4. The Elk Township Little League will use the Official Little League Volunteer Application forms (see forms on pages 14 & 15 of this manual) and/or the Volunteer Verification functionality of the Blue Sombrero website host to screen all of our volunteers. Additionally, Elk Township Little League will be trialing the First Advantage background check tool with a few league officers for the 2016 season.

5. Fundamentals Training: March 12, 2016 At least one manager/coach from each team must attend the training. Every Manager/Coach will attend this training at least once every 3 years. Training will be at the Elk Township Little League

6. First Aid / Safety Training: March 12, 2016 Elk Township Little League will require at least one manager/coach from each team to attend. Every manager/ coach must attend this training once every 3 years. See attendance form on page 24 of this manual. The training will be conducted at the Elk Township Little League clubhouse. * Concussion laws in NJ will be researched and covered with all coaches/managers & league

9. Concession Stand Safety * Menu shall be posted & approved by the Safety

Officer and the League President Our Concession Stand Safety Procedures will

be posted several times in stand. Enclosed is a copy of the Elk Township Little League Concession Stand Safety Procedures (see pages 16 & 17 of this manual)

10. The League Safety Officer will inspect all equipment in the pre-season.

- Managers/ Coaches will inspect equipment prior to each game.

- Umpires will be required to inspect equipment prior to each game.

11. Implement Prompt Accident Reporting. Elk Township Little League will use the provided incident tracking

form from the LL website and will provide completed Accident forms to Safety Officer within 24-48 hours of the incident. See copy

12. Each Team will be issued an updated First Aid Kit and it is a requirement to have it at every practice and game.

13. Elk Township Little League will require ALL TEAMS to enforce ALL

Little League Rules as follows, including proper equipment for catchers:

a. No on-deck batters

b. Coaches will not warm up pitchers

c. Bases will disengage on all fields 14. Qualified Safety Plan Registration form completed.

Additional Safety Items – all Elk Township Little League volunteers will be expected to read and comply with the additional safety information related to the ETLL Safety Code, Accident Reporting Procedures, Communicable Disease Procedures, Storage Shed Procedures, Lightning Facts & Safety Procedures, and Important Do’s & Don’ts as found in pages 28 through 34 of this manual.

Safety Manual and First Aid Kit Verification

The Elk Twp. LL Safety Manual is published and distributed to all league officials, managers, and coaches. At the beginning of the season each manager will be issued a safety manual and a first-aid kit. Also a safety manual and a first-aid kit will be kept in the league club-house as well as the concession stand. Extra ice-packs will be kept in the concession stand. The safety manual will include phone numbers of Elk Twp. LL officials, emergency numbers, codes of conduct, accident reporting procedures, lightning facts, and some DO’S & DON’T’S. The first-aid kit will include the necessary items to treat an injured player until professional help arrives if needed. The mangers will acknowledge the receipt of both the Elk Twp. LL Safety Manual and First-Aid Kit by signing in the space provided below. The Safety Officer will keep this form on record for the league.

Coaches Code of Conduct(Coaches are Role Models)

Speed Limit 5 mph in roadways and parking lots while attending any Elk Twp. LL function. Watch for small children around parked cars.

No Alcohol allowed in any parking lot, field, or common areas within the Elk Twp. LL complex. No SMOKING or Tobacco products of any kind (including spit tobacco) allowed within the Elk Twp. LL complex. No Playing in Parking lots at any time. No Playing on or around lawn/maintenance equipment of any kind. No Profanity allowed in any parking lot, field, or common areas within the Elk Twp. LL complex. No Swinging Bats or throwing baseballs at any time within the walkways and common areas of the Elk Twp. LL complex. No Throwing Balls against dugouts, backstops, or concession stand. No Throwing Rocks or climbing fences. Only a player on the field and at bat, may swing a bat (Ages 5-12). Observe all Posted Signs. Players and spectators should be alert at all times for Foul Balls and Errant Throws. During games, players must remain in the dugout area in an orderly fashion at all times. After each game, each team must clean up trash in dugout and around stands. All gates to the fields must remain closed at all times. After players have entered or left the playing field, gates should be

closed and secured. No Children under the age of 15 are to be permitted in the Concession Stand. Failure to comply with the above may result in expulsion from the Elk Twp. LL fields or complex.

Volunteer Code of Conduct

The Elk Twp. Little League Board of Directors has mandated the following Code of Conduct. All managers and coaches will read this Code of Conduct and sign in the space provided below, acknowledging that he/she understands and agrees to comply with the Code of Conduct. Tear the signature sheet on the dotted line & mail to the Elk Twp. LL Safety Officer.

Elk Twp. Little League Code of Conduct

No Board Member, Manager, Coach, Player, or Spectator shall at any time: Lay a hand upon, push, shove, strike, or threaten to strike an official.

