INTRODUCTION
In 2007, NOYS developed and implemented the now annual National Youth Traffic Safety
Month® (NYTSM) campaign that is held each May. NYTSM was formed in partnership with
the National Highway Traffic Safety Administration (NHTSA) to support the United Nations
2007 Global Road Safety Week. The purpose of NYTSM is to have a one-month focal point
each year during which time young people can shine a light on the work that they have
done throughout the year to improve roadway safety. By concentrating this focus in the
same month nationally, it has also allowed these programs to get greater media and
community attention. May was also selected because it marks the beginning of summer,
the deadliest time on the road for teens, and provided another opportunity to emphasize
safe summer driving. Youth groups (often chapters of NOYS Coalition member
organizations) have also often used this month-long campaign to showcase new programs
to address traffic safety. NOYS and its coalition members have supported these efforts by
providing “toolkits” and other resources to these youth groups, and also scheduling
national events to draw attention to the youth safety programs.
Due to the interest from numerous international regions in the NYTSM Campaign, the NOYS
Coalition announced the expansion of National Youth Traffic Safety Month to the global
market renaming the program Global Youth Traffic Safety Month™ in May 2011. This
expansion complements the Decade of Action supporting international traffic safety
organizations and advocates who can now officially become partners of the Global Youth
Traffic Safety Month campaign. This plan was developed to grow the 2012 Global Youth
Traffic Safety Month campaign through the expansion of GYTSM, an international network
of youth-based safety programs. NOYS has accomplished this expansion to include
countries in North America, South America, Africa, and Asia.
2012 Global Youth Traffic Safety Month has been the most successful year for the
campaign. NOYS reached more schools, established more partnerships, and provided more
programs than all other years to spread awareness for the importance of youth traffic
safety and as a result decrease crashes, fatalities, and injuries.
NOYS could not have accomplished these tremendous efforts without the relationships
built within the Coalition and the large network of partnerships on the individual, local,
state, national, and international level. NOYS would like to thank all if its members,
partners, youth, and traffic safety advocates for helping to make 2012 Global Youth Traffic
Safety Month successful!

2012 GLOBAL YOUTH TRAFFIC SAFETY MONTH THEME
ACT OUT LOUD FOR THE SAFEST SUMMER EVER
Summer 2010 was the deadliest season for U.S. youth with July as the most devastating
month where we lost 364 youth ages 15-20 in traffic crashes. In 2010, eight of the top ten
deadliest days for youth on our highways occurred between the months of May through
September. These statistics are devastating. Teen motor vehicle crashes are an epidemic
that needs to be addressed and youth activism is a large part of the solution.
To encourage youth to gather together and encourage their peers to be safe on the roads
this summer, NOYS developed a campaign theme called Act Out Loud for the Safest
Summer Ever. The theme encompasses a positive message for all youth traffic safety issues
and concerns. NOYS created the positive message theme to motivate youth that to have a
fun summer, they need to have a safe and crash-free summer.
Summer Teen Driving Statistics:
1. Teen motor vehicle crashes are the leading cause of death for teens.
2. On average, 11 teens die each day on the roads.
3. According to the most recent data, over 1,000 youth were killed on our nation's
highway during the summer of 2010.
4. During the summer of 2010 we lost an average of 45 youth every weekend in motor
vehicle crashes.
5. Summer 2010 was the deadliest season for U.S. youth with July as the most
devastating month where we lost 364 youth ages 15-20 in traffic crashes.
6. In 2010, eight of the top ten deadliest days for youth on our highways occurred
between the months of May through September.
7. In 2010, August was the deadliest month for youth who were passengers on the
roads.

2012 ACT OUT LOUD CONTEST
Car crashes are the no. 1 cause of death and injuries for teens in the United States. Teens are called to help change those statistics by ACTING OUT LOUD for stronger teen driving laws. The fifth annual Act Out Loud® contest is a teen traffic safety competition that gives high school teens the opportunity to spread awareness, help change behavior, and work to decrease traffic fatalities and injuries through peer-led youth traffic safety activities and compete for prizes totaling more than $90,000. This contest is made possible through the generous support of The Allstate Foundation. The 2012 Act Out Loud contest was divided into three rounds that teams had the chance to compete in:
1. Round 1: SAFE-TEE Shirt Design Contest 2. Round 2: Creative Sign Contest 3. Round 3: Facebook Yearbook Application
Teams that entered the contest participated in three different activities that focused on stronger teen driver safety laws. After teams completed the first two activities, they received a free toolkit to promote the final activity and National Youth Traffic Safety Month®. Teams that completed all three activities were eligible for the $10,000 grand prize.
A special thanks to The Allstate Foundation
for making this contest possible.

