2011 UCI Juniors Track World Championships 3 Sport and Technical Department - Track

1. QUALIFICATION SYSTEM

You will find in the following pages excerpts of the UCI regulation concerning the Juniors Track Cycling World Championships and in particular the various rules that apply for the selection. Extract from the UCI Regulations (Chapter IX—World Championships) Chapter II PARTICIPATION IN WORLD CHAMPIONSHIPS

§2 Selection of participants

General comments 9.2.001 National Federations shall select riders to participate in World Championships.

9.2.002 A rider against whom an investigation was opened in relation to a fact which may cause a breach of the UCI Anti-Doping Rules, will not be eligible for the World Championships or is not authorised to participate to the World Championships until the end of the suspension or until his definitive aquittal. In the event of a positive A Sample, this clause applies starting from the notification of the abnormal analysis result to the rider.

Unless otherwise decided by the anti-doping commission, the above paragraph is also applicable in the event of an investigation or a procedure regarding such a fact, opened in pursuance of a law or other regulation.

Specific cases are examined by the anti-doping commission or its president. Their decision is without appeal.

In addition to the disqualification, the licensee and his national federation will be respectively sanctioned by a fine of CHF 2000 to CHF 10000.

The present condition for participation, aims to protect the integrity, serenity and reputation of the World Championships. Its application does not prejudge the decision whether an anti-doping violation has occurred and shall not give rise to any claim in the events of acquittal.

9.2.003 National Federations shall enter with the UCI via its website.

National Federations which do not have Internet access may enter using the entry forms provided by the UCI.

9.2.004 The enrolment shall reach the UCI at the latest within the following deadlines: Track: 10 days before the first race of the championship

9.2.005 Save in the case of an act of God, a National Federation that has enrolled by returning the enrolment form for a World Championship and that does not participate shall be liable to a fine of CHF 500 to CHF 2000.

9.2.006 National Federations may substitute up to a maximum of two riders entered for each of the World Champion title competitions provided that it communicate the name of the two substitutes in writing to the UCI at the latest 48 hours before the first race.

Moreover, riders entered for a competition may be declared as those to ride in another competition of the same speciality provided that the deadline for announcing the names of those to ride be respected.

9.2.007 Federations shall announce the names of the riders who are to take the start to the Commissaires Panel by noon at the latest on the eve of the first race of the competition.

For Track events, any announcement made to the Commissaires Panel out of the time limit shall be liable to a fine of CHF 2’500.

9.2.008 Unless prevented by an act of God, a rider once announced as taking the start and who fails to present, shall be liable to a fine of CHF 500 to CHF 5000.

An injury or sickness shall be recognised as an act of God only if the rider is declared incapable of taking the start by the UCI official doctor.

9.2.009 In all individual specialities, the outgoing World Champion may take part in addition to the number of starters that the National Federation of such Champions may enter under the qualification regulations.

The same principle is applicable for the Olympic Champion on the occasion of the first World Championship following Olympic Games or, for mountain bike, the next two mountain bike World Championships.

For the Continental Champion, this facility is limited to the first World Championship following the awarding of the title of Continental Champion.

On the track, for the Omnium, Points Races, and Scratch events as well as for artistic Cycling, the outgoing World and Olympic Champions may take part only if their nation is not already qualified to the World Championships.

Without prejudice to the aforementioned qualification system, competitions are open to competitors born in:

Please note that each National Federation taking part in the 2011 Moscow Juniors Track Cycling World Championships must register with the UCI all persons included in the delegation, using the interactive online system: ♦ Registration and accreditation of riders (deadlines specified hereafter) ♦ Accreditation of all persons included in the delegation (managers, trainers, guests, etc)

Each National Federation received a “login” and a “password” to register their riders official and guests directly on the Internet. Website: http://62.50.72.82/uciroot/wschoice2.htm National Federations that do not have Internet access can claim registration forms at the UCI Sport and Technical Department—Track (according to article 9.2.003). The Team Managers meeting and distribution of race number will take place on: Communiqués of the first competition day shall be distributed during the Team Managers meeting. No distribution will be made to team hotels. Unless prevented by an act of God, a rider once announced as taking the start and who fails to present, shall be liable to a fine of CHF 500 to CHF 5000. Injury or illness will not be accepted as a valid circumstance unless the rider is declared unfit to start by the official UCI doctor.

