Busts, raid deflate‘Wheels’ bike gang

Biker gang has grown in size since 2005 documentary, filmmaker saysGroup’s mean streak allegedly embodied by leader from Philadelphia

FBI agents seized a large safe during their raid at Wheels of Soul headquarters in West Philadelphia.

During a motorcycle gangmeeting in 2009, James“Animal” Smith told fel-low outlaw members ofWest Philly-based Wheelsof Soul that if “there issomeone out there with-out the Wheel and Wing,you can consider themyour enemy until provendifferently.”

The ruthless tone to thespeech by Smith, aPhiladelphia resident, wasincluded in an indictmentthat ended in federalagents’ raid on the nation-ally notorious biker club’sheadquarters yesterday at61st and Market streetsand coincided with 18

members’ arrests.Smith was the sole

member from Philadelphiaindicted in connectionwith various racketeeringand murder charges stem-ming mostly from violencein St. Louis and Chicago.

Wheels of Soul is not ob-scure in biker circles, butrather a large structuredenterprise of members,with both regional and na-tional hierarchy. Callingthemselves “one per-centers” — a reference tothe claim that 99 percentof motorcyclists are lawabiding citizens — Wheelsis one of the rare multieth-nic clubs, according to a

documentarian whofilmed them a decade ago.

The investigation intoalleged violence, racketeer-ing and drug dealing tooktwo years.

“The significance of to-day’s arrests is not just thefact that these members areconsidered the most violentof the group,” FBI SpecialAgent in Charge Dennis L.Baker said. “Today’s nation-wide takedown has disrupt-ed and dismantled theWheels of Soul MotorcycleOutlaw Gang by targetingthe senior leaders.”

No answersin acidicvandalism

The Karen Brown car-van-dalism saga continued yes-terday as an anonymoustipster wondered how itcould be “politically moti-vated [since] at least 5 oth-er cars along 10th, Mifflin

and McKean that havebeen vandalized as well.”

A police spokeswomansaid data wasn’t readilyavailable. There were, how-ever, two cases of “theft:over $200” from nearby

cars since July 1. Whentold her claims of beingtargeted were questioned,Brown said, “I don’t knowanything about other cars.None on my block havebeen vandalized.” METRO

In 2007, Mastbaum Voca-tional Technical School as-sistant principal RichardMig liore addressed theSchool Reform Commis-sion about his book“Whose School is It? TheDemocratic Imperative forOur Schools” hoping to of-fer district leaders someconstructive feedback.

From that day forward,the principal of the schoolMary Sandra Dean and oth-er district administratorsmade up false reports

about Migliore, denied himfair hearings and eventual-ly demoted him until heretired in September 2009,according to a complaintfiled in U.S. District Courton June 20.

“He had a distinguished34-year career with theschool district,” said EllisSaul, Migliore’s attorney.

“For those things to happen,and as we said in the com-plaint, they all happened af-ter the introduction of hisbook ... it was surreal.”

According to the com-plaint, Migliore was ha-rassed and repeatedly sub-jected to hostile treatmentby Dean, who once alleged-ly told him “Either youtransfer or I will write somuch paper on you thatyou will lose your job.”

After being denied atransfer and demoted to a

teacher in 2009, Miglioretook what is considered“early retirement,” costinghim $10,000 a year in retire-ment income. The suit isseeking an amount in ex-cess of $500,000.

Among the 10 defen-dants named in the suit isDean and SuperintendentArlene Ackerman. The dis-trict said it is investigatingthe allegations.

LITTLE COOKSIN A BIGGERKITCHEN

ROBWONDERLING GREATER PHILADELPHIACHAMBER OF COMMERCE

According to Zagat’s 2011 America’s TopRestaurants, Philadelphia has some of thefinest dining around (though I would argue there are few things better than a Phillycheesesteak with a Yard’s beer.)

Philadelphia’s restaurants are increas-ingly getting a national reputation asthe place to go for fine dining andgood eats. One of the reasons is a newtrend occurring at many locations.

Specialty desserts and baked goods are be-ing prepared by small-time entrepreneursand kitchen cooks who then sell their waresto the big eateries in town. Many of thesechefs just don’t have the room or resourcesto rent space, so they make due as best theycan by cooking from home. The end result isthat our favorite restaurants in town nowhave some of the freshest, best-tasting home-made treats in the world.