Be guilty of heaping personal verbal or physical abuse upon any official for any real or imaginary belief of a wrong decision or judgement.

Be guilty of an objectionable demonstration of dissent at an official’s decision by the throwing of gloves, helmets, hats, bats, balls, or any other forceful unsportsmanlike action.

Be guilty of using unnecessarily rough tactics in the play of a game against the body of an opposing player. Be guilty of a physical attack upon any board member, head coach, assistant coach, player, or spectator. Be guilty of the use of profane, obscene, or vulgar language in any manner at any time. Appear on the field of play, stands, or anywhere on the Elk Twp. LL complex while in an intoxicated state at any time. Intoxicated

will be defined as an odor or behavior issue. Be guilty of gambling upon any play or outcome of any game with anyone at any time. Smoke while in the stands or on the playing field or in any dugout at any time. Smoking will only be permitted in areas that are at least

twenty feet away from any spectator stands, dugouts, & the concession stand. Be guilty of discussing publicly with spectators in a derogatory or abusive manner any play, decision, or a personal opinion on any

players during the course of the game. As manager or coach, be guilty of mingling with or fraternizing with spectators during the course of the game. Speak disrespectfully to any manager, coach, official, or representative of the league. Be guilty of tampering or manipulation of any league rosters, schedules, draft positions or selections, official score books, rankings,

financial records or procedures.

Challenge an umpire’s authority. The umpires shall have the authority and discretion during a game to penalize the offender according to the infraction up to an including removal of the game.

The Board of Directors will review all infractions of the Elk Twp. LL Code of Conduct. Depending on the seriousness or frequency, the board may assess additional disciplinary action up to and including expulsion from the league.

Sport Parent Code of Conduct

The National Youth Sports Safety Foundation has come up with a way of handling increasingly volatile spectators and getting parents to take responsibility for their own actions at competitions. Parents must sign this contract at the beginning of each season to reinforce proper attitudes of spectators, and the impact they have on the players.

Sport Parent Code of Conduct

Preamble: The essential elements of character-building and ethics in sports are embodied in the concept of sportsmanship and six core principles: trustworthiness, respect, responsibility, fairness, caring, and good citizenship. The highest potential of sports is achieved when competition reflects these “six pillars of character”.

I therefore agree:

1. I will not force my child to participate in sports.2. I will remember that children participate to have fun and that the game is for youth, not adults.3. I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others.4. I will learn the rules of the game and the policies of the league.5. I (and my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy, and by

demonstrating positive support for all players, coaches, officials, and spectators at every game, practice or other sporting event.6. I (and my guests) will not engage in any kind of unsportsmanlike conduct with any official, coach, player, or parent such as booing

and taunting; refusing to shake hands; or using profane language or gestures.7. I will not encourage any behaviors or practices that would endanger the health and well-being of the athletes.8. I will teach my child to play by the rules and to resolve conflicts without resorting to hostility or violence.9. I will demand that my child treat other players, coaches, officials, and spectators with respect regardless of race, creed, color, sex, or

ability.

10. I will teach my child that doing one’s best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance.

11. I will praise my child for competing fairly and trying hard, and make my child feel like a winner every time.

will take time to speak with coaches at an agreed upon time and place.16. I will demand a sports environment for my child that is free from drugs, tobacco, and alcohol and I will refrain from their use at all

sports events.17. I will refrain from coaching my child or other players during games and practices, unless I am one of the official coaches of the team.

Elk Township Little League Safety Code(Dedicated to Injury Prevention)

1. All league volunteers must fill out a 2016 Volunteer Application Form and/or register on the Elk Township LL website, provide photo ID (i.e. driver’s license), and be subjected to a nationwide search that contains the applicable government sex offender registry data from the Department of Justice. Searches will be performed, signed off, & dated on the Volunteer Application Form and/or the Elk Township LL website by the Safety Officer.

2. Managers, coaches, & umpires will be responsible for inspecting the playing field for holes, damage, stones, glass, & other foreign objects prior to each practice and game. A Field Inspection/Equipment Checklist will be used as a way of verifying that the field(s) is safe to play on. If a potential safety hazard is found the manager/coach must inform the Safety Officer as soon as possible. If the hazard is minor, it will be corrected by the manager, coach, or the Safety Officer. If the hazard is major, the Safety Officer will then present the hazard to the other league board members to decide on what corrective action is to be taken. The Field Inspection/Equipment Checklist will be included as part of this manual.

3. Managers & coaches will be responsible for equipment inspections prior to each game or practice for the condition of the equipment as well as for proper fit by using the Field Inspection/Equipment Checklist. If equipment repairs/replacement is necessary the manager/coach must inform the Safety Officer as soon as possible. If the equipment hazard is minor, it will be corrected by the manager, coach, or the Safety Officer. If the equipment hazard is major, the Safety Officer will then present the hazard to the other league board members to decide on what corrective action is to be taken. The Field Inspection/Equipment Checklist will be included as part of this manual.