ACT OUT LOUD SUPERSTAR SPOKESPERSON TV star and singer Victoria Justice encouraged teens to Act Out Loud for stronger teen driving laws by being the national spokesperson for the Act Out Loud Contest. Justice asked teens to visit Facebook.com/ActOutLoud to create an Act Out Loud Yearbook. Teens created an Act Out Loud Yearbook and shared a message that they intend to drive safe, encouraging their friends’ do the same. In addition, they had the opportunity to do more by writing their U.S. Congressional Representatives and voice their support for stronger teen driver safety laws. “On average, 11 teens die every day in car crashes – and that’s far too many,” said Victoria Justice. “As a teen myself, I want to make sure my friends and I come home safely each and every day. Working together, we can make an impact and help stop this deadly epidemic.” Research shows that stronger teen driving laws can save about 2,000 lives each year.
“The coolest part about my job is that I
can help spread the word about positive
messages and honestly help try and make
a difference. It’s pretty incredible.”

The Lake City High School BPA chapter participated in each phase of the contest. For the Safe-Tee shirt design phase in Coeur d’ Alene, ID of the contest, students created more than 600 entries. The one design that was selected and entered into the Act Out Loud contest finished among the contest’s top 25 designs. For the Creative Sign phase, they created a banner with a list of Idaho passenger restrictions to help raise awareness of these laws. For the Facebook Yearbook application, they rallied the whole school to get involved and used this online platform to pledge to be safe drivers this summer, which are some of the deadliest for teens on the road. As the grand prize winner, Lake City High School was awarded $10,000, a private concert from rising music artist Skyler, and a taped broadcast from their school that aired on Channel One News which was seen by nearly six million young people in middle schools and high schools across the country. “The teens made it happen and it was a full school effort. Administration, faculty, and the students all had a major part in creating activities that the whole school could participate in,” said Dan Armstrong, advisor for the Business Professionals of American chapter at Lake City High School. “In the end, the teens and everyone at our school will be safer better drivers on the road because of the Act Out Loud program.”

ACT OUT LOUD FOR THE SAFEST SUMMER EVER SCHOOL RALLIES
To encourage youth to gather together and encourage their peers to be safe on the roads
this summer, NOYS developed a program called Act Out Loud for the Safest Summer Ever
school rally program, with the support of Bridgestone.
The program invited seven high school teams to host youth-led teen driver safety rallies on
May 8, 2012 that included activities to encourage peers to have the safest summer ever in
support of Global Youth Traffic Safety Month. The biggest call-to-action included a pledge
activity with youth signing pledge links. Each link represented a student’s pledge and
commitment to promote safe teen driving. Teams creatively displayed the links to create
long chains that were wrapped around classrooms, schools, or community structures. Each
team received $500 and a Safest Summer Ever Toolkit to assist them in creating additional
activities to get their peers to attend, participate, and engage in the safe teen driving
message. The seven schools that were chosen to particpate in the program inlcuded the

Project Yellow Light
Sixteen percent of all drivers younger than twenty involved in fatal crashes are reported to have been distracted while driving, according to National Highway Traffic Safety Administration (NHTSA). To motivate, educate, and encourage teens to drive safely, the National Organizations for Youth Safety (NOYS) and the Ad Council launched a nationwide scholarship program and video contest on behalf of Project Yellow Light. The contest announcement was made at the 2011 NOYS National Teen Distracted Driving Summit held in Washington, D.C. Project Yellow Light was established in 2007 in memory of Hunter Garner, teenage son of Julie Garner of The Martin Agency, who was killed in a car crash that year. As a result Project Yellow Light was developed to encourage teens to be safe when first taking on the road. For the past three years, the Project Yellow Light video contest and scholarship were only open to seniors at Hunter’s high school, Riverbend High School in Richmond, Virginia. In an effort to help curb distracted driving behaviors by teenagers nationally, the contest is now open to all high school seniors. Over 400 hundred high school students submitted videos that conveyed the importance of teens developing and embracing safe driving habits, and focused on anti-texting while driving messaging. NOYS, the Ad Council, Project Yellow Light and The Martin Agency judged the submitted videos and chose three winners. The first place winner received a scholarship in the amount of $2,000. The second-place winner received $500 and the third-place winner received $200.
A special thanks to The Ad Council and the Martin Agency for making this contest possible.