As the job market continues to wane, peo-ple are increasingly looking for ways to earna living outside of corporate America. Thesenew foodie entrepreneurs sell everythingfrom homemade chocolates to home brewedbeer, and do it with good success.

In an effort to help these strugglingchefs, new enterprises have popped upthat allow cooks to use space to preparetheir food for a fraction of the cost.These businesses offer a shared use com-

mercial kitchen available for hourly rentalsby caterers, personal chefs, bakers and otherfood professionals. They also host cookingclasses and other food-related events. Nodoubt many family members are pleased tohave their kitchens back.

Another trend in eating is fine dining atfood carts. Once a place where you could grab

a quick sandwich or container of fruit,today’s food carts offer menu items found at the best restaurants in town. Some cartowners cater to a specific clientele and tweet daily locations so fans can find their favorite lunch.

Family-owned businesses and small entrepreneurs make up two-thirds ofPhiladelphia’s employers. They are the back-bone of our economy and an important partof what makes Philadelphia great. At theGreater Philadelphia Chamber of Commerce,some 85 percent of our membership is madeup of small businesses. Our aim is to connectmembers with opportunities to help theirbusiness grow and prosper.

When Tony Blairwas appointedMiddle East en-voy, it meant

leading the Israeli-Palestin-ian peace process. Thatbrief still applies, but nowhe must tend to democrat-ic transformations and civ-il wars, too. The Quartet —consisting of the U.N., EU,U.S. and Russia — speakson behalf of the interna-tional community.

Blair, the charismaticmodernizer of Britain’sLabour Party, was electedprime minister in 1997.But leading Britainthrough 10 years of wide-ranging reform was a cake-walk compared to TonyBlair’s current job.

Which Middle Eastern countryis your top priority right now?The Israel-Palestine peaceprocess is still my maintask, but I’ll inevitably getinvolved in the situation inthe Middle East as a whole.It’s extraordinary, exhila-rating, but of course it hasalso got real challenges.What’s the main challenge?The big question in any

revolution is not where itbegins but where it ends.The question now is, willthe forces of moderniza-tion use this push todemocracy and take it to aplace where it allows afunctioning democracy todevelop in their respectivecountry, or will various ele-ments, for example, Is-lamists, take the situationin a reactionary direction?The biggest risk in the cur-rent situation is that coun-tries get destabilizedthrough the revolution anddon’t take the right eco-nomic decisions to createjobs and prosperity for peo-ple. Then you end up withthe revolution going in areactionary direction.The Arab Spring is a result ofcitizens’ frustrations withtheir dictators, but the dictators were friends withthe West. Was it a mistake forthe West to be friendly withMiddle Eastern dictators?[Former Egyptian PresidentHosni] Mubarak, for exam-ple, is very different from[Libyan leader Muammar]Gaddafi. But in the case ofeach leader, there’s a rea-

son we were dealing withthem. In the case ofMubarak, he was a force forstability in the Middle East.Thanks to the West’s en-gagement, Gaddafi gave uphis country’s nuclearweapons program andstopped sponsoring inter-national terrorism. Doesthat justify internal repres-sion? No, but it poses us —the West — with a problem,since we’re dealing with therespective leader from theoutside. The reality of poli-tics is that you can’t simplysay, “The only countrieswe’re going to deal with arethe countries that emulate

our political system.” So,you’re always in a situationwhere you’re making diffi-cult compromises. On the other hand, Gaddafiand Mubarak kept their countries stable, as haveHugo Chavez and the Castrobrothers. Is stabilitysometimes better thandemocracy?The most important thingnow is to recognize thefact that the countries thatare dictatorial are often notgoing to remain stable.One of the things we’velearned from the ArabSpring is that even thoughan authoritarian countrylooks stable and sustain-able, it’s going to collapse.