4. Copies of a Sport Parent Code of Conduct will be distributed to the managers by the Safety Officer and then given to all parents. The parent must read, sign, and return it to the player’s manager/coach. The manager is to have the signed Sport Parent Code of Conduct forms in his/her possession during all practices & games.

5. A Little League Facility Survey will be filled out by the Safety Officer and mailed to Little League Headquarters along with the safety manual annually.

6. An Elk Twp. LL Baseball Medical Release form must be filled out by the parent or legal guardian for each child they have playing in the program. The form must be turned in to the manager of the team the child plays for and the manager is required to carry the signed medical release form to each practice & game.

7. Concession stand workers will be trained in the safe handling of food and preparation. All workers will be trained in the safe operation of all equipment in the concession stand. Concession stand safety procedures will be given to all workers. These procedures will also be posted in the concession stand.

8. Responsibility for safety procedures shall be that of an adult member of the Elk Twp. Little League.

9. Arrangements should be made in advance of all games and practices for emergency medical services.10. No practices or games will be held when weather or field conditions are bad, particularly with lighting.11. All team equipment should be stored within the team dugout, or behind fences, and not within the area as defined by the umpires as “in

play”.12. Only players, managers, coaches, & umpires are permitted on the playing field or in the dugout during games and practice sessions.13. Responsibility for keeping bats and loose equipment off the field of play should be that of a player assigned for this purpose or the team’s

manager or coaches.14. During practice & games all players should be alert and watching the batter on each pitch.15. During warm-up drills players should be spaced so that no one is endangered by wild throws or missed catches.16. All pre-game warm-ups should be performed within the confines of the playing field and not within areas that are frequented by and thus

endanger spectators (i.e. – playing catch, swinging bats, etc.)17. Batters must wear Little League approved protective helmets during practices & games. All divisions except the Junior and Senior are

required to wear chip straps with their helmets.18. Catchers must wear catcher’s helmet, mask, throat guard, long model chest protector, shin guards, and protective cup with athletic

supporter at all times (males) for all practices and games. NO EXCEPTIONS!! Managers should encourage all male players to wear protective cups and supporters for practices and games.

19. Female catchers must wear long or short model chest protectors.20. All catchers must wear equipment as specified above when warming up pitchers. This applies between innings and in the bullpen during a

game and also during practices.21. Except when a runner is returning to a base, head first slides are not permitted.22. During sliding practice, bases should not be strapped or anchored down.23. At no time is horseplay permitted on the playing field.24. Managers and coaches may not warm up pitchers at any time. This includes standing at the backstop during practices acting as an informal

catcher for batting practice.25. On deck batters are not permitted (except in Junior & Senior division).

Accident Reporting Procedures

What to Report: An incident that causes any player, manager, coach, umpire, volunteer, or spectator to receive medical treatment and or first-aid must be reported to the Safety Officer. This includes even passive treatments such as the evaluation and diagnosis of the extent of the injury or periods of rest.

When to Report: All such incidents described above must be reported to the Safety Officer within 48 hours of the incident. The Safety Officer for the 2016 season is William Bryan Lloyd and he can be reached at 856-981-5465.

How to make the Report: An incident/injury tracking form is included in this safety manual and must be filled out within 24 hours of the incident by the manager, or coach, of the player. The completed form can then be turned in at the concession stand or given to the Safety Officer.

At a minimum the following information must be provided:

The name & phone number of the individual involved. The date, time, and location of the incident. As detailed a description of the incident as possible. The preliminary estimation of the extent of any injuries. The name and phone number of the person reporting the incident.

Communicable Disease Procedures

Bleeding must be stopped, the open wound covered and the uniform changed if there is blood on it before the athlete may continue. Routinely use latex gloves (provided in the first-aid kit) to prevent mucous membrane exposure when contact with blood or other body

fluids is anticipated. Immediately wash hands and other skin surfaces if contaminated with blood. Clean all blood contaminated surfaces and equipment. Managers, coaches, & volunteers with open wounds should refrain from all direct contact until the condition is resolved. Follow accepted guidelines in the immediate control of bleeding and disposal when handling bloody dressings, mouth guards, and other

articles containing bodily fluids.

