Spring is here and I hope everyone has re-charged their batteries for the remainder of the school year. There is still a lot that’s going to happen between now and then. Many opportu-nities exist for IASBO members to take advan-tage of many professional development activi-ties. Now more than ever IASBO is poised to provide great networking opportunities com-bined with exceptional seminars on just about every conceivable aspect of School Business Management.

IASBO is all about professional growth. We are now well over the 1,000 member mark. This growth in membership shows that IASBO is needed more than ever to provide excellent service. I encourage each and every member to get involved. Join a re-search committee, there are five to choose from. You will find you will get more out of it and learn even more by being involved. Whether it’s the Accounting & Budgeting, Business Operations, Management and Human Resources, School Finance or School Operations committee you will be able to find something in which you can relate. These committees are the lifeblood of the organization and the reason IASBO is respected as one of the premier School Business Management organizations.

“Just because you do not take an interest in poli-tics doesn’t mean politics won’t take an interest in you!” That quote comes from Pericles (430 B.C.), and you know he was right. The actions of the In-diana General Assembly have a direct impact on the public schools. Whether the decisions are positive or negative, the actions of politicians are important to the day-to-day functions of the school business offi ce.

Politics and specifi cally members of the General Assembly did take an interest in you this year. Let’s look at some of the bills that passed and how IASBO members were infl uential in their passage.

Half way through the 2012 session, I began to receive numerous phone calls and emails wanting to know why their Capital Projects Fund levies were decreasing. After some review, it was determined that the Department of Local Government Finance had asked for legislation to be added in 2011 that would reinstate language dealing with the calculation of the maximum CPF rate cap. This language had been found to be “nonsensical” by the Indiana Tax Court in 2010 in their ruling in the DeKalb Eastern Community School Corporation case. Therefore, the DLGF was using what had been placed back in the law to determine the CPF rate. When we checked with legislators and legislative staffers about this issue, they were surprised by this legislative change. From there, the IASBO membership stepped up. You contacted your legislators and provided invalu-able information to me, regarding the impact of the DLGF actions.

When the smoke cleared, language was added to HEA 1072 to do three things: 1) change the calcula-tion in the future to make sure that negative numbers would not be used; 2) make sure that the base rate for 2012 was calculated properly; and, 3) provide a loan mechanism for school corporations who had lost CPF levy because of the DLGF action. Because of your contacts, the General Assembly did take an interest and dealt with the problem.

Secondly, the General Assembly took an interest in the pension bond neutrality issues as it impacted the School Bus Replacement Fund. Even though the process of pension bond neutrality in the SBRF had been approved by the DLGF for several years, the DLGF determined last summer to change their

policy. This was an issue that impacted numerous cor-porations, and once again you contacted your legisla-tors expressing concerns.

In HEA 1192, a new policy was added providing for a three-year phase-out of the previously approved procedures on this issue. The General Assembly heard you and dealt with the problem.

Lastly, in HEA 1376, the General Assembly decided to provide additional funding for full-day kindergarten. For years, IASBO members and Indiana ASBO have been stressing the importance of full-day kindergar-ten for all students. The language in HEA 1376 that allows the current state appropriation for FDK to be “augmented” by the provisions in the bill will provide a substantial increase in funding. Will this fully fund FDK in the future? Not for every corporation, but the majority of corporations can use this additional fund-ing to have the program fully funded. IASBO was in-volved with this provision from the start and supported it during the entire session.

So, politics did take an interest in school business management issues this year. And, that is why it is so important for you to take an interest in politics and the General Assembly. Many of you will say that I can’t make a difference, but I would disagree with that. I can’t count the number of times that a legislator ap-proached me in the State House letting me know that their local school business offi cial had expressed con-cerns about an issue. That is invaluable and I believe one of the main reasons that the sections of HEA 1072 and HEA 1192 that helped schools passed. Never take for granted that your thoughts do not make an impact with legislators. Even if you do not like the politics that occur in the State House, your local input with legislators will make a difference. It does every year and specifi cally this year you did make a difference. I thank you for your efforts, and I am sure that your help will be needed in the future.

As you will note in this edition of the InterCom, the Annual Meeting is just around the corner. I am always amazed at how timely the program for the Annual Meeting is. On each day of the Annual Meeting, there are terrifi c sessions to assist you in your day-to-day operations. The planning of the Professional Devel-opment Committee and Research Committees along with the able guidance of Mark Miller has produced an outstanding professional development opportunity. Please share this information that can also be found on the IASBO website with others in your corporation who could benefi t.

IASBO President Fred McWhorter II and the Board of Directors of the Indiana Association of School Business Of-ficials cordially invite you to attend the 66th Annual Meeting of the Association. The meeting will take place on May 9-11 in French Lick, Indiana. The Annual Meeting will be held at the French Lick Resort and Convention Center.

Fred McWhorter II has chosen the following theme for the 2012 Annual Meeting: “Route 66 - IASBO’s Road to Success”. With all of the difficult fiscal times and ever changing public education laws, the IASBO Annual Meeting is the perfect place to find answers and to be successful as you travel down the school business management road.

The French Lick Annual Meeting will provide two and a half days of valuable professional development activities. From the Wednesday preconference workshops and certification courses to the Friday luncheon, the Annual Meeting will provide a varied series of sessions for professional growth. And, of course, the opportunity to learn from your colleagues is of immeasurable importance.

