1992 On September 14, 1992, SSA began showing the legend “VALID FOR WORK ONLY WITH INS AUTHORIZATION.”

October 2007 Thirty-fourth version of the SSN card includes additional security features. A unique non-repeating spiral design, replacing

the existing marbleized pattern. The new pattern will be the same or a very similar color to the current background and will continue to be erasable.

Color shifting inks added to the face of the card; very recognizable since it is used in currency.

A latent image on the face of the card, visible only when the document is viewed at specific angles.

It costs SSA about $31.00 to issue a Social Security Card.

In FY 2010, over 5.4 million new SSN cards, and over 11.1 million replacement cards were issues.

Over 96 percent of newborns receive a Social Security card as part of the birth registration process.

Area Number: The first three digits of the SSN are the

area number. The area number reflects the State as derived from the ZIP Code in the mailing address the number holder provided on his/her application for an original SSN card.

Group Number: The middle two digits of the SSN are the group

number. The group number ranges from 01 to 99, but group numbers are not released for SSN assignment in consecutive order. Instead, for administrative reasons, group numbers are released in the following sequence:

Odd numbers from 01 through 09; then even numbers from 10 through 98; then even numbers from 02 through 08; and finally, odd numbers 11 through 99.

Serial Number: The last four digits of the SSN are the

serial number. The serial number represents a straight numerical series of numbers from 0001-9999 within each group.

SSNs are assigned randomly by computer within the confines of the area numbers allocated to a particular State based on data keyed to the Modernized Enumeration System (MES). Central assignment of SSNs proceeds from the lowest area number in a given State through the highest area number in that State, using the same group number.

SSA does not have a general listing of SSNs and when they were assigned. Information about SSNs, and when and to whom they were assigned, is kept confidential by SSA. Commercial enterprises that purport to have this information did not get it from SSA and it's only as accurate as the source used to establish that database.

Effective June 2011, SSNs will be assigned randomly from one general pool of SSNs. This will eliminate the geographical

significance of the first three numbers (area numbers).

Previously unassigned numbers will be introduced for assignment excluding area numbers 000, 666, and 900-999.

EAB allows parents to complete applications for SSNs for their newborns as part of the hospital birth registration process:

Hospitals collect the data necessary for enumeration and send it to their State vital records agencies, which then transmit the information to SSA.

All parents applying for an SSN as part of the birth registration process receive Form SSA-2853 (Message from Social Security), which serves as a receipt for the SSN application via EAB.

EAB requests are electronically transmitted to SSA’s National Computer Center through electronic interfaces with the newborn’s State vital records agency. SSA uses the information from the State to enumerate the infants and issue SSN cards through an automated process.

EAB only issues original SSN cards – it does not issue replacement cards. However, if an SSN is already assigned, the EAB record will post to the Numident without issuing an SSN card.

EAB is a convenient service option for parents who need an SSN for their child. It saves the parent time gathering the necessary proofs, completing an SS-5 application, and visiting or mailing original documents to an SSA field office (FO) for processing.

EAB is voluntary for parents and hospitals.

Social Security Cards are printed from a central location and mailed.  The cards will be addressed to the infant, not the parent(s). 

The name provided by the parents for birth registration and the EAB process in the hospital is a legal name. 

If the parents later change the name, and MDH issues the birth certificate with the new name, SSA considers this a legal name change.

In the nine county metro area, all Social Security card requests are handled by the Twin Cities Card Center.  The Card center’s address is 1811 Chicago Ave. S., Suite 2, Minneapolis, MN 55404.  The nine counties are: Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, and Washington.

I would encourage the registrars to refer the parents to SSA.  They can use the toll free number 1-800-772-1213, the local SSA office, or contact the Twin Cities Card Center (612) 870-2040.