Storage Shed Procedures

The following applies to all of the storage sheds used by Elk Twp. LL and apply to anyone who has the use of a key to use those sheds. All individuals with keys to the Elk Twp. LL storage sheds are aware of their responsibilities for the safe storage of rakes shovels bases,

etc. Before you use any machinery located in the shed (i.e. mowers, trimmers, scoreboards, public address system, etc.) please locate and read

the written operating procedures for that equipment. All chemicals or organic materials stored in the Elk Twp. LL storage sheds shall be properly marked as to its contents. They will also be

separated from the areas used to store machinery and gardening equipment to minimize the risk of puncturing storage containers. Any witnessed loose chemicals or organic materials within these sheds should be cleaned up and properly disposed of as soon as possible to prevent accidental poising.

No one under the age of 17 should be operating any of Elk Twp. LL’s equipment or scoreboards at Fields 1 & 2.

Lightning Facts & Safety Procedures

* In baseball, three strikes and you’re out. With lightning, one strike is all it takes.

When considering lightning the safety officers, managers, coaches, & umpires should think in terms of preparation, rather than prevention. Lightning and dangerous storms cannot be stopped. At any given time, more than 2000 thunderstorms are in progress around the world. Strikes to earth are random, and total protection from lightning is impossible. However leagues can reduce the risk of catastrophe by educating personnel and developing an evacuation plan.

The National Lightning Safety Institute lists six steps to safety for outdoor events.

1. A responsible person should be designated to monitor weather conditions. Local weather forecasts should be monitored 24 hours prior to events.

2. Suspension and resumption of activities should be planned in advance. Safe evacuation sites include metal vehicles with windows up, enclosed buildings, or if necessary, low ground. If you are stranded in an open area and cannot get to shelter in a car put your feet together, crouch down, and put your hands over your ears.

3. Unsafe shelter areas include all outdoor metallic objects like flag poles, fences, light poles, and metal bleachers. Avoid trees, water, open fields, and using the telephone.

4. Lightning’s distance from you can be referenced by noting the time from its flash to the bang of associated thunder. For each five second count, lightning is one mile away, i.e. 10 seconds = 2 miles. Since the distance from one strike to the next can be up to 1.5 miles, the NLSI suggests you activate your lightning evacuation plan no later than a count of 15 seconds.

5. If you feel your hair standing on end or hear “crackling noises”, you are in lightning’s electric field. Immediately remove metal objects and objects with metal pieces like baseball caps, place your feet together, duck your head, and crouch like a catcher with hand on knees.

6. People struck by lightning do not carry an electric charge and are safe to handle. Apply CPR immediately if qualified, and get emergency help.

First-Aid to a Lightning Victim:

Typically the lightning victim exhibits similar symptoms as that of someone suffering from a heart attack. In addition to calling 911, the rescuer should consider the following: The first tenet of emergency care is to make no more casualties. If the victim is in a high risk area, the rescuer should determine if

movement from that area is necessary – lightning can and does strike the same place twice. If the rescuer is at risk, and movement of the victim is a viable option, it should be done.

If the victim is not breathing start mouth-to-mouth resuscitation. If it is decided to move the victim, give a few quick breaths prior to moving them.

Determine if the victim has a pulse. If no pulse is detected, then start Cardiac compressions as well.

***Note: CPR should only be administered by a person knowledgeable and trained in the technique.

Consider the Following Lightning Facts:

The average lightning strike is 6-8 miles long. The average thunderstorm is 6-10 miles wide and travels at a rate of 25 miles per hour. Once the leading edge of a thunderstorm approaches to within 10 miles, you are at immediate risk due to the possibility of lightning strikes

coming from the storm’s overhanging anvil cloud. On the average thunder can only be heard over a distance of 3-4 miles, depending on humidity, terrain, and other factors. This means that

by the time you hear the thunder, you are already in the risk area for lightning strikes.

Rule of thumb:

The ultimate truth about lightning is that it is unpredictable and cannot be prevented. Therefore a manager, coach, or umpire who feels threatened by an approaching storm should stop play and get the kids to safety.

When in doubt the following rules should be applied:

When you hear it – clear it! - When you see it – flee it!

Some Important Do’s & Don’ts

Do reassure and aid children who are injured, frightened, or lost. Do provide or assist in obtaining medical attention for those who require it. Do know your limitations. Do carry your first-aid kit to all games and practices. Do keep your safety manual with your first-aid kit. Do have your player’s medical clearance forms with you at all games and practices. Do make arrangements to have a cellular phone available when your game or practice is at a facility that

does not have any public phones.

Don’t administer any medications (not even aspirin). Don’t provide to the injured party any food or beverages (other than water). Don’t hesitate in giving first-aid when needed. Don’t be afraid to ask for help if you are not sure of the proper procedures (i.e. CPR) Don’t transport injured individuals except in extreme emergencies. Don’t leave an unattended child at a practice or game. Don’t hesitate to report any present or potential safety hazard to the Safety Officer immediately.

*** Remember: Safety is Everyone’s Responsibility. Prevention is the key to reducing accidents to a minimum.
