HACU is the only organization that represents existing and emerging Hispanic-Serving Institutions (HSIs), which enroll more than 50 percent of all Hispanics in postsecondary education.

More than 400 colleges and universities in the U.S., Puerto Rico, Latin America, Spain and Portugal are members of HACU, an association recognized as one of the top Hispanic non-profits in the country.

HACU serves its membership through advocacy, conferences, partnerships and educational programs and offers scholarships and internship opportunities for students.

Hispanic Association of Colleges & UniversitiesFor almost a quarter of a century, the Hispanic Association of Colleges and Universities (HACU) has advocated on behalf of Hispanic higher education in the U.S. and around the world.

Message from the Chair of the Board and the President & CEO

Our association knows that by Strengthening our Voice in Numbers, our voice is more likely to be heard. HACU’s strength and support continues to grow. In 2010, 35 institutions became new members and 21 new individuals joined the faculty and staff caucus. Two new affiliation categories were added in the Fall for students and student organizations interested in supporting HACU’s mission.

Together with HACU members and allies of higher education, we have been Advocating for Hispanic Higher Education Success and continue to increase funding for Hispanic-Serving Institutions (HSIs). As a result, appropriations for the Title V Undergraduate Program increased to $117 million for FY 2010. The Graduate Program Part B of Title V of the Higher Education Act (HEA) received $11.5 million for the first time through a mandatory provision within the HEA reauthorization and an additional $10.5 million in discretionary funding. As a part of the Student Aid and Fiscal Responsibility Act (SAFRA) of 2010, HSIs received mandatory 10-year funding totaling $1 billion to be appropriated at $100 million each year for STEM education, research and outreach. Funding for HSIs under Title VII of the Farm Bill increased to $9.237 million for FY 2010.

Through its conferences and events HACU continues paving the way to Increasing the Understanding of Hispanic Higher Education. The HACU on the Road tour, launched in 2009, resumed in the early part of 2010. The tour once again served as an opportunity to discuss the state of Hispanic higher education within the local communities visited. A total of eight visits were made within the U.S. and one international visit was made to Mexico City. The tour also helped to spread the word about the importance of collaboration to further enhance Hispanic higher education.

In April, the National Capitol Forum on Hispanic Higher Education, in its 15th year, provided a platform to advocate for federal legislation and support for Hispanic higher education.

HACU also led efforts to bring together 25 national organizations to form the Act on the DREAM Coalition. In June, a DREAM Act Summit was held in Washington,

D.C. The Summit served as a venue to issue a call-to-action for the passage of the Development, Relief and Education for Alien Minors Act (DREAM Act) in 2010. Although the DREAM Act was passed in the House, it failed to pass the Senate. Should the legislation be reintroduced in the 112th

Congress, the Coalition will re-establish its efforts.

In September, the 24th Annual Conference, “Championing Hispanic Higher Education Success: Expanding Opportunities in Challenging Times,” was held in San Diego, California, and attracted more than 1,300 attendees. Pre-conference events included the Latino Higher Education Leadership Institute and the Youth Leadership Development Forum.

The Association also continues Increasing the Capacity of Hispanic-Serving Institutions through partnerships, programs and collaborations such as the HACU-DHHS Professions Capacity Building Program. HACU is also involved with the NSF CI-TEAM MSI Cyberinfrastructure Empowerment Coalition and HACU Hispanic Higher Education Research Collective.

Investing in College Students is crucial to the future of this county. More than $272,000 in HACU scholarships were awarded to students at our member institutions in 2010. The Gap Inc. “Design Your Future, Diseña tu Futuro” program enabled students enrolled in fashion design to compete for scholarships during the Annual Conference. Southwest Airlines once again provided travel awards to deserving students. During Hispanic Heritage Month, HACU-member institutions were again in the national spotlight when the “Know Your Heritage: Hispanic College Quiz” game show series aired nationally along with a public service announcement to promote the HACU National Internship Program.

