Sustainable Services at Scale project is a multi country learning and research project initiated by the International Water and Sanitation Centre in the Netherlands and would among other things:

�Facilitate a shift away from one-off, stand alone, projects delivering new infrastructure towards integrated lasting water services�Support processes to increase learning and adaptive capacity of the water sector�Support processes towards greater harmonization and coordination of the water sector
BACKGROUND OF BASELINE STUDY
In order to address the functionality of rural water systems in the country, Triple-S has commissioned a baseline study to support the building of a participatory monitoring and evaluation system that adequately measures and reports on parameters/indicators for assessing water services in terms of

parameters/indicators for assessing water services in terms of sustainability and functionality.
It is expected that this data would inform investment decisions and remedial actions at all levels of government including the District Assembly

Constitution of data collection team:
1. The data collection was anchored on DWST/DWD for
sustainability

2. The team was drawn from EHSU,DCD,DWD
3. Other considerations in the constitution of the teams
were: availability of means of transport (motorbike),
good knowledge of the district, and ICT knowledge and
dexterity
4. In all, 3 teams consisting 2 enumerators each were
commissioned for the exercise

�Capacity: 20 lpcd for people using point sources / standpipes; 60
lpcd for people with household connections
�Crowding, based on the number of people per water point:

Borehole or standpipe spout ≤ 300; hand dug well ≤ 150
�Distance to water point: maximum distance ≤ 500 m
�Quality: GSB water quality standards
�Reliability: virtually uninterrupted water supply (at least 95% of the
time), year round.
