The City of La MarqueCity of La Marque, is also located in the south central portion of Galveston County and is bounded on the north and east by Texas City, south by Bayou Vista and Hitchcock, and west by unincorporated Galveston County. La Marque’s history extends back to the days of the Republic of Texas. Located along the banks of Highland Bayou, the largely rural town was settled and named Highlands. During the Civil War, soldiers stopped on route between Galveston and Houston to purchase buttermilk, earning Highlands the nickname ‘Buttermilk Station.’ During the 1890s it was learned that another community existed with the same name. Postmistress Madam St. Ambrose renamed the town La Marque, a French term for “the mark.” Neighboring Texas City is largely responsible for La Marque’s incorporation. Home to employees of many area plants, Texas City Commissioners voted to annex La Marque into its City limits. Residents rallied to become masters of their own fate and in 1953 successfully voted to incorporate the community independent of its neighboring

city. A strong relationship is maintained by the two cities, however, as evidenced by the estab-lishment of a partnership in the Texas Enterprise Zone Program. Both La Marque and Texas City offer economic incen-tives to new and expanding businesses as they focus on future growth. La Marque is home to Gulf Greyhound Park, touted as the world’s largest greyhound race track, Highland Bayou Park which features more than 230 acres of recreational areas, and

Mahan Park. The City is also home to Kay Bailey Hutchin-son, the first woman to serve as a United States Senator from Texas. Texas City and La Marque have quick and easy access to a host of general and specialized health care facilities. Mainland Medical Center licensed for 220 beds, is a full service hospital. The greatest concentration of hospitals and medical personnel is located within the Galveston Island's medical complex. The complex includes the University of Texas Medical Branch (UTMB) with seven hospitals and 85 outpatient clinics, the UTMB-affiliated Shriners Burn Institute with one of the nation's few skin banks. A total of 1,252 beds are housed within the city of Galveston alone. As of 2000, the Galveston County Medi-cal Association has 1100 members, including interns, residents, and doctors. The educational system centers around four college-level institutions: The University of Texas Medical Branch at Galveston, College of the Mainland at Texas City, Galveston Community College at Galveston, and the Texas A & M Marine Institute at Galveston. The City of Texas City City of Texas City is located in central Galveston and Chambers Counties within the waters of Galveston Bay. Gen-erally bounded on the north by the City of Dickinson and un-incorporated areas of Galveston County, on the south by the City of La Marque, east by Galveston Bay, and west by Santa Fe, Texas City wraps the City limits of La Marque and Dickin-son. The City’s roots date back to the days of the Karankawa Indians and pirates Jean Lafitte and Jim Campbell. Upon Lafitte’s evacuation in 1821, Campbell and his wife Mary chose to remain in the area. Between 1837 and 1839, they settled in Campbell’s Bayou located in southern Texas City. Other settlers soon moved to the area due to its access to Galveston Bay and the abundance of game. In 1891, three brothers, Jacob, Henry, and Benjamin Myers recognized the potential of the area as a port. Others soon shared their vision and in 1893, the Texas City Improvement Company filed the first plat of the Town of Texas City. Permission was soon granted by the federal government to dredge a channel from the Gulf to the City. The first channel shipment was handled in 1894. Many improvements occurred over time including construction of a rail line and trestle pier. Due to financial hardships, the Texas City Improvement Company was reorganized into two companies in 1897, the Texas City Railway Terminal Company, which operated the rail lines, and the Texas City Company, which began residential development. In 1905, the first government customs house was opened, expansion of warehousing and docks took place, and the future of Texas City and its port was secured.

The Port of Texas City has been in operation for more than 100 years and is the third largest port in Texas and the largest privately owned port in the Na-tion. Forty-three (43) berths serve an average of 1,300 ships each year. Dockside and rail service is provided through the on-site switching terminal, Texas City’s Terminal Railway, and to Burlington Northern Santa Fe and Union Pacific Rail-roads.

