Schools out forever?Fiscal future in doubtCity Controller Alan Butkovitzraised questions yesterdayabout the district’s future fi-nancial viability in a letter tothe Philadelphia School Dis-trict’s new chief recovery offi-cer, Tom Knudsen.

The letter is part of an au-dit by Butkovitz of the dis-trict’s financial statements. Init, he asked whether the dis-trict had the authority tomake cuts necessary to closeits $61 million deficit andasked how it planned to ad-dress a $269 million “structur-al deficit” for next year thatcould grow larger.

“Because the conditionsraise serious concerns aboutthe district’s continued viabili-ty, it is imperative that theschool district explain to us, asquickly as possible, how theyplan to deal with the adverseeffects of the conditions weoutlined,” Butkovitz says inthe letter.

The district responded bysaying it will address all of thecontroller’s concerns and that

it does have the authority toimplement the gap-closingmeasures.

“It is important to notethat there has been no findingthat the district cannot contin-ue as a ‘going concern.’ Thedistrict continues to meetboth its debt service obliga-tions and payroll,” the dis-

trict’s statement reads.Knudsen was appointed

last week to help pare downthe district’s expenses. He willwork through June for$150,000.

The district has made morethan $460 million in reduc-tions since September, but hasbeen stymied by lower rev-

enue and less-than-expectedsavings from union contracts.The remaining options are allbleak, such as drastic cuts toschool police and the elimina-tion of spring sports and gift-ed programs.

Mentalhealthtraining forresidentsPHILADELPHIA. City officials to-day will announce a free, city-wide program to train munici-pal employees and residentsin mental health first aid.

“Mental Health First Aid”

originated in Australia andcame to the United States in2008. Philadelphia and Wash-ington, D.C., are the first ma-jor metropolitan cities in theU.S. to implement the pro-gram on a large scale, accord-ing to city health officials.

“Most people understandphysical first aid. If you getcut, almost everyone knowsyou put pressure on the cut tostop the bleeding,” said ArthurEvans, director of the city’sDepartment of Behavioral

Health and Intellectual Dis-ability Services. “Those kindsof things are widely under-stood in the community. Whatwe’re trying to do is a similarthing for mental health.”

Training starts with publicsafety employees on Friday. Forthose interested in being certi-fied as instructors, training willstart in February, and trainingfor the general public will startin June, Evans said. The train-ing will be free, paid for by agrant. METRO/SDL

City Council newbies set to beginToday’s first City Council ses-sion of 2012 will be marked byan infusion of new blood, withsix new members joining thefray and Councilman DarrellClarke taking the helm aspresident.

“This is the largest class offreshman councilmembers inanybody’s memory, so I thinkthey’ll bring energy and newideas to City Council,” said Za-ck Stalberg of political watch-dog Committee of Seventy.

But don’t expect the fresh-man members to have a bondlike 2008's class of Coun-cilmembers Maria QuinonesSanchez, Bill Green and CurtisJones Jr., who became so tightduring training sessions —which discuss ethics and leg-islative process — that they of-ten voted together to effectchange.

The three were all mem-bers of the same political par-

ty and were largely expectedto win, incoming CouncilmanDavid Oh pointed out. Thisyear's election was hotly con-tested and extremely close, so,in some cases, several hope-fuls for each seat were invitedto participate in the trainingclasses. “I think that tookaway from the opportunity fora group to coalesce,” Oh said.

But Councilmen KenyattaJohnson and Bobby Henon areoptimistic about working to-gether.

“Without question, there’s abond between the six of us whoare coming in,” Henon said.“But we have not forged anycommitments to vote as a bloc— we all have different districtswith different interests.”

“We will have to see,” John-son said. “We all have a work-ing relationship. A lot of uswent through the same cours-es that the former three mem-bers went through and I'mpretty sure when issues aregermane to the city, all of thedistricts will work together.”

FreshmanambitionsThough Henon is the onlycouncilmember who plansto introduce legislation to-day, all of the newcomershave agendas.

Henon said he will intro-duce some district-relatedzoning resolutions and aresolution to review thecity's information technolo-gy systems, which he saysare out of date.

Johnson plans to estab-lish two task forces: a‘Peace Not Guns’ task forceto reduce gun violencethrough a partnership be-tween family court, theschool district and the De-partment of Human Servic-es and a ‘Jobs and Career’task force.

Oh plans to prioritizejob creation, crime reduc-tion and sustainable educa-tional opportunities in hisfirst year, basing legislationon research and objectivedata. METRO

Pennsylvania ranks thirdamong U.S. states in the rate ofblack homicide victims, accord-ing to an analysis released todayby the Violence Policy Center.