7. LATEST CHANGES IN THE UCI RULES You will find, hereunder, the last changes in the UCI rules related to the competitions since the last edition of the Juniors World Championships. Chapter II — Track Races §1 General Observations Conduct of riders 3.2.002 Riders shall refrain from any collusion, manoeuvre or movement likely to hinder the conduct or

distort the result of the race. In addition, while riding on the track, riders shall at all times be in firm control of the bicycle and

have at least one hand on the handlebar (or extension). Riders’ numbers 3.2.009 (N) riders shall bear two number panels, save in the following specialities where they shall bear

just one: the Km Time Trial, the 500 m Time Trial, the Individual Pursuit, the Team Pursuit and the Team Sprint. Riders shall bear two number panels in all events in the Omnium competition.

Warnings - disqualification 3.2.013 Any offence not specifically penalised and any unsporting behaviour shall be punished by a

warning, indicated by a yellow flag, or by disqualification from the race, indicated by a red flag, according to the gravity of the fault, notwithstanding the fine provided for in article 12.1.007.

If a rider is relegated in the competition, that relegation may also carry with it a warning,

depending on the gravity, intent and impact of the fault. A rider receiving a second warning, or being relegated for the third time, is disqualified.

On each occasion the commissaires will indicate at the same time the race number of the

faulting rider. The warning and disqualification are relative to one specific competition only. Seeding 3.2.021bis For all competitions, other than World Championships and Olympic Games, riders and teams

shall be seeded according to their current UCI Individual Track Classification. Riders/teams with no ranking shall be seeded last in random order by the Commissaires Panel.

For World Championships, the top 8 riders/teams from the previous World Championships shall

be seeded first. The remaining riders/teams shall be seeded according their current UCI Individual Track Classification. Riders/teams with no ranking shall be seeded last in random order by the Commissaires panel.

For the Olympic Games, riders/teams shall be seeded according to their ranking using the

Olympic Qualifying criteria. For events where there are two opposing riders/teams on the track, Commissaires should not

match the two presumed to be the best. §2 The 200 metres Time Trials 3.2.027 In case of dead heat, the riders concerned will be classified according to the best time in the last

100 metres. In the case that the last 100 metres time cannot be recorded or if the riders are still tied, the riders concerned will be classified by drawing lots.

§3 Sprint 3.2.033 During World Championships, 24 riders shall participate in the sprint tournament. Prior to the first round a qualifying 200 m time trial shall be run to determine the fastest 24 riders

taking part to the sprint tournament and the make up of the heats.

§5 Team Pursuit Organisation of the competition 3.2.079 Teams shall be made up of riders entered for this event. The composition of the team may vary

from one race to another. The team manager must notify the commissaires of any changes at least one hour before the

relevant competition round start. Preparation of the track 3.2.091 The timing and recording of half-laps completed shall be made on the front wheel of the third

rider. §9 Team Sprint Organisation of the competition 3.2.149 Teams shall be made up of riders entered for this event. The composition of a team may be

modified from one heat to another. An incomplete team many not take the start. The team manager must notify the commissaires of any changes at least 30 minutes before the

relevant competition round start. §11 Scratch Mishaps 3.2.182 Riders suffering a recognised mishap shall be entitled to a neutralisation during the number of

laps closest to 1300 metres. On returning to the track, he shall resume the position he occupied before the mishap. Neutralised riders may not return to the track within the last kilometre. Any rider not ending the

race will not be placed. §14 Elimination race Race procedure 3.2.223 After each sprint the last rider, according to the position of his rear wheel on the finishing line,

shall be eliminated. If one or more riders are lapped or abandon the race between sprints, they shall be the riders

eliminated in the next sprint. In certain cases, the commissaires may decide to eliminate a rider other than the last rider in the

sprint (for example, if a rider passes on the blue band). The President of the commissaires panel shall be responsible for making the final decision on who will be eliminated based on information from the judge-referee and other commissaires.

In all cases, the decision on which riders shall be eliminated must be made and announced prior

to the riders crossing the pursuit line on the back straight after the elimination sprint. If no decision can be made by this time, then no riders shall be eliminated until the next sprint.

An eliminated rider shall leave the track immediately, failing which he shall be relegated to the

last place in the event. 3.2.226 In the case of a recognized mishap by one or more riders, as decided by the President of the

Commissaires Panel, the race shall immediately be neutralized for a maximum distance of the number of lap closes to 1300 metres to allow the affected riders to return to the bunch. In the case where all riders on the track suffer a recognized mishap, the race shall be neutralized for a maximum of 3 minutes to all the affected riders to return to the race.