Texas City incorporated under a commission form of government in 1911. Despite a variety of disasters including the Great Depression, the Texas City Disaster, hurricanes, and flooding, tenacious leaders clung to the belief in their community’s future. Development of Moses Lake and construction of the Texas City Dike, along with a variety of community and educational improvements, including establishment of a junior college district, further secured the City’s future. College of the Mainland opened its doors in 1967, and major refineries and petrochemical industries formed an economic base for the port City. Residential development continued throughout the period as expansion of facilities occurred causing employment to be plentiful. Thanks to the efforts of the entire community, Texas City won the National Civic League award ‘All-America City’ in 1997. This award is granted to cities that have demonstrated grassroots efforts to overcome challenges and have achieved results.

home to the Texas Maritime Academy. College of the Mainland and Galveston College are full service community colleges dedicated to adult education, vocational training, and associate degree programs. Major expansion at College of the Mainland has added a Vocational Training Center. Primary and secondary education is provided by several independent school districts.

Texas City - La Marque profits from its wealth of year-round recreational opportunities including sailing, fishing, birding, camping, horseback riding, golfing, bicycling, tennis, swimming and water skiing. The county has one of the highest ratios of park-land per resident in the State of Texas. There are many parks and boat ramps located throughout the county area and approximately 50 miles of gulf beaches along Galveston Island and Bolivar Peninsula. Area residents and visitors enjoy a wide range of cultural amenities, including museums, libraries, historical

sites, art galleries, community theaters and a natatorium. Tourists are drawn by a rich variety of restaurants and ex-cellent seafood cuisine. The area has four large convention and meeting facilities. In Texas City we have the Charles T. Doyle Convention Center with a maximum seating capac-ity of 1,000 people and the Nessler Center has several dif-ferent rooms which can accommodate up to the following number of people: Wings of Heritage Room (500), Cap-tains Room (175), Surf Room (60), Alamo Room (50), and the Davey Crockett Room (20). Texas City also has several other meeting facilities, which include: The Sanders Center Blue Room, which can accommodate up to 250 people, the Carver Center Pavilion, which will accommodate up to 250 people and the Timber Room will hold up to 50 people. Other facilities are the Gazebo, Amphitheatre, Rotary Pavilion, Heights Gym, Lincoln Gym and Washington Gym. Gulf Greyhound Park in La Marque has a seating capacity of 8,500. Moody Gardens has a seating capacity of 4,500 and The Moody Civic Center located on Galveston Island has a maximum seating capacity of 2,400 and League City's South Shore Harbor with a seating capacity of 1,000.

Introduction Galveston County has benefited from numerous local economic development efforts, both past and ongoing. The Texas City - La Marque area has an active Chamber of Commerce including an established Economic Develop-ment Committee with industrial prospecting and tourism as a focus. Tourism and recreation have traditionally been major attractions with summer recreation opportunities attracting millions of visitors to our beaches. However, numerous "off season" events have also been staged and promoted to generate year - round tourist attractions. The two events that attract the largest number of visitors are the Mardi Gras celebration, which attracts an estimated 600,000 visitors, and Dickens on the Strand, a Christmas festival with an average attendance of 230,000. In addition, there are many other festivals, parades, and fairs throughout the County that attract thousands of visi-tors (see Special Annual Events in Galveston County on page 6). Owing to the downturn in the oil and gas industries and the local economy in general, the Chamber of Commerce initiated a positive, well coordinated economic develop-ment effort by building on our strong industrial past. Industrial development remains a top priority for the Texas City - La Marque Chamber of Commerce. As a result, efforts have been made to identify appropriate sites for such de-velopment in terms of cost access, utilities, and land use regulation. Area Overview Galveston County is located along the upper Texas Gulf Coast just southeast of Harris County and the Houston metropolitan area. The county faces the Gulf of Mexico to the southeast and is bordered by Brazoria County to the southwest, Harris County to the northwest, and Chambers County to the northeast. The 13-county Houston-Galveston Area Council region is shown at right providing a relational perspective of the surrounding counties. A map of Texas is included on page 4, providing distances and direction to major cities. Cities located in Galveston County are shown on the jurisdictional boundary map on the facing page. The County covers 399 square miles, 500 square miles in-cluding the waters of Galveston Bay, East and West Bays, and the Gulf of Mexico. The City of Galveston, located on Galveston Island, is the County Seat. Houston's suburban development now approaches the northwest portion of Galveston County strengthening the economic ties between the two areas. Most of Galveston County's land area is situated on the Mainland, west of Galveston Bay. The remainder includes Galveston Island, a barrier island just southeast of the Mainland, and Bolivar Peninsula, a barrier-like strip of land stretching down from the Mainland on the east side of Galveston Bay and nearly meeting Galveston Island at its northeast tip. Galveston Island and Bolivar Peninsula to-gether enclose Galveston Bay from the Gulf of Mexico. The gap between the two, known as Bolivar Roads, forms a natural entrance to Galveston Bay and to the Houston, Galveston, and Texas City ship channels and ports.

