is extremely vulnerable to hostile exploitationthrough monitoring. Do not attempt to “talkaround” a classified or sensitive subject. Accu-mulated bits of seemingly “unimportant” informa-tion collected through continued monitoringwhen analyzed can provide Hostile IntelligenceServices with vital National Defense Information(AR 380-5 and AR 530-2).
Control of Telephone Usage:Unofficial use of DSN, FTS-2001, or any other
DoD funded telephone system is prohibited.Personnel found fraudulently using DoD tele-phone systems are subject to be disciplinedto the maximum extent possible. Individualsfound placing unofficial toll calls will pay forincurred charges.Third party monitoring of a telephone conver-
sation is prohibited unless all parties giveconsent. This also applies to use of hands-freespeaker telephones when more than one personis present at hands-free locations. It is a misde-meanor for anyone to use the telephone as ameans of conveying obscene or indecent lan-guage or to make anonymous or repeated callsto annoy, abuse, embarrass or harass.Do not discuss classified information on non-
secure telephones. Official DoD telephones aresubject to monitoring for communications securitypurposes at all times.
DoD telephones are provided for the transmis-sion of official government information only andare subject to communications security monitor-ing at all times. Use of official DoD telephonesconstitutes consent to communications securitytelephone monitoring in accordance with DoDDirective 4640.6.
Fraudulent use of Telephone Service:Any person who attempts to avoid payment of
Telecommunications Service by charging suchservice to an unauthorized telephone number orcredit card number, or who uses any other code,prearranged scheme, method, trick or device todefraud is in violation of both federal and state laws.The law of Tennessee provides that it shall be
unlawful for any person to obtain or attempt toobtain telephone service by fraudulent meanswith the intent to avoid payment for lawfulcharges. This includes not only the obtaining oflocal service, but devices, means or methods,with intent to avoid payment. Any person orpersons violating the provisions of this sectionshall be guilty of a misdemeanor, and upon con-viction thereof will be punished by imprisonmentfor one to five years unless value of servicesexceeds $100, in which case violators aresubject to imprisonment for three to ten years.Tennessee Code, 39-3-505. Kentucky state lawprovides that no persons shall obtain telephoneservices by deception or by false token orby using or possessing a device for theft of
telephone services. Violators, upon conviction,are subject to imprisonment for up to one yearand/or a fine of up to $500, unless the value ofthe services is $100 or more, in which case vio-lators are subject to imprisonment for one to fiveyears and/or a fine of up to $10,000. KentuckyRevised Statutes, 514.060, 414.065Those persons found guilty of violating the
Federal Fraud by Wire Statute may be fined$1,000.00 or imprisoned for five years, or both,for each such violation. 18 U. S. C. 1343Violations of this federal law are investigated
by the Federal Bureau of Investigation.
1. General:a. This official telephone directory is publishedfor information and use by personnel at FortCampbell. Regulations governing use and instal-lation of telephones are contained in AR 25-1.
b. The responsibility for the care, safeguardingand proper use of telephone equipmentrests upon the individual in whose office, orunder whose care, telephones are installed.
2. Classes of Service:a. Class AA. Service provided to conduct offi-cial Department of the Army business withdirect or operator-assisted access to theDSN, FTS-2000 and local off-post circuits.
b. ClassA-1. Service provided to conduct officialDepartment of the Army business with directaccess to the DSN and local off-post circuits.

d. Class C. Service authorized for official gov-ernment business only. These telephonesdo not have access to off-post trunk lines,operator or directory assistance.
3. Application for Telephone Services:a. Official Telephone Service: Official requestsfor telephone installations, moves, removalsor changes will be submitted on FC Form4175 (Communication Service Request) toDOIM, Building 907 Bastogne Ave. Thisform must be filled out and submitted by theTelephone Control Officer (TCO) for the unit.The TCO must input the forms via the DOIMAsset section of Remedy.
b. Unofficial or Quarters Telephones: Requestsfor telephone installations, removals, reloca-tions, or changes will be made (toll free) to:Bellsouth, (502) 557-6500 for Kentucky or(615) 557-6500 for Tennessee.
c. Request for coin telephones will bemade through AAFES, telephone number439-1889.
4. Official TelephoneInformation Assistance:a. Fort Campbell Operator–Dial 0 (798-2151from BACH numbers).
b. Fort Campbell Directory Assistance 113 –(6113 from BACH numbers).
c. Repair Service – 798-6580. The TCO mustput in a trouble ticket on the phone numbervia the DOIM Asset section of Remedy. Thiswill ensure the trouble ticket gets to thecorrect section for resolution. If the TCOdoes not have access to Remedy they needto call 798-9300 and have the help desk putthe trouble ticket in for them.
d. DSN prefixes are: for 798 numbers–635; for956 numbers–363; for 412 numbers–352.
e. Responsibilities of subscriber proceduresfor control of official calls are described inparagraphs 5 and 6 below and are con-tained in AR 25-1. Person in charge ofsection or activity will be responsible for alllong distance calls charged to the tele-phones in her/his section or activity.