Generally speaking, youcan engage and work withan authoritarian rulerwhile at the same time urg-ing them to make changes.This was a constant refrainI had with the Gaddafiregime. I told them,“You’ve got to change.You’ve chang ed your exter-nal policy; change your in-ternal policy, too.” In theend, they didn’t want to. The sanctions against Iran

haven’t had much impact. Is ittime to engage with Iran?The sanctions do have aneffect. And it’s not thatpeople haven’t tried to en-gage with the Iranian lead-ers to get them to stop do-ing what they’re doing.The objection to what Iranis doing is very simple: It’strying to develop nuclearweapons, which would bevery dangerous and desta-bilize the whole region.What’s the solution?To keep pushing. If youwithdraw sanctions, they’llthink they can do whatev-er they want.Doesn’t Iran have a pointwhen it says it’s being unfairlytargeted, considering that Israel is not being punishedfor its nuclear program?Iran knows what the differ-ence is. Iran developing nu-clear weapons would com-pletely change the balancein the region. If Iran gotnuclear weapons, its neigh-bors would try to do thesame.

Does the idea of KevinJames starring in a comedyalongside a bunch of talk-ing zoo animals soundridiculous? Maybe a littlecorny? Kevin James himselfwould agree with that.

“I was immediately notinto doing an animalmovie,” he confesses. “Itjust felt so kinda goofy tome to do it, and then I start-ed thinking about it more.If we could make it a greatstory where you didn’t needanimals — they’re just kindof like buddies that couldadd to the film — I startedgetting more and more in-terested in it.”

That’s how the “King ofQueens” star made hispeace with starring in“Zookeeper,” in which heplays an animal lover whofeels he must ditch the jobhe enjoys to impress an exwho is reconsidering him.Once the animals revealthey can talk, they coachJames’ character on how towin his lady back.

The actor is pleased withthe film, but working di-rectly with the live zoo ani-mals was another story.

“The bears were close tous and all I would do wasplan my escape route,” hesays. “Like, ‘I know the cam-eraman’s a smoker. I couldpush him in the way andthen I’ll be back in my trail-er watching “SportsCen-ter.”’ That’s the way I wouldplan it, and it was scary attimes.”

The animals are voicedby some Hollywood jugger-nauts — Adam Sandler,

Cher, Nick Nolte, SylvesterStallone, Judd Apatow andJon Favreau — all of whom,James says, were excitedabout the strength of thefilm’s script.

“They felt like it was agood movie and theyjumped on board, and so itmakes it easier for any char-acter when you know whois playing that part,” he saysabout the process of actingwith their vocal perform-ances in mind.

One thing the star is alsoadamant about was his de-sire to make a family film.

“We just wanted it to bea funny, funny movie foreverybody, where you canfeel comfortable bringingyour kids,” he says. “I’vegone to movies with mykids and I‘m bored out ofmy skull. There’s just nocomedy for adults so I want-ed something where it’scomedy for everybody.”

Say goodbyeto Mr. PotterAs Boyz II Men once sang,“It’s So Hard to Say Good-bye to Yesterday.” That willcertainly be true for thePotterheads of today, whoare about to savor their fi-nal look into the wizardingworld. While this adapta-tion, like the others beforeit, has to sacrifice somechunks of the story in orderto keep the movie at a rea-sonable length, the essen-tial arcs of the plot survive.

This film, like “DeathlyHallows: Part 1,” is muchdarker than the first filmsin both content and style.The cinematography re-flects the mood of the plotusing washed out colors.But the playful elementsthat drew us into the firstbooks still make an appear-ance here and there, keep-ing the grim atmosphere of

the story in check. Those who haven’t read

the books or seen the previ-ous movies had best brushup ahead of time, however.Major characters show upand disappear with littleexplanation given. But thatdoesn’t seem like thewrong choice, as such expo-sition would ruin the mo-mentum. For the averagePotterhead, this lack of con-text is no problem, but less-rabid fans might find them-selves a little lost withoutsome preparation ahead oftime.

“The neighborhoods aremirror images of each oth-er, it’s just that Queen Vil-lage came up a little soon-er,” says Prudential Fox &Roach realtor Zach Skid-more. “Not that you’d callBella Vista ‘up and coming’— it’s definitely established.But I’m looking forward toseeing what happens therein the next five years.”

Bella Vista has “moreof a commercial/residen-tial mix. That draws a di-versity into the neighbor-

“It’s a little more settledin — not quite as edgy assome of the areas furthersouth or north. It doesn’thave that new feeling likeNorthern Liberties does,”says Michael Hauptman,an architect who’s lived in