This scholarship provides awards for U.S. high school students who are currently high school Juniors or Seniors and planning to attend a two-year or four-year college or university and continue their efforts to address traffic safety. Three scholarships are awarded: Two (2) $1,000 scholarships, and one (1) $500 scholarship.
$1,000 SCHOLARSHIP WINNERS Elliot Johnson, SD Elliot, a junior in high school, is currently one of the 20 teens who served on the 2010/2011 NOYS Youth Distracted Driving Prevention Leadership Team. He has travelled to Washington, DC to advocate for teen traffic safety. Elliot testified for the STANDUP Act in May of 2011, was a youth panelist for Capitol Hill’s “Healthy America” briefing in October of 2011, and interned for Advocates for Highway and Auto Safety in the summer of 2011. He has given numerous presentations on teen traffic safety and attended many summits on this issue. Elliot has plans to attend Luther College in Decorah, Iowa majoring in Political Science and has hopes to one day be a lobbyist for a government program in Washington DC pursuing his passion for teen traffic safety. With the amount of experience, time and effort he has given to teen traffic safety, he feels very confident in the path he will take in his future. Hannah Walters, GA Hannah, a junior in high school, has written a children’s book, Safety With Bee A Buckler. This hard back, full color book teaches kids to wear their seatbelts, not to speed, not to text and drive, to wear a life jacket, and to pay attention at railroad crossings. She has read this book to over 4,500 kids in her community. At the numerous events she has attended in the community, she has had her brother dressed as the Bee A Buckler mascot. Additionally, she has provided stickers and coloring sheets for the children. She also served as the chair of her high school's National Youth Traffic Safety Month Act Out Loud team. Their Act Out Loud teamplaced in the top 25 for the first two stages and tied for first place in the second stage. Upon graduation from high school, Hannah would like to attend UGA majoring in journalism. From there she would like to attend Harvard Law School or Georgetown. Her future goals from there are to hold public office and one day be president of the United States of America.
22
$500 SCHOLARSHIP WINNER Jessica Holland, NC Jessica, a senior in high school, has had personal experience with the impact of a distracted driving crash. Luckily there were no injuries. From this experience she was inspired to write her Senior English Project research paper on distracted driving. This project required her to include 15 hours with a mentor. She attended an eight hour safe driving class and worked with a mentor who works for the Safety and Health Council. There she worked on a Public Service Announcement about Distracted Driving for her Senior Project product. Currently she has formed a group of classmates to compete in the National Youth Traffic Safety Month Act Out Loud contest representing her school. She has also joined the Casey Feldman network and spoke with an attorney who visited her school and spoke about safe driving habits. She uses her distracted driving crash experience to bring attention to distracted driving risks to her friends and classmates. Jessica has been a hospital volunteer for the past four summers and is currently an Operating Room Intern two hours a day for school credit in an internship. She has taken two classes in Health Occupations and performed over 100 hours of clinical experience in order to get her Certified Nursing Assistant credentials. She will be entering East Carolina University in the Fall where she aspires to become a Surgical Physician’s Assistant. She is also considering a Business and Marketing degree in order to be accepted into medical school. This degree would also give her the opportunity to continue educating the public about distracted driving. The National Organizations for Youth Safety Traffic Safety Leaders 2012 College Scholarship is sponsored by the Centers for Disease Control. CDC′s Mission is to collaborate to create the expertise, information, and tools that people and communities need to protect their health –

