wisconsin Gov. Scott Walker has demanded that state workers contribute roughly 5.8 percent of their wages toward their retirement. He wants them to pay for 12 percent of their health-care premiums. Those modest employee contributions would be the envy of many workers in the private sector.

Walker wants goverrnnent officials to have authority to reshape public-employee benefits without collective bargaining. Walker wouldn't remove the right of unions to bargain for wages.

No, he is not seeking to eliminate unions, though you might get that impression from the heated rhetoric of the employees and even from President Barack Obania, who called this an "assault on unions."

Walker is trying to give Wisconsin a reality check. In response, public workers have interrupted the Legislature. New Jersey Gov. Chris Christie became an Internet sensation when he confronted a teacher in an argument caught on video. A recent Quinnipiac University survey in New Jersey showed that citizens overwhelmingly support layoffs and wage freezes for public employees to save the state government from fiscal disaster. The poll found 62 percent of New Jersey voters had a favorable view of teachers, but only 27 percent had a favorable view of the state's largest teachers union.

Private-sector union membership has declined over the years, while public-sector unions have thrived. One reason: In the private sector, unions and m;111agement may argue but they have a common cause. They understand that if their company cannot compete, it will fold and no one will have a job. Look what happened to the U.S. auto industry.

Governments don't operate under the constraints of market forces. They operate under political forces. Public unions play an inordinate role in the selection of management- witness the heavy union support for Gov. Pat Quinn's election last year. In Illinois, labor and management, Republicans and Democrats, have been complicit over the years in overpromising wages and benefits. In negotiations, they essentially sit on the same side of the table: Public officials who generously compensate workers tend to reap votes, contributions and campaign work from those same employees and their unions.

Many states -Illinois is not yet among them - are coming to the realization that that calculation has to undergone a wrenching change.

It might surprise the protesters in Madison to know that President Franklin Delano Roosevelt counseled against public-sector unions because "militant tactics have no place in the functions of any organization of government employees." Even the late AFL-CIO President George Meany expressed reservations.

Something is happening. Something is changing. In Madison, we see public servants in mass protest to preserve a status quo that has pushed the state toward insolvency. This is not labor versus management. This is labor versus the common good.

Wisconsin Gov. Scott Walker says state employees could pay twice as much for health care premiums and still be paying half the national average

Share this story: Gov. Scott Walker left no doubt in his first "state of the state" address that he wants benefits concessions from state employees.

Walker said state employees need to share the pain felt by private-sector workers so the state can balance its budget without tax Increases .. In making his case, he tossed out some stark statistics on pensions and health care coverage:

"Most state workers only pay about 6 percent of their premium costs for their health care plan," Walker told lawrnakers."Asking public employees to make ... a premium payment of12 percent, which is about half of the national average, would save the state more than $30 minion over three months." ·

He added: "Most workers outside of government would love a deal like that- particularly if it means saving jobs."

We set out to test the governor's claim.

Walker press secretary Cullen Werwie pointed to a Kaiser Family Foundation study that employees nationally -- public and private -- pay an average of 29 percent of the cost of the premiums. The Milwaukee Journal Sentinel reported those findings on Sept. 12, 2010.

Werwie also provided state documents showing the premium contribution by union and non-union state workers, as well as the total premium cost to the state. He said they show that most state employees pay between 4 percent and 6 percent.

Let's dig into both ·sides of the equation.

First, is Walker correct that "most" state employees pay only about 6 percent?

Unio~ized state workers In the most common insurance tier pay $78 a month on family premiums that cost the state between $1,500 and $1,800, state figures show. That's in the 4 percent to 5 percent range by our calculation. Nonunion state workers pay a bit more -- $89 a month in most cases. That works out to a 5 percent to 6 percent share.

So Walker's number.looks good.

And so does the "most state employees" claim: More than 98 percent of state employees fall Into those categories, according to figures from the state's Department of Employee Trust Funds. ·

There Is a higher-premium plan in which some state employees pay about 15 percent ofthe cost, or $412 a month. But it is used by just a tiny fraction of state government workers.

Just to cap this off, we asked the state to calculate the employee share across all plans, both single and family

coverage, for all employees. They came up with 5.6 percent.

Now the national side.

First, a bit of background. The national cost trend is clear. Since 2000, average premiums for family coverage have increased 114 percent, the Kaiser study found.

Several other studies back up Walker's claim on the national numbers regarding public and private employees.

The U,S. Bureau of Labor Statistics 2010 health care benefits survey put the employee share at 32 percent for family coverage. It's 21 percent fqr single coverage.

Of course, there Is a range, but that's the collective national figure for civilian workers, public and private. Union workers paid much less than non-represented workers.