In its efforts to increase Hispanic representation in the workforce of the federal government and corporate America, the HACU National Internship Program placed more than 600 students in assignments nationwide. We know how valuable these internships are in Opening Doors to a Diverse Workforce. Each assignment provides students

the opportunity to gain work experience and earn a stipend. We ask that you promote this program widely so that more students can benefit from these career experiences before graduation.

These are just a few examples of the work of HACU’s staff in San Antonio, TX, Washington, DC, and Sacramento, CA. It’s important to recognize that HACU’s work is led through the participation of higher education leaders that comprise its Governing Board, as listed on the inside cover.

On September 18, 2010, Sandra V. Serrano, chancellor of the Kern Community College District, was elected to serve as the new Governing Board chair. Milton A. Gordon, President of California State University - Fullerton, completed two terms as chair and continues on the board as the immediate past chair. Other officers include: Jorge I. Vélez-Arocho, president of Pontificia Universidad Católica de Puerto Rico, vice chair; Leslie Navarro, president of Morton College, treasurer; and Tomás Morales, president of the College of Staten Island (CUNY), secretary.

New board members chosen were Rita Cepeda, chancellor of Evergreen/San José Community College District; Angel Herrera, regional vice president of ARAMARK and chair of the HACU Corporate and Philanthropic Council; and Manuel Isquierdo, superintendent of Sunnyside Unified School District in Tucson, Arizona. Isquierdo is the first representative from a Hispanic-Serving School District to serve on the board.

As we look toward HACU’s 25th Anniversary in 2011, we do so with confidence that more and more individuals like you are joining us in our advocacy efforts. Please help us spread the word about La HACHE de HACU, our Hispanic Alliance to Champion Higher Education annual appeal -- so that we can continue to make Hispanic higher education success a reality.

Institutions across the nation and abroad continue to recognize the importance of HACU’s mission to champion Hispanic success in higher education. HACU members are committed to improving access to and the quality of postsecondary educational opportunities for Hispanic students.

Strengthening Our Voice in Numbers

HACU President and CEO Antonio R. Flores and Central Intelligence Agency Director Leon Panetta signed an MOU on Sept. 20, 2010.

“Hispanic Americans are writing one of the greatest chapters in the story of our immigrant nation... America depends on the sheer energy and talent that you bring to the table.”

HACU Membership HACU’s strength and support continues to grow and in 2010 new membership included 35 institutions and 21 faculty and staff caucus members. Two new membership categories were added at the end of the year for student affiliates and student organization affiliates interested in joining HACU in support of its mission.

Overall, HACU membership consisted of 448 member colleges, universities and school districts located in 32 states, the District of Columbia, Puerto Rico and ten countries in Latin America and Europe.

Membership by category included: 226 Hispanic-Serving Institutions (HSIs); 94 Associate Members; 51 Partner Institutions; 56 Faculty and Staff Caucus Members; 48 International Members; 27 Hispanic-Serving School Districts (HSSDs); and 2 Educational Affiliates.

Efforts to establish partnerships and collaborative opportunities to help students be successful continued. International cooperation agreements included a joint student mobility program, where approximately 20 universities have participated in bilateral programs under a template agreement developed by HACU and the Inter-American Organization for Higher Education (IOHE).

HACU advocacy efforts focused on winning important new federal funding for member institutions. With the support of HACU’s members and allies, HACU continued to increase congressional appropriations and authorization commitments to Hispanic-Serving Institutions (HSIs). Over the years, HACU’s advocacy efforts have produced over 1.4 billion dollars for HSIs and Hispanic higher education.

Strategic alliances with other education and minority organizations continued to be important ways to promote the legislative agenda for higher education. As a member of the Alliance for Equity in Higher Education, which includes the National Association for Equal Opportunity in Higher Education and the American Indian Higher Education Consortium, minority-serving institutions increased their visibility and presence before Congress and the Administration. The Alliance serves as a unified voice for minority higher education. To advance legislative initiatives of benefit to the nation’s Hispanic community, HACU has been an active partner with the Washington Higher Education Secretariat, the National Hispanic Leadership Agenda, the Hispanic Education Coalition, and other national organizations that focus on education and workforce development. HACU also served as the convener of the Act on the DREAM Coalition to advance the DREAM Act (Development, Relief, and Education for Alien Minors Act).