Houston-Galveston Area Council Region

Galveston County had a 1990 United States Census population of 217,399 which grew to a 2000 population of 250,158. The City of Galveston, the county seat, is also the largest city with a 2000 population of 57,247. Texas City follows as the third largest city with a population at 41,521. Physical Features The mainland portion of Galveston County is a flat, coastal plain made up mostly of clay and sand. The soil on Galveston Island and Bolivar Peninsula is largely sand. The county's primary mineral resources include gas, gravel, and oil. Water is an integral part of Galveston County, owing to the Gulf of Mexico and Galveston Bay. Galveston Island is separated from the Mainland by West Bay (the location of the Port of Galveston), while Bolivar Peninsula is separated from the Chambers County Mainland by East Bay. Other waterways associated with Galveston Bay include Dickin-son Bay and Dickinson Bayou, Clear Lake and Clear Creek, and Highland Bayou. Dickinson Bayou is negotiable by barge traffic for roughly 8 miles into the center of the Gal-veston County mainland (in the vicinity of State Highway 3). Dickinson Bayou, Clear Lake and Clear Creek are negotia-ble by pleasure craft. The Gulf Intra coastal Waterway also is routed through Galveston Bay, as are the Houston Ship Channel, the Galveston Ship Channel and the Texas City Ship Channel. The mean water depth for Galveston Bay is approximately 6 feet, while the man-made depth of the ship channels is currently 40 feet. The proximity of the Texas City-La Marque area creates a high humidity, warm temperature environment year round. The area is considered a semi-tropical area, ac-counting for its extended 309 day growing season, its 45” annual rainfall level, and a mean January temperature of 54˚. Maximum temperatures in July are in the 90s. Drain-age is also a concern.

Economic Information

Utility services are delivered to Texas City - La Marque consumers by a number of public and private sector agencies. Electricity is provided by First Choice, Texas-New Mexico Power, and Reliant Energy. Reliant Energy/Entex provides natural gas to residents; and Southwestern Bell and Verizon are the primary sources of local phone service. Business/Commercial Development New Commercial Development

Factory Outlet Mall Major mall operator Simon Property Group said it plans to build a 350,000-square-foot outlet center, which will house about 100 stores, at Interstate 45, south of Holland Road, delivering some of the biggest retail news Texas City has had in decades. Tanger Factory Outlet plans to co-develop a 100-store outlet mall in Texas City with retail rival Simon Property Group. In January, Indianapolis, Ind.-based Simon Property Group said it planned to build an outlet center on 55 acres along Interstate 45, south of Holland Road in Texas City. The proposed mall, called Galveston Premium Outlets, would house about 100 factory outlet stores, in which manufacturers sell their stock directly to the public at discounts. Typical tenants include Banana Republic, Calvin Klein and Kenneth Cole, to name a few. Such malls aren’t sustained by local shoppers alone, but thrive as tourists destinations. The center would offer a mix of product categories, including apparel and shoes, fashion accessories, leather goods, home furnishings and specialty retail.

Del Papa Distributer Beer wholesaler Del Papa Distributing Co. has finalized the purchase of approximately 26 acres for a new distribution center I-45 North at Century Blvd. The proposed $24 million center will employ more than 176 people and consist of a two-story office building attached to an air-conditioned warehouse. Construction is expected to begin in the spring and be complete by the middle of next year. Land is being cleared on the northbound side of Interstate 45 at Century Blvd. in Texas City The project to be complete before April, 2012.