The neutralization shall be indicated by a yellow flag on the start line and all riders on the track

shall ride in a compact group at a moderate speed. No account shall be taken of the position of any riders off the front or back of the bunch at the time of the mishap.

The race shall be restarted by the withdrawal of the yellow flag and the firing of the starter’s

pistol. Any riders not able to rejoin the race at this point shall be eliminated and their position determined according to the time of their elimination. The bell shall ne rung the following lap to indicate the start of a sprint lap.

Except in the case when all riders on the track suffer a recognized mishap, once four or fewer

riders remain on the track, no neutralization shall be granted, and any riders not finishing shall be eliminated and their position determined according to the time of their elimination.

§16 Omnium Definition 3.2.247 The omnium is a single competition consisting of six events run with a maximum number of

riders set by the track limit (article 3.1.009) which shall be held over two days in the following order:

1) Flying lap (against the clock) 2) Points race 30 km for elite men 20 km for elite women 15 km for junior men 10 km for junior women (see chart of article 3.2.117 for number of laps and sprints) 3) Elimination 4) Individual pursuit 4000 meters for elite men 3000 meters for junior men and elite women 2000 meters for junior women (without finals, opposing each time two riders seeded from the overall ranking after the

Elimination) 5) Scratch race (according to the chart of article 3.2.174) 6) Time Trial: Kilometre men 500 metres women (each time with two riders on the track, seeded from the overall ranking after the scratch race) Organisation of the competition 3.2.249bis For all the Points Race, Elimination and Scratch Race, riders shall be lined up in single file along

the railing and in the sprinters lane in the order listed on the start list. This order shall be based on the current Omnium ranking.

Ranking 3.2.251bis Any rider abandoning or being withdrawn from the Scratch Race or Points Race shall be

awarded the ranking of the last available place at that time plus a penalty ranking equal to the last rank points granted to the Flying Lap.

In the case of the Scratch Race, any rider not finishing due to a fall, or due to the fact that they

may not return to the track in the final kilometre, shall be awarded the ranking of the last available place for that event.

8. COMPETITION CLOTHING Riders of the same national team must wear identica l racing shorts during the same event, except for advertising space included in a lateral band 9 cm wide, which may differ from one rider to another. This means that National Federations must also provide their riders with national racing shorts. Team Managers must therefore present the national apparel to the College of Commissaires at the confirmation of participants. Reminder of the UCI regulations: 1.3.056 National federations shall submit to the commissaires’ panel of events as specified in art.

1.3.059, a sample of their national team clothing for validation. The design, color, place and size of the advertising spaces of the validated equipment must be identical for all athletes participating to the applicable events.

We encourage you to present to the UCI your national apparels before sending them for final

production. 1.3.057 The following advertising shall be authorised:

• front of the jersey: 2 logos of 64 cm2 maximum; • area comprising shoulders and sleeves: strip of maximum 5 cm high; • on the sides of the jersey: a 9 cm wide strip; • sides of the shorts: a 9 cm wide strip; • the manufacturer’s label (25 cm2) may appear once only on the jersey and once on each

leg of the shorts.

Advertising matter on jersey and shorts may vary from one rider to another. The design of the jersey and shorts may vary from one category of rider to another. Additionally, the rider’s name may appear on the back of the jersey. The above measures also apply to other items of clothing worn during competition (rain

jackets, etc.).

9. AWARD CEREMONIES

The following arrangements will apply to the official ceremonies:

♦ In accordance with the order set in the programme published in paragraph 6 of this document, the World Champion, the second and the third placed riders shall be ready for the official ceremony that shall be conducted under the responsibility of the Chief Commissaire.

♦ Riders shall appear in racing attire, wearing their national jerseys but bare-headed and without headband or glasses , until they leave the official ceremony enclosure.

♦ A World Champion may not wear the jersey identifying his title and bearing the regulation advertisement of his main sponsor(s) until, at earliest, the day following that on which he received it.

♦ Any infringement of the provisions of articles 9.1.044 to 9.1.050 above shall be punished by a fine of CHF 2’000 to CHF 10’000. A higher fine may be imposed depending on the advantage derived from the offence.