The report analyzes FBI datafrom 2009, the most recent da-ta available. In Pennsylvania,there were 28.3 black homicidevictims per 100,000 people. Theonly states with higher rateswere Missouri at 34.72 andMichigan with a rate of 30.21.

In 2008, Pennsylvaniaranked second on the list witha rate of 31.05.

“Every year, nearly 1,200Pennsylvanians lose their livesto gun violence. Almost half ofthose deaths are murders,” MaxNacheman, executive directorof CeaseFirePA, said in a newsrelease. “We know that manyof those murders are commit-ted by someone using an illegalgun. This study by the VPC onlygives greater depth to those ter-rible statistics, uncovering evi-dence to show that entire com-munities are being devastatedby gun violence.”

President Barack Obama’s State ofthe Union speech on Tuesdaywas, as many have pointed out,full of bombastic campaign rheto-ric — which makes total sense, asthat’s pretty much the point. Oba-ma did say a lot of stuff worthy ofsupport: Talk of tax reform andeducation investment is a step inthe right direction. Of course, anyinitiative more ambitious than aroutine debt limit authorizationmay have significant trouble get-ting through Congress, but it’snice to pretend. Speaking of pre-tend, we fact check the president:

Military analogy. Obamabookends his policy propos-als and congressionalcritiques with a glorificationof American military efficien-cy. Praising advancement inthe U.S. war on terror, Obamalauds the “courage, selfless-ness, and teamwork of Ameri-ca’s armed forces,” sayingcivilians could benefit “if wefollowed their example.”Reality: U.S. citizens are notmembers of an elite fightingunit. Cooperation is nice, but it’sinsane to project our rigid, hierarchical military structureonto a democracy where every-one has a right to individuality.Obama also overstates gains inAfghanistan and Iraq, where his-toric sectarian divisions threat-en to put the lie to trillions inwasteful military expenditures.

Financial industry. The pres-ident claims to have put “inplace new rules to hold WallStreet accountable, so a crisislike that never happens

again.” And later says he “willnot go back to the days whenWall Street was allowed toplay by its own set of rules.”Reality: Legislators have notgone nearly far enough to en-sure that we don’t suffer anoth-er financial crisis down the line.This shouldn’t be terriblysurprising due to a deadly pairof conditions: the disinclinationamong most politicians to up-set the apple cart and legislateagainst the interests of theirWall Street donors; and,perhaps more inflammatory, theirrational trust bestowed uponfinancial industry veterans —who, under Obama as under pre-vious presi dents, hold high advi-sory roles allowing them to ma-nipulate reform law. (The much-

bally hooed Dodd-Frank legisla-tion naturally ignores the struc-tural causes of 2008’s collapse.)

Deficit reduction. “When itcomes to the deficit, we’ve al-ready agreed to more than $2 trillion in cuts and savings.But we need to do more.”Reality: Contrary to the Tea Party push to “cut, cut, cut”,most influential economistsagree that spending is the surepath toward growth. The presi-dent weakens his ability to fixthe economy when he repeatsthe unfactual rhetoric of theright. Think of governmentspending as a student loan forthe betterment of America’s future: Students must take ondebt to increase their earningpotential; later, after puttingloan monies to good use, theywill be in a position to paydown that debt. Governmentneeds to provide more stimulusto create jobs and prosperity.Once that is achieved, we cansafely deal with the debt issue.

He remembers each securi-ty guard’s name. He stops inthe Sixers’ locker room to sayhello to all his old friends.

Last weekend, Green ar-rived in town with his newteam, the Atlanta Hawks. TheSixers dismantled the Hawks,90-76, though Green was solidwith 14 points on 6-of-7 shoot-

ing, including a pair of three-pointers.

Green signed with theHawks as a free agent on Dec.22. He played his first sevenseasons with the Sixers beforebeing traded (Sept. 23, 2010)to New Orleans, along with Ja-son Smith, for Craig Brackinsand Darius Songaila.

“It’s been a couple yearsnow since I left, and I still en-joy coming back to see all thefriendly faces here,” said

Green, who was drafted No. 41overall in the 2003 NBA draftby the Seattle SuperSonics. “Ihad a lot of good memorieshere in Philadelphia. I was for-tunate to have that dream ofplaying in the NBA and I’mstill lucky to still be living thatdream.”

The Hawks are a team onthe rise. Entering last night’saction, Atlanta (13-5) held theNo. 2 seed in the Eastern Con-ference. But so are the Sixers,

something Green anticipated.“I saw it coming, especially

after last season,” Green said.“It’s a credit to the coachingstaff. It’s a credit to the playersworking hard to build on whatthey did last season. This isnot an easy place to come inand get a win right now. Ithink this team has a tremen-dous upside.”

Green is averaging 6.4 points per game this season.
