Three running for open Fire District 1 commissioner spotMeanwhile, process of finding a new fire chief is moving forward

WHATCOM — Lots of changes are in the air for Fire District 1 of Everson and Nu-gents Corner. One piece should be settled in the Nov. 8 election, however — a new fire commissioner. Three candidates are runing for Posi-tion 1, from which Floyd Roorda resigned in August, with four years still to serve out in the term. The person who gets the most votes among the three, even if not a majority, will be elected, confirmed the Whatcom County Auditor’s Office. The three candidates are Rod Lofdahl, Mannix McDonnell and Tim Wells. How about this for personnel change? Fire Chief Jerry McDowell, after 49 years with the district, is retiring at the end of 2011, and Steve Neyens, almost as veteran, will call it quits then too. Longtimer Ken Myhre stepped down a few months ago. It all adds up to a loss of more than 120 years of experience with the district. McDowell said, however, that the pro-cess of finding his replacement is moving along well. About a dozen applications have been received so far, from as far away as South Carolina. Then, still up in the air for decision makers of the future is building a new Ever-son fire station, which may be a cooperative “public safety” effort with the City of Ever-
son. The stickler is cost: “If you have a few million dollars for us, we’ll start building next week,” McDowell said. Over the last few weeks, the three Po-sition 1 candidates have come in to talk and get more acquainted with the district firefighters, said McDowell. They each also submitted about a 200-word statement in the official Voter’s Pamphlet for Whatcom County. Also in Fire District 1, incumbent com-missioner Orran Dodson is running unop-posed for another six-year term. Gary Almy is the third commissioner. Here are profiles of the three Position 1 candidates:
Rod Lofdahl Lofdahl said he had been encouraged by others before to run for District 1 com-missioner, and now this opening gets him to doing it. Lofdahl is an owner and financial con-troller at ALRT, a logging and construction firm based on the Mount Baker Highway near Nugents Corner. He, his wife Sydney and their two teen children live in the Nook-sack Valley School District. A lifetime county resident, Rod earned his bachelor’s degree in accounting and economics from Western Washington Uni-versity. He said he would bring his strengths as a business manager and problem solver, including working with budgets, to the fire
commissioner position. “I just thought it would be a good way to contribute as a citizen and taxpayer and business owner, bringing that perspective to decisions,” he said. Lofdahl has not been directly involved in fire service himself, but as a community member he is aware of some of the specific issues Fire District 1 is dealing with. He greatly appreciates the service of first responders and wants to support them. “Let’s give them the first-class leadership they deserve,” he says in his Voters Pam-phlet statement.
Mannix McDonnell McDonnell brings to the race the per-spective of someone with 20 years in pro-fessional fire service with the Bellingham Fire Department. He is also an active labor leader for firefighters. McDonnell said he “absolutely” dis-agrees with the process that is being used to select a new chief for District 1, although he knows it may be completed by the time a new commissioner comes on board. The process should be more extensive, using “industry standards,” which include a “demonstration of proficiency in managing a major incident” and also the management of, say, a difficult employee or a complaint from the public. McDonnell said he doesn’t mean to be contentious, but his point is to be sure that a chief, even of a small rural district, is suit-
ably qualified for the job. He also puts a strong emphasis upon proper training of all firefighters — “it’s ab-solutely a priority,” he said. McDonnell realizes the time demand upon rural districts for providing trans-port into Bellingham for basic life support patients, and he would like to see resident overnight staff (Nugents Corner station) pick up this duty as much as possible. Volunteers are the “backbone” of Dis-trict 1 and there’s no money for that to change to career firefighters anytime soon, he said. McDonnell said that he feels he has the time for more community involvement with his five children growing older.