5. Unit Responsibilities:a. Due to underground cables, there will beno digging, excavating, driving of postsor pilings without written notice 48 hoursin advance (Building 907). Dig permitsare submitted via the Tennessee One-Call System.
b. Only Fort Campbell telephone equipment spe-cialists or contractors are authorized to move,alter, place attachments on or make addi-tions to the telephone equipment systems.
c. All telephones are not secure. DO NOTdiscuss classified matters in telephone con-versations at any time unless authorizedequipment is utilized.
d. Tactical type equipment (e.g., field wire,switchboards and telephones) will not beused to supplement, replace or duplicatethe administrative (dial) telephone systemwithin any troop or administrative building.
e. All official telephone systems are subject tomonitoring at all times. Use of a governmenttelephone constitutes consent to monitoring.
f. Keep the Directory Clerk informed of allchanges to telephone listings by using FCForm 4175.
g. Each individual is responsible for all callsplaced over his/her assigned telephone andfor proper use and care of telephone equip-ment. Protect telephones, wires and con-nectors from moisture.
6. Telephone Control Officer’sResponsibilities:a. Each major unit, battalion, separate battal-ion/activity and staff office will appoint a tele-phone control officer (TCO) and an alternateTCO. Requests for telephone service mustbe routed through the TCO before they willbe accepted by DOIM.
b. The TCO will review and approve all workorders prior to submission to DOIM. Require-ments for extensive service should be coordi-nated personally with DOIM well in advance(60 days) of required service date. “Exten-sive” service is defined as anything otherthan a routine office telephone installation ormove, to include installation or moves ofmore than six instruments at a time.
c. All TCOs will ensure compliance with allinstructions under paragraph 5 above.
d. All TCOs will ensure timely and accuratesubmissions of listings/changes to the tele-phone directory.
e. The TCO will control distribution of alltelephone directories for his/her area ofresponsibility.
f. TCOs will attend all monthly IMO/TCOmeetings.
g. The TCO will inform all users that priority ofuse for long distance calls are:(1) DSN. Most operators at other posts willextend an official DSN call off post withinthe local call distance of that post. Referto the DSN section (Section V) for instruc-tions and listings.
(2) FTS-2001 Service is available for officialbusiness by dialing 98+1+AC+seven digittelephone number (6119+XXX+XXXXfrom BACH numbers).
(3) Commercial Toll Service. Use of commer-cial service for long distance telephonecalls is discouraged and may be usedonly if no other facilities are available.(a) TCOs are responsible for controllingthe number and length of toll calls.
(b) Discrepancies between unauthorizedcalls and billed charges will be clari-fied by the TCO. Charges for unau-thorized calls will be paid by theperson responsible. DOIM personnelwill assist in investigating calls anddefining responsibilities for such callsas may be considered questionable.DOIM personnel (798-9644) willadvise TCO on preparation of paper-work for collection.
(c) FTS-2001 Commercial toll callsshould not be placed to governmentactivities that are on the DSNnetwork. FTS-2001 or Commercialcalls may be placed in lieu of DSNonly when the urgency of the callcannot wait for DSN circuit availability.
7. Standards of Service:Telephone operators are instructed to be uni-
formly courteous. Similar actions on the part of thesubscriber will be appreciated and will serve as anincentive to superior service. Subscribers will notreprimand or enter into extended conversationswith operators because their time is needed toservice other customers. Complaints concerningservice will be made to the Chief of OperationsDOIM, telephone 956-4414. Fort Campbell opera-tors are on line Central Standard Time, Mondaythrough Friday, 7:30 a.m. to 4:30 p.m. FortMcPherson operators take over these calls at allother times.
8. Directory Service:a. 9. Procedures for Making Official Calls:a. ON-POST (798/956/412-XXXX) DIALINGON-POST–BACH numbers omit 798/956when dialing other BACH numbers.
b. DSN–Dial 94, then the 7-digit number (618from BACH numbers).
10. Reduction of Long DistanceTelephone Traffic in an Emergency(MINIMIZE):
a. Reason for MINIMIZE. When an actual orsimulated emergency arises, or is antici-pated, it is necessary to reduce the volumeof record and long distance telephone trafficordinarily transmitted over U.S. Military Net-works. This action is required to facilitateprompt transmission of essential trafficwhich must be transmitted electrically toavoid a serious impact on mission accom-plishment or personnel safety.
b. How MINIMIZE is Imposed. Notification willbe transmitted by the Joint Chiefs of Staff orthe command concerned, as appropriate.MINIMIZE will be automatically imposedupon declaration of DEFENSE CONDITION3, 2 and 1, DEFENSE EMERGENCY, or AIRDEFENSE EMERGENCY. The Joint Chiefsof Staff or command concerned will cancelMINIMIZE when no longer required.
11. Command and Control During(MINIMIZE):
a. During periods when MINIMIZE is imposedover Voice Communications, authority tooriginate or certify long distance telephonecalls will be limited to the commander orhis/her designated representative(s) withinthe Command or Activity.
b. Upon notification that MINIMIZE is imposed,switchboard operators will advise theperson or office for whom calls are pendingof the MINIMIZE condition. All calls placedsubsequently must be authorized by appro-priate authority and must be processedaccording to the Joint Uniform TelephonePrecedence System.