M i d - C o u n t y Annex Building Located at Century Blvd. and E.F. Lowry Expressway in Texas City. The old Wal-Mart building in Texas City, what

we now refer to as the Mid County Annex, will be the new home to various county entities. Currently our planned tenants are the Central Appraisal District, the Galveston County Health District (clinics, ambulance authority, environmental health, WIC, etc.), Galveston County Tax Office, commissioner Precinct 3 and County Veterans Affairs. In total, they will occupy about 125,000 square feet. This project is part of the $45 million facilities bond package approved by voters in 2008. Thus far, we have completed interior demolition with help from Sheriff Freddie Poor and the inmate skills program. We also have replaced the roof on the building that was damaged during Hurricane Ike. All architectural work on the project is being done by our staff architect. The county has retained a construction manager for the job — Hugh Patrick Construction of Texas City — and will begin actively soliciting bids for all of the trades. We anticipate this being a 12-month project from the date of award of the trade contracts, with ultimate completion in late 2011.

Bayview Plaza Medical Center will be approximately 13,300 square feet, is meant to complement the recently opened Michael E. De Bakey Veterans Affairs Medical Center, 9300 Emmett F. Lowry Expressway. The new development also is near the University of Texas Medical Branch Family Health clinic.

M a i n l a n d Medical Arts Pavilion This facility is being constructed at 7 1 1 1 M ed i c a l Center Drive, next to Mainland Medical Center by Cox and Schepp LLP (770) 850-9393. The total square footage is 35000. The tenants that we have permitted build outs for are as follows: Gateway Chiropractic and Physical Medicine, Texas ENT, Beeler Manske Clinic, Eye Clinic of Texas, Interventional Pain Specialists. Transportation The Texas City-La Marque area is bisected by Interstate Highway 45 (see IH-45 in the maps below and on page 17), which provides convenient access to the Houston metropolitan area and to Houston Hobby and Intercontinental Airports. Approximately 20.6 million vehicles used IH 45 in 1994 carrying in and out of state visitors to local destinations (see TXDOT 2000 Houston District Traffic Map on page 17). In the area of transportation, Texas City-La Marque is served locally by two principle airports: Scholes Field on Galveston Island and Houston Gulf Airport in the League City area of North Galveston County. Commuter airlines do not currently operate at either airport, although two of the three runways at Scholes Field are in the 6,000 ft. range. Scholes Field is most important to the helicopter firms, which serve the offshore oil and gas industry. The Mainland is also served by three major state highways, which fan out from their inter-section, just North of Galveston Island also known as the Texas City "Y". They include: State Highway 3 (see SH3 in the maps below and on page 17) is parallel to and was the forerunner to IH-45 State Highway 6 (see SH6 in the maps below and on page 17) cuts across the western portion of the county, linking the Port of

Galveston to numerous other highways and communities south and west of the Houston area State Highway 146 (see SH146 in the maps below and on page 17) runs North from the Port of Galveston through the county's

most industrialized areas, and on into Harris County to the Port of Houston and Interstate Highway 10. Numerous other farm roads, state and US highways link the surrounding county's population centers. Considerable access is avail-able from the industrialized areas east of IH 45 along Galveston Bay. In the Houston-Galveston region, Galveston County is second only to Harris in miles of urban highway maintained by the state. Within the Houston-Galveston region, Galveston County has the second highest number of registered motor vehicles. The county's transportation network is geared toward the ports of Texas City and Galveston with numerous railroad and truck lines operating in these port areas. During 2000 a total of 1,565 ships and 8,036 barges carrying 67,335,291 net tons of cargo used the Texas City port facilities. In 2000, railroad handling totaled 39,931 cars; 17,668 loads in and 18,714 cars emptied from line hauled railroad cars. The Texas City Terminal had a record year in 1990 for tonnage handled loading an average 22 vessels per day. Texas City has the 3rd largest port in Texas in total tonnage, ranking behind Houston and Corpus Christi and 11th largest in the nation.

The Port of Texas City / Texas City Terminal Railway Company is the eighth largest port of 153 ports in the United States and the third larg-est in Texas with water borne tonnage exceeding 78 million net tons. The Texas City Terminal Railway Company provides an important land link to the port, handling over 25,000 car loads per year. The Port of Texas City's success as a privately owned port has been aided by its shareholders, The Union Pacific and Burlington Northern Santa Fe railroads whose connections allow for expeditious interchange of their traffic. Port crews provide switching in the Texas City area, inside the Port and for all industries and businesses requiring rail services. Connections with main lines are made daily by the switching terminal at two junctions within six miles of the main classification yard.