Now let's tease out just government workers, to see how Wisconsin compares there.

The Kaiser study -- the one relied on by Walker for his overall comparison -- put the employee share paid by state and local government workers nationwide at 25 percent for family coverage.

Finally, a study by The Segal Co., a private benefits firm, that looked just at state government workers showed a majority paying between 20 percent and 60 percent of their premium costs for family coverage.

If Wisconsin workers are paying around 6 percent, that puts them in the bottom fifth nationally among state employees, Segal's data shows, A very small number pay zero toward their premium.

There's a clear trend toward asking state. employees to pay more, the Segal study said. Still, private-sector workers are being asked to share even more, said J. Richard Johnson, Segal's public sector health practice leader.

Experts W<lrn against drawing comparisons without looking at employees' total package of wages and benefits -- and what they may have given up to get them. (We examined another aspect of that in an earlier item on public vs. private sector pay.)

So In this item we're not trying to determine where Wisconsin workers stand in the big picture.

But we can come to a firm conclusiol) on the state employee health premiums, here and nationally.

The governor relies on a statistic that mixes public and private workers, but in this case that's not a problem: Walker's point is that state workers need to be more In line with their private counterparts. Walker's numbers for state workers and the national context are right on target. And his math holds up even when the comparison is narrowed to just public employees.

The One Opinion Piece the New York Times Didn't Want You to Read

In the weeks s.ince Governor Walker introduced his reforms to balance the budget and protect middle-class taxpayers the New York Times has repeatedly used its editorial pages to opine on the reforms. All told there have been at least seven editorials, op-eds or columns in the paper about the Wisconsin reforms.

Below is the Op-Ed that Governor Walker wrote that the New York Times chose not to run:

In nearly every state across America, Governors are facing major budget deficits. Many, Democrat and Republican alike, are cutting state aidto schools and other local governments- which will force massive layoffs, massive property tax increases or both.

In Wisconsin, we are doing something progressive in the best sense of the word. We are implementing reforms to protect middle class jobs and middle class taxpayers. While our idea may be a bold political move it is a very modest request of our employees.

We are reforming the bargaining system so our state and local governments can ask employees to contribute 5.8% for pension and 12.6% for health insurance premiums. These reforms will help them balance their budgets. In total, our reforms save local governments more than $700 million each year.

Most workers outside of government would love our proposal. Over the past several months, I have visited numerous factories and small businesses across Wisconsin. On these tours, workers tell me that they pay anywhere from 15% to 50% of their health insurance premium costs. The average middle class worker is paying more than 20% of his or her premium.

Even federal employees pay more than twice what we are asking state and local government workers to pay and most of them don't have collective bargaining for wages or benefits. These facts beg the question as to why the protesters are in Wisconsin and not in Washington, D.C. By nearly any measure, our requests are quite reasonable.

Beyond helping to balance current and future budgets, our reforms will improve the quality of our governments. No longer will hiring and firing be done solely based on seniority and union contracts. Instead, schools- as well as state and local governments- will be able to make decisions based on merit and performance.

This concept works well in Indiana. In 2005, Governor Mitch Daniels reformed collective bargaining. In turn, the government got more efficient, more effective and more accountable to the public. Governor Daniels even encouraged employees to come forward with ways to save taxpayer dollars and they responded. Eventually, the state was able to reward top performing employees. This is true reform- making government work for the people.

A recent columnist on these pages opined that "common problems deserve common solutions" suggesting that Republicans and Democrats work together. In principle, that is a good idea.

Since January 3'd, we passed some of the most aggressive economic development legislation in the country. And on nearly every measure, many Democrats joined with all ofthe Republicans and an Independent to vote in favor of the various pieces of legislation. The Wisconsin legislature recognized that we are growing, not Republican or Democratic jobs, but Wisconsin jobs. Together, we worked to show that Wisconsin is open for business.

But sometimes, bi-partisanship is not so good. During several ofthe past budgets, members of both political parties raided segregated funds, used questionable accounting principles and deferred tough decisions. This, along with the use of billions of dollars worth of one-time federal stimulus money for the budget two years ago, left Wisconsin with the current $3.6 billion deficit.

Our reforms allow us to take a new and better approach. Instead of avoiding the hard decisions and searching for short-term solutions, we make a commitment to the future. The choices we are making now in Wisconsin will make sure our children are not left picking up the pieces of the broken state budget left behind. Our reforms create the lowest structural deficit in recent history ensuring our budget is stable for decades to come. These changes will give businesses the confidence they need to grow and invest in our state.