Youth Choice Awards
National Organizations for Youth Safety (NOYS) youth presented the annual NOYS Youth Choice Awards as part of the 2012 Global Youth Traffic Safety Month. These awards honor non-profits, business and industry leaders, and legislative leaders who have done great work in the area of youth traffic safety. The NOYS Youth Choice Awards were presented at the Global Youth Traffic Safety Month press event in May. Non-profits, business and industry leaders, and legislative leaders may nominate themselves or be nominated by another individual or organization. The NOYS youth selected from the nominees award winners who they felt have made an outstanding national effort to address teen traffic safety in the United States. This year NOYS honored the following:
Government Leaders: Senator Jay Rockefeller IV Senator Jay Rockefeller, from West Virginia recognized by teens for supporting teen traffic safety as the Chairman of the Senate Committee on Commerce, Science and Transportation for supporting stronger teen traffic safety laws. In March of this year Senator Rockefeller led the bipartisan reauthorization of the nation’s federal surface transportation programs. He stated, “This Senate surface transportation reauthorization will help create a long-term roadmap for our surface transportation system. The major surface transportation, safety, and freight provisions of this legislation will improve and establish National Highway Traffic Safety Administration (NHTSA) grant programs to address long-standing and emerging driving issues, such as distracted and teenage driving; enhance NHTSA’s enforcement authority and transparency; mandate lifesaving new child safety standards; and strengthen the agency’s expertise in advanced technologies." For his leadership on this committee NOYS is proud to honor Senator Rockefeller and thank him for his leadership.
32
Senator Kirsten Gillibrand Senator Kirsten Gillibrand, from New York was recognized by teens for supporting teen traffic safety. Senator Gillibrand championed the idea that every teen in every state should be protected by strong GDL laws that save lives. The legislation would set national standards for states to implement Graduated Drivers License (GDL) programs that prepare teens to be safer, more responsible drivers. “I have two young boys at home, and like any parent, their safety and well-being means everything to me,” Senator Gillibrand said. “As parents, we know that the day will come when each of our children will get behind the wheel of a car. As a parent and as a lawmaker, I want to make sure we take every reasonable safety precaution to ensure that our teen drivers are safe and well-prepared for the serious responsibility that comes with getting a license. The nation should follow New York’s lead and establish strong minimum requirements for graduated driver’s licenses in all 50 states. For her leadership on teen traffic safety, NOYS is proud to honor Senator Gillibrand and thank her for her leadership.
U.S. Department of Transportation Secretary Ray LaHood Secretary Ray LaHood is recognized by teens for his efforts to address teen traffic safety. Secretary LaHood has taken the lead to bring recognition to distracted driving risks and has included youth along each step of this campaign. As the Secretary of Transportation, Secretary LaHood oversees projects that have directly empowered youth to get involved in the movement to prevent distracted driving and support safe teen driving education efforts. At the first Distracted Driving Summit, a panel addressed the special risks of novice drivers and hosted youth speaking on the issue. At the second summit NOYS youth were invited to attend and participate with the adult leaders on the issue. The NOYS youth have been encouraged to have leadership that is genuinely interested in what they have to say and think. His leadership has inspired youth step up and make NOYS for youth traffic safety. Today's young drivers are tomorrow's employees and leaders. His leadership is recognized by youth and for this NOYS is proud to honor Secretary LaHood and thank him for his leadership.
33
Business and Industry Leaders:
AT&T NOYS is honored to recognize the AT&T Corporation for taking leadership in addressing and supporting youth efforts to prevent texting while driving. AT&T has shown corporate leadership like no other mobile phone company in giving of its resources to help youth leaders tackle texting while driving. As a mobile phone company, AT&T has done a remarkable job of balancing innovation and safety. AT&T has shown their commitment to preventing texting while driving by developing and producing "The Last Text" one of the best videos on the issue that has been widely used by youth and youth programs, producing thought provoking public service announcements, and supporting youth leaders to address this teen driver risk in their local communities. In 2011 AT&T supported youth to convene for the first national summit that focused solely on teen distracted driving. Through their support these youth have now led efforts in their home states reaching thousands of youth. In addition to their financial and staff support, AT&T developed an app called DriveMode for phones that helps prevent distracted driving and made this a free resource for AT&T customers. But AT&T doesn't stop there, it continues to take the lead in supporting leadership, technology, and resources to prevent texting while driving. Their financial support and commitment is foundational in youth-led efforts around the nation on this issue, but the passion and commitment of the company's employees and leadership speak loudly that as a corporation they care and are willing to support youth to be empowered to be the leaders through peer-to-peer education in helping this generation of young drivers focus on the road. For the leadership and support of AT&T to empower and educate youth, NOYS is honored to recognize AT&T with a Global Youth Traffic Safety Month Youth Choice Award.

The Allstate Foundation NOYS is honored to recognize The Allstate Foundation for their leadership in addressing
youth traffic safety. The Allstate Foundation has been key in supporting youth traffic safety efforts through National Youth Traffic Safety Month. Six years ago when NOYS youth first dreamed of building a national awareness campaign to support the United Nations Global Road Safety Week, The Allstate Foundation was the first corporation to support these youth efforts and provided funding to build what has now become a global campaign. Through the support of The Allstate Foundation, NOYS member organizations have built and garnered over one million youth to participate in youth-developed and youth-led teen traffic safety projects all around the country. NOYS youth appreciate The Allstate Foundation for their commitment to empowering youth to be part of the solution to teen traffic crashes. The support provided to the NOYS coalition and its youth members has engaged thought, education, and action. Youth have shared that they now want to pursue careers in traffic safety because of their involvement in projects that were made possible through the financial support of The Allstate Foundation. Through support from The Allstate Foundation last year youth took a stand and acted out loud for safe teen driver laws, became advocates for an issue that impacts them and their peers, and traveled to Washington, DC to become part of youth leaders taking teen traffic safety back to their home states. One youth who nominated The Allstate Foundation for this award stated, "As a youth who has participated in programs supported by The Allstate Foundation, I know firsthand how important their efforts have been. They have helped change lives of youth and prevent the loss of lives of youth in the future." Without the support of The Allstate Foundation, Global Youth Traffic Safety Month would not be where it is today and the NOYS coalition is very honored to recognize The Allstate Foundation with a 2012 Global Youth Traffic Safety Month Youth Choice Award.
