PLACEMENT TEST 3. NAT and NCAE: Remindersbefore Testing Day1. The
SDS and DTC should strictly enforce that the test materials are
distributed a daybefore the examination date to far schools and
early in the morning in nearbyschools.2. Assignment of Testing
Staff shall be done by the SDS.a. Teachers coming from private
schools will be assigned in public schools asroom examiners; while
those from public schools will be assigned in theprivate schools.b.
In case the private school teachers are not enough to be assigned
in publicschools, public school teachers may be assigned but coming
from otherdistricts.c. An exemption rules out when a lone school is
found in the hinterlands inwhich case teachers from nearby
elementary school will serve as theexaminers.d. Room Supervisors
are teachers coming from another school other than thoseschools
where room examiners will be assigned.e. School Testing
Coordinators will stay in their respective schoolsf. The Principal
or the School Head of the School will serve as the ChiefExaminer.g.
Teachers from two or more small size private high schools are
examiners in abig high school. Contrastingly, the teachers from a
big high school can beassigned in the said small size high
schools.h. In merging of small size private schools, assign a
Master Teacher from publicschools as the Chief Examiner. 3 4. NCAE

Inform the examinees to bring pencils (lead #2) on exam day.2)
Inform the fourth year students taking the NAT and third
yearstudents taking the NCAE to bring snacks/lunch on exam
day.Testing is more than 5 hours. Nobody is allowed to leave the
testingroom/center on exam day.3) Inform all schools that list of
examinees must be alphabeticallyarranged in the whole school. Males
first then the females.4) Private schools without permit to operate
are excluded from TestAdministration.5) The following are exempted
from taking the NAT: Grade VII, classesof Behavioral Programs , the
Hearing Impaired and MentalRetardates, the Home Study Programs,
newly-enrolled foreignstudents, irregular students with back
subjects, American StandardCurriculum and students in night
classes.4 5. NCAE and NAT: Remindersbefore Testing Day6)
Visually-impaired students are exempted to take the NCAE due to
non-availability of Braille Form.7) In case there are five or less
examinees in excess, they can be integratedin the last five rooms,
each accommodating an examinee.8) Examinees from small-size private
schools can be merged and tested inone testing center in a city or
in a municipality.9) Examiners Handbook shall be packed inside the
ETRE. Use the softcopy of the Examiners Handbook in the
orientation.10) Notes on the orientation at the Division Level:-
This is primarily aimed to orient all the testing staff in the
NATadministration.- But due to budgetary constraints only one per
school is authorized toattend; authorizing either the School Head
or the School TestingCoordinator (STC).- Hence, a mechanism should
be devised so that all testing staff areproperly oriented.- One of
which is orienting all the teaching force by the School Head/STCto
be ready once assigned in a particular testing center.5 6. NAT and

returned to the DTC;3. Assigns a room where all Room Examiners can

RetrievalA. Test Materials for Retrieval by NETRC All Test Booklets
packed in original boxes for TestBooklets; All used Answer Sheets
in ETREs together with Forms 1and 2 and Form 7; All unused Answer
Sheets in CETREs together withForms 3 and 4 and School Headers
packed in originalboxes for Answer Sheets; and Forms 5 and 6
submitted to DTCs for proper placementNote: Dont mix-up test
booklets with answer sheets. Twoseparate warehouses are used by the

Instruction for Filling Out theSchool Header The data to be filled
in are all pertaining to the current or presentschool year.
Participation rate will not be filled out. The following variables
are grade/year level concerns:- Total Enrolment as of July/August-
Total Registrants (enrolment as of March)- Actual examinees (as of
examination day)- Conduct of SPED classes- Conduct of remedial
reading classes- Number of shifts per day- Extent NAT results are
utilized- Pupil/students-textbook ratio The number of teachers and
pupils/students-textbook ratios will takeinto account national
funding. Use the same school ID as prescribed by BEIS.45 46.
Filling Out the School Header (SH) The data have to be prepared by
the STC days ahead before exam day using replicas. LeadPENCIL only,
no ballpen. The data from the replica have to be transcribed in the
scannable School Header using a PENCIL(lead# 2) during examination
day. Take note of the labels of each variable intended either
grade/year level or school concerns:- Take note that the variables
are labeled either as grade/year levelor school concern- There are
variables specific only for private schools (GASTPE) and for the
publicschools only (CFSS, etc.) GASTPE Grantees (For private
schools only) specified by year levels- Take note of the bubbles
for EVS and ECS.- Take note if there are GASTPE Grantees in Grade

