TheSeattleDepartmentofTransportation(SDOT)collectsandmaintainsvolumedataforvehicles,
pedestriansand
bicycles. Volume
dataisusedto
identifythehighest
volumearterials
andcreatethe
citystrafficflow
map,identifyareas
wherepedestrian
andbicycletrafficis
highest,select
futureproject
locationsand
measure
performanceof
trafficprojectsonce
theyareinstalled.
SDOT
has
recently
started
collecting
vehicle
speed
data
regularly.
We
expect
this
data
to
be
used
in
selectingtrafficcalmingcandidatelocations,particularlywheretherearehighconcentrationsof
pedestriansandbicyclists.
Trafficvolume,speedand
reportedcollisionsarethe
threecardinalpiecesofdata
thattrafficengineersuseto
evaluatethefeasibilityof
engineeringchanges
to
the
streets.

MotorVehicleVolume
SDOTisresponsibleforcountingthevolumeoftrafficoncertaincityarterialstreetseachyear.Trafficcountsaretakenthroughouttheyearat20
controlcountlocations,164screenlinelocationsand111additionallocations.
SDOTtakescontrolcountsat20locationseverymonth.Thesecountsareaddedtogetheranddividedby12toderiveamonthlycontrolfactor.This
factoristhenappliedtoeverycountwetaketocorrectforseasonalchangesintraffic. Inaddition,SDOTmeasuresvehiclevolumeat164screen
linelocations.TheselocationsareidentifiedinSeattlesComprehensivePlan,andthecountsareusedtodeterminescreenlinelevelsofserviceas
requiredby
the
plan.
We
also
measure
vehicle
volume
at
111
additional
locations
each
year.
A
complete
list
of
control,
screen
line
and
other
regularcountlocationscanbefoundintheappendix.
SDOTalsomeasuresvolumeatadhoclocationsthroughouttheyearasneededfortrafficanalysisandengineeringstudies. Foranexampleofhow
thesevolumesareused,pleaserefertoSectionFiveDataUse.
Usingtheannualcountstakenat19ofSeattlesbridges,SDOTderivesaproxynumberforcitywidemotorvehicleannualaveragedailytraffic. We
usethesecountsbecausedrivingalmostanywhereinSeattleislikelytoinvolvecrossingoneofthebridges. Basedonthisdata,traffichasincreased
0.86percentsince2009,whichappearstobeareversalofasteadydownwardtrendsince2006. ThegraphofSeattlesannualaveragedailytraffic
(AADT)onpage23showsthatwhilevolumehasincreasedslightlyover2009numbers,itisstilltrendingdownwardfromahighin2003,despitethe
steadilyincreasingpopulation.
SDOTisoftenaskedwhethertrafficvolumescorrelatetogasprices,employmentfiguresandtransitridership. Atthebottomofpage23aregraphs
showingaverageannualemploymentfiguresfortheSeattleTacomaBellevueregion,gaspricesandMetroandSoundTransitridershipfigures,
whichcanbecomparedwithgraphsofSeattlesAADTandpopulationatthetopofthepage.

eachyear. Since2007,SDOThascountedbicyclesentering
downtowninoddnumberedyearsandatlocationsaroundthecityin
evenyears. In2010,wecountedatboththedowntowncordonand
thecitywidelocations. PleaseseeSectionSevenFutureData
Collectionforinformationonfuturebicycledatacollectionplans.
Asshowninthegraph,therehasbeensubstantialgrowthinbicycle
commutingasrepresentedbythedowntowncordoncount over
thepastseveralyears. Thesedatashowamarkeduptickin2009and
apositivegrowthtrend.
Thecordoncountsshowthatthenumberofbicyclistsenteringdowntown
duringthe
morning
commute
has
increased
by
21
percent
between
2009
and2010.Asrecordedbyvolunteersat30locations,3,251bicyclists
commutedintothedowntowncoreonthedayofthecountin2010.The
topfivelocationsforbicycliststoentertheCenterCityare,inorder:
ColmanDock,DexterAvenueN,theElliottBayTrail,theAlaskanWayPath,
andPineStreet.
However,the
citywide
count
showed
adecline
in
bicycling.
In
2008,
the
firstcitywidecount,therewere4,666bicyclists. In2010,thatnumber
declinedto3,961a15percentdecrease. Thesecountsareavital
measurementtoolasthecitystrivestoreachitsgoaloftriplingthe
numberofbicyclistsby2017.

pedestrianvolumeusingtheDowntownSeattleAssociationsdowntown
pedestriancounts,bothsummerandholidayseason,aswellasUSCensus
figuresforSeattlespopulation.
Since2007,Seattlehasseenanincreaseinpopulationup7percent. During
thattime,
downtown
Seattle
has
seen
adecrease
in
pedestrian
traffic.
In2011,SDOTstartedusingtheNationalBicycleandPedestrian
Documentationprojectmethodologyforcountingbicyclesandpedestrians.
Thesespotcountswillprovideconsistent,annualpedestrianvolumesthatwe
cantrackovertime.

selectionanddesign,andforevaluationofcompletedprojects. Engineersmeasurespeedinanumberofdifferentways,including:85thpercentile
speedoftraffic1;andhighendspeederpercentage2,ameasureofaggressivedrivers. Anexampleoftheuseofthehighendspeederpercentage
dataisinmeasuringareductioninthehighspeederpercentageafterinstallingatrafficcalmingmeasure.

CADgenerateddatadoesnotreflectahighdegreeofspecificitywithin
certaintypesofincidents. Forexample,amovingviolationcallmayor
maynothaveresultedinacitation. Itmightbeaspeedingticket,afailure
toyieldticketoranyothertypeofmovingviolation. SPDsTrafficSections
statisticscontain
this
level
of
detail,
but
their
statistics
do
not
reflect
traffic
infractionsissuedbySPDsnontrafficpatrolofficersandarentalways
recordedintheCADsystem. Theseareverydifferentsetsofdata,which

contributingfactortocollisionsisdriversnotproperlyyieldingthe
rightofway.
AutomatedTrafficEnforcement
Thecity
of
Seattle
uses
two
kinds
of
automated
photo
enforcement:
traffic
safety
cameras
located
at
signalized
intersections;
and
amobile
speed
van,usedinschoolzonesandonarterialstreetswithdocumentedspeedingissues.
TrafficSafetyCameras
SeattlePoliceDepartmentcurrentlyhas30trafficsafetycamerasalsoknownasredlightcamerasat21differentarterialintersections
throughoutthecity.Basedonevaluationofthefirstsixcamerasdeployedin2006,thecamerasreducedredlightrunningbymorethan40percent.
These
same
camera
locations
showed
an
18
percent
drop
in
red
light
related
collisions
(right
angle
crashes),
comparing
three
years
before
cameras
(55collisions)withthreeyearsafter(45collisions). ThesefindingsarepreliminaryandshouldbeusedcautiouslyasSDOTdatashowthatcollision
ratesaredowncitywideoverthelastdecade. In2010,thetrafficsafetycamerasresultedinSPDissuing45,802citations,asdetailedinthetableon