HACU’s Washington, D.C. office directly addressed key pieces of legislation touching on all levels of Hispanic education and workforce development. The HACU

Advocating for Hispanic Higher Education SuccessNCLB/ESEA policy document called for expanded funding for training of K-12 teachers, counselors and administrators and other key education officials. A policy statement on the Workforce Investment Act was prepared in anticipation of the Act’s reauthorization in the 111th Congress. HACU policy statements and numerous meetings with legislative staff addressed an HSI and Hispanic perspective on the health care reform debate, which resulted in the passage of the most comprehensive health care bill in the nation’s history.

HACU was successful in increasing congressional appropriations and authorization commitments to HSIs. Appropriations for the Title V Undergraduate Program increased from $93.3 million in FY 2009 to $117 million for FY 2010. The Graduate Program Part B of Title V of HEA received $11.5 million for the first time through a mandatory provision within the HEA reauthorization and an additional $10.5 million in discretionary funding. As a part of the Student Aid and Fiscal Responsibility Act (SAFRA) of 2010, HSIs received a mandatory 10-year funding of $1 billion to be appropriated at $100 million each year for STEM education, research and outreach. Funding for HSIs under Title VII of the Farm Bill increased from $6.237 million to $9.237 million for FY 2010.

HACU continued to push for dedicated HSI funding from the National Science Foundation and worked closely with the U.S. Department of Agriculture in developing the new Hispanic-Serving Agricultural Colleges and Universities (HSACUs) provisions of the Farm Bill.

Overall, HACU monitored and reacted to over 133 legislative proposals introduced in the Senate and the House by promoting specific legislative language friendly to HSIs and the Hispanic community.

HACU renewed Memoranda of Understanding (MOUs) with key federal agencies (U.S. Army, Central Intelligence Agency, U.S. Coast Guard and Peace Corps) that provide the framework for collaborative efforts to advance Hispanic higher education achievement and success and for greater HSI student participation in agency internship programs. HACU continued to work with key federal agency personnel to increase the participation of HSIs in agency grants and contracts for research and outreach.

Western Regional advocacy efforts

HACU’s Western Regional advocacy efforts for member institutions in Arizona, California, Nevada, Oregon and Washington focused largely on trying to protect higher education funding in extremely tight state budget decisions. HACU also supported various pieces of higher education legislation in the region’s state legislatures, including their respective DREAM Acts, several financial aid bills and other college access legislation.

Increasing the Understanding of Hispanic Higher EducationGiven that the competitive demands of a global and high tech economy increasingly require college degrees, the under-representation of Hispanics in higher education is a national crisis requiring further collaboration.

HACU on the Road tour A HACU on the Road tour, which began in 2009, continued last year in efforts to address educational access concerns for the growing Hispanic higher education community. Visits were made to nine institutions in five states and one international stop. To date, the tour has visited 24 destinations.

HACU on the Road attendees have included chancellors, presidents of colleges and universities, superintendents of Hispanic-Serving School Districts, elected officials, corporate leaders and supporters of Hispanic higher education.

The Act on the DREAM Act CoalitionHACU also led efforts to bring together 25 national organizations to form the Act on the DREAM Coalition. On June 16, 2010, HACU held a DREAM Act Summit at the National Press Club in Washington, D.C. to issue a call-to-action for the passage of the Development, Relief and Education for Alien Minors Act (DREAM Act) before the Congress’ August recess.

Among the speakers were: Antonio R. Flores, HACU president and CEO; Gwendolyn Jordan Dungy, executive director, NASPA - Student Affairs Administrators in Higher Education; George R. Boggs, president and CEO, American Association of Community Colleges; and Gaby Pacheco, student and DREAM Walker.