Instructions for Preparing FC Form4175:All telephone work other than “Trouble”
requires a FC Form 4175 to be submitted. Thisform is an electronic form and can be obtainedfrom the Fort Campbell Knowledge Share Siteunder Fort Campbell Forms. Send all copies toDOIM, Fort Campbell, typed or printed. The TCOcan access this form in the DOIM Assets portionof Remedy and thus submit it electronically. Thisgives them a way to track their work order.
Use Outline Below to Aid inCompleting FC Form 4175:1. Plan your needs and allow as much leadtime as possible. See REMARKS.
2. Fill in as requested.3. Fill in as requested.4. Check block that applies to your request.
5. Install. If request is for a new main line, put “1”beside Main Line block. (Always 1, as therecan only be one main line of any number.)
6. Remove. Means complete removal of a tele-phone line/instrument. Care should be takento let us know if complete telephone number isto be taken out or just extension(s). A “1” bymain line will result in removal of number com-pletely, but a “1” by extension means that justextension(s) will be removed. List telephonenumber you wish removed in lower block.
7. Relocate. A move can be inside or outside abuilding. A move will cover removal and rein-stallation of phone in this one column. Thesame telephone number will not be connectedbetween two buildings.
8. Put any additional information or miscella-neous type of work that doesn’t fit anywhereelse, to include justification for work requested.Examples: Requests for telephone inter-coms, loud bell(s), change ringer, rehabilita-tion (rehabs) of wiring, etc.
9. Name, rank and duty phone number ofperson requesting service/or exact locationknowledge.
10. Put title, section/branch, division, direc-torate or shop, company, battalion, brigade.
11. List how you wish number to be listedwithin the directory.

Aminimum of 30 days lead time is required;however, date service required will be subject toslippage depending on equipment availabilityand DOIM workload. Priorities will be determinedon a case by case basis.Bomb Threats, Threatening andObscene Telephone Calls:Bomb threats and threatening and obscene
telephone calls are a continuing problem at FortCampbell. If you receive such calls, follow theinstructions listed below to assist military policeand telephone security personnel in the appre-hension of offenders to good order.Procedures for Persons ReceivingBomb Threat Calls:Refer to FBI/DOJ 2-182a Bomb Threat Infor-
mation Card available through normal publica-tions channels.Follow procedures outlined on the form if you
receive a bomb threat. Keep a copy of the formunder your telephone so you can answer thequestions immediately should you ever need to.Do not hang up the telephone. Contact the Mili-tary Police, telephone 798-7111, and give yourname, location and the number of the telephoneon which you were called. Notify immediately thecommander or senior official of the unit/facilitythreatened.Procedures for Persons ReceivingAnnoying or Obscene Telephone Calls:1. Always get the caller’s identification. If thecaller asks “Who is this?” refuse to answer.Instead, ask, “What number did you call?” or“Whom do you wish to speak to?”
2. If you have small children, instruct them toNEVER talk to strangers on the phone. Achild’s comment that Daddy and Mommyare out for the evening could set up yourhome for robbery or worse circumstances.
3. Adults should never give information aboutthemselves or their home to telephonecallers they don’t know. That includes“salesmen” and “survey” operations, etc.
4. If a caller remains silent when you answerthe phone, hang up immediately. If the callerpersists, contact the Provost Marshal’sOffice for assistance.
5. If you are a woman living alone, never listyour full name in the telephone book. Useyour initials and last name.
6. Report any obscene or threatening telephonecalls to the police. When answering suchcalls, remain calm. Don’t repeatedly ask whohe is or what he wants. Many callers want toupset or scare you. Hang up if the callerbegins threatening or obscene remarks.

1. General:The Defense Switched Network (DSN) is the
principal unclassified long distance voice com-munications network within the Defense Com-munications System. It serves the major militaryinstallations within CONUS and is extended tosome overseas areas. Direct dial DSN servicefrom Fort Campbell is limited to CONUS installa-tions. The DSN prefixes assigned to Fort Camp-bell are 363 and 635.2. Local User Procedure:a. DSN service is provided for official andessential command and control operations,intelligence, logistic and administrativetraffic in accordance with the precedencecriteria given in paragraph 3. Because ofthe limited number of DSN trunks, eachcall should be limited to five minutes.
b. The more frequently called DSN numbershave been included in this directory. Addi-tional listings may be obtained by callingthe Directory Assistance Operator (113).
c. DSN access is limited to designated ClassAA and Class A-1 telephones. Access intothe system is obtained by dialing 8, listeningfor a second dial tone (Ft. Campbell Switch),then dialing the DSN number. (BACHnumbers will dial 618 for DSN access.)
3. Trouble Reporting:The following procedures have been estab-
lished for reporting DSN trouble:a. Report by means of another line to thetelephone trouble reporting desk bydialing DOIM HELP DESK AT 798-9300.
b. Provide trouble desk personnel with theextension number used to place the DSNcall, building number and room number.