Tim Wells Wells said he is coming at this opportu-nity from the standpoint of being a 25-year volunteer with Fire District 1. “I know some of the issues that affect us directly as volunteers/EMTs. It’s going to be quite a learning curve, but I’m up for the challenge,” he said. It will help to have more information once in office, but Wells feels he’s “invest-ed” 25 years in the district and “we’ve done things the right way for a long time and we want to keep doing things the right way.” He realizes that the departure of Mc-Dowell, Neyens and Myhre, all at about the same time, means the commissioners have a lot of turnover to deal with. Sometimes it can be a “hard mix” to have both paid career and volunteer fire-fighters together in a district, he said. Wells has been married for 30 years, has two adult children and is self-employed as a real estate broker. He enjoys volunteering for local schools and with his church. He believes he has good listening and compromising skills, he said in his Voters Pamphlet statement. He is endorsed by both the Everson and Nugents Corner firefighter associations. SANDY POINT — As part of the Wash-ington State Department of Health’s 2011 emergency preparedness campaign, What-com County Fire District No. 17 received more than 300 long-life smoke detectors to install, for free, in the homes of Sandy Point. The new, lithium-powered smoke de-tectors have a 10-year life span and should not require any maintenance during that time. Jim Petrie, District 17 fire chief, said that he could not believe the number of out-of-date or inoperable smoke detectors his volunteers found on their home visits. “We found that many home owners were unaware that their smoke detectors have a shelf life and didn’t realize that theirs needed replacing,” he said. In addition to educating home owners on the correct locations for placing the new smoke detectors, volunteers also took the opportunity to drop off free fire safety and prevention materials as well as a map marking the best possible escape routes in the event of a fire or natural disaster. “A lot of what the volunteers handed out is information we are all familiar with, but a plan is no good unless you have one established and you’ve practiced it,” Petrie said. Firefighters and volunteers will pro-vide the Department of Health with the in-formation gathered from their home visits, so that the state may provide better access to information and awareness programs for local communities. Petrie said his volunteers enjoyed the opportunity to connect with the local community and that homeowners were very grateful for the free service. Lithium-powered smoke detectors can range in cost from $25 to $40. He also encouraged re sidents with wood-burning stoves or natural gas furnaces to consider purchas-ing a carbon monoxide detector. FERNDALE — Since he was a young boy, Michael Richardson has wanted to be a firefighter. Knowing that he wanted to serve others and give back to his community, as a 17-year-old Ferndale High School senior he sought an opportunity to break into the highly competitive world of career firefight-ing. He found it right in his hometown. Now 18 months into his training with the Whatcom County Fire District No. 7 Ca-det Program, Richardson said he is on a fast track to becoming a volunteer firefighter and may be selected to enter the training at the age of 18, rather than the typical 21. “The program has been a huge oppor-tunity for me to learn some of the skills that I will need if I want to train as a volunteer,” he said. “There is equipment that you just wouldn’t be able to get familiar with any oth-er way than by actually getting your hands on it and procedures for when you are on the scene that help keep you from getting dis-tracted or overwhelmed.” Founded by firefighter Paul Kelly in 1998, the District 7 Cadet Program is the only
one of its kind locally, training capable 16- to 20-year-olds in the basics of firefighting and emergency response skills. Cadets can enroll for a few months or up to four years. Those who are dedicated to their studies have the opportunity to enter the Fire Academy with a leg up on the competition. “The great thing about the Cadet Pro-gram is that when you can get people dedi-cated at that young age they become even more dedicated volunteers,” said Ryan Pavitt, cadet instructor and five-year volunteer fire-fighter. “It is a great feeder system. We have a number of career staff in the department that started out as cadets.” Maintaining the safety and well-being of the cadets is priority No. 1, said Pavitt, so students first learn how to properly as-sess a variety of situations and choose the best course of action. Cadets then move on to learn firefighting basics, such as how to properly set up a fire hose, connecting it from the fire truck to the hydrant without tangling or kinking the line. They also learn how to safely set and climb ladders up to 100 feet, how to communicate effectively with other firefighters on and off the scene, and how to correctly identify equipment and
know its proper uses and storage on the dif-ferent response vehicles. “Cadets are learning skills that will di-rectly relate to their volunteer training,” Pavitt said. “It is an opportunity to get a head start on terms and procedures they will need to know as a volunteer firefighter.” On the second Wednesday of each month, the cadets meet to receive instruc-tion from Pavitt and then participate in drills and friendly competition. On Oct. 12, more than a dozen divided into two teams and on the mark, attempted to be the quickest to correctly assemble and connect their fire hose to a hydrant. The first team to finish got to soak the other team. “We are learning a lot and you know it’s serious business, but we still have a lot of fun,” Richardson said. “Plus, it is nice for those of us who have been here longer to have the chance to take on those leadership roles and teach some of the newer people.” Applications for the Cadet Program are available online or at Fire Station No. 41, 2020 Washington St. in Ferndale. Once sub-mitted, career staff review the applications and select qualifying students to complete an interview and a written exam covering basic math, reading and problem-solving skills. “I am looking for someone who shows