The Coalition launched a summer letter writing campaign to urge members of Congress for cosponsorship and support of the DREAM Act. The DREAM Act would provide a pathway to legal residency and remove barriers to higher education for thousands of students who are not legal residents of this country through no fault of their own. Although the DREAM Act did not pass the Senate in 2010, the Coalition plans to continue pushing for its passage when it is reintroduced in Congress.

“Preparing the Workforce for Tomorrow - The Role of HSIs”15th National Capitol Forum on Hispanic Higher Education

On April 18-20, approximately 200 attendees gathered in Washington, D.C., for HACU’s 15th National Capitol Forum on Hispanic Higher Education. The Capitol Forum provided a platform to advocate for federal legislation and support for Hispanic higher education.

Keynote speakers included: The Honorable Arne Duncan, U.S. Secretary of Education; Roberto Ramirez, Chief, Ethnicity and Ancestry Branch, U.S. Bureau of the Census; Joan Wodiska, Government Relations Specialist, National

Governors Association; The Honorable Ken Salazar, U.S. Secretary of the Interior; Juan Sepúlveda, Director, White House Initiative on Educational Excellence for Hispanic Americans; The Honorable Bob Filner, Chairman House Committee on Veteran’s Affairs, and more.

Capitol Forum participants also had the opportunity to meet with key members of the House and Senate during visits to Capitol Hill.

24th Annual Conference

“Championing Hispanic Higher Education Success: Expanding Opportunities in Challenging Times”On September 18-20, more than 1,300 individuals met at the Hilton San Diego Bayfront for HACU’s annual conference. Attendees included representatives of colleges and universities, community leaders, public policy, and philanthropic sectors and more than 330 students.

More than 50 workshops in a wide range of topics and issues related to the conference theme were presented. An international track offered an International Plenary Session, workshops and an international networking session. Students also participated in sessions held as part of the Student track component of the Annual Conference.

Youth Leadership Development ForumThe annual Youth Leadership Development Forum, held as a pre-conference event, was hosted by San Diego State University. 715 eighth graders from 24 schools in the Imperial County, San Diego County and the Sweetwater Union School District area participated in workshops including career panels, a campus tour and team-building exercises. A panel of college students also presented information about student leadership and its importance on the path to college.

“Remembering where we came from – Knowing where we are going.”The Latino Higher Education Leadership Institute, “Remembering where we came from – Knowing where we are going,” a pre-conference event, drew a record 70 participants.

The Institute is designed to provide a forum for emerging higher education leaders. Presentations and workshops provide the opportunity to discuss challenges and explore strategies for making higher education institutions more responsive to the educational needs of Latinos and other underrepresented groups.

HACU-DHHS Professions Capacity Building ProgramMore than $60 million in grants have been awarded to Hispanic-Serving Institutions (HSIs) from the National Institutes of Health, U.S. Department of Health and Human Services (DHHS), and other agencies and organizations within the past ten years, thanks to the efforts of participants of the HACU-DHHS Professions Capacity Building Program.

Twenty faculty and staff members participated in the 2010 HACU-DHHS Professions Capacity Building Program, offered as a cooperative endeavor by HACU and DHHS. The program, funded by the National Center for Minority Health and Health Disparities and administered through the DHHS Office of Minority Health, is offered to help increase the research capacity of HSIs. The 2010 class brings the total number of participants of the program to more than two hundred.

The NSF CI-TEAM MSI Cyberinfrastructure Empowerment Coalition

HACU assists HSIs to become meaningfully engaged in cyberinfrastructure (CI) through the Minority-Serving Institution CyberInfrastructure Empowerment Coalition (MSI-CIEC), funded by the National Science Foundation (NSF).

The Coalition is a collaborative virtual organization including HACU, the American Indian Higher Education Consortium (AIHEC), and the National Association for Equal Opportunity in Higher Education (NAFEO), with the Center for Computational Science and Advanced Distributed Simulation at the University of Houston-Downtown (UHD); Community Grids Lab at Indiana University, San Diego Supercomputer Center; National Center for Supercomputer Applications; Texas Advanced Computer Center; TeraGrid; Open Science Grid; New Mexico Computing Applications Center; Biomedical Informatics Research Network; Linked Environments for Atmospheric Discovery; National Virtual Observatory; and many others. UHD is the grant’s lead institution.

