Class Divisions/Sections
Friesian Section Horses shown in this division must have been
issued a membership certificate from International Friesian Show
Horse Association (IFSHA) confirming verification of Friesian
heritage and identity with IFSHA or have an application applied for
IFGSHA recognition at the competition. Horse owners/lessees
competing in Purebred & Part-Bred Friesian USEF licensed
competitions must be member in good standing with the International
Friesian Show Horse Association. See FR101.B in the USEF Rule Book
for clarification. In order to compete, horse owners/lessees must
provide a copy of their IFSHA membership card and a copy of the
horse’s IFSHA membership certificate with entry form at the time of
making entry prior to the competition, presenting to the
competition office at the time of entry or by applying for their
membership card and horse membership certificate at the competition
but before the competition number will be released.

Andalusian/Lusitano Section This horse show is conducted in
accordance with the USEF and the rules of the International
Andalusian and Lusitano Horse Association, and is open to both
purebred and half-bred horses. Each participant in this horse show
is responsible for knowledge of and is subject to the rules of both
the IALHA and the USEF. The rules of the USEF take precedence over
the rules of any other association. The IALHA show rules shall
prevail, if not covered by USEF rules. All horses entered must be
registered with or applied for registration with IALHA. Weanlings,
yearlings and imported horses are eligible if both sire and dam are
registered with IALHA or application has been made to register them
with IALHA and a copy of the registration papers is on file with
the show secretary. Copies of registration papers must be mailed
with entries. Back numbers will not be issued to exhibitors until
all papers have been checked. Copies of USEF and IALHA membership
cards, including amateur status, must be sent with entries or a
non-member fee must be included with entry fee payment. None of the
Championship classes are National Qualifying classes.

Connemara Section Entries in the Connemara division must be
registered with the American Connemara Pony Society, the Connemara
Pony Breeders Society of Galway, Ireland or any other Connemara
Society recognized by the International Committee of Connemara Pony
Societies. Connemaras and half-bred Connemaras under two years of
age must have a Temporary Foal Certificate. All Connemaras must be
shown under their full registered names. Copies of registration
papers must accompany all entries.

Carriage Pleasure Driving Section The pleasure driving horse may
be of any breed, color or size as long as it is capable of
performing the required gaits. The minimum age for a horse to be
allowed to compete is three years of age. Horses must be
serviceably sound and must not show evidence of lameness, broken
wind or impairment of vision in BOTH eyes. Animals over 14.2 hands
in height will be classified as a horse. Animals 14.2 hands and
under will be classified as a pony. The Federation strongly
encourages all competitors to wear protective headgear which meets
or exceeds current ASTM Standards for equestrian use. All juniors
MUST wear protective headgear which meets or exceeds the current
ASTM Standards for equestrian use. An appropriate driving whip
shall be carried, in hand, at all times while driving. The thong on
the whip must be long enough to reach the shoulder of the farthest
horse. A driver not in compliance with the above shall be severely
penalized. See Section CP153 of the USEF Rule Book for class
specifications.

Opportunity Classes Opportunity classes are open to all breeds.
They do not count towards Horse of the Year Awards. Animals entered
only in these classes are exempt from the Federation fee, including
the Equine Drugs and Medication fee. They are not required to have
a Horse ID or Recording Number but are required to list the number
if they have one. Riders/drivers/handlers entered only in these
classes are exempt from the Federation membership requirements and
are not required to pay a non-member fee but are required to list
the Federation membership number if the participant is a member.
Horses and riders/drivers/handlers can cross enter into the rated
classes at the show; all applicable fees and membership
requirements will apply.
Opportunity Hunter Classes – See Section GR821 of the USEF Rule
Book for clarifications. These classes are for entry level riders.
The fences will not be over 2’6”. Any rider that has shown in a
Zone pointed division, (such as children’s hunter division) is not
eligible. Any rider that has shown in a regular division (such as
regular ponies) is not eligible. All rules and regulations in
section GR821 will be followed except GR821.7 (no crossing over
into rated hunter divisions).
Opportunity Hunter Classes 2’ –To be shown over a course of a
minimum of six fences with eight jumping efforts required. Judged
100% on performance. Must complete an over fences class to enter
the under saddle class. The under saddle class will show both ways
of the ring at a walk, trot and canter. 501. Open Opportunity Handy
Hunter – Junior Rider 502. Open Opportunity Working Hunter – Junior
Rider 503. Open Opportunity Hunter Under Saddle – Junior Rider
Opportunity Hunter Classes 18” Cross Rails – To be shown over a
course set at 18” with a minimum of four fences with eight jumping
efforts required. May either trot or canter the entire course. To
be judged 100% on performance. Must complete an over fences class
to enter the under saddle class. The under saddle class will show
both ways of the ring at a walk, trot and canter. 504. Open
Opportunity Handy Hunter – Junior Rider 505. Open Opportunity