We live in the greatest nation on earth because for more than 200 years we've had leaders who cared more about their children and grandchildren than themselves. Having the courage to make decisions in the best interest of the next generation- despite external pressures- is a concept that America has always admired, but is forgetting today. My hope is that Wisconsin will remind the nation what makes our country great.

• The fiscal reforms are working even before they've been implemented. More than 100 school districts out of 400 have entered contracts that gain many of the concessions the Governor called for and have already saved over $155 million.

• And they are making reforms that go beyond savings: o Palmyra: In addition to financial concessions, the district will have new flexibility

with staffing. "The elimination of contract language on seniority allows administrators more flexibility to staff the classrooms in their buildings," Schlender (School Superintendent) said.

o Menomenee Falls: Switching from WEA Trust to Humana will save the district $1.3 million per year. Teachers will contribute 8% to 15% of the premium. The second year of the new contract also includes merit pay language and language to guide layoffs away from seniority, Marty said. By requiring teachers to pay their share of the retirement plan as of July 1, the district saved another $1.5 million per year, he said

• Local governments and schools could save at least $724 million annually, or over $1.4 billion over the biennium.

• Recent examples also show why these reforms are so important. o Hartland: The teachers voted to switch insurance providers from WEA Trust to save

the district $700,000, but the executive committee of the union that "represents" the unions said no.

o Middleton-Cross Plains School District: The school board has spent $300,000 in the last year fighting a grievance filed by the teacher's union for a teacher that was fired after an investigation found he viewed pornography at school. It has been in arbitration for over a year.

MADISON, Wis. -As four game wardens awkwardly stood guard, protesters, scores deep, crushed into a corridor leading to the

governor's office here on Wednesday to protest some of the most far-reaching budget cutback proposals in the nation. Screams of

"Come out, come out, wherever you are!" echoed throughout the Capitol building.

Behind closed doors, Scott Walker, the Republican who has been Wisconsin's governor for about six weeks, calmly described his intent

to forge ahead with plans to cut benefits to public workers and to sharply curtail collective bargaining rights in the state. Yes, some

angry workers had surrounded his state car on Tuesday and started pounding on it. And yes, others had surrounded his home in

Wauwatosa. But Mr. Walker said he had no other options.

''I'm trying to balance a budget," he said.

For months, state and local officials around the country have unhappily tackled their budget problems by finding trims here and there,

apologetically resorting to layoffs, and searching for accounting moves to get through one more year.

Events in Wisconsin this week, though, are a sign of something new: No more apologies, no half-measures, no more

limping by until revenues return next year. Given the dire straits of states around the country, Mr. Walkeris likely to joined by

other. state leaders who are forced to take similarly dramatic steps, particularly on matters of state workers, pension and unions.

"I'm sure we're gong to hear more from other states where Republican governors are_ trying to heap the entire burden of the

financial crisis on public employees and public employees unions," said William B. Gould IV, a labor law professor at Stanford

University and former chairman of the National Labor Relations Board. "I think it's quite possible that ifthey're successful in doing

this a lot of other Republican governors will emulate this."

With both chambers of the State Legislature dominated by Republicans after November's election, Mr. Walker's notion had largely

drawn praise from those controlling the Legislature. Votes were expected later this week. Mr. Walker has said that he hopes to get the

plan approved by next week, when he is expected to propose a new budget for the coming years that will include more sharp cuts.

Here, workers said they were frightened of what the cuts would mean for their family budgets, particularly for some workers who were

already struggling. The changes call for them to pay 5.8 percent of their salary toward their pensions, much more than now, and at least

12.6 percent of their health care premiums, double their current contribution.

But workers also seemed worried about the broader, lasting impact of the proposed changes to the way public employee unions operate

in the state.

Aside from police and firefighters, raises for workers would be limited to the consumer price index, unless the public agreed to a higher

raise in a referendum. Most unions would have to hold annual elections to keep their organizations intact and would lose the ability to

have union dues deducted from s.tate paychecks -making it more difficult, some here say, for unions to survive.

Mr. Walker, who promised during the campaign to level the playing field of benefits for public workers and private workers, has said the

state's financial circumstances require the·changes.

MILWAUKEE (AP) --President Barack Obama says he's monitoring the tensions in Madison. That's where protesters are criticizing efforts to eliminate collective bargaining rights for state employees.

Republican Gov. Scott Walker is pushing the measure, which would also increase how much public workers pay for their pensions and health care. Thousands are protesting at the Capitol in Madison.

In an interview with WTMJ-TV, Obama says everyone has to make adjustments to new fiscal realities. He notes that he imposed a twoyear freeze on pay increases for federal workers, and says adjustments like that "are the right thing to do."