HACU Hispanic Higher Education Research Collective

As the champions of Hispanic success in higher education, HACU continually needs current and valid research to help formulate policy and provide genuinely useful information to HACU-member institutions and federal and state policy-makers. To advance research, build a research community, share information, and garner input for a research agenda, HACU is developing the HACU Hispanic Higher Education Research Collective (H3ERC). Through funding from the Lumina Foundation, H3ERC has convened researchers at national meetings to develop the agenda for the next generation of research in Hispanic higher education.

Investing in College StudentsRestoring America to be first in the world in college graduation rates by 2020 is among President Obama’s proposed goals. Ensuring that college students have the adequate scholarship resources is one way HACU is providing the support needed for students to complete their higher education. HACU Scholarship ProgramHACU awards scholarships to students at HACU-member institutions. A total of 181 scholarships, totaling more than $272,000, was awarded in 2010. Companies like Aetna, Deloitte, Lockheed Martin, NASCAR, Office Depot, United Health Foundation, and Wal-Mart Stores, Inc., are among those making a big difference by investing in today’s college students and ensuring an educated workforce for the future of our country.

Jocelyn Baez, a first generation U.S. citizen born to immigrant parents from Nicaragua, finds great inspiration in being a future Latina leader. “When the opportunity of the HACU scholarship was presented, I was automatically attracted to the program design and its mission to strengthen young Hispanics in America,” Baez said. With the scholarship Baez received through the HACU program, she not only is closer to graduation in May 2011, but also to her aspirations of working internationally as a business-to-business consultant.

¡Lánzate! TravelAward ProgramThe Dándole Alas a Tu Éxito/Giving Flight to Your Success™ ¡Lánzate! Travel Award Program, sponsored by HACU and Southwest Airlines, was established seven years ago. The program has provided support to college students living away from home to be able to return to their hometown to visit with families with Southwest Airlines ticket vouchers.

2010 HACU National Internship Program summer participants

Jorge Marquez, a clinical psychology doctoral student at the University of Illinois at Urbana-Champaign, received a 2010 travel award to his hometown of El Paso, TX, that proved to be twice as rewarding. Not only was it a chance to visit his family, but also to collect data at the Texas-Mexico border for his dissertation.

“The lack of travel funds is currently the biggest challenge I face as I try to complete my higher education degree,” Marquez said. “By being the recipient of the Lánzate Travel Award Program, I will have the resources to travel to the Texas-Mexico border to collect my dissertation data and be on my way to complete my Ph.D.”

HACU is working to increase Hispanic representation in the federal workforce and corporate America. Hispanics, the nation’s largest and fastest-growing minority group, are also the only population underrepresented in the federal workforce. Hispanic leaders also remain underrepresented in the corporate sector.

Opening Doors to a Diverse Workforce

HACU National Internship ProgramThe HACU National Internship Program (HNIP) provides college students the opportunity to “earn while they learn” and gain career experience in the federal government or corporate sector while completing their degree.

In 2010, HACU placed 682 students in internship assignments, 659 with the federal government and 23 in corporate placements. Students were placed at 24 federal agencies. Federal placements included 109 students in the spring, 461 in the summer and 89 in the fall. Five corporations employed students in the program during the summer session.

The average grade point of the interns was 3.4 and the average age was 24. Students from 27 states, Puerto Rico and the District of Columbia participated in the program. Four hundred and five students worked in the Washington, D.C., area and 277 in field assignments throughout the United States.

To date, the program has provided internships to more than 9,000 students and has served as a pipeline for Hispanics to careers in the federal government and private sector.

Many students who have benefited from the internship program and other HACU educational programs are now giving back by serving as a resource for student development and alumni advancement through the HACU Alumni Association. Programs such as the HACU Alumni Ambassadors Program provide support and information to prospective HACU National Internship Program applicants.