ridden once around a course of four poles on the ground entirely at
a walk or entirely at a trot. Poles are to be placed at a minimum

a hunter course. May be ridden at either a walk or trot. Must enter
an over poles class to enter the under saddle class. The under
saddle class will show both ways of the ring at a walk and trot.

Opportunity Children’s Fun Classes – Classes are open to junior
children leading a pony or horse. These are fun classes for
children who are not ready to ride in a trail course. The children
will lead their pony/horse over/through simple obstacles. Safety to
be emphasized. No stallions. 510. Open Opportunity In-Hand Pet

Morgan Section Horses shown in this division must be registered
with the American Morgan Horse Association Inc, or if under one
year of age be eligible for registration and must be entered under
their full registered name. Horses may also be registered with the
Canadian Morgan Horse Club. Canadian horses born before January 1,
1985, must be registered with the American Morgan Horse
Association, Inc, or have Canadian Morgan Horse Club registration
papers showing an American registration number. Canadian horses
born after January 1, 1985, can be shown with Canadian registration
papers as long as the papers do not state “not eligible for U.S.
reciprocity.” Refer to USEF Rule Book for exact class
specifications. A copy of registration papers showing proof of
ownership or proof of lease must be presented to the horse show
office before the show number will be released. Championship
classes will not be stripped.

- Animals are to be shown in hand at a walk and trot except in
group classes. Purebred Welsh to be judged 85% on breed type,
conformation, way of going, quality and substance and 15% on
disposition and manners. Natural reaching action is desired.
Half-Welsh to be judged 85% on conformation, way of going, quality
and substance and 15% on Welsh breed type, disposition and
manners.

WPCSA Showmanship (Article 115.6) - Judged on presentation and
showman’s ability to show his/her pony/cob/half-Welsh. 40% of the
judging is on neatness and appearance of the showman, pony and
tack; 60% will be based on the exhibitor’s ability to present
his/her pony/cob/half-Welsh. Exhibitors will be informed of the
judge’s choice of pattern to be used, before entering the ring.
724. WPCSA Showmanship (A,B,C,D, Half-Welsh) – 12 and Under 725.
WPCSA Showmanship (A,B,C,D, Half-Welsh) – 13 – 17
WPCSA Carriage Driving (Article 113.2) - Removing the bridle
from an animal harnessed to a vehicle, or leaving an animal
unattended while hitched, anywhere on the show grounds, will result
in instant elimination and removal from the show grounds.
Wire-wheeled vehicles and pneumatic tires are allowed.
In addition to the gaits detailed in the pleasure driving
section Art.113.1 (walk, working trot, trot-on, halt and
rein-back), carriage driving also requires the slow trot where the
animal should maintain forward impulsion while showing submission
to the bit. Turnout to be judged 70% on the condition, fit and
appropriateness of harness and vehicle, neatness and
appropriateness of attire and overall impression; 30% on
performance, manners and way of going. Working class to be judged
70% on performance, manners and way of going; 20% on condition and
fit of harness and vehicle; 10% on neatness of attire. Obstacle –
Timed Competition: to be judged 100% on performance – each ball
down adds 5 second penalty; overall time – best time wins. Champion
and Reserve 726. WPCSA Carriage Driving Turnout (A,B,C,D,
Half-Welsh) – Junior/Adult 727. WPCSA Carriage Driving Working
(A,B,C,D, Half-Welsh) – Junior/Adult 728. WPCSA Obstacle – Timed
Competition (A,B,C,D, Half-Welsh) – Junior/Adult
WPCSA Pleasure Driving (Article 113.1) - Removing the bridle