However, he says making it harder for public employees to collectively bargain "seems like more of an assault on unions."

Obama adds that public employees shouldn't be blamed for larger budget problems.

Scott has said no one should be surprised, that he was saying it all along.

I am writing to ask you to please re-consider your position regarding public employee unions in the budget repair bill. Work to diffuse the situation rather than continue to exacerbate it. Remove the collective bargaining issue from the budget repair bill and debate it separately.

I make this request in light of facts presented in AI Hunt's Bloomberg News article below, especially:

1- Most experts agree the real cause of the budgetary crisis on tlte state and local as well as the national level is tlte 2008 financial crisis. [not collective bargaining]

The power of collective bargaining, critics charge, is a cause of the states' fiscal situation. Yet some states such as Texas, which prohibits collective bargaining for public employees, have a far greater budget shortfall than Wisconsin. Most experts agree tlte real cause of tlte budgetary crisis on tlte state and local as well as tlte national level is the 2008 financial crisis.

Regardless, some Republican governors insist public-employee wages and benefits have to be brought in line with the private sector. A Bureau of Labor Statistics report in December found the average state-local government worker earns more than $40.10 an hour in salary and benefits, or almost 50 percent more than the $27.88 an hour earned by the average private worker.

Pay Differences

Upon closer examination, that's misleading, as government workers tend to be better educated; 60 percent of Wisconsin public employees have college degrees, and a report last year by the bipartisan Center for State and Local Government Excellence found that when factoring in education levels, state and local workers earned 11 percent to 12 percent less than comparable private workers. That was true in Wisconsin, too.

Still, with huge budget shortfalls primarily caused by the economic crisis, there's no dispute that teachers, nurses and cops have to make sacrifices. They complain, however, that governors in Wisconsin, New Jersey and Ohio, by taking any higher taxes off the table, aren't spreading the sacrifice. New Jersey's Christie vetoed a small tax increase for millionaires; the average teacher in his state makes $65,000 a year.

'Rubber Rooms'

Teachers' unions are the focus of the debate. Often they're their own worst enemies, not because of high salaries-- usually teachers aren't paid enough-- or lavish pensions, but because of rigid work rules that protect inept teachers and stifle innovation. New York City is still trying to phase out its "rubber rooms," where teachers accused of incompetence or misconduct receive full pay for months as they sit in a room awaiting adjudication.

Yet if America's school problem was simply attributable to unions, the education. expert Diane Ravitclt wrote recently in The New York Review of Books, why is it that Finland, with a widely praised education system, has heavily unionized teachers?

Madison- For several days, government union bosses have said that government workers would be willing to contribute to their pensions and pay a slightly larger portion of their healthcare premiums. The Governor's office today released a flier posted in the Capitol by the National Nurses United.

The flier says, "there can be no more concessions, period."

The organization wrote on its website that there should be no cuts in public sector pay, pensions or health benefits.

The flier was endorsed by local units of AFL-CIO, AFSCME, IBEW, and TAA-AFT.

Previously the Governor's office released other information on the union bosses saying one thing, and doing

another.

In Janesville, government workers are proposing a contract that includes 2 percent pay increases this year and for the next two years. The government would pay all of the workers' pension contributions and workers would only pay 8 percent toward their health insurance premiums.

In LaCrosse County government workers have agreed to a one-year contract with health and dental premiums at the same level as 2010. The agreement has the county covering the full pension payment of most government workers.

Government workers with the Milwaukee Area Technical College agreed to a new contract where the workers contribute nothing toward their pension. The College's attorney say the agreement means MATC would leave

$7.1 million on the table.

In Madison, government workers have proposed a contract that would allow them to continue to receive their current pension and health benefits for the next two years. Many government workers would receive a 3-percent pay raise.

In Racine government workers have agreed to a contract that includes pay raises.

In Sheboygan government workers agreed to a contract where nurses pay nothing toward their pensions.

Wisconsin Jumps 17 Spots Business Ranking Wisconsin Saw Greatest Improvement in Survey of CEOs

Madison-Today a ranking of the best and worst states for business was released by Chief Executive Magazine, which was based on a survey of more than 500 CEOs who considered a criteria ranging from taxation and regulation to workforce quality and living environment. This annual ranking shows that Wisconsin, who in 2010 was ranked the 41st best state to do business in, jumped more than any other state in the nation to the 24th best state in 2011.

"I am glad that our Open for Business message is resonating," said Governor Scott Walker. "From our special session to the budget, we are focused on helping our economy grow and letting the world know that Wisconsin welcomes job creators. Despite our progress, we still have a lot of work ahead of us to make sure our state's private sector can create 250,000 new jobs by 2015. Two of our most immediate needs are making sure the Department of Commerce's transition to a public-private partnership. goes well, and that Wisconsin is able to attract more venture capital."