Now more than ever do school business officials need to learn from each other and expand their knowledge to cope with these trying times. The IASBO Annual Meeting is a “must” destination to assist with the issues that you will confront in the upcoming months. Mark your calendar for May 9-11 to be in French Lick to enhance your ability to move forward and pave your road to success. PROGRAM HIGHLIGHTS “Preconference Workshops”On Wednesday, May 9, seven half-day workshops will be presented. Topics include: Excel for Beginners; Compensation Model: How Performance Pay Will Work (repeated); RISE Evaluation and Development System; Excel: The Advanced Course; Regs to Reality: Effective Implementation of a Teacher Evaluation Model; and Crisis Management: Are You Ready? Descriptions of these workshops are attached. “IASBO Certification Courses”Four IASBO Certification Courses will be offered on May 9. The courses are: Transportation Administration; Collective Bargaining Strategy & Law; School Law & Administrative Rules: Advanced; and Accrual Account-ing. Descriptions of these courses are attached. “Exhibits”190 exhibit booths covering numerous services and products will be on display on Thursday, May 10. “Keynote Speaker”Bryan Townsend is a humorist and motivational speaker from Eureka, Alabama. One of the few speakers to have been inducted into the Professional Speakers Hall of Fame, Bryan brings a strong message with down-home humor. Bryan’s message will be “Making Good Things Happen”. He will delve into improving your professional life, your civic life and your family life by dealing positively with interpersonal relationships. “Clinic Sessions”31 clinic sessions will be provided with presentations from the State Board of Accounts, ISBA, DLGF, IEERB, Indiana Public Retirement System, DOE, Indiana Department of Administration, Indiana State Personnel De-partment, Indiana School Safety Specialist Academy, Environmental Protection Agency, legal experts, and your peers. OverviewIt seems that technology makes advances al-most daily. Rather than shy away, invest some time to determine which Web-based tools-some you probably already use in your personal life - can be put to your advantage at work, helping you and your colleagues to stay organized, up-to-date, and on task.

The Tech-Savvy School Business Official:Productivity in the Disrupted Workplace(School Business Minute . . . from Association of School Business Officials International)

In This MinuteThe various boundaries of the “traditional work-

place” are compared to the modern-day, rapidly evolving “disrupted workplace.” Web-based tools allow real-time calibration regardless of location, positively impacting productivity. These tools all have free levels of service and should be evaluated to determine which best meet individual needs.

Talking PointsInformation is received in a variety of ways. It must

then be managed and shared in ways that make sense and don’t overwhelm all who are involved.

- Taking information in: Email is increasingly considered “old-fashioned” in light of a rising num-ber of communications through social networks. RSS readers, or news readers, allow subscribers to receive, manager, and share updates from Web-based sources. This can be a powerful tool and time saver, especially when users prioritize elements in folders.

Facebook, while controversial due to security and privacy issues in some districts, is another way to stream content from preferred Websites while LinkenIn permits users to connect with other pro-fessions. In addition to begin a terrific source for breaking news, Twitter is an effective way to share a conversation thanks to the creation of hashtags, desig-nated by # followed by a keyword, i.e., #AME12.

- Managing information: There is increased use of services that simplify the management of information

in various forms. Evernote and Microsoft® OneNote allow users to access and synchronize notes across multiple devices. Remember the Milk is used to con-vert and/or attach information to tasks that need to be delegated or shared. Tungle.me is a tool that permits the scheduling of meetings and other events. Google Docs is a popular way to create and edit online docu-ments while collaborating in real time with other us-ers. Dropbox is another great way to store documents “in the cloud” and is especially helpful to those with iPads, which don’t have USB ports.

- Collaborating: School networks and online groups allow for sharing and interacting asynchronously or in real time. VoLP, instant messaging, Skype, and Google+ also permit real time text, audio, and video conversations. In addition to document sharing, you can even allow others to see your desktop through services like Join.me.

- Pulling it all together: Create a start page, which is a Web page customized with various “gadgets” or “widgets” for your selected services, giving you a global view and access to information. Customize your Web browser - Firefox and chrome have become more popular than Internet Explorer - with book marks, “add-ons,” or “extensions” to allow multiple tabs to open and be ready for simultaneous use. Con-sider using a smartphone or tablet to keep your infor-mation portable.

What’s Next?Some may be daunted to begin their exploration of

these tools because there are so man of them (only a few were discussed here), and they do tend to change regularly. Services available today may be obsolete down the road.

Consider email. The goal of many is to achieve “Inbox Zero” - an empty email box. Emails tend to pile up quickly, and getting through them has become a chore. Taskforce is an application that saves time by turning emails into tasks. You can also create filters to manager and prioritize email.

Sometimes the biggest challenge is knowing what options are available and figuring out which ones will

best suit your needs. In addition, these services are in a perpetual state of upgrades, which is important to keep track of since you never know when the next improvement will be just what you wanted!

Another concern is keeping track of different usernames and passwords when choosing different services. There’s even a solution to that: When you create an account with Keepass, it provides you with one master username and password that can be used with all selected applications.

Privacy and security concerns continue, with restrictions varying in different areas. But as these services become more commonplace, policies will need to be revisited.