WPCSA Leading Rein (Article 115.1) - Section A, B, C or
half-Welsh mare or gelding, 12.2 Hands and under, to be ridden by
junior exhibitors at least four, but not more than eight, years of
age. Ponies to be judged on manners, suitability, breed type,
conformation and turnout. This is not an equitation class. There
are no restrictions on competing in other divisions or classes for
the pony or rider. 732. WPCSA Leading Rein (12.2 Hands & under)
– Juniors age 4 to 8
WPCSA Leadline (Article 115.4) - Classes open to riders 7 &
under mounted on ponies/cobs/ half-Welsh. To be led by an adult or
a junior age 12 or over. Both handler and rider to be appropriately
attired. English or Western attire is acceptable. No chain
leadlines allowed. RIDERS ineligible for other ridden classes
except costume and leading rein. No High Point Award. WPCSA
LEADLINE WALK - Judged on equitation and suitability of mount at a
walk. To stand quietly.
733. WPCSA Leadline Walk - (A,B,C,D, Half-Welsh) - Junior (7
& Under) WPCSA LEADLINE WALK-TROT- Judged on equitation and
suitability of mount at a walk and trot or jog. To stand
quietly.
734. WPCSA Leadline Walk-Trot – (A,B,C,D, Half-Welsh_ - Junior
(7 & Under) WPCSA LEADLINE WALK-TROT POLES – Designed to be a

Rules and Regulations EVERY CLASS OFFERED HEREIN WHICH IS
COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE
BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. It is
the rider’s responsibility to review and be familiar with the
contents of the Competition’s Rules, Policies & Procedures. In
the event of an inquiry, the USEF rules will prevail. All questions
not covered in these rules and regulations shall be decided by the
show management whose decision shall be final. Horse show
management reserves the privilege of substituting or changing
judges and/or officials if it becomes necessary. The judges’
decisions in the show ring are their own responsibility and horse
show management accepts no responsibility for these decisions.
Every horse entered for competition will comply with the rules of
the horse show management, but management will, in no case, be
responsible for any loss or damage that may occur, and it shall be
condition of entry that each exhibitor shall hold this horse show
and the officials and employees of the show blameless for any loss
or accident to his horse, employees, equipment, which may occur
from sickness, fire or otherwise. The management reserves the right
to refuse, accept conditionally, or to cancel any entries,
disqualify any riders or exhibitors, prohibit entries and cancel
award prizes without claims for damages; to cancel or combine
unfilled classes, or to reschedule classes after due notice to
exhibitors; to change rings or rotate judges. Exhibitors are
notified that any act of discourtesy or disobedience to the judges
or officials, on the part of the owner, manager, rider, or groom
shall disqualify the horse, and the owner shall forfeit his entry
fee and other fees. Show management reserves to itself the power to
prohibit any person from attending or showing a horse in the ring
and to remove any groom or horse from the show without being liable
for compensation. In accordance with the 1989 Federal Waste
Tracking Act, which restricts the disposal of medical waste,
bio-hazardous medical waste containers will be provided in the
stable area. All exhibitors and their agents are responsible for
the proper disposal of this waste. No person will be allowed in the
show ring during the time of judging except the exhibitor and those
having official or requested duties to perform. It is the tradition
of the show that riders be correctly attired for the class in
question, that attendants be neatly dressed and the horses properly
presented. Management may in its discretion bar any person from
entering the ring if not suitable presented to appear before an
audience. Minors who do not have a valid driver’s license which
allows them to operate a motorized vehicle in the state in which
they reside will not be permitted to operate a motorized vehicle of
any kind including, but not limited to, golf carts, motorcycles,
scooters, or farm utility vehicles on the competition grounds of
licensed competitions. Minors who have a valid temporary license
may operate the above described motorized vehicles as long as they
are accompanied by an adult with a valid driver’s license.
Violations of this rule will be cause for sanctions against the
parent(s), guardian(s) and/or trainer(s) who are responsible for
the child committing the offense. Penalities may include exclusion
of the child, parent(s), guardian(s), and/or trainer(s) from the
competition grounds for the remainder of the competition and
charges being filed against any of the above individuals in
accordance with Rule 6. Wheelchairs and other mobility assistance
devices for individuals with disabilities are exempt from this
rule.