309 40 0 48. Guidelines in the Preparation ofEnrolment Data1. Two
sets of enrolment data should be prepared:- Elementary level
covering Grades 3 and 6- Secondary level covering Year 42. The
enrolment data should be based on July 30, 2011 and beyond as
bases;3. Use the Prescribed Standard Format in Excel. Enrolment
data in other format(Word, PDF, JPEG file) will be returned to the
DTC;4. Consider only the total enrolment per school. Dont provide
sub-totals for eachprogram in a certain school and NO gender
segregation;5. Group schools by municipality and not in
alphabetical order as to listing of schools;6. Legislative district
is considered and not school district;7. Lone congressional
district is the only one in the province, while first district is
apart of a large province having more than one constituency;8.
Private schools are not included in Grade 3 NAT except for the
Private MADARISelementary schools;9. Enrolment data must be in 2
CDs one for the elementary level Grades 3 and 6 andanother one for
Year 4 of secondary level. The two CDs should be in
duplicatecopies: one for the printer of scannable answer sheets;
another one for the printerof test booklets; and10. Enrolment data
sent thru e-mail and fax will not be accepted. 48 49. Guidelines on
the Use of SchoolIDs1. BEIS and NETRC are using similar school IDs
bothrecognized by the Department;2. New schools without school IDs
are given temporaryones by the NETRC and no other sources to
avoidduplication and to facilitate allocation of testmaterials;3.
The issued temporary school IDs by NETRC will be usedpermanent for
future test administration until suchtime when DepED issues another
one;4. In case the school IDs differ from the School Headerfollow
the one indicated in the School Header; and5. Check the correctness

take the NAT Regular on the first daywhile the MTB-MLE-NATwill be
taken the following day. An NETRC representative shall be assigned
to supervise thetest administration.3. Before the test
administration of the NAT-Regular, the Division Testing Coordinator
(DTC)should instruct the Chief Examiner/School Testing Coordinator
that: a) the ETRE of theconcerned examinees (with MTB-MLE) should
be marked in red pilot pen MTB-MLE; and b)Form 2 should be
duplicated.NETRC Representative mustcoordinate with DTC regarding
thematter.4. Each examinee is provided with a Scannable Answer
Sheet.5. The test booklet is reusable with acolor-coded cover by
Mother Tongue.6. The boxed information/statements in the Examiners
Handbook for the MTB-MLE-NAT wastranslated into Mother Tonguesto be
read verbatim to the examinees. 67. MTB MLE Guidelines677. There
are specific variables indicated in the Scannable AS for
MTB-MLE-NAT. These are: Examinee Number on the NAT Regular Mother
Tongue Used8. To facilitate the data processing both scannable AS (
NAT Regular and MTB-MLE) will bemarked with MTB-MLE for easy
matching of ETRE prior to data processing. In this regardproper
shading of the Examinee No. in the MTB-MLE should be closely
supervised.9. During the NAT-Regular administration, the Chief
Examiner should properly label the ETRESof those who will also take
the MTB-MLE and place them on their respective boxes. A sampleETRE
marked with MTB-MLE AS for the regular NAT is provided.10. The
generic forms of the NAT (Forms 1,2,3,4, and 7) shall likewise be
used in theadministration of the MTB-MLE-NAT.11. The filled out
Form 2 in NAT Regular shall be in duplicate copies during the
testadministration. The original copy shall be packed with the test
materials for the NAT-Regular while the second copy shall be
utilized in the MTB-MLE NAT administration asreference of each
examinee and should be placed inside the ETRE for the MTB-MLE.12.
For the NETRC staff assigned for these dual tasks, he/she should be
fully aware of thecrucial responsibility in identifying, sorting
and packing ofanswer sheets of the MTB-MLE inthe ETRES. It is
suggested that a notewith MTB-MLE Answer Sheets shall be written in
bold(pentel pen) on the upper right hand corner of ETRE for ease in
locating and pairing the twoscannable answer sheets; NAT Regular
and MTB-MLE-NAT. Take note of the sampleETRE marked with MTB-MLE AS
for the Regular NAT. 68. MTB MLEAdditional Guidelines1. During the
exam day for the MTB-MLE the School Head willprovide the duplicate
copy of the filled out Form 2 (Seat Plan) ofthe NAT-Regular.This
will be given to the RE of the MTB-MLE-NAT. Both test resultswill
be matched for correlational study.2. The MTB-MLE-NAT examiners
will take the test simultaneously onMarch 5 after the NAT Regular
administration.3. An NETRC Representative will be assigned to
deliver and retrievethe MTB-MLE Test Materials with the Division
Office as theDistribution Center.4. Each School Head will get the
TMs from the NETRCRepresentative a day before the exam day and will