According to Chief Executive Magazine:

Wisconsin and Louisiana posted the two biggest gains since 2010 ... By contrast, Illinois has dropped 40 places in five years and is now in a death spiral. Its bond ranking is 49th, ahead of only California. The state may play host to fugitive state senators from nearby Wisconsin and Indiana who avoid voting in their home legislatures, but businesses are heading for the exits. Doug Oberhelman, CEO of Peoria-based Caterpillar, is raising the specter of moving the heavy equipment maker out of Illinois. In a letter to Gov. Pat Quinn, he wrote, "The direction that this state is headed in is not favorable to business, and I'd like to work with you to change that. "

Business leaders graded the states on a variety of categories grouped under taxation and regulation, workforce quality and living environment. "Do not overtax business, " offered one CEO. "Make sure your tax scheme does not drive business to another state. Have a regulatory environment and regulators that encourage good business-not one that punishes businesses for minor infractions. "

Not surprisingly, states with punitive tax and regulatory regimes are punished with lower rankings, and this can offiet even positive scores on quality of living environment. While state incentives are always welcome, what CEOs often seek are areas with consistent policies and regulations that allow them to plan, as well as intangible factors such as a state's overall attitude toward business and the work ethic of its population.

New Jersey Gov. Chris Christie, who confronts one of the nation's worst pension underfunding problems, is using the prospect of insolvency to push for significant pension reductions. In his move to end public sector collective bargaining to get control of the state's budget, Wisconsin's Scott Walker made Chris Christie appear reasonable. Indiana Governor Mitch Daniels slowed state government payrolls to the point where Indiana has

the nation's fewest state employees per capita. In addition, while at least 35 states raised taxes during the recession, Indiana cut them.

These are some of the actions that encourage business leaders. As another CEO respondent remarked, "We need some political backbone to control spending, address out-of-control debts, and use common sense on environmental and other governmental regulations. Quit demonizing businesses. Who do they think provide real jobs?"

Madison-Today a ranking of the best and worst states for business was released by Chief Executive Magazine, which was based on a survey of more than 500 CEOs who considered a criteria ranging from taxation and regulation to workforce quality and living environment. This annual ranking shows that Wisconsin, who in 2010 was ranked the 41st best state to do business in, jumped more than any other state in the nation to the 241

"I am glad that our Open for Business message is resonating," said Governor Scott Walker. "From our special session to the budget, we are focused on helping our economy grow and letting the world know that Wisconsin welcomes job creators. Despite our progress, we still have a lot of work ahead of us to make sure our state's private sector can create 250,000 new jobs by 2015. Two of our most immediate needs are making sure the

Not surprisingly, states with punitive tax and regulatory regimes are punished with lower rankings, and this can offset even positive scores on quality of living environment. While state incentives are always welcome, what CEOs often seek are areas with consistent policies and regulations that allow them to plan, as well as intangible factors such as a state 's overall attitude toward business and the work ethic of its population.

New Jersey Gov. Chris Christie, who confronts one of the nation's worst pension underfunding problems, is using the prospect of insolvency to push for significant pension reductions. In his move to end public sector collective bargaining to get control of the state's budget, Wisconsin's Scott Walker made Chris Christie appear reasonable. Indiana Governor Mitch Daniels slowed state government payrolls to the point where Indiana has the nation's fewest state employees per capita. In addition, while at least 35 states raised taxes during the recession, Indiana cut them.

Pat Quinn, he wrote, "The direction that this state is headed in is not favorable to business, and I'd like to work with you to change that."

Corporal Justin David Ross will not be laid to rest for a few more weeks, because his will be buried at Arlington National Cemetery.

However, he will be having a memorial service here in Wisconsin on Monday, April 4th. I have attached an example of an executive order for another soldier who was not laid to rest on the same day as his memorial service.

The important thing to note about Cpl. Ross is that his DOD News Release was slightly incorrect. Correction: #1- Ross is a Corporal, not a Specialist (he was posthumously promoted) #2- He was assigned to the 428th Engineer Company, attached to the 863rd Engineer Battalion, Wausau, Wis.

With regards to the number of Executive Orders to bring to the Church for the family meeting: One mounted copy for his parents and two un-mounted copies (one for each of his brothers).

Funeral plans are pending until he returns to Wisconsin. The Casualty Assistance Officer informed me they don't expect to have a funeral service before the middle of next week. Funeral services will take place at First Assembly of God Church in Green Bay.
