As soon as next July, T riderscould be scraping theirpockets for change anddumping more cash ontotheir CharlieCards.

MBTA officials have al-ready started talking aboutthe possibility of raisingpassenger fares.

“Everything is on thetable for balancing thatbudget [next fiscal year]”said MBTA General ManagerRich Davey. “Which in-cludes fare increases.”

Davey says he has triedalmost everything to avoidthe cost increase to ride theT, including the launch of

an MBTA store with authen-tic T flip-flops and sellingthe naming rights to sta-tions — but it hasn’t beenenough.

The T hasn’t raised faressince January of 2007 whenthe price to ride spiked 25percent.

“The problem is the gapcontinues to grow … wehave a projected budget gap[next year] that is greaterthan this year, which was$130 million,” said Davey.

He wouldn’t say howmuch fares could go up, buthe said they would “ab-solutely not” increase this

fiscal year, which ends inJune of 2012.

But before a hike in com-muter prices can happen,the T has to go through alengthy public inputprocess.

Increases can pass afterpublic workshops, publiccomment sessions and con-sultation with the RiderOversight Committee isheld.

The T also has to get theMBTA Board of Directors’approval.

The MBTA hasn’t raised fares in five years, but General Manager Richard Davey said it’s on the table for next year.

Black infantmortalityrate dropsBOSTON. New state data re-leased by the Departmentof Public Health yesterdayshowed the numbers ofblack infants who died be-fore their first birthdaywas 50 percent less thanthe previous year.

Data released for 2008and 2009 showed the low-est death rate for Boston’syoungest African-Americanresidents in 20 years,according to reports.

Black Boston.” The reportexamines the progress andlack of progress black Bosto-nians experience and exam-ines gaps in education andhealth care between mi-norities and whites.

The report comes daysbefore the National UrbanLeague kicks off its annual

conference in the Hub. It’sthe first time in 35 years ithas been in Boston, a citythat some associate withracism because of the bus-ing crisis of the 1970s.

Junior Fernandes, 22, ofDorchester, allegedly shotAlessa Castellon five times,killing her.

Fernandes called Castel-lon from a party in Dorch-ester. When she arrived, thetwo went outside to talkabout their relationship.That talk turned into argu-ing, according to court doc-uments. Fernandes told po-lice that he fired the gun af-ter Castellon “began tosmack, hit and punch” him.

He pleaded not guilty

during his arraignment yes-terday and his lawyer saidhe had no record and didnot fight the prosecutor’srequest that he be heldwithout bail.

Friends and family mem-bers of Castellon cried and

hugged as the prosecutordetailed the shooting. Herfriends said she was themother of a 3- or 4-year-oldson. They described her asoutgoing and said she wasworking on her criminaljustice degree at Bunker

Hill Community College.“No matter what hap-

pened, she didn’t deserve togo out that way,” said KathyGuzman, Castellon’s friend.

Police made another murder arrest Sunday whenthey charged Laquan Miller,17, of Roslindale, withkilling Wilfredo Martinez.Martinez, 23, and another23-year-old man were shotrepeatedly June 5 in Roslindale.He agreed to be held without bail.

During last week’srecord-breaking heatwaves, Honest Tea set up“pop-up stores” in 12cities across the U.S.

In Boston, vendingmachines werepositioned outside thePrudential Center forthe day on July 19. Thesocial experiment hadthe unmanned pop-upstores stocked with ice-cold Honest Tea, askingvisitors to leave $1 perbottle in an honor box.

Not only did the boxnot get stolen, but Bosto-nians put money in the

box 97 percent of thetime, according to the ex-periment. Honest Tea isdonating all of the mon-ey collected — nearly$5,000 — to threenonprofit organizations.

Last summer in thesame study, Boston wasranked as the most hon-est city, beating outWashington, D.C., andSan Francisco for thetop spot. But even asNo. 1, the Hub only hada 93.3 percent honestyrating, nearly fourpoints lower than thisyear.

spent seven and a half yearsin jail. He was one of thenicest, most charismaticguys I’ve ever met. So many elements to the story are so over the top. Didanything surprise even you?Even to this day, I don’t un-derstand how Thad couldbe so brilliant in pulling itoff, but then he just tried tosell the moon rocks on theInternet. He just wasn’t acriminal. A criminal wouldknow better.

For the first timesince 2004, whenthe George W.Bush administra-tion canceled so-called “people-to-people” licenses forcompanies offering cul-tural travel to Cuba, Amer-icans can once again gothere legally — and with-out applying to the U.S. De-partment of the Treasuryfor a special license. Morecompanies are expected toreceive the same license inthe coming weeks, so doyour research before pur-chasing a ticket.

Insight CubaInsight Cuba has just beengranted a license to offercultural tours to Cuba, andthese small-group trips(limited to 16 people) areavailable to the generalpublic, including Ameri-

On the same day theRed Sox officially placedJ.D. Drew on the disabledlist with a bum left shoul-der, the Red Sox activatedleft-hander Jon Lester tostart last night’s gameagainst the Royals at Fen-way Park.

But the most significantinjury news of the day re-volved around righty ClayBuchholz, who threw amuch-anticipated bullpensession. It was his firstmound time since goingon the DL June 17 with astrained lower back; heemerged relatively un-scathed after 30 pitches.

“Arm feels good, feelslike the ball is coming outof my hand,” Buchholzsaid. “That’s definitely one

thing I expected.”The arm was not the

concern, however, andBuchholz did experience

soreness in his back afterthe session. But within 10minutes he said it felt bet-ter after doing somestretching.

“He felt a little stretch-ing, which I think is a lotbetter than feeling pain,”manager Terry Franconasaid. “He said it was likenight and day from his lastside session, which wasgood news.

“If you watched himthrow, you would never be-lieve that he’s missedtime.”

Buchholz is expected tothrow a longer bullpen ses-sion Thursday.