specifications of the current USEF Rule Book, will be conducted and
judged in accordance therewith, and in compliance with the
respective breed rules.
Adult Exhibitors
An individual that has reached their 18th birthday as of
December 1st of the current competition year.
Attire Riders must be properly attired. Protective head gear
must be worn. Numbers must be worn and clearly visible. Chaps are
required in Stock Seat Equitation and Western Pleasure. Riders
without chaps can be penalized but not disqualified.

Concession The facility offers a concession stand and rest rooms
with a shower.
Description of Courses Hunter fences shall generally simulate
obstacles found in the hunting field such as natural post and
rails, white gates and the like. Judged on performance and
soundness.
Arena Dimensions and Footing Arenas measure 125’ x 225’ with all
weather footing in both the competition arena and the warm-up
arena.
Dogs All dogs must be kept on a leash, or remain confined in a
stall. LOOSE DOGS WILL BE IMPOUNDED. Impounded dogs will be charged
$100 which will be donated to the local humane society.
Drugs & Medications Current USEF rules relating to drugs and
medications will be enforced. Each horse entered must pay a $15.00
USEF fee (drugs & medications $7.00, USEF $8.00).

Exhibitors must present a signed OPEN check to the Show Secretary
in order to receive your number(s). Cross entries permitted except

Junior Exhibitors An individual that has not reached their 18th
birthday as of December 1st of the current competition year. When
dividing junior divisions into two separate age groups, these will
be split into youth (age 12 and under) and youth (13 and over but
who have not reached their 18th birthday by December 1st of current
competition year). Juniors under 14 years of age cannot show a
stallion. Junior Drivers under 14 years of age must have an
experienced adult in the carriage at all times.
Measurement All horses and ponies will follow their respective
breed rules concerning measurement and measurement cards. All
ponies in WPCSA performance classes must present a WPCSA or USEF
measurement card to the show secretary or be measured at the show.
All ponies and cobs (age 6 & over) entered in Halter classes
must show a WPCSA or USEF measurement card or be measured. Ponies
and cobs (age 5 & under) only showing in Halter classes do not
have to be measured. Measurement times will be announced.
Memberships All exhibitors MUST show their current USEF
membership card at the show or send a copy with show entries.
EXHIBITORS AND
OWNERS THAT ARE NOT USEF MEMBERS WILL BE REQUIRED TO PAY A $30
NON-MEMBER FEE. A SHARPS DISPOSAL CONTAINER WILL BE AVAILABLE ON

Responsibility Submission of entry to this show constitutes an
agreement to the following: Exhibitor agrees to indemnify and hold
harmless the TRHP, WPCSA, USEF, Show Management, their officers,
respective directors, agents, employees or representatives against
any claims, demands, costs and expenses, including reasonable
attorney fees for the defense thereof, arising from the conduct or
management of Exhibitor’s business or its use of the premises or
from any breach on the part of Exhibitors of any conditions of this
Agreement, or contractors, agents, employees, guests, or invites in
or about the premises. In case of any action or proceeding brought
against the TRHP, WPCSA, USEF, Show Management or their officers,
respective directors, agents, employees or representatives by
reason of any such claim, Exhibitor, upon notice covenants to
defend such action or proceedings by counsel, acceptable to the
TRHP, WPCSA, USEF, or Show Management. Exhibitor is responsible for
his/her own property.
Returned Check Policy No post-dated checks will be accepted.
Returned checks will be subject to a $40 fee and must be cleared
within 30 days of the last day of the show or disciplinary actions
will be sought through the WPCSA, USEF, and/or the District
Attorney.
Schooling Schooling will be allowed in the show ring up to 15
minutes before the start of the show and at any time in the
schooling area. Schooling over fences in the show ring is not
allowed after the show starts.
Stalls Box stalls are $65 for the weekend (Friday noon -
Sunday). Early arrivals (before Friday noon) will be charged $20
per stall per night. Stalls have permanent walls and doors.
Arrangements must be made in advance. Bedding must be purchased
from facility ($10 per bag). NO OUTSIDE SHAVINGS ALLOWED. NO
REFUNDS ON STALLS.

USEF MEMBERSHIP STATEMENT Life, senior active and junior active
members shall be eligible to participate in all classes at Regular
Competitions, Eventing Competitions at the Preliminary Level or
above and Combined Driving Competitions at the Advanced Level,
Dressage, Reining and Vaulting Competitions and Endurance Rides. A
nonmember may participate as a handler, rider, driver, owner,
lessee, agent, coach or trainer at Regular Competitions, Eventing
Competitions, Dressage Competitions, Reining Competitions and
Combined Driving Competitions upon payment of a $30 nonmember
registration fee. Participants in the following classes are
exempted from the Requirements of this rule: 1) leadline; 2)
exhibitions; 3) games and races; 4) classes for 4-H members; 5)
walk trot and academy classes (academy classes are classes limited
to horses used regularly in a lesson program); 6) USDF introductory
level tests, pas de deux and quadrille classes; 7) NRHA Endorsed
Reining Competitions. 8) Opportunity classes, 9) citizens of other
nations who have proof, in English, of current membership in good
standing of their own National Federation, 10) USEA beginner novice

Membership:
a) Any person, firm or corporation owning or interested in Welsh
ponies or cobs shall be eligible for membership. b) There shall be
two (2) classes of membership: voting and non-voting. Voting
Membership shall be defined as follows:
1. Senior Life Membership - those persons who have reached their
18th birthday by January 1st of the current year. 2. Annual
Membership - those persons who have reached their 18th birthday by
January 1st of the current year. 3. Family/Firm Membership - an
immediate family unit consisting of parent/guardian and minor
children (who have not reached their 18th birthday or a
corporation/firm or
association. The Family/Firm unit will be entitled to only one
vote.Non-Voting Membership shall be defined as follows:
4. Junior Life Membership - those persons who have reached their
18th birthday by January 1st of the current year. Upon reaching 18,
the membership will become Senior Life. 5. Annual Associates -
those persons who have reached their 18th birthday by January 1st
of the current year and who are interested in the breed, but do not
desire full
membership privileges. (No reduction to transfer and
registration fees). 6. Junior Membership - those persons who have
not reached their 18th birthday by January 1st of the current year.
Dues - The dues schedule shall be as follows: Circle the type of
membership desired: Senior Life $1000 Family/Firm $55 Junior Life
$1000 Annual Associate $30
Annual $45 Junior $25 Privileges of WPCSA Members - Reduced
registration and transfer fees (with the exception of Annual
Associate Members); privilege of appearing in the Member-Breeder
Directory (with the exception of Junior and Annual Associate
Members); membership cards; right to compete for High Score Awards;
subscription to quarterly WPSCA Newsletter. All new members receive
a complimentary literature packet. New Life members receive a
complimentary bronze pin; new Annual, Family/Firm and Annual
Associate members receive a complimentary three inch decal; new
Junior members receive a complimentary sleeve patch.
Note: Your dues or contributions to the association are not
deductible as charitable contributions. Please consult your tax
advisor to determine whether dues and contributions may be deducted
under other provisions of the law (such as relating to
deductibility of business expenses.)
Membership year runs from Jan 1 - Dec 31.
